If your company is not on a construction framework’s appointed-supplier list, first confirm what kind of procurement arrangement it is and whether the relevant lot or region is missing. Your options depend on the framework’s documents: you may need to pursue subcontracting now, wait for an open framework’s next reopening, or apply to join a dynamic market. Registering on a procurement portal or setting an alert helps you find opportunities, but it does not make your company an appointed supplier.
First confirm what “not named” means
Do not assume that one supplier list tells the whole story. Check the complete award notice and list for every relevant lot, trade category and geographic area. Your company may not be appointed for one lot but could be eligible for another. Also confirm whether the bidding entity is your company, a subsidiary or a trading name; a proposed subcontractor is not the same as an appointed framework supplier.

Identify the actual commercial arrangement. A framework, an open framework and a dynamic market have different admission rules. A framework call-off is ordinarily awarded to a supplier that holds a place on that framework, using the selection process set out in its documents. The name of a portal or procurement website does not establish that your business has framework status.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIt is also worth checking whether the list is final. If the tender is still open, you may still be able to submit a compliant bid; if an award has been made, the route may be different. Confirm the notice and dates before investing time in an application or approaching suppliers. The exact framework and company are not specified here, so no general guide can establish whether a particular business is eligible.

Read the documents that govern this opportunity
Find the tender notice, award notice, framework agreement, invitation to tender, lot descriptions, supplier list and call-off rules. Record the following before deciding what to do:
- Which contracting authorities can use the arrangement, and what work and regions are in scope.
- The appointed suppliers for each relevant lot and any limits on the work they may deliver.
- The term, expiry date and any advertised reopening dates.
- Conditions of participation, required accreditations, insurance and financial or capacity tests.
- How call-offs are awarded, including any direct-award or mini-competition rules.
- Subcontracting provisions, supply-chain registration requirements and restrictions on changes to the agreement.
- Evaluation criteria, weightings, submission method and deadlines if a tender is open.
The documents for the specific procurement determine eligibility and timing. UK guidance on the Procurement Act 2023 took effect on 24 February 2025, but older or transitional procurements may be governed by different arrangements. Verify the regime and dates that apply to the opportunity rather than applying a general summary to every framework. See the government guidance on the Procurement Act 2023 and the related guidance index.
Do not treat a generic description of framework rules as a substitute for this check. The governing documents establish which buyers may use the arrangement, what services or construction packages are covered, and how any call-off competition works. Rules may also vary for devolved procurement, utilities, defence, private-sector arrangements and legacy agreements. If the procurement predates the current regime or falls into a specialist category, check its notice and seek advice specific to it.
Choose the route that matches the arrangement
| Arrangement or status | What to do | When you may gain direct access |
|---|---|---|
| Live closed framework | Ask appointed suppliers about subcontracting and supply-chain opportunities. Monitor for a replacement framework or another separately advertised procurement. | Generally not during the live agreement; a new competition or replacement route may be available later. |
| Open framework | Check the notice for the next reopening, then prepare and submit a compliant tender for the relevant lot. | At the advertised reopening, subject to the tender requirements and successful evaluation. |
| Dynamic market | Review its membership conditions and apply. Track tenders advertised through the market and check application timing. | Applications must be accepted during the market’s life, subject to membership conditions and exclusion rules. |
| Tender still open, award not made | Submit a compliant tender through the stated e-sourcing portal by the deadline. | If successful in the current competition. |
For further detail, see the Cabinet Office guidance on frameworks and dynamic markets and the Government Commercial Agency supplier guidance. The applicable process for a call-off must still be checked in the particular agreement.
These routes are not interchangeable. A framework has an appointed supplier base and uses its own rules for call-offs; a dynamic market has an ongoing membership process, but membership does not guarantee work. For each option, check both admission requirements and how future packages will be competed. A place on a framework, or membership in a market, is access to a procurement route—not a promise of a contract or a minimum volume of work.
If it is a live closed framework
Under Government Commercial Agency supplier guidance, new suppliers generally cannot join a closed framework once it has gone live. The practical route is often to offer a defined work package or specialist service to an appointed supplier, while monitoring for a future competition or a separate procurement that fits your business. Ask the framework manager how supply-chain opportunities are publicised.
Be precise when approaching a framework supplier. Set out the trade or package you can deliver, the areas you cover, current capacity and availability, relevant project examples, safety and quality credentials, insurance and references. Ask about onboarding, prequalification, payment terms, contractual flow-down obligations and any published supply-chain process. Do not describe your company as a framework supplier if it would be working only as a subcontractor.

