Keep children outside the construction boundary, use only the school-approved walking route, and keep them away from vehicle entrances, reversing areas, loading points and work-zone traffic. Adults should never take a child through an active work area, even briefly. The school and project team—not children or passing families—are responsible for designing, securing and maintaining the separation.
If a fence is open, damaged or allows access to a hazard, do not enter to repair it. Move children to a safe place and report the problem immediately through the school’s established contact route and to the site contact if the school provides one.

The safety rules every child and caregiver should know
Stay outside the construction boundary
Tell children that a construction site is never a playground or shortcut. They must not climb a fence, duck under a barrier, walk through an opening or enter to retrieve a ball, toy or bicycle. Curiosity is not a safe reason to cross the boundary, and an apparently quiet site may still contain open excavations, unstable materials, moving plant or hazardous substances.

Use the approved pedestrian route
Follow the route the school has identified, even when another path looks shorter. Keep children on the pedestrian side of any temporary walkway and do not move cones, gates or signs to make a passage. A route is safe only when it remains clear, separated from work and vehicle movements, and understandable to pedestrians, drivers and workers.
Never approach vehicles or plant
Keep away from vehicle entrances, reversing areas, loading zones and turning points. Do not assume a driver has seen a child; construction vehicles have blind spots and may move suddenly. Wait for the adult leading the group and use the crossing point or marshal arrangement designated by the school and project team.
Do not touch materials or equipment
Children should not handle barriers, tools, stored materials, ladders, machinery, containers or warning signs. Do not climb on stacked items or play near a hoarding. If a ball or other object goes inside, leave it there and tell an adult to contact the site team.
What the school and project team must put in place
Parents cannot make an unsafe layout safe by supervising more closely. The school and construction project should agree responsibilities, assess how the work affects the public, and check that controls continue to work as the project changes. England’s Department for Education school-estate guidance says schools should identify estate-related health and safety issues, take steps to minimise risks and monitor them. The exact legal duties and reporting arrangements depend on the country and local authority.
Assess the site and its surroundings
The site controller should consider whether the work could attract children and then provide access controls that keep them out. HSE public-protection guidance says the boundary must reflect the work and the surroundings. A small-mesh fence or hoarding about two metres high is given as a typical example for populated areas; it is not a universal specification for every school or project.

The assessment should cover the school entrance, playgrounds, footpaths, nearby homes, bus stops, parks, sports grounds and any place where children gather. It should be revisited when the work phase, vehicle gate, pedestrian route or neighbouring land use changes.
Provide a continuous, maintained boundary
Fencing or hoarding should form an unbroken physical separation, with gates that close and can be secured. The project team should inspect it routinely and after weather, deliveries, vandalism or other events that could create an opening. A sign alone is not an adequate substitute for a physical barrier where children could reach the work.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsBoundaries should be positioned so that they do not force pedestrians into moving traffic or block the visibility needed at crossings. Any temporary change should be explained to the school before children use it.
Design and communicate pedestrian routes
Where construction changes a normal walk to school, the school and project should publish one approved route and keep it usable. The route should:
- Keep pedestrians physically separated from work areas and vehicle paths.
- Use clear, visible signs and gates that children and visitors can understand.
- Provide enough space for the expected flow, including children with mobility needs and adults with pushchairs.
- Avoid reversing areas, loading points and vehicle entrances wherever practicable.
- Remain clear of stored materials, skips, hoses and temporary equipment.
- Include a named reporting contact for blocked or damaged controls.
OSHA’s U.S. work-zone guidance says routes must be visible and understandable to drivers, workers on foot and pedestrians. That is general U.S. guidance rather than a school-specific route design or a statement of law in another country.

Assign clear responsibilities
The school should know who checks the route before the school day, who receives reports, who can stop a delivery or close a gate, and who informs families about changes. The project should identify the site manager or other responsible contact, provide an emergency number where appropriate, and record corrective actions. Families should not have to guess whether to call the headteacher, facilities team, local authority or contractor; the school’s communication should state the route.

