How to Estimate the True Cost of Building a Home, Including Permits and Site Work

A realistic home-building budget starts with defined tasks, local fees and parcel-specific site estimates—not a national average or a headline bid.

To estimate the true cost of building a home, price the specific work your parcel and house require—not just the house plan or a national cost-per-square-foot figure. Keep land, due diligence, permits and public fees, site preparation, utility service, the house itself, completion work and carrying costs in separate lines. The National Association of Home Builders’ 2024 survey offers a useful U.S. benchmark, but its figures are not a quote for your address.

What a national benchmark can—and cannot—tell you

The National Association of Home Builders (NAHB) reported an average construction cost of $428,215 and average site work of $32,719 in its 2024 Construction Cost Survey. The survey received responses from 41 builders. Those figures help show how costs can be organized; they do not establish what a particular owner will pay. Your location, parcel, house size and design, contract scope, fees and utility conditions may differ.

NAHB’s reported average home had 2,647 square feet of finished area on an average 20,907-square-foot lot. Its average sale price was $665,298. That sale-price figure is not an owner-builder’s all-in project cost: it reflects a builder/developer framework and includes categories such as overhead, marketing, sales commission and profit. Do not add those sale-price categories to a construction estimate as if each were a separate charge you necessarily owe.

NAHB 2024 average sale-price category Reported amount
Finished lot cost, including financing cost $91,057
Total construction cost $428,215
Financing cost $10,220
Overhead and general expenses $38,248
Marketing $5,633
Sales commission $18,955
Profit $72,971
Reported total sale price $665,298

The survey’s construction-cost categories are more useful for understanding where a build budget can go. Percentages below are the survey’s shares of its reported $428,215 construction cost; small differences in summed percentages can result from rounding.

Foundations $44,748 10.5%
Framing $70,982 16.6%
Exterior finishes $57,510 13.4%
Major systems rough-ins $82,319 19.2%
Interior finishes $103,391 24.1%
Final steps $27,710 6.5%
Other $8,835 2.1%

Within its site-work category, NAHB reported building permit fees of $7,640 (1.8% of construction cost), impact fees of $6,367 (1.5%), water and sewer fees or inspections of $6,260 (1.5%), architecture and engineering of $6,480 (1.5%), and other site-work costs of $5,972 (1.4%). These are national survey results, not a fee schedule or a prediction for a local project.

Category boundaries matter when you use a builder’s proposal. In NAHB’s survey, excavation, foundation, concrete, retaining walls and backfill were placed under Foundations; excavation, foundation, concrete, retaining walls and backfill totalled $43,002 in its foundation subcategory. Driveway ($9,635) and landscaping ($9,269) were classified under Final Steps, not Site Work. A contractor may group these tasks differently. Compare the written scope, not just the category name, so you do not omit work or count it twice.

For context, NAHB’s 2022 survey reported average construction cost of $392,241 and site work of $29,193 (7.4%). The 2024 survey reported $428,215 and $32,719 (7.6%). These are results from different survey years, not a controlled inflation series; they should not be used to calculate a current local price.

Build a parcel-specific estimate from visible cost lines

A useful estimate is a cost model: define the work, quantify it, assign a local price and record the assumptions. FEMA’s Appendix C describes a general task-based estimating method: break work into tasks, estimate quantities of materials and labor, determine unit costs, record each task’s cost and add the tasks. FEMA presents this method for mitigation projects, not as a new-home price schedule. Its value here is the discipline of pricing defined work rather than relying on one undifferentiated allowance.

Start a worksheet with separate sections. For each line, record quantity and unit, price source, date, scope included and excluded, and whether the number is a written quote, an allowance or a preliminary placeholder. Use local contractor or supplier pricing for the actual project whenever possible.

  1. Land and acquisition: Record the purchase price, closing costs and due-diligence expenses. Identify whether the parcel is raw land or a finished lot. Do not bury clearing, grading or utility work in the land figure and then add it again under site work. NAHB’s local-input form separates the value of appropriately zoned raw land—with no site preparation—from local fees.
  2. Due diligence and design: Include survey, architecture and engineering, and any soil or geotechnical investigation, site, grading, drainage, structural, environmental or land-use work that applies. Confirm the needed investigations and documents with qualified local professionals and the permitting authority rather than assuming every study is mandatory.
  3. Permits and public fees: List building and trade permits, plan review, inspections, impact or development fees, utility fees and any applicable land-use, access, drainage or other approvals. Keep each agency or provider charge visible, including when it is due.
  4. Site preparation and service: Define clearing, grading, excavation, temporary or permanent access, erosion and stormwater work, hauling, retaining structures, utility extensions and hookups, and restoration. Add private well or septic work if the parcel will use those systems.
  5. Foundation and house construction: Price the foundation and concrete work, framing, roof and exterior envelope, plumbing, electrical, HVAC, interior finishes and other defined house scope. Align the estimate with the plans and specifications being priced.
  6. Completion and carrying costs: Include driveway, landscaping, cleanup, exterior structures and other finish work not already in a contract. Add project-specific financing, taxes and insurance during construction, temporary services and other costs of owning or running the project when they apply.

