Compare roofing estimates by matching the work, materials, allowances, responsibilities, and contract terms—not by choosing the lowest total. A lower bid may cover less work or leave costs conditional. Before signing, confirm what each proposal includes, how concealed damage will be priced, and whether you must approve added work in writing.
Start with the same property and scope
Get the complete written proposal and every attachment from each contractor. Check that they refer to the same home and the same repair or replacement work. A phrase such as “roof replacement” does not, by itself, establish how many existing layers will be removed or what happens if more layers are found.
Use one comparison sheet for all proposals. For each item, mark it included, conditional, excluded, or not stated. A blank or vague entry is a question to resolve—not proof that the contractor plans to charge extra. Confirm you have the full proposal before treating a detail as missing.
- Project address, proposal date, contractor identity, and complete pages or attachments
- Existing roof layers to be removed and price or method for additional layers
- Roof size, quantities, and the basis for those quantities
- Decking allowance, additional-work unit prices, and approval procedure
- Underlayment and water-protection materials
- Drip edge, flashing, roof penetrations, and ventilation work
- Named shingle and roofing-system products, plus which options are selected
- Permits, inspections, disposal, debris removal, property protection, and cleanup
- Base price, allowances, upgrades, fees, and payment milestones
- Hidden-condition terms, warranties, schedule, exclusions, and homeowner responsibilities
- Contract acceptance and cancellation documents
If prices differ substantially, ask each contractor to explain the difference in writing. The Federal Trade Commission advises, “Don’t automatically choose the lowest bidder.” Its home-improvement guidance recommends checking licensing and insurance, obtaining written estimates, and reviewing the contract. Iowa’s Attorney General likewise advises, “Compare written estimates from more than one contractor,” and notes that registration alone does not guarantee good work in its home improvement and contractor tips.

Compare the costs most likely to change
Existing layers and tear-off
Ask how many current roofing layers the proposal assumes will be removed, what removal and disposal are included, and how additional layers discovered during the job will be priced. Compare the written unit price or other pricing method rather than assuming every bid covers the same tear-off.
Decking and concealed damage
Decking deterioration may not be visible until the roof is opened. Compare the included repair allowance, the price for additional sheets or other work, and the contractor’s process for documenting concealed damage. Ask whether the contract requires your written approval before work beyond the allowance begins, and make sure the agreed process appears in the signed contract.

Permits, inspections, and cleanup
Separate the cost of permits from responsibility for obtaining them and arranging inspections. Clarify who handles required closeout tasks, disposal or dumpster arrangements, protection of the property, and final cleanup. Each item should be identified as included, estimated, separately priced, or assigned to you.
Allowances, upgrades, and payment math
Distinguish selected upgrades from options merely listed in the proposal. Check what each allowance covers and whether it can change the total. Read the payment schedule as a sequence: deposits and later milestones should be clear, and their amounts should reconcile to the contract price. Do not treat an estimate or allowance as a guaranteed final cost unless the written terms say so.

Check that materials and system work are comparable
Compare named products, not just broad labels such as “shingles” or “underlayment.” The roofing-specific checklist for residential asphalt-shingle estimates emphasizes matching the manufacturer and product line, underlayment and water protection, flashing and penetrations, ventilation, and included system components. A proposal that names a product or specifies an installation detail is easier to compare than one that leaves it unstated.
Ask contractors to clarify differences in products, quantities, or installation work in writing. Confirm which listed options are included in the quoted total and which would cost extra.

Understand the warranties and contract terms
Compare manufacturer material warranties separately from contractor workmanship warranties. Ask for the written coverage, duration, exclusions, claim process, and any responsibilities that fall to you. Do not assume a product warranty covers installation problems or that a contractor’s workmanship promise replaces the manufacturer’s terms.
The signed agreement should identify the contractor, scope and materials, total price, timing, cleanup, permit and inspection responsibilities, payment schedule, warranty terms, and written change-order process. It should also state exclusions and homeowner responsibilities, along with how delays or newly discovered conditions are handled. Local contract rules and cancellation rights vary; check the requirements that apply where the property is located.

Verify the contractor before signing
- Check applicable state or local licensing and registration records, and ask for proof of insurance.
- Use references and complaint information as additional context, not as guarantees of future work.
- Do not pay the full project price upfront. Down-payment limits and other requirements vary by location.
- If financing is offered, compare the loan terms independently and do not sign blank or unread documents.
- After storm damage, contact your insurer directly about coverage rather than relying on a contractor’s promise.
Local codes, permit rules, licensing requirements, and contract law differ. Verify them with the relevant local authorities or qualified advisers instead of assuming one jurisdiction’s rules apply everywhere.
How many estimates should you get?
There is no universal number established here. The useful test is whether you have enough complete written proposals to compare the same scope and resolve meaningful price differences. Iowa’s Attorney General recommends comparing estimates from more than one contractor, but neither the official guidance cited here establishes a required count or reports search frequency for common questions about roofing estimates.
A practical decision rule
- Confirm each proposal covers the same property and intended work.
- Resolve blank or vague entries, especially layers, decking, permits, materials, cleanup, and exclusions.
- Compare allowances, unit prices, payment milestones, and written change-order protections.
- Verify contractor credentials and insurance, then review the complete contract before signing.
A roofing-specific estimate checklist updated August 7, 2026, focuses on residential asphalt-shingle proposals; it is a comparison aid, not a contractor-quality scorecard or legal authority. Use it to normalize scope, then make the choice based on documented work and terms rather than total price alone.
