Control dust, noise, and runoff by planning them together before work begins, then keeping separate controls in place for each risk. Start with the project’s permit and site plan; identify nearby sensitive receptors and worker silica hazards; phase earthwork; and assign people to inspect, maintain, and correct controls as the site changes. A dust-suppression measure is not automatically a silica control, and a silt fence alone cannot manage every stormwater pollutant or flow.
Start with permits, site conditions, and responsibilities
Before clearing or grading, establish which authority regulates the project and what plan and permits apply. In areas where the U.S. Environmental Protection Agency (EPA) is the permitting authority, construction stormwater permit coverage generally applies when a project will discharge stormwater from one acre or more of disturbed land, or from a smaller area that is part of a common plan of development or sale that will ultimately disturb at least one acre. This is a federal framework, not a universal threshold: states and tribes authorized to administer their own programs may use different or stricter requirements. Confirm the current permit, jurisdiction, coverage status, operator responsibilities, and applicable plan requirements with the permitting authority. Build one coordinated site plan around three distinct outcomes: limit airborne dust and track-out, protect workers from hazardous airborne silica, and keep sediment and other pollutants out of storm drains and receiving waters. Map drainage routes, exposed soils, stockpiles, site entrances, nearby homes and other sensitive receptors, and the locations and timing of noisy work. Identify the responsible operators and site personnel for installation, inspection, maintenance, complaint response, and corrective action. The applicable permit and project-specific plan—not a generic checklist—determine the required controls and procedures.

The controls interact. Water can suppress dust, but excessive or poorly directed application can move sediment into drains or create muddy exits. Moving equipment or changing a haul route may reduce disturbance near one receptor while increasing noise or track-out elsewhere. Review the whole layout when work phases, weather, drainage, or access conditions change.

Control environmental dust and vehicle track-out
Plan suppression for exposed soil, haul roads, and other dust-generating areas. EPA’s 2022 Construction General Permit fact sheet describes minimizing dust on exposed soil through appropriate water application or other suppression techniques. The method and application rate should suit the site: enough to control dust, without generating runoff, muddy traffic, or a new sediment problem. The fact sheet reflects the federal 2022 permit; operators should check the active permit cycle and local requirements before relying on it.
- Phase disturbance: avoid exposing more soil than the work sequence requires, and stabilize inactive areas as required by the governing plan and permit.
- Manage stockpiles and access: apply the site’s specified suppression and stabilization measures, and maintain construction entrances or other track-out controls where called for.
- Keep cleanup contained: remove tracked sediment from paved areas without sweeping or hosing it into a storm drain or receiving water. Collect it or route cleanup to an effective sediment control.
- Watch for unwanted effects: if watering causes muddy traffic, flowing sediment, or ponding, adjust the application or work method and address any resulting discharge pathway.
EPA’s National Menu of Best Management Practices for construction stormwater includes dust and track-out measures. It is a technical menu of examples, not a substitute for permit conditions or a site-specific design.
Keep silica protection separate from nuisance-dust suppression
Environmental dust measures do not by themselves establish that workers are protected from respirable crystalline silica. Under OSHA’s construction silica standard, employers can follow the specified control methods in Table 1 for listed tasks, or assess worker exposures and select controls that limit exposure to the permissible exposure limit. The applicable task and conditions matter; use OSHA’s construction silica standard guidance to determine the relevant route. Do not treat wetting a road or soil as a substitute for that analysis.
Reduce construction noise at the source, along its path, and through planning
Noise planning starts with who may be affected and when. Identify homes, schools, hospitals, businesses, and other sensitive receptors; note their distance and line of sight to noisy activities. Then evaluate feasible controls at three points: the work itself, the path sound travels, and the schedule and communication around the work.

