For most MMRDA metro-work problems in Mumbai, call the 24×7 Safety & Response Co-ordination Centre (SRCC) on 1800-22-8801, then submit the same complaint in writing through MMRDA’s online complaint facility and keep the acknowledgment number. The SRCC accepts reports about excessive construction noise, dust, damaged roads, unsafe traffic arrangements, missing barricades and other project impacts. If your issue concerns the MMRCL Cuffe Parade works covered by its published grievance mechanism, use 022-22186030, [email protected] or the Public Information Booth at Plot 105 near CPRA Garden. Correctly identifying the corridor and project owner is the first step toward a response.
Which Mumbai metro authority should receive your complaint?
Mumbai’s metro construction is divided among different agencies and packages. A complaint sent to the wrong authority can be delayed while it is redirected, so start by reading the project signboard on the barricade, excavation or work vehicle. Note the line name, package number, contractor and any telephone number printed there.

MMRDA’s overview distinguishes MMMOCL’s independent operation and maintenance functions from other project arrangements. That distinction does not by itself identify who built a particular barricade or road diversion. Use the physical site information, line name and work package to match the complaint to the responsible team.

For the covered Cuffe Parade MMRCL works
The MMRCL grievance document for the Cuffe Parade construction works provides three routes: the 24×7 number 022-22186030, the email address [email protected], and the Public Information Booth at Plot 105 near CPRA Garden, Cuffe Parade. This document is project-specific and dated 2018. Describe the exact work site and explain that your report concerns noise from the ongoing metro construction identified on the site board; do not assume that the same mechanism applies to every Mumbai corridor.
What information the noise channel expects
The Cuffe Parade mechanism asks an aggrieved person to disclose their name, mobile number, email address and residence, and to make the grievance “as specific and detailed as possible.” Include those details unless you have a safety reason not to. A useful report states when the noise starts and stops, whether it recurs on particular days, what equipment is operating, and how it affects sleep, work, school or access to the building.
How to report metro dust and air-quality problems
Use the SRCC for dust from an MMRDA project, and add a written complaint with photographs or a short video. Identify the source rather than reporting only that the area is “dusty”: for example, an uncovered truck leaving the site, dry cutting, an unpaved diversion, demolition debris, or a dust plume entering a home or shop.

Ask for checks that relate to the work
MMRDA project material for Metro Line 4A says water should be sprayed during construction wherever required to avoid dust. It also refers to equipment meeting applicable air, noise and discharge requirements and to Maharashtra Pollution Control Board (MPCB) consent and compliance. These are project-specific inspection points, not a universal promise that every site has identical controls. In your complaint, ask the authority to inspect whether dust suppression is operating, whether material and vehicles are being managed, and whether the site is complying with the controls applicable to that package.
Record the effect without overstating it
- Write the road name, landmark, ward and nearest station.
- Give the date and time of the dust event and say whether it is continuous or recurring.
- Describe the immediate consequence, such as dust entering rooms, reduced visibility, difficulty walking or breathing irritation.
- Attach dated images showing the work source, uncovered material, missing controls or the visible plume. Keep the original files.
- Ask for an inspection, corrective action and a written status update.
Do not label an event an “MPCB violation” or another legal breach unless the evidence and an authoritative finding support that wording. A factual description allows the responsible team to verify the condition without turning the complaint into an unsupported allegation.

Who will fix a road damaged by metro work?
For road damage associated with an MMRDA project, report it to the SRCC on 1800-22-8801. The centre’s described workflow is “Report → Assess → Verify → Respond → Monitor → Close”: your location and evidence are used to route the issue to the responsible project or engineering team, which then verifies the condition and records action.
Make the damage identifiable
- Give the exact road, lane, junction, landmark, ward and nearest station.
- State whether the defect is a pothole, trench, subsidence, broken reinstatement, raised manhole, loose plate, standing water or a blocked footpath.
- Explain the risk: vehicles swerving, pedestrians forced into traffic, two-wheelers falling, access for residents blocked or damage to a vehicle.
- Photograph the same area from several angles, including a wider view that shows the metro site and a close view of the defect.
- Report whether the defect is getting larger and whether warning signs, lighting or barricades are missing.
Preserve evidence of pre-existing conditions
For building cracks, vibration-related concerns or damage allegedly connected with piling, retain older photographs, repair estimates, inspection notes and every complaint acknowledgment. MMRDA’s Metro Line 5 environmental and social document says preconstruction surveys are intended to record existing conditions near piling so later damage reports can be assessed. That does not establish causation in an individual case; it explains why dated before-and-after evidence is useful.
A complaint should ask for a site inspection and a written response about the corrective work. The published material does not establish an automatic compensation process, so do not promise yourself or others that a report will result in payment.
What number do I call for a dangerous barricade or excavation?
Call the SRCC at 1800-22-8801 for inadequate barricading, unsafe traffic management, an open excavation, debris in a travel lane or another immediate MMRDA-project hazard. The centre is described as a 24×7 emergency and grievance intake point, with urgent matters escalated for immediate intervention.
- Move to a safe place before making the call; do not stand in a live traffic lane to take a photograph.
- State that there is an immediate safety hazard and give the nearest landmark, direction of travel and lane or footpath affected.
- Describe what is missing or failing: an open edge, unstable barricade, no night lighting, vehicles entering a pedestrian route or an unprotected trench.
- Tell the operator whether anyone is injured or trapped. Contact emergency services as needed.
- After the immediate call, submit the details online so there is a written record and save the acknowledgment.
If the site board identifies a different metro authority, provide that information during the call and copy the named authority in the written complaint. Do not attempt to move heavy barriers or enter the work zone yourself.

