This guide uses the planning system in England. Wales, Scotland and Northern Ireland have different rules, and even English councils set different local requirements, notification methods and consultation dates. Always rely on the application and guidance published by the relevant planning authority.
What the planning authority is deciding
A planning application is assessed against the development plan for the area, national policy and other material considerations. In England, a decision should follow relevant development-plan policies unless other material considerations indicate a different outcome. The national framework calls for a proportionate approach that reflects the proposal’s scale, complexity and potential impact; a small rear extension and a major redevelopment should not require the same level of evidence.

The Planning Practice Guidance defines a material planning consideration as “one which is relevant to making the planning decision in question (eg whether to grant or refuse an application for planning permission).” Relevance and weight depend on the facts of the individual case. A neighbour’s concern is not automatically decisive, and the number of objections does not determine the result.
Potentially relevant effects include daylight and sunlight, overshadowing, privacy and overlooking, outlook and enclosure, noise, traffic, parking, highway safety, design, layout and the character of the area. The authority must consider the proposal as submitted, the site’s context and the evidence supplied; it is not deciding whether the development is generally liked.

Start with the correct application and deadline
Use your local planning authority’s online application search. Record the details before analysing the proposal:
- application reference and site address;
- the exact development description;
- the application type and current status;
- the consultation closing date and accepted method of commenting;
- the latest plans, reports, amendments and officer updates.
Do not assume that a letter through your door gives the only or final date. Authorities can publish revised documents and fresh consultation periods. Ealing Council’s published process, for example, gives 21 days from the start of its consultation period for written comments and allows comments from people who were not formally notified. That is an Ealing procedure, not a national deadline. Use the date and submission route shown on the live application for your council.
Save copies of the plans you reviewed. If a drawing is replaced, note the revision number and date so your comment identifies the version on which your concern is based.

Understand exactly what is proposed
Read the description first, then work through the drawings in a consistent order. The description may conceal a significant change in use or operating pattern, while a visually modest addition can affect a neighbouring room if it is close to a boundary.
Site plan and location plan
Establish the relationship between the proposal, your house, boundaries, gardens, roads and access points. Check orientation, north arrows, levels and the stated scale. Look for new parking spaces, servicing areas, refuse storage, gates and paths that could alter movement or activity beside your home.
Existing and proposed floor plans
Compare room positions and identify every new or enlarged window, rooflight, balcony, terrace, stair landing or external door. Note whether a window serves a bedroom, living room, kitchen, bathroom or circulation space; the use and relationship of the room help determine the privacy and light issue.
Elevations and sections
Record ridge and eaves heights, parapets, roof form, boundary distances, ground levels and the depth of projections. Sections can reveal a change in level or a tall wall that is not obvious in plan. Check whether drawings show existing neighbouring buildings accurately.

Use and operating information
Identify the proposed use, hours, number of users, deliveries, plant, extraction, lighting and servicing. A change from a quiet dwelling to a use with evening activity can create a different planning issue even when the building envelope changes little.
Supporting reports
Look for daylight and sunlight, noise, transport, parking, flood-risk, tree, ecology, heritage, landscape or design information where relevant. The national policy direction is to match assessment effort to likely impact. If a report does not examine the room or boundary most affected, say so specifically rather than treating the report as conclusive.
Compare the proposal with your home
Stand in the rooms and outdoor spaces that matter, then describe the existing condition before looking for a planning effect. Avoid general statements such as “this will ruin my house.” Identify the receptor, the proposed feature, the change and the evidence.
| Impact | What to compare and record | Evidence to check |
|---|---|---|
| Daylight, sunlight and overshadowing | Which habitable-room windows and usable garden or seating areas face the proposal? Note relative height, separation, orientation, obstructions and the times or seasons in which light may change. | Existing and proposed plans, sections, shadow diagrams and any daylight or sunlight assessment. Camden guidance says an assessment may be needed where neighbouring property or gardens could be negatively affected; that local requirement is not a universal test. |
| Privacy and overlooking | Identify each new upper-floor window, balcony, terrace or activity area and the particular windows or private spaces it faces. Consider direct views, oblique views and whether screening is shown. | Proposed elevations, floor plans, site plan and the privacy or amenity policies in your local plan. |
| Outlook, bulk and enclosure | Explain how height, mass and position would change the outlook from an identified room or garden and whether the space could feel unreasonably enclosed. | Elevations, sections, site context, design documents and local design or residential-amenity policy. |
| Noise and disturbance | Identify the source, likely hours, frequency, sound character and relationship to the existing acoustic environment. Separate construction activity from noise generated by the completed use. | Use description, operating hours, acoustic report, plant details and proposed mitigation. National guidance says level, timing, recurrence, character and context combine to determine significance. |
| Traffic, access and parking | Describe the proposed access, vehicle movements, deliveries, parking layout and a specific highway-safety or obstruction concern. | Site and access plans, transport or parking information and local highway policies. |
| Design and local context | Compare scale, layout, appearance and materials with the site and surrounding development. Identify the local characteristic or policy that may be harmed. | Design statement, elevations, site plan, development plan and relevant local design guidance. |
How to judge daylight, sunlight and overshadowing
There is no single national separation distance or one daylight figure that automatically makes a proposal acceptable or unacceptable. Orientation, room size, window position, existing buildings, site levels and local policy all matter. A simple sketch can help you understand the geometry, but it does not replace the authority’s assessment or a competent technical report where one is warranted.
Record the affected window or usable garden area, the direction it faces, the proposed building’s height and distance, and the times when light is currently available. Then check whether the applicant has supplied sections, shadow studies or a daylight and sunlight report. If the documents omit a critical dimension, orientation or receptor, ask the authority to obtain the missing information or explain why the assessment is proportionate.
Do not claim that a room will become permanently dark unless the evidence supports that conclusion. A stronger representation explains the existing condition, the physical change shown on the plans and the likely consequence that needs assessment.
How to assess privacy and overlooking
Mark the line of sight from each proposed window, balcony or terrace to your windows, garden and other private areas. A first-floor side window facing a neighbouring bedroom is a different issue from a high-level obscure-glazed bathroom window. Check sill heights, opening arrangements, obscure glazing, fixed shutters, planting and boundary treatments shown on the drawings.

