A defensible construction tender starts with a scope every bidder can price on the same basis, a complete and usable tender package, and evaluation rules published before offers arrive. After the deadline, check compliance first, normalize prices, score quality only against the disclosed criteria, investigate anomalies under the applicable rules, and document the award decision.
This is general process guidance, not a universal legal checklist. Public and private procurement, and jurisdictions such as the United States, the United Kingdom and Singapore, use different procedures and standard forms. Confirm the procurement law, contract conditions and approval requirements that apply to your organization before issuing a tender.

1. Define the requirement before asking for prices
Write down the outcome you need before choosing a tender form. A contractor cannot prepare a reliable offer if the boundaries of the work, interfaces or completion obligations are still open to interpretation. The scope should let firms understand the nature and volume of the work and estimate from the same plans, specifications and project information. US federal construction rules in FAR Part 36 expressly require a scope of work that defines the project and the government’s requirements; the same discipline is useful for private projects.
Describe the outcome and boundaries
- State what is being built, repaired, installed, demolished or maintained.
- Identify work excluded from the contract and work to be delivered by the client or other contractors.
- Describe interfaces with occupied facilities, utilities, design teams, suppliers, regulators and neighbouring sites.
- List required deliverables, testing, commissioning, handover records, training and reporting.
- Set completion milestones, access restrictions, working-hour limits, shutdown windows and any seasonal constraints.
- Record known site conditions, surveys, investigations, asbestos or contamination information, ground data and existing services.
Separate mandatory requirements from preferences. A bidder should be able to tell which omission makes an offer non-compliant and which difference can be scored as a quality advantage.

Choose a procurement route that your rules allow
Decide whether the requirement will use a sealed price competition, a negotiated or flexible process, or a documented price-and-quality competition. The route affects what you may discuss with bidders, how changes are issued and how the winner is selected. FAR Part 14 describes a US federal sealed-bidding model in which award goes to a responsible bidder with a conforming bid that is most advantageous considering the price and price-related factors stated in the invitation. That model is not a general rule for private or non-US work.
UK Procurement Act 2023 guidance and Singapore’s public-construction framework illustrate different approaches. Singapore’s Building and Construction Authority (BCA) describes a Price Quality Method (PQM) for public-sector construction tenders of at least S$3 million. That threshold and method apply to the BCA context, not automatically to commercial projects or other countries.
2. Build a tender package bidders can actually price
Issue one controlled set of information. The exact documents depend on the project and governing forms, but a complete package commonly contains the following.
| Package element | What to provide | Why it matters |
|---|---|---|
| Invitation and timetable | Procurement reference, issuing authority, issue date, deadline, clarification period, site-visit dates, anticipated award and contract-start dates. | Lets firms plan estimating resources and understand the process. |
| Scope of work | Work description, boundaries, interfaces, quantities or measurable outputs, exclusions and acceptance requirements. | Creates a common pricing basis. |
| Technical requirements | Performance specifications, materials, standards, workmanship, tolerances, testing and commissioning requirements. | Defines the required result without relying on assumptions. |
| Drawings and schedules | Issued drawings, room or equipment schedules, bills of quantities where appropriate, and a revision register. | Allows take-offs and identifies the document version being priced. |
| Site and background information | Surveys, investigations, existing-service records, photographs, access rules, logistics constraints and known hazards. | Reduces hidden assumptions and unpriced risk. |
| Deliverables and programme | Required completion dates, milestones, reporting, inspections, handover documents and defects obligations. | Shows what “complete” means and when it must occur. |
| Pricing response | Form of tender, schedule of prices or bill of quantities, units, allowances, taxes, currency, validity period and instructions for alternatives. | Produces comparable totals and rates. |
| Bidder information | Required declarations, relevant experience, proposed personnel, capacity, safety or quality evidence and subcontracting information, where permitted and relevant. | Supports responsibility and quality assessment without asking for irrelevant data. |
| Submission and communications rules | File format, delivery channel, deadline time zone, question process, amendment procedure, confidentiality and late-submission treatment. | Prevents avoidable procedural disputes. |
| Contract terms | Proposed conditions, payment, insurance, security, variations, extensions of time, defects, termination, dispute resolution and project-specific obligations. | Ensures bidders price the same risk allocation. |
| Evaluation method | Pass/fail requirements, award criteria, scoring or assessment method and relative importance of multiple criteria. | Allows bidders to focus their responses and makes the decision auditable. |
FAR construction provisions identify items such as performance period, site-inspection arrangements, project magnitude and bidder instructions when applicable. UK guidance likewise expects notices or associated documents to contain enough information about the required works, specifications and contract information for suppliers to prepare tenders.
Control revisions and clarifications
Give every issued document a title, revision and date. Maintain a single question-and-answer log. When an answer changes the requirement, issue a formal amendment to every bidder rather than telling one firm privately. Extend the deadline when the change materially affects estimating time. Your local rules may prescribe the form of an amendment, the treatment of confidential questions or the handling of late submissions.
3. Test whether the scope is genuinely priceable
Perform a pre-issue review as if you were an estimator who has never seen the project. The following checks are practical controls derived from the requirement to provide sufficient and clear information; they are not a universal statutory checklist.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Dimensions and quantities: confirm that drawings, schedules and quantities agree, and identify which document governs if they conflict.
- Exclusions: state who supplies permits, temporary works, surveys, utility diversions, testing equipment, welfare facilities and disposal.
- Allowances: define provisional sums, prime-cost items and daywork rates, including how they may be instructed and valued.
- Unknown conditions: disclose available investigations and set out the contractual treatment of materially different conditions.
- Dates: reconcile the tender timetable, access dates, possession, sectional completion, final completion and liquidated-damages provisions.
- Standards: identify the edition of each technical standard and any permitted equivalent.
- Interfaces: explain responsibility for design, approvals, temporary protection, commissioning and coordination with others.
- Pricing units: use consistent units and state whether rates include labour, plant, materials, overhead, profit, taxes and escalation.
If an assumption cannot be removed, make it visible and ask every bidder to state its effect in the same response field. That produces a comparable qualification rather than five different interpretations hidden in bid letters.

