Subsurface drainage also removes water from beneath paved areas. These measures help keep pavement safer and limit operational disruption, but they cannot guarantee a runway will stay open during every storm.
How airport drainage systems move water
Airfield drainage is a connected system: pavement directs water, collection structures capture it, and conveyance infrastructure carries it to an outlet or stormwater facility. The Federal Aviation Administration (FAA) covers both surface storm drainage and subsurface drainage for paved runways, taxiways, and aprons in its AC 150/5320-5D, Airport Drainage Design, issued August 15, 2013.
Surface grading and collection
Runway and taxiway slopes guide rainwater toward inlets and drainage structures rather than letting it collect on the pavement. The FAA identifies longitudinal and transverse slope, pavement roughness, inlet spacing, and inlet capacity as factors that affect surface drainage. Inlet placement must suit the airfield layout, including runways, taxiways, and aprons.
Conveyance and discharge
Storm-drain pipes, culverts, ditches, channels, and, where needed, pumps carry collected runoff toward a discharge point. Their capacity and arrangement must prevent water from backing up through inlets and flooding the surface. Detention or retention basins and other best management practices may be needed to manage the amount and quality of discharged water under applicable requirements.

Subsurface drainage
Water can also affect pavement from below. Subsurface drainage addresses water in or beneath paved areas, complementing surface measures that remove rainfall from the runway or taxiway itself.
How drainage helps keep airfields usable
Standing water on pavement can create conditions associated with hydroplaning. The FAA says, “Rapid removal of storm water from the pavement minimizes the conditions which can result in the hazards of hydroplaning.” Moving water away quickly also helps avoid damage to pavement and embankments and supports the goal of disposing of design-storm runoff without significant interruption of normal traffic.

Those are risk-reduction goals, not an assurance that an airport can operate through any storm. Drainage is one part of airfield resilience; actual performance depends on the system’s capacity, site conditions, storm severity, and operational needs.
How engineers set drainage requirements
There is no single storm-design value that applies to every airport. FAA guidance says design protection depends on the facility’s importance, traffic, and need for uninterrupted service. The circular is guidance rather than a universal binding regulation: the FAA listing describes it as active, and the circular calls its guidelines recommendations. Project criteria and permits must also reflect the airport, site, climate, mission, and applicable local, state, and federal requirements.

- Use with pipe and connecting fittings where a drain basin is not needed or where space doesn't allow the use of a basin
- Assess existing conditions: Engineers examine drainage-area topography, elevations, existing drain capacity and condition, and locations where water ponds.
- Set a design basis: The chosen level of protection should reflect operational criticality and site-specific criteria, rather than assuming one recurrence interval works everywhere.
- Plan for discharge: Quantity and water-quality constraints may require detention, retention, or other best management practices, along with applicable permits.
- Account for construction: Replacing or relocating drains can affect runway or taxiway availability while work is underway.
Two figures that should not be treated as universal rules
The FAA circular notes that some designs have used up to a 50-year design frequency to reduce the likelihood of flooding facilities essential to operations and to prevent loss of life. It is an example cited in the 2013 guidance, not a general civilian-airport requirement. Separately, the circular specifies a minimum 2-year storm event for Department of Defense airfields and heliports unless waived; that event should not encroach on runway or taxiway pavement, including paved shoulders. This is a specific DOD criterion, not a universal civilian-airport standard.
Grand Canyon Airport: an example of drainage redesign
The Arizona Department of Transportation’s Airfield Drainage Improvements project page describes an existing system that no longer adequately removed water and allowed pooling. The proposed work includes removing several culverts and headwalls, installing replacements outside the runway safety area, adding drainage parallel to Taxiway P, and directing rainwater to a channel and reservoir.

The page also described an expected runway narrowing and a three-day closure during adjustments. That illustrates how improving infrastructure can require temporary operational disruption; the project description does not establish completed construction or measured reductions in flooding or closures after the work.

A well-designed, maintained system can reduce ponding, limit conditions linked to hydroplaning, protect airfield facilities, and help preserve normal traffic during the storm events it was designed to handle. It cannot guarantee a runway will remain open in storms beyond its capacity, and no general percentage reduction in airport runway closures is established by the cited material. Outcomes depend on local design criteria, existing infrastructure, discharge constraints, and storm conditions.
