How to Find Public Building Plans and Permit Documents

Search the local building authority’s portal by address and permit or parcel identifiers. If plans or permit documents are missing, request them from the agency and confirm archive, appointment, fee, and copying-permission rules.

Start with the building or permitting authority for the city or county where the property is located. Search its official portal by street address, then try any known permit, plan, approval, or parcel number. If the file is not online, ask the responsible agency for the specific records you need and whether older files are archived or available only by appointment. A public agency’s possession of plans does not automatically mean it can provide a copy: inspection, copying, eligibility, fees, and permission rules vary by location.

Which office has the building records?

Begin with the local authority that handles building permits for the property: usually a city or county building department, permitting office, or development-services department. The responsible office and its portal depend on the property’s location. Search the official city or county website for terms such as “building permit records,” “permit history,” “property records,” or “public records request.” Confirm that the portal belongs to the relevant government agency before relying on its results.

Some records are split between departments. Building permits and inspections may be handled separately from planning and zoning approvals, property assessment, or occupancy documentation. If one office says it does not hold a record, ask which department or archive is the custodian rather than assuming the record does not exist.

An assessor or real-estate listing can sometimes help identify a parcel number, legal description, or prior address, but it is not a substitute for the building authority’s permit file. Treat those sources as ways to obtain search clues; confirm record custody with the relevant government office.

Search the online portal before making a request

Start with the exact address

Enter the street address in the agency’s official permit or property portal. Try the address as it appears in current postal use, and, if the portal returns no result, consider whether the property may be indexed under a different street format or a former address. Do not assume a blank result means there was never a permit: the portal may cover only certain years or record types, or the file may not have been digitized.

Try other identifiers

If address search is inconclusive, try any identifiers the portal accepts: a permit number, plan or file number, approval number, parcel or assessor’s parcel number (APN), or legal description. San Diego’s records process, for example, identifies an address, plan file number, approval number, permit number, or legal description/APN as useful search information. The labels differ among jurisdictions, so use the local agency’s terminology.

If you do not know a parcel or permit number, look for it in the portal’s property details or ask the records office how to identify the property. For multi-unit, subdivided, or recently renumbered properties, include the building name, unit or lot information, and any former address you know. These details help staff distinguish the intended property from similarly named or adjacent parcels.

Check more than one record category

A portal may have separate sections for building permits, planning or zoning cases, inspections, property records, and certificates of occupancy. Search the relevant sections rather than treating a single permit-results page as the complete file. A permit entry may show a number, date, status, or brief description without including the approved drawings or supporting documents. Permit metadata is not proof that full plans are available for download.

Record the permit numbers, dates, descriptions, and status labels shown in search results. These details help you make a narrower request if the underlying file is not downloadable. Read the portal’s notes about its coverage dates and document types; those notes define what a search can reasonably find.

Decide which documents you actually need

“Building plans” can refer to drawings, but a property’s permit history may also include documents that answer a different question. Name the records you want rather than requesting “everything” without explanation. Depending on the agency’s holdings, relevant categories can include:

  • Permit applications and issued permits.
  • Approved plans or drawings and related plan-review documents.
  • Inspection reports, inspection cards, or permit cards.
  • Certificates or permits of occupancy.
  • Trade permits, such as electrical, plumbing, or mechanical permits, where the agency maintains them.
  • Planning or sign permits, where relevant to the property and held by that office.
  • Outstanding orders or other compliance records the agency makes available.

Portland’s records instructions list plans, trade permits, inspection cards, sign permits, and certificates of occupancy as possible record types; they also describe the possibility of requesting additional folder material. Ottawa’s program lists applications, permits, plans, inspection reports, occupancy permits, and outstanding orders. These are examples of records specific agencies may hold, not a guarantee that every authority has every category or that each item is publicly releasable.

Request records that are not online

Use the official records-request route for the agency that holds the file. A request is more likely to be actionable when it identifies the property, names the documents sought, and gives known permit or parcel identifiers and an approximate date range. If you are unsure what the agency calls a document, describe what it should show—for example, the final inspection record or approved drawings for a particular addition—and ask staff which record type matches.

Before submitting, check whether the office requires its own form, proof of ownership, a fee, or specific authorization for plans. Ask whether records can be delivered electronically, inspected in person, or copied, and whether a separate appointment or permission is required. If you need several file types, ask whether one request can cover them or whether separate requests are necessary.

A focused request format

Adapt this plain-language structure to the agency’s form or instructions:

Property address: [street address, city, state or province, postal code]
Other identifiers: [permit, plan, approval, parcel/APN, or legal-description details]
Date range: [approximate years, if known]
Records requested: [name each record type, such as permits, approved plans, inspection reports, or occupancy records]
Delivery or review preference: [electronic delivery, copy request, or in-person review]
Question: Please advise whether any requested records are archived, require an appointment, or need additional authorization for inspection or copying.

Replace the bracketed fields with the property details; include only identifiers you actually know. If your request concerns a specific project, such as a renovation or addition, describe it and give an approximate year. A date range can help staff narrow a search, but do not omit older periods simply because the online portal starts later.