4. Set a timetable that supports credible offers
There is no universal number of tender days. FAR guidance says to allow sufficient time and points to the construction season, site-inspection time, subcontractor quotations, review of project data and estimating from plans and specifications. Apply the same logic to your project.
Build the timetable from bidder tasks
- Allow time to download and review the complete package.
- Schedule a site visit when physical conditions, access or occupied operations affect price.
- Leave time for bidders to obtain specialist and subcontractor quotations.
- Set a question deadline early enough for you to issue answers and amendments.
- Reserve time for a final internal check that all bidders received identical information.
- Set the closing time with a time zone and a reliable receipt method.
- Allow the evaluation team enough time to check compliance, clarify matters where permitted, score quality and obtain approvals.
Do not promise an award date that leaves no time for due diligence, reference checks or mandatory notices. If a major amendment is issued late, consider extending the closing date so the change does not advantage firms that happen to see or interpret it first.
5. Publish criteria that can be applied consistently
Evaluation criteria must relate to the contract, be clear and measurable, and be proportionate to the work. UK Cabinet Office guidance on assessing competitive tenders under the Procurement Act 2023 framework, updated 17 August 2026, emphasizes those principles and says the relative importance of multiple criteria should be stated. The guidance also expects the assessment methodology to explain how tenders will be assessed against the award criteria.
Separate compliance gates from scored attributes
Use pass/fail requirements for matters that must be present, such as a signed form, required insurance evidence, a mandatory certification or acceptance of a non-negotiable contract condition, where your rules permit that structure. Score only differences that can influence the contract outcome. Do not award points for information that was never requested or introduce a new minimum requirement after bids arrive.

Possible quality dimensions include methodology, delivery programme, key personnel, relevant experience, safety and quality arrangements, and risk management. Select only those that are relevant and assessable for this project. Explain the evidence expected, the scoring scale and the relative importance of each criterion. If price and quality are combined, state how the combination is calculated; if the method is lowest conforming price, say so and identify any price-related factors that will be considered.

| Criterion family | Evidence to request | Evaluation question |
|---|---|---|
| Technical approach | Method statement, sequencing, temporary works and proposed controls. | Does the approach address the actual site constraints and required result? |
| Programme | Baseline schedule, milestones, resources and critical-path assumptions. | Is the proposed plan credible and aligned with the required dates? |
| People and capability | Named key personnel, roles, availability and relevant project examples. | Does the proposed team have evidence relevant to this scope? |
| Safety and quality | Project-specific plans, inspection and test arrangements, reporting and assurance. | Are controls proportionate to the hazards and quality risks? |
| Risk management | Risk register, mitigation actions, interface plan and escalation route. | Has the bidder identified material risks and practical responses? |
| Price | Completed pricing schedule, assumptions, exclusions, rates and validity. | What is the evaluated cost on the same basis as other bids? |
6. Receive and record bids under the applicable rules
Use the submission, opening, confidentiality and late-bid procedures stated in the tender documents and required by your jurisdiction. The sources used here do not establish one universal procedure. Record the date and time received, the files received, any withdrawal or replacement, and the people who had access. Preserve the original submission before asking for any permitted clarification.
Clarification should explain an existing answer, correct an obvious administrative issue where the rules allow it, or confirm an ambiguity. It should not let one bidder materially improve its offer after the deadline while others cannot respond.
7. Compare bids in a disciplined sequence
Stage 1: Check compliance and responsibility
Use a compliance matrix against the published requirements. Check forms, signatures, required schedules, bid validity, mandatory declarations, requested evidence, acceptance of contract terms and any stated format rules. Record each finding with a document reference. Treat a non-conforming item according to the tender rules; do not invent a new test during evaluation.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Stage 2: Normalize the prices
Compare like for like before deciding which offer is cheaper. Recalculate arithmetic where the rules specify how errors are handled, and record the correction. Identify exclusions, qualifications, provisional sums, allowances, alternative offers, tax treatment, escalation assumptions, currencies, unit rates and validity periods. If the tender requested lifecycle or operating costs and permits them to be assessed, include them exactly as the published method says.
| Price check | Question to answer | Record |
|---|---|---|
| Base total | What total did the bidder submit, and is it in the required currency? | Submitted and evaluated totals. |
| Scope coverage | Are all required items priced, or are any marked excluded or included elsewhere? | Item-by-item variance. |
| Allowances | Are provisional or prime-cost amounts identical to those in the tender? | Allowance reconciliation. |
| Qualifications | Does a condition shift cost, schedule or risk back to the client? | Commercial impact and rule-based treatment. |
| Rates and quantities | Are unit rates, extensions and quantities internally consistent? | Arithmetic and rate checks. |
| Alternatives | Was an alternative requested and evaluated under the stated rules? | Separate comparison, not an unannounced substitution. |
Normalization is a practical evaluation technique, not a single formula mandated everywhere. The key is to apply the same adjustments, assumptions and published rules to every bid.
Stage 3: Score quality against the disclosed rubric
Have evaluators score independently when appropriate, then reconcile differences through a recorded moderation process. Tie each score to evidence in the submission and to the criterion wording. Notes should explain why the evidence meets, exceeds or falls short of the published standard. Do not reward an attractive feature that was outside the criteria or penalize a bidder for an unstated preference.