End-of-day security is a project task, not a favour to the school. HSE guidance and its June 24, 2026 site-security reminder identify practical controls that should be checked before the site is left unattended:
- Secure the entire boundary and lock access gates.
- Barrier or cover every excavation, trench and pit so a child cannot fall in.
- Isolate, immobilise and secure plant, vehicles and machinery.
- Store pipes, boards, blocks and other loose or heavy materials so they cannot roll, topple or be climbed.
- Remove ladders that provide access to excavations or scaffolds, or secure them against unauthorised use.
- Lock away hazardous substances and prevent children from reaching containers or equipment used with them.
These controls need inspection, not just installation. A cover that has shifted, a gate that no longer latches or materials moved against a fence can turn a compliant arrangement into an accessible hazard.
HSE’s Mike Thomas stated in the June 24, 2026 press release: “Construction site managers should check their sites are secure, and in areas where children live and play, they should remain vigilant and ensure that the risks to children are properly controlled.”
Recognise the main hazards children may encounter
| Hazard | How a child could be harmed | Control the project should provide |
|---|---|---|
| Open boundary or gate | A child enters to explore, retrieve an object or take a shortcut. | Continuous fencing or hoarding, secure gates, inspections and prompt repair. |
| Excavation, trench or pit | A child falls into an opening or onto an unstable edge. | Strong barriers or covers, checked whenever the site is unattended. |
| Moving vehicle or plant | A child is struck while a vehicle reverses, turns or loads. | Separation from vehicle paths, controlled gates, clear routes and a traffic plan. |
| Falling or toppling material | Stored items roll, fall or are climbed. | Stable storage that cannot roll or topple and is kept away from the public boundary. |
| Ladder or scaffold access | A child climbs into an elevated or excavated work area. | Remove or secure ladders and prevent access to scaffolds when not in use. |
| Machinery left on site | A child touches controls, climbs aboard or enters a danger zone. | Isolate, immobilise and secure plant and vehicles. |
| Hazardous substance | A child handles or spills a chemical or other dangerous material. | Lock substances away and restrict access to storage areas. |
| Falling objects from active work | Materials or tools fall beyond the work area. | Maintain the boundary, control overhead work and keep pedestrians out of the drop zone. |
HSE identifies falling materials, falls into trenches and being struck by moving vehicles or plant among the public hazards associated with construction. OSHA’s construction overview also describes these broad hazard categories, but neither source provides a child-specific injury count for school sites.

What to do if a construction fence is open or damaged
- Stop and move children away. Keep everyone on the public side of the boundary, away from the opening and from any vehicle entrance or excavation.
- Do not enter or try to repair it. Do not hold a gate shut, move a barrier, cover a pit or retrieve an object yourself. Those actions could expose you or a child to the very hazard you are reporting.
- Observe from a safe position. Note the location, what is accessible and whether vehicles, workers, an excavation or materials are involved. Do not approach people or equipment to investigate.
- Report through the school’s established channel. Tell the teacher, reception, headteacher, facilities contact or other named school representative. If the school has supplied a site-manager number, use it as well.
- Escalate an immediate danger. If a child is in the site, someone is injured, a vehicle is moving toward pedestrians or there is another urgent threat, call the local emergency service first, then notify the school.
- Keep children away until the school confirms control. Use the alternative route or wait in a safe public place. Do not assume that a verbal promise or a temporary cone means the opening is secure.
The exact contact and escalation route are local facts. Ask the school for them before a problem occurs and save the information in your phone.
Is it safe to walk past a school construction site?
Walking past can be reasonable when the school-approved route is open, clearly marked and physically separated from the work and traffic. The presence of a fence alone does not answer the question; its condition, the route’s position and the current work activity matter.
Use this route check before setting out
| Check | Proceed on the approved route | Stop and report or use another route |
|---|---|---|
| Boundary | Fence or hoarding is continuous, stable and closed. | Any gap, open gate, loose panel or climbable object creates access. |
| Pedestrian path | Path is clear, visible and separated from work. | Children must walk through a work area, around stored materials or into traffic. |
| Vehicles | No delivery, reversing or loading movement conflicts with pedestrians. | Vehicles cross the route without a clear control or visibility is poor. |
| Excavations and plant | Openings and equipment are behind effective barriers. | A pit, machine, ladder or hazardous substance is reachable. |
| Information | Signs and school instructions match the route being used. | Signs are missing, contradictory or the route has changed without notice. |
If any “stop” condition applies, do not improvise. Keep children away, contact the school and follow the alternative route it designates. High-visibility clothing may help workers or trained traffic personnel be seen, but it does not make a child safe and is not a substitute for separation or adult supervision. OSHA’s visibility advice concerns work-zone flaggers, not children walking to school.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How schools can communicate changes to families
Families need information before a route changes, not after a near miss. A useful notice states:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- The construction boundary and the entrances children must not use.
- A simple map or description of the approved walking route.
- Which gates, crossings or marshals control vehicle movements.
- The dates or work phases that will affect access, if known.
- The school contact and project contact for hazards or blocked paths.
- What to do if a fence is open, damaged or moved.
Use the same wording at the gate, in letters, online notices and staff briefings. Teachers, crossing staff, bus supervisors and after-school providers should know the route and the reporting process. Children who arrive outside normal hours need the same clear boundary and access controls.

