Plan access as one continuous experience: from arrival and event routes to the audience area, onto the stage, and through the presentation itself. Start by confirming which federal, state, local, venue, fire, and permit requirements apply; then map the site, fit stage access to its actual rise and ground conditions, and arrange the platform so presenters with disabilities can participate alongside others.

Start with the site, stage layout, and applicable requirements

Before booking equipment or drawing the audience layout, establish who controls the venue and who is responsible for the event setup. Confirm whether the site is public or private, how the stage and seating will be arranged, whether a direct circulation path connects the seating area and stage, and what local building, fire, event-permit, and accessibility requirements apply. U.S. Department of Justice (DOJ) guidance on temporary stages addresses one federal Title III issue; it is not a complete compliance review for a particular event or jurisdiction.

DOJ says its rule applies to permanent stages and to temporary stages when there is a direct circulation path from the seating area to the stage. The Department’s commentary also says the provision does not require constructing a direct accessible route where no such path exists. This condition is not a blanket exemption from other access obligations. Apply the distinction to the planned layout and confirm requirements with the venue and relevant authorities. In practice, document the arrangement you are actually planning rather than relying on a general assumption about temporary stages. Note where seating is located in relation to the stage and whether a direct circulation path connects them. If the seating plan or stage location changes, revisit that assessment: a different configuration may change the conditions that matter under the DOJ commentary. Keep this federal question separate from the broader obligation to plan accessible arrival, routes, services, and participation, and ask the venue or responsible authority what additional rules apply.

It is useful to assign responsibility early. Identify who approves the site plan, who sources access equipment, who coordinates with the stage provider, and who checks the route and platform after installation. Organizer and venue roles will vary; no universal assignment of these duties applies. The point is to avoid leaving an important part of access planning unowned until event day.

Map an accessible route across the entire event

Draw a continuous route connecting arrival points and entrances with the audience area, stage access, restrooms, services, and other key activities. Where possible, align the accessible route with the routes other attendees use rather than sending people on a separate or inconvenient path. The ADA National Network’s temporary-event guidance covers route planning and common barriers at event sites.

Walk the proposed route in person. A route that looks clear on a plan may be unusable once it crosses soft ground, slopes, or temporary infrastructure. Check:

  • Ground firmness and stability, including grass, sand, mud, and uneven or rutted areas.
  • Transitions between paving, temporary flooring, and natural ground.
  • Clear width, turning and approach space, and the placement of barriers or queues.
  • Cables, hoses, signs, furniture, and other trip or circulation obstructions.
  • Exposure to rain and other weather that could change traction, drainage, or ground conditions.
  • Whether crowd flow, vendor locations, or event operations will block the route during the event.

Include the route to and onto the stage in the same site plan. A compliant ramp does not solve access if its approach is blocked, its lower end meets unusable ground, or the route leading to it fails.

Follow the route in both directions and inspect its full length, not just the point where it meets the ramp. Consider whether the route remains connected from the event entrance through the audience area and to the stage, and whether it also reaches restrooms, services, and other key activities. An accessible route that ends at the event perimeter or at the audience area does not address the entire experience described in the planning guidance.

Make the walk-through reflect the actual operating layout. Include barriers, queues, cables, signs, furniture, vendors, and temporary flooring where they are expected to be on event day. Check transitions where a route moves from a firm surface to grass or another natural surface, and consider how rain could affect both the ground and traction. If the route must cross an area likely to become soft, muddy, or obstructed, discuss temporary route surfaces or a different layout with the venue and supplier. No single surface or product works for every site, so confirm the proposed solution’s fit with actual conditions.

Route integration is also a matter of how people move through the event. Keep the accessible path from being needlessly separated from the routes other participants use, and account for crowd flow so it does not become blocked after gates open. Map how attendees reach the audience, restrooms, and services as well as the stage. Ask who will monitor those connections during the event and who can move an obstruction or respond if conditions change.