Subcontracting can be a way to build a track record and contribute to work delivered through the framework, but it is not the same commercial position as holding a place yourself. The appointed supplier is your contracting party, so clarify the scope, payment arrangements, liability, client access and any requirements passed down from the main contract before committing. The framework manager may explain how opportunities are publicised, but the appointed contractor controls its own supply-chain selection.
If it is an open framework
An open framework is a succession of frameworks on substantially similar terms, with planned opportunities to refresh the supplier base. Government guidance says reopening must occur at least once within the first three years and at least once within the following five years before the agreement ends. Use the specific notice and agreement to confirm dates, lots, eligibility and what must be submitted; the general timetable does not replace the dates published for a particular arrangement.
Prepare well before the window opens. Existing suppliers may also submit a new bid at reopening to change or expand their offerings. That means the next round is a competition, not an automatic admission opportunity.
Use the interval to check whether your business can meet all participation requirements and to assemble evidence against the published scoring criteria. Set a calendar reminder for the advertised opening and closing dates, and allow time for internal approvals, pricing and uploading required forms. A reopening may offer a chance to seek a place in a different lot or region, but only if that scope is included and your bid meets the stated requirements.
If it is a dynamic market
A dynamic market is a different procurement tool from a framework. Cabinet Office guidance says its owner must accept membership applications during the market’s life and consider them within a reasonable period, provided the applicant meets the stated conditions and is not excluded under the applicable rules. Read the market’s membership requirements and apply through the specified route.
A tender advertised under a dynamic market ordinarily requires membership. Cabinet Office guidance allows a non-member who applies in response to a particular opportunity to have the membership application considered before exclusion, subject to timing and complexity. Do not rely on that possibility as a substitute for applying early: check the notice, owner’s process and deadline.
Membership is not an award of a specific construction contract. Once admitted, you still need to follow the requirements of each relevant tender, and you may have to compete with other members. If a particular tender is approaching, ask the market owner whether an application can be processed in time rather than assuming that a pending application will make you eligible.

If the tender has not yet closed
If the opportunity is still open and has not been awarded, follow the invitation to tender and submit every required item through the named e-sourcing portal before the deadline. A portal account, alert registration or expression of interest is not a tender and does not secure an appointment.
Before submitting, check that every form, declaration and attachment is complete and that the bid is uploaded in the required format. Use the portal’s instructions and leave time to resolve access or upload problems. The invitation to tender sets the submission deadline and method; a late or incomplete submission can prevent your offer from being considered.
Prepare a stronger bid before the next deadline
Build a reusable evidence pack, but tailor the submission to each tender. The actual required documents are those in the tender pack; a generic capability statement cannot replace a required form or response.
- Relevant delivery evidence: concise construction project examples that match the lot, trade and scale of work, with your role and outcomes made clear.
- Participation requirements: the required safety, quality, environmental and trade accreditations, insurance and financial information.
- Capacity and mobilisation: geographic coverage, available workforce and plant, delivery capacity, references and a credible mobilisation plan.
- Pricing: clear assumptions and a price that reflects the scope, delivery risks and tender instructions.
- Scored responses: address each published quality criterion directly, using evidence rather than unsupported claims.
Read the conditions of participation and selection questionnaire before deciding to bid. If a mandatory requirement is missing, establish whether the tender permits an alternative or whether it is a genuine barrier. Do not assume that a strong narrative will overcome a failed mandatory condition.
Make sure the evidence is specific to the entity that will tender. Where project experience belongs to a parent, subsidiary, joint venture or proposed delivery partner, explain that relationship accurately and check whether the tender permits the experience to be relied on. Give enough detail for the evaluator to understand the project, your role, the work delivered and its relevance to the published criterion. Keep supporting material current and consistent with the forms and declarations.

These tools are for discovering notices and managing submissions; registration alone does not award a framework place. The Government Commercial Agency’s supplier guidance explains that suppliers need to tender and be successful to obtain a place. The SCF supplier page offers a construction-specific example of registering in categories through host procurement portals to receive opportunity notifications. Its framework dates and application status are specific to that arrangement, so check the live portal rather than relying on an old timetable.
One reason the route matters is the scale of public procurement: the Cabinet Office’s 2026 Framework Practice Guide gives £400 billion as a figure for public procurement spending. This is contextual information about public procurement as a whole, not an estimate of construction-framework spending or a forecast of the work available to your company. It does not change the need to check scope, eligibility and competition for the individual opportunity.

