How to Design Safer Pedestrian Routes Around Active Construction Sites

A safer construction work zone preserves the existing pedestrian route where feasible. When a closure is necessary, plan a continuous, accessible alternative that separates people from work and traffic.

Keep the existing pedestrian route open if construction can leave it safe and usable. If it must close, provide a continuous, accessible, detectable alternative that is easy to follow and separates people from both work activity and moving traffic. For U.S. projects, the Federal Highway Administration’s 2023 MUTCD provides federal guidance, but the controlling requirements depend on the edition adopted by the state or local road authority and the project’s approved temporary traffic-control plan.

Plan pedestrian access as part of temporary traffic control

A sidewalk closure changes how people move through the work zone; it is not merely a notice to walk somewhere else. Plan the pedestrian route alongside the work area, vehicle movements, deliveries, and construction phases. Include people with mobility, vision, hearing, or cognitive disabilities, as well as older adults and children. A route that appears obvious or manageable to a construction crew may be difficult to find or use for someone encountering it for the first time.

Start with the route’s purpose: the sidewalk or path connects people to crossings, homes, businesses, transit stops, and other destinations. A safe arrangement needs to preserve those connections as far as practicable, not just keep pedestrians away from a particular piece of equipment.

Map the route and the people and destinations it serves

Before selecting a closure or detour, map the existing pedestrian facility and the parts of the surrounding network it connects. Identify crossings, accessible features, transit stops, businesses, and other destinations along the affected segment. Note where construction equipment, materials, vehicle access, or work operations could intersect with pedestrian movement.

Use that map to assess whether a proposed route will remain understandable and usable for people with different access needs. The MUTCD calls for planning pedestrian movement through temporary traffic-control zones and avoiding conflicts with work activity and vehicles. FHWA’s work-zone accessibility practitioner guide also addresses keeping the existing sidewalk open where possible or providing an accessible alternative when it cannot remain open.

Choose among keeping the route open, routing alongside it, or detouring

First decide whether the existing pedestrian facility can remain open safely while construction proceeds. If so, preserving it avoids an unnecessary change in the path. The MUTCD states: “A pedestrian route should not be severed and/or moved for non-construction activities such as parking for vehicles and equipment.” If a closure is required for the work, plan the alternate route before closing the sidewalk; do not leave pedestrians to discover the closure and find their own way around it.

Option When to consider it What to assess
Keep the existing route open Construction can proceed without making the pedestrian facility unsafe or unusable. Whether the route stays clear of work activity, equipment movements, and vehicle conflicts during every relevant phase.
Provide a route alongside or easily reached from the original path The existing route cannot stay open, but an alternative can be placed nearby. Continuity, accessibility, separation from the work area and traffic, and whether people can identify and follow the route.
Direct pedestrians around or across the affected area A nearby parallel route is not feasible and a detour is needed. Detour directness, crossing locations, advance directions, transit and destination access, and exposure to traffic.

These options do not have a universal safety ranking. The better choice depends on the road and sidewalk geometry, traffic exposure, work duration and phasing, nearby destinations, jurisdiction, and the approved traffic-control plan. Compare them against the same practical questions: Does the route create conflicts with work or moving vehicles? Can people with disabilities use it continuously? Is it reasonably direct and understandable? Does it preserve access to transit stops and destinations? Will it remain usable as the construction phase changes?

Make a temporary route continuous, accessible, and detectable

A detour must work as a route, not merely as an opening in a barrier. The 2023 MUTCD says disrupted, closed, or relocated pedestrian facilities in temporary traffic-control zones must be detectable and include accessibility features consistent with those of the existing pedestrian facility. It also specifies a detectable barrier across the full width of a closed pedestrian facility. A closure that leaves a person with limited vision unable to detect the boundary is not made safe by a sign alone.

Temporary ramps and surfaces

Where temporary ramps are used, the 2023 MUTCD specifies a slope of 12:1 (8.33%) or flatter, a slip-resistant surface, and a landing at least 48 by 48 inches with a cross-slope of 2% or flatter. These are provisions in that manual edition; check the edition adopted by the responsible jurisdiction and any applicable local or project requirements before specifying a design.

  • Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
  • Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure

Do not assume a dimension from an older manual edition is automatically the current requirement. FHWA’s 2009 MUTCD Chapter 6D described a smooth, continuous hard surface and, when 60 inches of continuous width could not be maintained, 60-by-60-inch passing spaces at least every 200 feet. Those figures are historical, edition-specific guidance; they should not be represented as the controlling current standard without checking the governing requirements for the project.