- Work method and schedule: consider the activity, time of day, and duration; sequence high-noise tasks thoughtfully and follow applicable local noise rules, permit conditions, and contract commitments.
- Equipment and layout: use quieter practical equipment or methods where feasible, maintain equipment, train operators, and place stationary sources or haul routes with receptor locations in mind.
- Sound path: consider temporary shielding for stationary sources when the site layout allows it. A barrier or quieter machine is a possible control, not a guaranteed decibel reduction at every location.
- Community communication: provide project-appropriate notice about disruptive work and a clear route for questions or complaints. Assign responsibility for reviewing concerns and responding through the project’s process.
- Complex or sensitive sites: where warranted by the project or applicable rules, consider construction-noise prediction, monitoring, and enforcement procedures.
The Federal Highway Administration’s construction noise guidance and Construction Noise Handbook, Chapter 7 discuss these planning and mitigation approaches. FHWA materials are guidance, particularly for transportation projects; they are not a single nationwide municipal noise code. Determine the local limits and work-hour restrictions that actually govern the project.
Manage runoff as a system, not a single barrier
A construction stormwater plan—often called a Stormwater Pollution Prevention Plan (SWPPP) under applicable permits—should connect the site’s drainage, disturbance sequence, erosion and sediment controls, and pollution-prevention practices. Work out where water will flow during and after each phase, where it may leave the site, and how controls will remain effective as grading and access change. A state or tribal permit may use different terminology or impose different requirements, so follow the controlling permit and plan.

EPA’s construction BMP menu includes, among other examples, silt fences, compost or filter barriers, sediment basins, inlet protection, construction entrances, concrete washout, and spill controls. Choose measures for the soils, slopes, flows, discharge routes, and pollutants at the project—not merely because a measure appears on a general list. A construction silt fence may be appropriate where the plan or qualified site personnel specify it, but it is not a standalone runoff solution and does not establish compliance by itself.
Plan and maintain the control train
- Limit and stabilize disturbance: phase clearing and grading, protect areas that need not be disturbed, and stabilize soil in accordance with the governing permit and plan.
- Control erosion and sediment movement: use suitable perimeter, slope, sediment-basin, and inlet measures where specified; protect drainage routes and site exits from sediment transport.
- Prevent non-sediment pollution: manage concrete washout, fuels, oils, chemicals, materials, and waste so they do not enter storm drains or surface waters. Handle dewatering and wash water under the applicable permit and plan.
- Inspect and correct: follow the permit’s requirements for qualified inspections and corrective actions. Repair damaged or bypassed controls, and respond when rainfall or changed site conditions make a measure ineffective or overwhelmed.
EPA’s construction stormwater page summarizes a federal stabilization provision: where construction has ceased and will not resume for more than 14 days, disturbed areas must be stabilized under the cited federal effluent limitation. That is not a substitute for reading the permit that governs the project; check its wording and applicability before scheduling stabilization.

Use a practical sequence from mobilization through closeout
- Before disturbance: confirm the permitting authority, active permit version, coverage and operator duties; complete the required SWPPP or equivalent; map receptors, drainage, work phases, access, and material-storage areas.
- Before each phase: install the controls needed for that phase, establish dust-suppression and track-out practices, determine task-specific silica protections, and communicate planned disruptive work as required.
- During work: keep controls operational, follow the permit’s inspection schedule, maintain suppression without creating runoff, and track complaints or observed failures to a responsible person.
- When conditions change: reassess controls after rainfall, grading changes, a new discharge route, a moved haul road, or a damaged or overwhelmed measure. Take the corrective action required by the permit and plan.
- At phase completion and closeout: stabilize disturbed areas and remove or retain controls as the governing plan and permit direct; do not remove controls while they are still needed to prevent a discharge.
For any control failure, address the immediate pathway first: stop or redirect the source if safe and feasible, contain sediment or pollutant material, protect inlets and receiving waters, and make the required repair or report under the applicable permit and site procedure. Do not wait for a routine inspection if a control is visibly failing or a discharge is occurring.
