Lay cardboard flat, overlap every sheet by 8–10 inches, and soak it as you place it. Cover it promptly with compost or organic mulch; that weight is the most reliable way to stop wind lifting the sheets and the cover also slows drying. Until the cover is down, hold exposed edges with soil, stones, or optional garden sod staples. Keep checking the soil and cardboard during dry weather because cardboard that dries can block water from reaching plant roots.
Why cardboard mulch moves and dries
Cardboard is light until it is wet and covered. Wind can get beneath an exposed edge, especially where sheets meet, around bed corners, or on a sloped site. Dry cardboard also becomes less willing to absorb and pass water. Clemson Extension describes cardboard as hydrophobic to a certain degree and warns that, when it dries out, it can prohibit water from reaching plant roots. Read the full guidance in Clemson Extension’s cardboard landscape guide.

The installation sequence solves both problems: make continuous contact with the soil, add water while laying each section, then add enough natural material to hold the sheets down and protect them from sun and wind. Pins or weights are useful when weather arrives before you can finish, but a finished organic-mulch layer is normally the permanent restraint.

Prepare the cardboard before it goes down
Remove materials that should not remain in the bed
Flatten the boxes and remove tape, plastic film, labels that contain plastic, and staples where present. Penn State Extension specifically advises removing tape and staples for sheet mulching. Leaving non-paper pieces in the bed makes later cultivation and composting more difficult. Use plain, unwaxed corrugated cardboard rather than coated or glossy packaging when you have a choice.

Clear the surface and plan the seams
Remove loose trash, large stones, and woody debris that would keep the sheets from lying flat. You do not need to expose bare soil perfectly, but the cardboard must make broad contact with the ground. Plan the layout so seams are staggered rather than forming one long line. Pay special attention to the bed perimeter: a narrow exposed flap is where wind most easily starts.
Install it so wind cannot get underneath
- Lay the first sheet flat. Place the cardboard directly on the soil with the corrugation running in a practical direction for the shape of the bed. Press down folds and flatten raised corners.
- Overlap adjoining sheets. Use an overlap of 8–10 inches for the lawn-to-garden method described by Penn State Extension. More overlap is reasonable at corners, on slopes, or anywhere a strong prevailing wind can lift a seam. The purpose is to eliminate open gaps through which weeds or wind can enter.
- Fit edges tightly. Tuck cardboard against edging, paths, tree rings, and other boundaries. Trim irregular flaps rather than leaving a wing that can catch air. Where a sheet must cross a root flare or uneven ground, use smaller overlapping pieces so the material follows the surface.
- Wet each section immediately. Do not wait until the entire bed is covered. Thoroughly soak the section you have just placed, then continue to the next one. Water adds weight and helps the cardboard conform to the soil.
- Cover the wet cardboard without delay. Spread compost, wood mulch, bark, leaf mold, or another locally suitable natural mulch as soon as practical. A cover protects the paper from wind and drying.
UC Agriculture and Natural Resources advises watering paper or cardboard immediately in windy conditions, before covering it with mulch. Iowa State University Extension likewise recommends watering the sheets so they adhere to the ground.
Keep cardboard down before the cover is finished
Use soil or stones for a short delay
If delivery, weather, or another job delays the final mulch, place small mounds of soil or clean stones on exposed seams and edges. Distribute the weight rather than making a few large piles that could crush plants or create drainage pockets. Remove stones later if they interfere with planting or maintenance.
Pin exposed areas with sod staples
For a windy corner, slope, or perimeter that will remain uncovered for several hours, garden sod staples provide a temporary mechanical anchor. Clemson Extension specifically recommends sod staples for anchoring cardboard. Push them through overlapping sheets and into firm soil, keeping the crown of each staple flush so it does not become a trip hazard or snag a rake. Staples are optional: they are not needed where a sufficiently deep, well-distributed mulch layer already holds the cardboard securely.