Separate pedestrians from work activity and vehicle traffic

Design the route so pedestrians are not directed through active work operations, equipment movements, or vehicles traveling through or around the site. A barrier or channelizing device can define the pedestrian path or discourage entry into the work space, but the protection must suit the actual site risk and the temporary traffic-control plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The 2023 MUTCD identifies pedestrian channelizing devices for temporary pedestrian routes and allows temporary barriers or longitudinal channelizing devices to discourage unauthorized movement into a work space. Where the risk of vehicle incursion is significant, its guidance calls for rerouting pedestrians or installing temporary traffic barriers. Normal vertical curbing is not a substitute when a temporary traffic barrier is needed.

Device selection and placement are project decisions, not a generic shopping choice: a consumer barricade is not automatically suitable for a particular roadway or work-zone hazard. The responsible road authority and qualified temporary-traffic-control designer should determine what the site requires under the applicable standards and approved plan.

Make detours understandable and preserve useful access

Tell pedestrians about a closure before they reach it, then continue to direct them along the alternate route. Signage at the closure alone may come too late for someone who cannot easily retrace their steps or add a substantial out-of-the-way trip. The MUTCD notes that pedestrians may be reluctant to retrace their steps or travel farther out of their way, so convenience is part of whether an alternate route is likely to work in practice.

Keep access to transit stops in view when laying out a detour. If pedestrians must cross, the 2023 MUTCD advises that in urban and suburban settings with high traffic volumes, advance signs should direct them to cross at intersections rather than encourage a midblock crossing. Check where people will encounter the directions, whether each turn or crossing is clear, and whether the route remains legible all the way to its destination.

Keep the route working as construction changes

Construction phases, deliveries, equipment access, and site conditions can change the safe pedestrian path. Treat a route as part of the evolving temporary traffic-control arrangement: inspect it as required by the applicable project plan and agency practice, and update signs and devices when the path changes. FHWA’s 2009 MUTCD chapter explicitly called for regular inspection, but it is an older edition; confirm the inspection procedure that applies under current state and local specifications rather than assuming that historical chapter controls.

At each change, check whether the route still provides a continuous, detectable path; whether signs point to the route people can actually use; whether barriers still separate pedestrians from work and traffic; and whether access to crossings, transit stops, and destinations remains clear. A route that was suitable in one phase may become blocked or confusing after equipment or staging moves.

When staffed personnel can briefly facilitate passage

The 2023 MUTCD describes a narrow case in which an alternate route may not be necessary for an impacted pedestrian route in a short-duration or short-term stationary work zone attended by project personnel: work must be able to stop so pedestrians can navigate through. Personnel may pause work, move equipment or materials to facilitate passage, and assist pedestrians as needed.

This is an operational option for the specified staffed, short-work scenario—not a general substitute for providing a suitable route during an extended or unattended sidewalk closure. If staff cannot stop the work and make passage safe, or cannot reliably facilitate passage for all users, plan an alternate route under the applicable requirements.

Turn the route choice into a practical review

Once the affected segment and possible alternatives are mapped, evaluate each option as a complete trip rather than judging only the blocked sidewalk. Follow the proposed route from the point where a pedestrian first needs to make a decision, through every turn and crossing, to the point where it reconnects with the existing pedestrian network or reaches the destination. A route that works only after a person has already reached the closure is not adequately explained in advance.

  • Trace the connections. Confirm that the route links to the crossings, transit stops, businesses, and other destinations identified during planning. If a detour changes how someone reaches one of them, account for that in the layout and directions.
  • Check continuity and accessibility. Look for places where the route ends, becomes difficult to detect, or loses features consistent with the existing pedestrian facility. Where ramps are part of the temporary route, check the 2023 MUTCD provisions for slope, surface, landing size, and landing cross-slope, while verifying the locally applicable requirements.
  • Review exposure and separation. Identify whether pedestrians could encounter equipment movement, work operations, or vehicles traveling through or around the site. Select and place route delineation or barriers according to the site risk and approved plan; do not assume a basic barricade or vertical curb supplies protection where a temporary traffic barrier is needed.
  • Assess the crossings and directions. If the route requires a crossing, identify where it occurs and whether advance signs provide useful direction. In urban and suburban settings with high traffic volumes, the 2023 MUTCD advises directing pedestrians to cross at intersections rather than encouraging midblock crossings.
  • Check each phase, not just opening day. Consider whether the path will remain usable when equipment access, delivery arrangements, staging, or construction phases change. The route, signs, and devices should be updated when the path changes, following the inspection and maintenance procedures that govern the project.