Choose and lay out stage access for the actual rise

Measure the stage’s vertical rise and the space available for the ramp, its approaches, and its landings. The U.S. Access Board’s ramp guide describes the cited ADA Standards provisions: a maximum running slope of 1:12, a minimum clear width of 36 inches, level landings, firm and stable slip-resistant surfaces, and edge protection. Landings must be designed to prevent water accumulation. These dimensions and conditions come from the standards guidance; verify how the applicable requirements govern the specific structure and setup. U.S. Access Board guide to ramps and curb ramps.

A 1:12 slope means one unit of vertical rise for every 12 units of horizontal run. That ratio is a maximum running slope, not a complete ramp layout: the design also needs compliant landings and usable approach and maneuvering space. Measure the rise and available footprint before choosing a ramp or stage location. If the ramp cannot fit safely with its required clear width and landings, reconsider the layout or assess another access solution with the venue and qualified professionals.

Plan from the site measurement, not from the assumption that a ramp will fit wherever the stage is placed. The ramp needs its running surface, approaches, and level landings, as well as safe placement within the event footprint. Draw those elements on the plan alongside audience circulation, barriers, and the ground conditions at the ramp’s lower end. A ramp that meets a slope measurement in isolation may still fail as a usable route if the approach is obstructed or the transition to surrounding ground is poor.

The Access Board guidance also identifies the qualities of the surface and landings: firm, stable, slip-resistant surfaces, edge protection, and landings designed to prevent water accumulation. Those are especially important to examine in an outdoor setting where rain and ground transitions can change conditions. Check the equipment and its placement, not only the product description. Confirm that the installed ramp meets the measured rise and available footprint, connects to the route, and can be used in the expected weather conditions.

Portable equipment is not automatically compliant. A ramp serving a temporary structure may itself be temporary or portable, but portability does not remove applicable design criteria. Check the ramp’s dimensions, surface, placement, and fit with the stage and surrounding route. For a complex site or uncertain requirements, ask a qualified accessibility professional or the authority responsible for approval to review the plan.

If a ramp cannot fit, do not solve the space problem by overlooking its slope, landings, or approach. Reconsider the stage height or location, or assess another access solution such as a lift, while checking requirements and approvals. The sources cited here do not compare those options or establish a universal preferred solution. A qualified reviewer can help assess the actual rise, footprint, route, surface, weather exposure, and applicable requirements for the event.

Make the platform usable for presenters

Access should allow a presenter who uses a wheelchair or scooter to take part on the platform with other speakers—not be assigned to the floor while others use the stage. New York City’s Mayor’s Office for People with Disabilities recommends ramp access to presentation platforms and a 5-foot turning radius. Its guide also recommends space for a qualified ASL interpreter and captioning on screens that show slides, video, or presenters. The guide is dated April 2025; treat it as useful planning guidance, not a substitute for the rules that apply at your venue. NYC Accessible Meetings and Events Guide.

Coordinate the stage plan with the event’s run of show. Check that a presenter can reach the speaking position, turn and maneuver, and use the microphone and presentation equipment. Place an interpreter where attendees can see both the interpreter and the relevant presentation content. Plan captions for screens used to display slides, video, or presenters, and confirm that the display remains visible from the intended audience locations.

Plan the whole presenter sequence, not only the point where the ramp reaches the stage. Consider the route onto the platform, the 5-foot turning radius recommended by the NYC guide, the speaking position, and the location of microphones and presentation equipment. The aim is a layout in which a presenter using a wheelchair or scooter can participate on the platform alongside fellow speakers. The NYC guide explicitly advises against asking that presenter to present from the floor while others use the stage.

Include communication access in the same drawing. Reserve room for a qualified ASL interpreter and arrange the presentation so the interpreter and relevant content can be seen. If screens show slides, video, or presenters, the NYC guide recommends captioning on those screens. Confirm that the screen and interpreter positions work from the intended audience locations, rather than assuming that a display visible to the stage team will also be visible to attendees.

Run-of-show details can affect whether the arrangement works. Confirm where presenters enter and leave the platform, where they stand during introductions or transitions, and where the interpreter is positioned during the presentation. Check these details with the stage and event teams before the setup is finalized. This is not a substitute for the guide’s recommendations or applicable rules; it is a way to make sure the planned equipment and layout support actual participation rather than access in name only.