Portland advises users to search online first and then request records. Its instructions also say additional folder material can sometimes be requested and that additional fees may depend on the complexity of the permit history. The City of Portland, Permitting & Development states: “The request process only provides records that exist at the time your request is submitted.” That is Portland’s description of its process, not a universal rule about how every public-records request works.

When an online search or request does not find the file

Ask about coverage and digitization

Ask the agency what years and document types its portal covers, and whether paper files or undigitized records exist. Portland’s page, accessed in 2026, describes Portland Maps permit coverage for permits issued from June 1, 2012 through December 2023 and says most later-issued documents were not yet on Portland Maps. That is a dated, city-specific coverage statement, not a general limit for other portals or a promise about the current contents of Portland Maps.

A portal may list a permit without displaying its plan set, or it may omit records held in a separate database or physical folder. Ask staff whether the search result is only a summary and whether supporting documents need a separate request.

Ask where older records went

If the current department cannot locate an older file, ask whether it was transferred to an archive or another agency and how to contact that custodian. The District of Columbia’s guidance notes that some records may be held by the National Archives and that its department may not have records for certain periods. That example illustrates why a missing file in one department is not conclusive proof that no record survives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use an in-person route if required

Some agencies permit on-site review only by appointment, or require an in-person visit to request copies. San Diego says plans can be viewed on-site by scheduled appointment and that an in-person appointment is required to request copies. Contact the agency before travelling; confirm the appointment process, what identification or authorization is needed, and whether the specific file is available for review.

Do not assume you may photograph, scan, or reproduce a drawing merely because staff allow you to inspect it. Ask what forms of copying the agency permits and whether the plan’s owner or design professional must consent.

Viewing plans and receiving copies are different

Public custody, permission to inspect, and permission to reproduce are separate questions. Ask the records office about each one: whether the public can inspect the file, whether the agency will provide a copy, who is eligible to receive it, and whether consent or limits on use apply. Restrictions are jurisdiction- and document-specific. Do not assume that a public-records process guarantees copies of plans or that a copy may be reused freely.

  • Irvine: The city says it must obtain written permission from both the licensed professional who signed the plans and the current property owner before duplicating official plans.
  • San Diego: The city says written permission from the current owner and design professional is required for copies under the California statutes it cites. Its instructions distinguish on-site viewing from duplication.
  • Ottawa: Its plan-copy route is described for the current owner of specified low-rise residential buildings, for maintenance or renovation purposes. An authorized agent may act for the owner, and copyright may apply.
  • Toronto: Its disclosure policy addresses certain issued residential plans and gives an owner, management company, or applicant an opportunity to object on security grounds. The policy’s access window and process are specific to that policy and should not be generalized to other buildings or jurisdictions.

These examples are not interchangeable rules. A procedure that applies to one city, building type, or record cannot establish your eligibility elsewhere. New Jersey’s Department of Community Affairs has also published a bulletin describing state-specific limits and a common-law access route; that guidance is older, so verify current law and agency procedures before relying on it for a legal conclusion.

Check fees, timing, and release conditions

Review the current instructions and fee schedule of the agency holding the records before submitting a request or arranging a visit. Fees may attach to a records search, disclosure, copying, or a complex permit-history request; a fee does not establish that the records exist or will be found. Ask for an estimate if the office offers one, and clarify whether you can narrow or cancel the request if the projected cost is higher than expected.

Agency example Published fee or coverage detail How to interpret it
City of Portland, Permitting & Development The described records request has a minimum fee of $8 per address. Additional fees may apply after an estimate, depending in part on permit-history complexity. Its Portland Maps coverage statement, on the page accessed in 2026, covers permits issued June 1, 2012 through December 2023 and says most later-issued documents were not yet on the portal. These are Portland-specific details. The minimum fee does not guarantee records will be found, and the published coverage statement is date-qualified.
City of Toronto The Request Building Records page, dated January 8, 2026, lists a $76.98 record-disclosure fee effective January 1, 2026. This is Toronto’s stated fee for its disclosure process, not a typical or national rate.

The figures above come from different municipal processes and should not be compared as if they charged for identical services. Fees and instructions can change; confirm the current amount and what it covers with the agency before filing.

Do not rely on an assumed response time. The agencies discussed here do not establish a universal processing deadline. Staff search time, archive retrieval, disclosure review, permission requirements, and incomplete holdings can all affect the route and timing. If a deadline matters, ask the agency for its current estimate and whether it can confirm receipt or explain a delay.

A practical checklist before you file

  • Confirm the municipality or county responsible for building permits at the property location.
  • Search the official portal by address and any available permit, plan, approval, parcel/APN, or legal-description identifier.
  • Check separate permit, planning, inspection, occupancy, and property-record sections where available.
  • Write down search results and identify the exact documents or date range still missing.
  • Use the official records-request route, and ask about archive custody if the file is not held by the current office.
  • Ask separately about inspection, copies, eligibility, owner or design-professional consent, permitted copying methods, fees, and appointments.
  • Confirm the agency’s current instructions before paying or travelling.

Because local procedures differ, the agency responsible for the property is the authority on its own portal coverage, record holdings, request process, fees, and release conditions. Where the agency cannot locate a file, ask what was searched and whether an archive or another custodian may hold it.