FEMA’s task examples include design, engineering and permitting; mobilization; site preparation and access; excavation and hauling; utility hookups; restoration; and landscaping. A unit-cost reference such as RSMeans Building Construction Data can help organize a preliminary task estimate, but a reference is not a substitute for current local bids or a parcel-specific quote.

Make scope and assumptions auditable

For a measurable task, state the quantity and unit—for example, the length of a utility extension or the area to be cleared—alongside the unit price and source. Note the design version or plan date used. If a contractor’s quote bundles multiple tasks, ask for an inclusion and exclusion list so the bundled price can be reconciled with the worksheet. Record what is owner-supplied, what is by others, and what could trigger a change order.

Separate firm prices from allowances. An allowance is a budget placeholder for a scope that has not yet been selected or fully priced; it is not proof that the final cost will match the allowance. State its basis and what happens if actual selections, quantities or conditions differ. Update the estimate as plans, fee determinations and site information become more definite.

Show uncertainty instead of hiding it

Use low, base and high cases where an unresolved condition could materially change cost. Identify the driver of each case—such as the assumed driveway length, amount of grading, utility extension, foundation design or finish selection—rather than applying an unexplained range to the whole project. Keep contingency as a visible line, but size it with the project’s qualified design and construction team according to the design maturity and unresolved site risks. The sources cited here do not establish one contingency percentage suitable for every home.

In practice, make each scenario traceable to a different assumption. If the utility provider has not confirmed an extension route, for instance, note the route or distance assumed in the base case and the alternative that would change it. If foundation design depends on soil information that is not yet available, mark the current foundation price as provisional rather than presenting it as settled. This approach does not predict which condition will occur; it makes clear what still needs to be checked before relying on the total.

Find out which permits and fees apply, and when they are due

Permit and development charges are set locally and depend on the project and parcel. Washoe County, Nevada, for example, says fees can vary with project size, location, complexity and effects on infrastructure. Its guidance describes costs that may fall due at planning review, before permit issuance and before the final certificate of occupancy, and notes possible utility hookups, infrastructure fees, agency fees and bonding or financial assurances. This illustrates one county’s process; it is not a nationwide fee schedule.

  1. Contact local planning and building staff. Ask about zoning, land-use approvals, setbacks, access, grading and drainage review, building and trade permits, plan review, inspections and the path to occupancy. Request current fee schedules or the inputs needed for a fee estimator.
  2. Check utility and health authorities separately. Ask water and sewer providers, or the relevant utility, about connection availability, capacity, extension distance and charges. If the plan uses a well or septic system, ask the health authority about feasibility, permits, testing and approvals.
  3. Map the fees to project stages. Ask what is due with an application, at review, before permit issuance, during construction or before final inspection or occupancy. Check whether any charge is refundable and whether existing service capacity or prior fee credits affect the parcel.
  4. Get the answers in writing where possible. Save the date, assumptions, parcel details and proposed scope behind each fee estimate. If the plans or project size change, confirm whether the amount or approval path changes as well.

NAHB’s local-input form asks builders to report permit, hookup, impact and other local-government fees per home separately from land value. That separation is useful for homeowners too: a land asking price does not tell you which public fees or service charges remain to be paid.

Keep public fees distinct from private work even when the terms sound similar. A utility hookup or inspection fee paid to a provider or agency is not the same budget item as a contractor’s work to trench, extend or connect a service. Record both if both apply, and verify whether a quote includes one, the other, or neither. The estimate should also show the expected payment stage, since costs due at different points affect how much funding must be available during the project.

Investigate the parcel before trusting a site-work allowance

Site work is not one uniform task. The scope may change with slope and grading balance, driveway length and access, soil bearing conditions, expansive or poor soils, rock or groundwater, drainage, retaining needs, environmental constraints, distance to utility mains, public versus private service, septic suitability and the amount of clearing or restoration. These are investigation questions, not a list of costs that applies automatically to every lot.

FEMA’s mitigation guidance describes soil borings as one example of testing used to establish site-specific design parameters. Its reconstruction guidance also lists zoning and land-use, environmental, historic-preservation and building approvals as examples of permits that can apply. Those publications concern mitigation or reconstruction; verify requirements for a new home with local authorities and professionals.

A practical early parcel screen

  1. Ask the jurisdiction about zoning, setbacks, legal access, grading and drainage review, floodplain or other mapped constraints, and the likely plan-review path.
  2. Use a surveyor or qualified engineer, as appropriate, to identify boundaries, topography, easements and design constraints.
  3. Ask a geotechnical professional whether a soil investigation is warranted before you settle on a foundation assumption.
  4. Ask utility providers to confirm service availability and capacity, likely connection points, extension distance and charges.
  5. If the parcel would rely on a private well or septic system, confirm feasibility and approval requirements with the responsible health authority.
  6. Get local pricing for the defined clearing, grading, access, drainage, utility-extension, foundation and restoration scope.