Do not treat ramp access as the only presenter consideration. The path must connect to a usable platform position, and the speaking arrangement must support participation without avoidable separation from fellow presenters. Confirm who will install and check the access route, and who will help resolve a problem if equipment or site conditions change.

Plan audience seating, companions, and sightlines

Audience access is part of the stage plan. Where assembly-area seating rules apply, consider wheelchair viewing locations, companion seating, route connections, and meaningful sightlines together. DOJ’s 2010 ADA Standards guidance explains dispersion and viewing-choice requirements for wheelchair spaces and companions. The specific requirements depend on the venue and event context, so check the applicable provisions rather than assuming one arrangement works everywhere.

DOJ also discusses temporary platforms used for entire temporary seating sections created to increase event seating. That is a specific scenario, not a general rule that temporary platforms are always permitted or always prohibited. Assess the actual seating configuration against the Standards guidance and confirm any venue or local requirements.

Include the wheelchair viewing locations and companion seating in the audience plan before finalizing the stage position. Check how attendees reach those locations from arrival and other event routes, and whether the intended views are meaningful for the presentation. The DOJ guidance discusses dispersion and viewing choices, so do not assume that one designated location or one seating arrangement resolves every question. Verify the specific rules for the venue and event context.

If temporary platforms are part of an expanded seating section, identify exactly how they will be used: DOJ’s guidance concerns temporary platforms used for entire temporary seating sections created to increase event seating. Do not generalize that scenario to every temporary platform or audience layout. Compare the actual arrangement with the Standards guidance and local requirements, and coordinate the audience plan with the route and sightlines to the stage.

Compare practical access options before committing

If the planned ramp cannot fit, or the site makes the proposed route difficult to use, compare alternatives such as a lift, a different stage height, or relocating the stage. The sources cited here do not establish which option is right for a particular event or compare commercial products, prices, or supplier performance. Make the decision using the actual site and applicable requirements.

Decision factor What to verify
Requirements and approval Applicable federal, state, and local rules; venue, fire, and permit requirements; and who must approve the setup.
Rise and available space Stage height, ramp or alternative footprint, approaches, landings, and maneuvering area.
Surface and weather Stability, slip resistance, drainage, transitions to surrounding ground, and expected conditions.
Route integration Whether attendees can reach and use the access route without avoidable separation or blocked circulation.
Participation and viewing Whether presenters can use the stage alongside others and whether audience members have appropriate viewing locations and sightlines.
Operations Delivery, installation, inspection, staffing, removal, and contingency arrangements.

Use the comparison to surface site-specific tradeoffs, not to rank products the sources have not reviewed. A different stage location may improve route integration; a lower stage may affect the amount of ramp footprint needed; a lift may be another option to assess. In each case, check applicable approvals, the route and ground conditions, presenter participation, audience viewing, and how the equipment will be delivered, installed, inspected, staffed, and removed. Ask providers for details that can be verified against the actual site plan.

Confirm equipment and operations before event day

Contact the venue, local parks or event office, and equipment suppliers early to ask what stage-access equipment and temporary route surfaces are available. Availability and delivery arrangements vary by location. For example, Madison’s event accessibility plan lists a wheelchair-accessible stage ramp and notes that delivery may involve fees; this is a local resource, not a guarantee that another municipality or venue offers the same equipment. Madison event accessibility plan.

When arranging a ramp or other equipment, verify its dimensions, capacity, condition, installation method, and compatibility with the measured stage rise and the available site footprint. Confirm who installs and inspects it, whether delivery or other fees apply, and how the route will be kept clear. Plan for likely weather and identify a responsible person who can act if the surface, equipment, or route becomes unsafe or unusable.

Ask suppliers specific questions before reserving equipment: what are the dimensions and capacity; what is its condition; how is it installed; and can it be placed to match the measured rise, required landings, and available space? Confirm delivery timing and any fees, who will install and inspect the equipment, and who is responsible for clearing or monitoring the route. Madison’s example shows why delivery can be a logistics and cost consideration, but it does not establish what another provider will charge or supply.

