Open the official solicitation and check every attachment and addendum. Permits are often a separate search through the local building department or records office, and access to plans may require registration, a meeting, an appointment, or other conditions.
1. Identify the courthouse’s public owner
Management may sit with a county, city, state court system, or another public authority. Search the official agency website using the courthouse name and terms such as “capital project,” “facilities,” “construction,” “renovation,” or “courthouse project.” A court system’s facilities page can describe active and completed projects without hosting their bid packages. For example, the Massachusetts Trial Court capital-projects page lists courthouse projects, while public construction notices are also published separately.
2. Find the procurement notice
From the owner’s site, follow links to procurement notices, bid postings, solicitations, or an electronic bid room. Search by both the courthouse or project name and any solicitation number. A project-information page and the formal procurement record may be on different agency pages or systems. Miami-Dade, for example, publishes a courthouse solicitation through its Strategic Procurement system, while separate county courthouse materials cover planning and public-private partnership information.
3. Check the complete bid package
Open the notice itself and inspect its attachments, linked files, and addenda. Search the package for labels such as “plans,” “drawings,” “project information,” “technical specifications,” “bid form,” “scope,” “pre-bid questions,” and “addendum.” The documents may be split across multiple files rather than collected in one download.

- California Judicial Branch solicitation pages provide project-information and plan attachments.
- Bay County’s courthouse-roof posting lists separate files for bid forms, a sample contract, a report, roof drawings, warranty information, and addenda.
Read the package definition carefully. In its Hialeah Courthouse Buildout solicitation, Miami-Dade County says bid documents include the RPQ information from CIIS, a bid form, forms, standard construction contract conditions, special provisions, and approved plans or technical specifications. The solicitation describes the renovation as approximately 2,690 square feet.
4. Confirm how plans can be accessed
Do not assume a plan set will be available as an unrestricted download. Read the entire notice for registration, verification, meeting, appointment, confidentiality, or security conditions before contacting the agency.

- Miami-Dade’s example requires a notarized confidentiality affidavit to obtain plans and specifications from the responsible department; the notice also sets out meeting, RFI, and electronic-submission instructions.
- A Georgia Procurement Registry courthouse example makes complete plans and specifications available to mandatory pre-bid meeting attendees.
- Massachusetts DCAMM construction guidance describes verification and registration for its e-bid room, appointment-based public viewing of one hard-copy set, and an exception for certain high-security projects. This is DCAMM guidance, not a rule for all courthouse projects.
When a file is missing, use the purchasing contact named in the solicitation. Ask whether plans are posted online, available for public inspection, or distributed after registration or a required meeting. Submit substantive questions through the designated RFI channel before its deadline. Miami-Dade provides an RFI process; Bay County directs written questions to Purchasing or OpenGov and limits contact with other county personnel; California Judicial Branch solicitations also prohibit direct contact with court personnel during the solicitation period.
5. Search for permits separately
Look up the local building department’s permit portal using the courthouse address, project name, parcel identifier, or permit number. If the portal returns no result, ask the building department or public records office which identifiers it needs and whether the file is available for inspection or by request.

A bid package may refer to permits or require the contractor to obtain them without including the permit application or issued permit. The permit record and the procurement package are therefore separate searches. There is no single nationwide rule established here for whether courthouse permit files are online or available in a particular form; access depends on the jurisdiction and record.
6. Check the notice’s status and document versions
Before relying on a file, confirm that the notice is active, archived, canceled, or awarded, and check for later addenda that may replace earlier drawings or specifications. Record the agency, solicitation number, project title, notice status or date, addendum number, file name, and date you downloaded each document.

Deadlines change and older notices are not current opportunities. Bay County’s courthouse-roof notice was published July 29, 2026, with a September 2, 2026 proposal deadline; those dates are now historical. Confirm live deadlines and the latest addenda on the official procurement page.

- Authority: Is the publisher the courthouse owner or the agency responsible for procurement?
- Status: Is the notice current, archived, canceled, or awarded?
- Record type: Does the page provide plans, specifications, permits, contract documents, or only a project announcement?
- Access: Is the file openly downloadable, or does access require sign-in, verification, an appointment, a mandatory meeting, or an affidavit?
- Version: Does the package include all addenda, and do later documents supersede earlier ones?
What to do if the records are not posted
Use the contact channel in an active solicitation for procurement documents, and the local building department or public records office for permits. Explain which courthouse and project you mean, give the address or solicitation number if known, and specify the record sought. Follow the solicitation’s communication rules and deadlines; contacting staff outside its stated process can jeopardize bid eligibility. For records whose public availability is unclear, ask the responsible custodian or consult the jurisdiction’s official public-records rules. One agency’s access conditions do not establish the rules for another.
