If you want a smooth wall, removing the paper before painting is the better route. If you keep it, test the complete primer-and-paint system in a hidden spot first, because moisture can loosen wallpaper adhesive.
Choose whether to paint, remove or cover the wallpaper

How to paint over embossed wallpaper
1. Check that the paper is suitable
Inspect the entire wall, paying particular attention to seams, corners and areas near moisture. Do not paint over paper that is peeling, poorly bonded, damaged or damp. Heavy vinyl coverings and pronounced texture can also make the result less dependable. Repairing a loose seam does not make a broadly failing covering a good base for paint.
2. Clean and secure the surface
Clean the wallpaper carefully without saturating it, then let it dry fully. Secure loose seams with wallpaper paste and remove paste residue, following Behr’s preparation guidance. Avoid soaking the paper: water-based products may reactivate the adhesive and contribute to lifting.
3. Test the complete product system
Apply the primer and intended topcoat to an inconspicuous patch, following both product labels. Let the test area dry as directed and check for lifting, blistering or other adhesion problems before treating the whole wall. A test can reveal a compatibility problem, but it does not guarantee that every part of the wall will behave identically.

4. Choose primer for the actual products and wallpaper
There is no single primer recommendation that applies to every embossed wallpaper. Behr recommends an oil-based primer; Sherwin-Williams suggests testing a quick-drying alkyd primer when removal is not an option; and Zinsser UK describes a process using its own cover-up primer. These are manufacturer-specific approaches, not interchangeable guarantees. Confirm that the primer is suitable for your wallpaper and compatible with the finish paint, and follow the labels.
5. Apply the finish coat and expect the pattern to show
Apply paint with the tools and method specified on its label. A roller, brush for cutting in and suitable roller cover may be useful, but select them for the product and surface. Paint changes the color; it should not be treated as a reliable way to flatten embossing. The pattern and seams may remain visible after the finish coat.

How to remove the wallpaper before painting
- Score the covering. Use an appropriate wallpaper scoring tool carefully so you open the paper without damaging the wall beneath it.
- Apply remover and lift the paper. Use wallpaper-removal solution as directed, then work the paper off with a scraper. For stubborn sections, Graco describes using a steamer; take care not to damage the substrate.
- Wash away adhesive. Remove the old adhesive, rinse the wall and allow it to dry fully before priming, as outlined in Sherwin-Williams’ preparation guide.
- Repair, prime and paint. Assess the exposed wall for damage, make needed repairs, then prime and paint according to the selected products’ directions.
Removal is more work than painting in place, but it is the appropriate choice when keeping the embossed relief is not acceptable.
Can you cover the raised pattern instead?
Skim-coating with joint compound can fill texture before priming, according to Graco’s guide. It is a more involved finish approach than painting and is not suitable for every wallpaper or substrate. The wall must be stable enough to support the added compound, and the surface still needs proper finishing and priming. If the paper is loose or the wall condition is uncertain, address that problem rather than assuming a skim coat will solve it.

Product directions can differ by brand and region
Manufacturer recommendations are not universal. For example, Caparol UK says its named paint may be applied without preliminary treatment to unpainted paper relief or embossed wallpaper, while advising removal of non-adherent wallpaper. That product-specific guidance does not establish that other paints or primers are suitable. Check the label for the products available in your region and test the complete system before committing to a full wall.