Confirm the plan again when the installed equipment is on site. A route or ramp may look different when stage placement, ground conditions, barriers, and temporary surfaces are in place. The person responsible for the setup should check its fit and condition before attendees arrive and know whom to contact if the route becomes blocked or conditions change. No universal weather contingency or staffing formula applies; establish a practical response with the venue and event team for the specific site.

Pre-event accessibility walk-through

Walk the event setup before attendees arrive, with the people responsible for the venue, event operations, and access equipment. Check the route and stage as they will actually be used, not only as drawn.

  • Confirm the venue, permit, fire, and accessibility requirements and who is responsible for meeting them.
  • Follow the route from arrival and entrances to the audience area, stage, restrooms, and key services.
  • Check ground conditions, transitions, clear width, obstructions, crowd flow, and weather exposure.
  • Measure and inspect the stage access, including running slope, clear width, landings, surface, edge protection, and water drainage where applicable.
  • Verify that presenters can reach and use the platform, with room for turning, microphones, captions, and interpreter placement.
  • Check audience wheelchair locations, companion seating, route connections, and sightlines against the requirements that apply.
  • Confirm installation, inspection, staffing, delivery, and the response plan for equipment or site changes.

Use the walk-through to check the connections between these elements. Can someone reach the event area, travel to the audience and services, and get to the platform along a usable route? Does the stage access connect to a platform where a presenter can participate with others? Can audience members reach the planned viewing locations and see the presentation? If any answer depends on a barrier being moved, a route remaining clear, or equipment being installed in a particular way, assign that task to a named person before the event opens.

Frequently Asked Questions

Does an outdoor temporary stage need to be accessible?

DOJ’s Title III commentary says its stage-access provision applies to temporary stages when there is a direct circulation path from the seating area to the stage. The commentary also says it does not require constructing a direct accessible route where no direct circulation path exists. That is a specific federal distinction, not a blanket exemption from other access obligations. Confirm the actual layout and the venue’s federal, state, local, fire, and permit requirements.

What should I check before renting a portable stage ramp?

Measure the stage rise and available footprint first. The Access Board guide describes a maximum 1:12 running slope, a 36-inch minimum clear width, level landings, firm and stable slip-resistant surfaces, and edge protection. Check the ramp’s dimensions, capacity, condition, installation, approaches, landings, surface, and fit with the route and ground. Portability does not by itself make a ramp compliant.

What if there is not enough room for a ramp?

Do not ignore the ramp’s slope, landings, or approach to make it fit. Compare options such as changing the stage height or location, or assessing a lift, against the applicable requirements, site conditions, route integration, presenter participation, audience viewing, and operational needs. Have the venue or a qualified accessibility professional review the specific setup where needed.

Does access planning stop once a ramp reaches the stage?

No. Plan a continuous route from arrival and entrances to the audience area, stage, restrooms, services, and other key activities. Inspect actual ground conditions, transitions, obstructions, crowd flow, and weather exposure. On the platform, make sure presenters can reach and use a speaking position, turn and maneuver, and participate alongside other speakers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should be planned for audience members who use wheelchairs?

Where assembly-area seating rules apply, consider wheelchair viewing locations, companion seating, route connections, dispersion, and sightlines together. DOJ’s guidance also addresses temporary platforms used for entire temporary seating sections created to increase seating; that specific scenario should not be generalized to all temporary platforms. Verify what applies to the venue and event.

Are accessible stage ramps available from local event offices?

Availability and delivery arrangements vary. Madison’s event accessibility plan lists a wheelchair-accessible stage ramp and notes that delivery may involve fees, but that local example does not guarantee availability elsewhere. Ask the venue, parks or event office, and suppliers early, and verify dimensions, capacity, condition, installation, delivery, and site fit.

The Bottom Line

Plan the outdoor stage as one linked access experience: arrival, site routes, audience viewing, stage access, presenter participation, and communication access. Measure and inspect the actual site, verify applicable requirements, confirm equipment and responsibilities early, and walk the installed setup before attendees arrive. A temporary or portable ramp is not automatically suitable; its layout and route must work for the event’s rise, space, surfaces, and conditions.