This sequence is a practical way to reduce uncertainty, not a statement that each study or approval is legally required for every project. The parcel and proposed design determine what is relevant.

Do not assume that a low land price means a low total project cost. A lot requiring a long access route, substantial grading or utility extensions may need a larger site budget than a more prepared lot. The actual difference must be established through investigation, agency input and pricing; it cannot be inferred from the purchase price alone.

Compare builder bids and parcels on the same basis

A headline bid is only comparable with another bid if the work, assumptions and payment terms align. Normalize the proposals line by line against the same plans and specifications before deciding that one is cheaper.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Site and approvals: Check whether clearing, grading, erosion or stormwater work, permits, plan review and inspections are included or excluded.
  • Service and access: Confirm treatment of utility connections and extensions, well or septic, drainage, retaining walls and driveway.
  • Selections: Compare finish and fixture allowances, specified products and the process for pricing selections above or below allowance.
  • Responsibility and changes: Identify owner-supplied work, work by others, exclusions, change-order rates and who pays agency or provider fees.
  • Price structure and timing: Check whether the offer is fixed-price, cost-plus or allowance-based, and review schedule and escalation assumptions.

These are practical comparison questions, not an official bid-comparison standard. They follow from the different cost buckets in NAHB’s survey and the task-based estimating approach described by FEMA.

When comparing parcels, hold the home program and finish level constant. Compare the finished-lot price separately from site conditions, utility service, approvals and unresolved risks. A cheaper parcel may have higher service or preparation costs, but quantify that difference with parcel-specific estimates instead of applying a generic surcharge.

When is an estimate reliable enough to use?

A preliminary total is useful for screening, but its reliability depends on how much of the scope has been defined and priced. At the earliest stage, land, local fee and site assumptions may still be open. As you obtain parcel information, agency guidance, design documents and written quotes, replace placeholders with better-supported quantities and prices.

Before treating a total as a decision-ready budget, check that the estimate:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • separates raw land or finished-lot cost from preparation and service costs;
  • includes the fees and approvals identified by the relevant local authorities and providers;
  • matches the current plans, specifications and contract scope;
  • shows who is responsible for each excluded, owner-supplied or allowance-based item;
  • records price dates, quantity assumptions and payment timing; and
  • makes unresolved site and design risks visible rather than disguising them in a national average.

The central discipline is to keep the estimate connected to defined work and the actual parcel. National survey figures can help you notice categories you might otherwise miss; local determinations, professional investigation and scope-matched quotes are what make the budget specific to your project.

Frequently Asked Questions

How much does it really cost to build a house, including permits and site work?

There is no reliable single figure without the location, parcel, house size, design and contract scope. NAHB’s 2024 survey reported average construction cost of $428,215 and site work of $32,719 based on responses from 41 builders, but those figures are national benchmarks, not quotes for an individual project. Build a parcel-specific estimate from local fees, defined site tasks, utility costs, design and construction scope.

What should I include in a home-building cost estimate besides the house itself?

List land and acquisition, due diligence and design, permits and public fees, site preparation and utility service, foundation and construction, completion work, and applicable financing, taxes, insurance or temporary services. Keep each category visible so site preparation or fees are not hidden in the land price or counted twice in a builder’s scope.

How do I find out what permits and fees I will owe?

Contact the local planning and building departments about approvals, plan review, permits, inspections and fee schedules. Separately ask utility providers about hookups, capacity and extension charges, and the health authority about well or septic requirements if relevant. Ask when each charge is due, whether it is refundable, and whether existing capacity or fee credits affect the parcel; request written estimates where possible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What can make site work cost more than expected?

Potential drivers include slope and grading, access or driveway length, soil conditions, rock or groundwater, drainage, retaining needs, utility distance, public versus private services, septic suitability and clearing or restoration. These do not apply to every lot. Investigate the specific parcel with the jurisdiction, service providers and qualified local professionals, then price the defined work.

Should I use a contingency percentage for my building budget?

The cited sources do not establish a universally correct contingency percentage for homeowners. Keep contingency visible and size it with the project’s qualified design and construction team based on design maturity and unresolved site risks. Use low, base and high cases for material uncertainties, and identify the assumptions that drive each case.

How should I compare two builder estimates?

Compare proposals against the same plans and specifications. Check inclusion of site work, permits, utility connections or extensions, well or septic, drainage, retaining walls and driveway; compare finish allowances, exclusions, owner-supplied work, change-order terms, price structure, schedule and escalation assumptions. Also clarify who pays each fee and when.

The Bottom Line

Build the total from parcel-specific quantities and local prices, keeping land, fees, site work, utilities, construction and completion costs separate. Use national survey figures to check your categories—not to price your lot—and replace early assumptions with local determinations, professional input and scope-matched quotes before relying on the budget.