Turn a rejection into specific improvements
Read the assessment summary and any feedback available for the procurement. Identify the weakest criteria and turn each one into a concrete action, such as adding a closer project example, clarifying your delivery role, improving a pricing assumption or securing a required accreditation before the next competition.
If you believe there was a process error, use the formal contact and review route in the procurement documents. The correct steps and deadlines depend on the procurement and applicable regime; a general supplier guide cannot determine whether a particular challenge is valid. Obtain advice based on the actual notice, documents and dates.
Keep a short bid debrief even if the feedback is brief: record the score or comment, the evidence you supplied and what you will change. Distinguish a genuine eligibility gap from a response that did not explain its evidence clearly. Exact feedback and review procedures depend on the procurement, so follow the route stated in its documents rather than assuming one process applies everywhere.
Compare the routes before committing bid effort
| Decision factor | Closed framework | Open framework | Dynamic market |
|---|---|---|---|
| Admission timing | Generally no new entry while live. | At scheduled reopening dates. | Applications accepted during the market’s life, subject to conditions. |
| Route to work | Subcontract through an appointed supplier, or pursue another procurement. | Compete for a place at reopening. | Apply for membership, then compete for advertised opportunities as required. |
| Key checks | Supplier’s scope, subcontracting terms and onboarding. | Reopening date, lot fit, tender requirements and evaluation. | Membership conditions, exclusion rules and application timing. |
| Delivery and commercial control | Subcontract terms govern your relationship with the appointed supplier, including margin, liability and client access. | Framework terms govern your direct supplier position; call-off rules set how work is competed or awarded. | Membership enables participation in relevant tenders; each notice sets the opportunity’s requirements. |
| Effort to assess | Capability pitch and supplier onboarding may be the immediate task. | Prepare evidence and pricing for the reopening competition. | Check membership evidence and the time needed to qualify for individual tenders. |
For any route, compare the buyer and scope fit, your evidence and accreditations, capacity, bid cost, deadline and mobilisation demands. The framework’s documents determine who can use it and how call-offs are awarded.
Frequently Asked Questions
Can my company join a closed construction framework after it has gone live?
Generally, no. Government Commercial Agency guidance says new suppliers cannot join a closed framework once it is live. Check the framework documents, then consider subcontracting through an appointed supplier or bidding for a replacement framework or separate procurement.

Does registering on a procurement portal make us a framework supplier?
No. Portal registration and alerts help you find notices and receive notifications, but appointment requires a successful tender where the opportunity is open. Check the supplier list and award notice for confirmation.
How can we get construction work through a framework if we are not appointed?
Ask appointed suppliers about subcontracting and supply-chain opportunities. Give them a concise offer covering your work package, location, capacity, relevant projects, credentials, insurance and references. Clarify onboarding, payment, liability and contractual flow-down terms before agreeing to work.
When can a company apply to an open framework?
At the advertised reopening or competition. Open frameworks provide planned opportunities to refresh the supplier base; check the specific notice for dates, lots, eligibility and tender requirements. Existing suppliers may also compete at a reopening, so a place is not automatic.

Can we apply to a dynamic market at any time?
Cabinet Office guidance says the market owner must accept membership applications during the market’s life and consider them within a reasonable period, subject to the stated conditions and exclusion rules. Apply early where possible; membership does not guarantee a contract, and individual opportunities may have separate tender requirements.
What should we do if our tender was rejected?
Read the assessment summary and any available feedback, identify weak criteria and make specific changes to evidence, pricing or readiness before bidding again. If you believe there was a process error, follow the formal contact and review route in the procurement documents and get advice on the applicable regime and deadlines.
The Bottom Line
If your company is not named, first verify the exact arrangement, lot, scope and procurement status in its notice and agreement. A live closed framework usually means looking to appointed suppliers for subcontracting; an open framework means preparing for its next advertised reopening; a dynamic market means applying for membership under its conditions. Alerts and portal accounts help you find opportunities, but only a compliant and successful tender secures a framework place.