What should you include in a Mumbai metro complaint?
A precise complaint is easier to route and verify than a general statement that construction is “causing trouble.” Use this checklist before sending it:
- Location: road, building or landmark, ward, nearest station, side of the road and travel direction.
- Project identity: metro line, package, contractor or authority shown on the barricade or site board.
- When: date, start and end time, frequency and whether the problem is still occurring.
- What happened: noise source, dust source, road defect, blocked path or unsafe excavation.
- Impact: sleep disruption, inability to use a footpath, unsafe lane changes, vehicle damage, dust entering a home or another immediate effect.
- Evidence: dated photographs, short video, earlier photographs, repair estimates and prior acknowledgment numbers.
- Requested action: inspection, barricade or traffic correction, dust suppression, road reinstatement, noise control or a written status update.
- Your contact details: name, mobile number, email and residence where the applicable grievance mechanism requests them.
Keep the message factual. “A breaker operated from 1:10 a.m. to 2:05 a.m. beside the north entrance; the sound entered bedroom windows” is more useful than “the contractor is illegally violating every rule.”
How to file the complaint step by step
Step 1: Identify the responsible project
Read the site board and note the line, package, authority, contractor and contact details. If the board is missing or unreadable, record the nearest station and landmark and begin with the SRCC.
Step 2: Capture safe, dated evidence
Take photographs or a short video from a public, safe position. Show both the condition and its context. For recurring noise or dust, keep a simple log with dates, start and end times and the activity observed. Never enter a restricted area to obtain evidence.
Step 3: Make the fastest appropriate report
Use 1800-22-8801 for an MMRDA project, particularly where road safety, barricading or an excavation is involved. Use 022-22186030, [email protected] or the Cuffe Parade booth for a grievance within that published MMRCL mechanism.

Step 4: Create a written record
Submit the same facts through MMRDA’s online complaint facility when the matter involves an MMRDA project. The citizen-services documentation says the portal supports complaint submission, tracking and email or SMS updates. Save the application or acknowledgment number, screenshots and any confirmation email.
Step 5: Ask for a specific response
Request an inspection, the corrective measure required and a written status update. For a hazard, ask that temporary safety controls be installed immediately while a permanent repair is arranged. Avoid demanding a result that the published mechanism does not promise, such as a guaranteed compensation payment or a fixed resolution time.
Step 6: Monitor and follow up
If no response arrives, resend the complaint with the original acknowledgment number, a short chronology and any new evidence. State what has changed since the first report and whether the risk is worsening. Keeping one reference number and one chronological record makes it easier for the authority to locate the earlier assessment.

The September 30, 2026 report describing the SRCC presents a six-stage chain: Report → Assess → Verify → Respond → Monitor → Close. In practical terms, the centre records your call, assesses urgency and location, routes it to the relevant project or engineering team, verifies the site condition, records corrective action and monitors the matter until closure.

That process explains why a complete location, project identity and time stamp matter. It also means that “closed” should not be assumed to mean “compensation awarded” or “all construction ended.” Ask what action was taken and retain the written response. The cited sources establish intake and monitoring routes, but they do not publish a universal Mumbai-wide resolution deadline or a single noise-limit table for every metro corridor.

Noise controls, sensitive locations and what is not universal
MMRDA’s Metro Line 5 draft environmental and social document refers to noise barriers at sensitive receptors within 100 metres. That figure belongs to the conditions and design context of that document; it is not a blanket rule that automatically applies to every metro site in Mumbai. If a school, hospital, residence or other sensitive receptor is near the work, identify it by name and distance and ask the project team to verify the controls required for that corridor.
Likewise, the Cuffe Parade noise mechanism is from a 2018 project document. It is evidence of a dedicated route for the specified MMRCL works, not proof that every corridor uses the same phone number, email address or procedure. Confirm the line and site board before relying on it.
What to do when the authority or contractor is unclear
Send the report to the SRCC, include a photograph of the site board and explain that responsibility is uncertain. Copy the metro authority named on the board. MMRDA’s contact information lists its BKC headquarters and main telephone +91-22-65964000; this is a general headquarters contact, not a substitute for the 24×7 SRCC hazard number. Use the SRCC for urgent or project-impact reports and the headquarters line only when you need to identify the appropriate office or have a non-urgent administrative question.

Common mistakes that delay a useful response
- Giving only a broad area: “near the metro” is not enough. Add the road, landmark, ward and nearest station.
- Omitting the project identity: photograph the signboard or quote the line and package.
- Sending an undated image: preserve the original file and state when it was taken.
- Reporting a legal conclusion instead of an observation: describe the condition and request an inspection.
- Using an old, project-specific contact for another corridor: the Cuffe Parade mechanism is limited to the works described in its 2018 document.
- Making only a phone call: submit a written record and save the acknowledgment or tracking number.
- Putting yourself in danger to document the site: use a safe public vantage point and call for urgent intervention.
What outcome can you reasonably expect?
The published SRCC description supports an intake, assessment, verification, response and monitoring process. MMRDA’s online system supports tracking and updates, and the Cuffe Parade mechanism provides a dedicated route for the specified noise complaints. None of the cited materials promises a universal response deadline, a standard compensation award, a single Mumbai-wide noise limit or automatic responsibility for every crack or road defect near a metro project. Your strongest request is therefore specific and verifiable: inspect this location, correct this identified hazard or nuisance, and provide a written status update tied to the acknowledgment number.