This review does not replace a temporary traffic-control plan or establish a universal layout. It helps the project team compare alternatives consistently: keeping the existing route open, placing an alternative alongside or near it, or directing people around or across the affected area. The central test remains whether the complete path is convenient enough to follow, accessible and detectable, and separated from the hazards created by work and traffic.

Apply the requirements that govern the actual site

The federal sources here provide general U.S. guidance, not a site-specific traffic-control plan. The key current references are FHWA’s MUTCD 11th Edition, Part 6 (2023), which covers temporary traffic-control provisions including pedestrian facilities, ramps, barriers, and channelizing devices, and the 2023 MUTCD Hotlinks Version (December 2023), which includes route-planning, convenience, transit-access, crossing, and staffed-work guidance. FHWA’s 2012 Applying the Americans with Disabilities Act in Work Zones: A Practitioner’s Guide, pages 5–8, provides additional practitioner guidance on keeping the sidewalk open where possible or providing an accessible alternative.

Before setting dimensions, device types, or inspection procedures for a real project, confirm the current MUTCD edition adopted by the state or local road authority, applicable local rules, and the project’s approved temporary traffic-control plan. A site-specific layout also depends on roadway and sidewalk geometry, traffic speeds and volumes, work duration and phasing, transit and destination access, and site conditions. Consult the responsible road authority and a qualified temporary-traffic-control designer when developing the actual arrangement.

Frequently Asked Questions

How do I keep a sidewalk accessible during construction?

First determine whether the existing sidewalk can remain open safely while work proceeds. If it cannot, plan an alternate route before closing it. The route should be continuous, detectable, and include accessibility features consistent with the existing pedestrian facility. Check the requirements in the MUTCD edition adopted by the responsible authority and the project’s approved temporary traffic-control plan.

What should a pedestrian detour around a work zone include?

It should provide a continuous and usable connection around or through the affected area, be detectable, and keep pedestrians separated from work activity and vehicle traffic. Give direction before people reach the closure and along the route, preserve access to transit stops and destinations, and assess any required crossings. The suitable devices and layout depend on site risk and the approved plan.

What temporary ramp dimensions does the 2023 MUTCD specify?

Where temporary ramps are used, the 2023 MUTCD specifies a slope of 12:1 (8.33%) or flatter, a slip-resistant surface, and a landing at least 48 by 48 inches with a cross-slope of 2% or flatter. Confirm that this edition and these provisions apply in the project’s jurisdiction.

Does a barrier need to span the full sidewalk closure?

The 2023 MUTCD specifies a detectable barrier across the full width of a closed pedestrian facility. The route design and device selection should also account for the site’s hazards and the applicable temporary traffic-control plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can construction workers guide pedestrians through a work zone instead of providing a detour?

Only in the limited scenario described by the 2023 MUTCD: a short-duration or short-term stationary work zone attended by project personnel where work can stop and pedestrians can navigate through. Personnel may pause work, move equipment or materials, and assist as needed. This is not a general substitute for a suitable route during an extended or unattended closure.

Can I use the 60-inch width and passing-space figures from the 2009 MUTCD as current requirements?

Not without checking the controlling requirements. FHWA’s 2009 MUTCD Chapter 6D described a smooth, continuous hard surface and, when 60 inches of continuous width could not be maintained, 60-by-60-inch passing spaces at least every 200 feet. Those are historical, edition-specific figures, not a statement of the current controlling requirement.

Who determines the right route and protective devices for a particular site?

The site-specific arrangement depends on the adopted manual, local rules, roadway and sidewalk geometry, traffic speeds and volumes, work duration and phasing, access needs, and project conditions. Consult the responsible road authority and a qualified temporary-traffic-control designer against the approved project plan.

The Bottom Line

Keep the existing pedestrian route open when it can remain safe and usable. If it must close, plan a continuous, accessible, detectable alternative in advance; preserve useful connections and separate pedestrians from work and traffic. Verify the layout against the manual adopted by the responsible authority and the project’s approved temporary traffic-control plan.