Stage 4: Investigate unusually low tenders correctly
An unusually low price can reflect an error, an omitted scope item, an unrealistic programme or a genuine efficiency. UK competitive-tendering guidance identifies abnormally low tenders as part of its regulated assessment framework. It does not create a universal percentage threshold that can be applied to every procurement. Follow the procedure in your jurisdiction and tender documents: request an explanation through the permitted channel, assess the evidence against the scope and delivery obligations, and record the conclusion. Do not reject solely because a bid looks low unless the applicable rule supports that action.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsStage 5: Apply the stated award basis
A lowest-price method and a weighted price-quality method can produce different winners. Under the US federal sealed-bidding example, the award considers price and the price-related factors included in the invitation and is made to a responsible bidder with a conforming bid. Under Singapore’s BCA PQM framework, price and non-price quality attributes contribute to a combined score for the specified public-sector construction context. Neither example should be substituted for the method your tender disclosed.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Make the award decision auditable
Assemble a decision record that a person who was not in the evaluation room can follow. Include the issued tender documents and amendments, receipt log, compliance checks, clarification correspondence, price normalization, individual and moderated scores, conflict-of-interest declarations, approvals, risk notes and the final recommendation. Explain any rejection or adjustment by reference to a published requirement or criterion.
Communicate the result and any required standstill, debrief or feedback process under local rules. The BCA page notes that tenderers in its described framework may request a feedback session after award; that is specific to that Singapore government process and should not be generalized. Retain records for the period required by your organization and jurisdiction.
9. A practical comparison framework
When both price and quality are disclosed, organize the evaluation around the following axes, using only the criteria relevant to the project:
- Conformity: Does the offer meet the scope, format, declarations and mandatory contract requirements?
- Evaluated price: What is the comparable total after applying the stated treatment of assumptions, exclusions, allowances and requested lifecycle costs?
- Technical approach: Does the method address construction sequence, interfaces, temporary works, access and commissioning?
- Capability: Does the proposed team show relevant experience, capacity and availability supported by evidence?
- Schedule: Can the bidder meet milestones with a credible resource plan and risk response?
- Published risk and quality factors: How does the offer perform against the exact attributes announced in the tender?
Do not turn this list into an automatic scorecard. Criteria must be selected, defined, weighted or ranked, and disclosed before bids arrive.

10. Common failure modes and fixes
Vague scope and divergent prices
Symptom: bids contain incompatible assumptions and large qualification lists. Fix: clarify boundaries, issue missing drawings or quantities, define allowances and ask all bidders to price the same assumptions.
Late information that advantages one bidder
Symptom: a material answer is sent privately or immediately before closing. Fix: issue a controlled amendment to every bidder and extend the deadline when needed.
Criteria that cannot be measured
Symptom: evaluators award points for “confidence” or “best fit” without evidence. Fix: define observable evidence, scoring anchors and relative importance in the tender.
Recommended Free Tools
Lowest price selected despite hidden risk
Symptom: the cheapest total excludes work, relies on unrealistic dates or transfers unpriced risk. Fix: normalize on the published basis, examine qualifications and apply the stated price-quality method rather than an informal preference.
New rules invented during evaluation
Symptom: a bidder is penalized for a requirement absent from the documents. Fix: evaluate only the published criteria and handle genuine ambiguity through the permitted clarification process.
Insufficient records
Symptom: the organization cannot explain why one compliant bid scored higher. Fix: preserve evidence-linked notes, moderation decisions, calculations and approvals as the evaluation happens.

12. Jurisdiction check before release
Use this guide as a process framework, then verify the rules that govern your procurement. FAR Part 36 and FAR Part 14 are US federal regulations with a defined legal scope. UK guidance concerns the Procurement Act 2023 framework and may change as official guidance is updated. The BCA PQM description is for Singapore public-sector construction tenders at or above S$3 million. Your organization may also have standard forms, delegation limits, insurance requirements, local licensing rules, tax provisions, security arrangements and records obligations that alter the tender documents or evaluation sequence.