Do not rely on wetting alone
Water makes cardboard heavier, but a sheet can dry and become light again. Wetting is an installation step, not a substitute for a cover or anchor. If wind is forecast, cover the same day or add temporary weights until the bed is protected.
Choose the right cover and depth
Extension recommendations use different depths because they describe different jobs. A thin layer may be intended only to hold paper in place, while a lawn-conversion recipe also supplies the growing medium for the new bed. Treat the figures below as source-specific methods, not one universal standard.
| Purpose or method | Cover guidance | How to use it |
|---|---|---|
| Temporary or light holding cover | Virginia Cooperative Extension says 1–2 inches of organic mulch can hold paper or cardboard in place. | Use when the underlying bed and later layers are already planned, and add weights or pins if edges remain exposed. See Virginia Cooperative Extension. |
| Lawn-to-garden sheet-mulching recipe | Penn State Extension specifies 4–6 inches of total mulch for its method. | Follow that complete conversion recipe, including its 8–10-inch sheet overlap, rather than borrowing the depth for every bed. See Penn State Extension. |
| Cardboard covered with medium-to-coarse mulch | Clemson Extension recommends an additional 3-inch layer. | Use the depth as part of Clemson’s cardboard approach and adapt it to local planting and drainage conditions. See Clemson Extension. |
For material, Iowa State names wood mulch or compost, and its grass-removal guidance also mentions compost, shredded bark, and leaf mold. Penn State lists leaves, pine needles, grass clippings, bark mulch, and wood chips. The appropriate choice depends on the crop, climate, drainage, and local availability; use natural material that is suitable for your site rather than a material that may mat, shed contaminants, or remain excessively wet. See Iowa State’s grass-to-bed guide and the Penn State method.

Keep the interface moist during installation
Soak the cardboard until it is flexible and in contact with the ground, but avoid washing soil out of the bed or creating standing water. Watering in sections lets you see whether a seam, corner, or hump is repelling water before the mulch hides it.

Use the mulch layer as a moisture shield
Organic mulch shades the cardboard, reduces direct exposure to sun and wind, and slows evaporation. It also spreads rain or irrigation over a wider area. Keep the cover continuous across the sheets; a bare strip beside a path or around a post can dry faster and become the starting point for failure.
Check moisture instead of following a made-up schedule
There is no universal watering interval for cardboard mulch in the extension guidance. Inspect the bed after installation and during dry weather. Lift a small piece of mulch or test the soil beneath it with your finger. If the cardboard is becoming dry and stiff or the soil below is dry, water slowly enough to wet the full layer. Recheck areas under eaves, beside walls, on slopes, and near exposed edges because they often receive less effective rainfall.
Wind-proofing sequence for an exposed site
Construction-adjacent beds, open lots, and newly graded areas can have stronger, less predictable wind than sheltered gardens. Use this sequence when the bed cannot be covered all at once:
- Stage the cardboard, mulch, hose, soil or stones, and any sod staples before opening the first box.
- Lay and overlap a manageable section, then wet it completely.
- Immediately cover that section with the planned organic material.
- Place temporary soil or stones along any edge that remains visible.
- Repeat in sections until the bed is continuous.
- Walk the perimeter after the last section is installed and pin or weight any edge that lifts when you pull it gently.
This approach avoids leaving a large, dry sheet exposed between work periods. If a storm is approaching, secure the perimeter first and postpone additional cardboard until you can wet and cover it promptly.