Practical responsibilities by role
Parents and caregivers
- Walk children on the approved route and model stopping at the boundary.
- Keep children close near gates, crossings and vehicle movements.
- Report defects promptly instead of correcting them yourself.
- Tell the school if a child has difficulty using the temporary route.
- Do not encourage shortcuts for lateness or convenience.
School leaders and staff
- Agree the boundary, route, contacts and escalation procedure with the project.
- Check that controls remain suitable as work phases change.
- Brief staff, pupils, families, visitors and transport providers.
- Record reports and verify that corrective action has been completed.
- Coordinate with the local authority or estate owner where the school does not control the surrounding land.
Construction managers and contractors
- Assess the risk to the public, including whether children may be attracted to the site.
- Install and maintain barriers and access controls suited to the work and surroundings.
- Separate pedestrians from vehicle paths and keep routes legible to drivers and walkers.
- Secure excavations, machinery, materials, ladders and hazardous substances at every unattended period.
- Tell the school about route, gate or delivery changes before they affect pupils.
How to handle common situations
A ball rolls through the fence
Keep the child outside and contact the school or site team. Do not send a child under the fence or ask them to reach through it. The item is replaceable; entering an active site is not an acceptable recovery method.
A delivery truck is blocking the usual path
Stop before the vehicle entrance, keep children together and use the alternative route identified by the school. Do not walk behind a reversing vehicle or cross between vehicles. Report repeated conflicts so the school and project can revise timing or traffic control.
Children are gathering near the hoarding after school
Move them to a public area away from the boundary and tell the school. Ask staff to reinforce supervision and check whether fencing, lighting or storage is creating an attraction. Do not confront workers or climb the barrier to disperse children.
A pit is covered but the cover has shifted
Treat the opening as accessible. Keep everyone back, report its exact location and wait for the responsible team to secure it. Never step onto or reposition a cover whose load capacity you cannot verify.
What is known—and not known—about injury numbers
Official guidance confirms that children can be killed or injured on construction sites and identifies the mechanisms of harm, but the sources available for this article do not provide a named statistic specifically for children injured at school construction sites, nor a rate or time period. A precise-sounding number would therefore be misleading. Effective prevention rests on exclusion, physical separation, traffic control and continuous inspection rather than on a target injury figure.
Jurisdiction and legal limits
HSE material cited here is United Kingdom guidance. The Department for Education school-estate guidance applies to England. OSHA material is United States work-zone and construction guidance. They support general principles—keep the public out, secure hazards and make pedestrian routes clear—but they do not establish the exact legal duty, route, contractor contact or emergency number for an unnamed school.
For a live concern, follow the school’s local procedure and contact the relevant project authority or local regulator. If a child is in immediate danger or injured, use the emergency service for your location.