State whether the concern is direct overlooking, oblique views, activity on a raised platform or a failure to provide the screening indicated by policy. If screening is proposed, examine its height, location, permanence and maintenance; a narrow hedge symbol on a plan may not provide year-round protection.
Outlook, a private view and property value are not the same issue
Planning policy generally does not protect a private view from a home, and a negative effect on property value is not normally a material planning consideration in England. A different argument may concern residential amenity: an overbearing wall, excessive enclosure or severe loss of outlook from a room can be relevant depending on the proposal and local policy. Describe that physical effect rather than asking the authority to preserve a valued vista or house price.
Noise, disturbance and construction activity
Replace the statement “it will be noisy” with a description of what would make the noise harmful: the source, expected level, hours, duration, recurrence, tonal or impulsive character and the existing background sound. For example, fixed plant operating at night beside a bedroom raises a different issue from occasional daytime deliveries.
Read the acoustic report for the equipment and receptor it actually assesses. Check proposed hours, enclosure, ventilation, delivery routes and conditions. Construction noise, vibration, dust and access may also need controls, but planning permission is not a complete construction-management contract. Ask for appropriate conditions or contact the authority’s environmental-health or building-control service where a separate control applies.
Traffic, access and parking
Trace the route from the public highway to the proposed entrance, parking and servicing area. Identify a specific conflict such as vehicles reversing across a footway, inadequate visibility, a new high-turnover use on a constrained road or parking displaced into unsafe locations. General dislike of additional cars is weaker than a documented access or highway-safety concern tied to a drawing and local policy.

Check the policy and technical standard that apply
Find the adopted local plan, neighbourhood plan and supplementary guidance used by your authority. Search for policies on residential amenity, privacy, daylight, design, noise, transport and parking. Read the policy wording and any stated exceptions; do not quote a guideline from another council as if it were a national rule.
Where the application cites a technical standard, check its scope, assumptions and conclusions. A report may be accurate yet incomplete if it assesses only the applicant’s rooms, uses an outdated plan or omits a neighbouring garden identified in local guidance. Ask a focused question about the gap.

For a technically complex or high-value case, optional help from an independent planning consultant or daylight-and-sunlight professional can clarify the evidence. It is not a prerequisite for making a valid comment, and any adviser’s scope, qualifications, availability and fees should be confirmed directly.
Write a focused planning representation
A useful comment is short enough to follow and precise enough for an officer to test. Use this order:
- Identify the application. Give the reference, address and plan revision you reviewed.
- Name the receptor. Identify the particular room window, garden area, entrance or route affected.
- Name the proposal feature. For example, a first-floor side window, a two-storey wall, a raised terrace or a new access.
- Describe the planning effect. Explain how the feature changes the existing condition and why the effect matters under a named local policy or material consideration.
- Point to evidence. Cite the drawing, section, report paragraph or missing dimension that supports your observation.
- Suggest a proportionate response. This might be a lower roof, changed window position, obscure glazing, fixed screening, revised hours, acoustic enclosure or further assessment. Request a refusal only where the identified harm cannot reasonably be addressed.
- Submit correctly and on time. Use the method and deadline shown on the live application, and retain confirmation of submission.
Keep personal circumstances relevant to the planning issue. Do not include allegations about the applicant, property-value claims, or private disputes that the planning officer cannot determine.
What planning permission does not decide
Planning control is separate from private rights and other legal regimes. England guidance says private rights to light and other private interests such as property value are generally not material planning considerations. A planning decision does not settle a boundary, party-wall matter, access right, trespass claim, damage caused during construction or a contractual dispute.
The Planning Portal notes that a neighbour’s consent is required before accessing their land. If work would need scaffolding, inspection or entry over your property, obtain specialist legal advice rather than assuming a planning objection resolves the issue. Building regulations, environmental-health controls and civil claims may follow different procedures and deadlines.
When permitted development uses neighbour consultation
Some development can proceed under permitted-development rights instead of a full planning application. First establish the exact legal route and whether the proposal meets its conditions. For specified larger single-storey rear extensions in England, the neighbour consultation scheme gives adjoining neighbours an opportunity to object and provides the authority with a 42-day decision period under the technical guidance issued by the Ministry of Housing, Communities and Local Government in 2019.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Those thresholds and 42 days apply to that defined route, not to every extension or permitted-development project. Other work may require a lawful-development certificate, full permission or no neighbour consultation at all. Ask the authority which route is being claimed and read the applicable conditions before relying on the procedure.
If the plans change
Compare the original and revised drawings using the same receptor and criteria: daylight and sunlight, privacy, bulk and outlook, operational noise, access and traffic, design context, policy compliance and mitigation. Record exactly what changed and whether the supporting evidence changed with it. A smaller projection may still create overlooking; a relocated window may solve privacy while leaving a daylight issue. Do not call a revision acceptable without considering the development plan and all material considerations.