Troubleshooting common failures
The corners keep lifting
Push the corner flat, wet it, and add a broad layer of mulch over it. If the final cover cannot be added immediately, use a sod staple or a small, stable weight. Check for a gap underneath; trimming a curled flap and adding overlap often works better than adding one heavy stone.
Wind is lifting an entire seam
Lift the mulch carefully, add more overlap where the seam is narrow, wet both sheets, and cover the joint again. Add pins along the exposed edge if the site remains windy. Do not pin only the middle of a sheet while leaving its perimeter free to funnel air.
Water beads on top instead of soaking through
Break up compacted or waxed material, open a small inspection area, and pour water slowly. If the cardboard is already dry and stiff, wet it in several passes rather than applying one fast blast that runs off. Maintain a continuous organic cover after infiltration improves.
The cardboard dries beneath apparently adequate mulch
Check whether the mulch has become thin, blown aside, or separated from the cardboard by a hollow. Restore the cover, press the sheet into contact with the soil, and water the area. Clemson’s warning about dried cardboard is especially relevant where wind repeatedly strips the surface.

Sheets are decomposing before weeds are controlled
Look for gaps at seams, around plant stems, and along the perimeter. Add overlapping pieces and cover them. Cardboard performance depends on continuous coverage; a thick layer over isolated sheets cannot compensate for open pathways.
Cardboard around existing plants and structures
Leave clearance around stems and trunks
Do not bury trunks or plant crowns under cardboard and mulch. Cut the sheet to fit around established plants, overlap the cut edges, and keep the organic cover from pressing against bark. A small gap for the stem is preferable to forcing cardboard tightly around it.
Protect drains, paths, and finished construction
Keep mulch out of drains, inspection covers, vents, door thresholds, and walking routes. At hard edges, secure the cardboard on the soil side and taper the mulch so rain can still move away from structures. Wind that travels along a wall can lift a poorly secured perimeter even when the center of the bed is stable.

- After the first windy period: walk every perimeter and seam; replace or re-wet any lifted section.
- After heavy rain: confirm that mulch has not washed away and that water is penetrating rather than pooling.
- During dry weather: check beneath the mulch for dry, stiff cardboard and dry soil.
- Before planting: remove temporary stones or staples that obstruct planting, and repair any opening created by foot traffic or other work.
- As the cover settles: top up thin or wind-scoured areas with the same locally suitable organic material.
When to use covering, pinning, or both
| Site condition | Best first choice | Reason |
|---|---|---|
| Sheltered bed that can be finished immediately | Wet the sheets and cover them promptly with organic mulch or compost. | The cover supplies weight and reduces drying without extra hardware. |
| Windy bed, but mulch is available the same day | Wet in sections, cover each section, and pin only exposed edges if needed. | Most of the restraint comes from the continuous cover; staples are supplemental. |
| Mulch delivery is delayed | Wet the cardboard, then use soil or stones and optional sod staples until the cover arrives. | Temporary restraint prevents wind from getting under dry edges. |
| Steep, open, or highly exposed site | Use generous overlap, section-by-section wetting, a suitable cover, and perimeter staples or weights. | Several small controls reduce the chance that one lifted edge unravels the bed. |
Safety and material checks
- Use clean cardboard without plastic coatings, chemical residues, or extensive glossy printing.
- Remove tape, plastic strapping, and staples before installation; collect removed metal so it cannot injure people or animals.
- Use clean, stable weights that will not roll into paths or damage plants.
- Place sod staples fully into firm soil and remove them when they are no longer needed.
- Keep hoses, stones, and tools out of active walkways while the bed is being installed.
A practical installation checklist
- Choose suitable plain cardboard and remove tape and staples.
- Clear the bed enough for broad soil contact.
- Lay sheets flat with at least 8–10 inches of overlap where following Penn State’s lawn-conversion method.
- Wet every section immediately, especially in windy conditions.
- Cover the wet cardboard with the organic material and depth appropriate to your chosen extension method.
- Weight or pin exposed edges until the cover is continuous.
- Inspect after wind and rain, then check soil moisture during dry weather.
- Restore thin spots and repair gaps before planting or allowing foot traffic across the bed.
For regional crop, climate, and mulch decisions, consult your local extension service. The extension recommendations cited here are practical guides, not controlled comparisons, and their depth figures describe different sheet-mulching methods.
