Choose lower-carbon cement by first meeting the project’s specification and performance needs, then comparing eligible products using current, product-specific Environmental Product Declarations (EPDs). Compare global warming potential (GWP) on the same declared unit and life-cycle scope, and weigh it alongside strength, durability, schedule, delivered cost, and local supply. Have the design professional approve the selection and verify that delivered material matches the approved submittal.
Start with project requirements, not a cement label
A cement type or “low-carbon” label does not by itself establish that a product suits a particular project or has a lower GWP than another eligible product. The right comparison begins with the intended use and the requirements the material must satisfy.

- Confirm the governing requirements: Identify the jurisdiction, applicable standards, project specification, owner requirements, and any public procurement rules. Standards and approval rules may vary by location and can change; check the current versions that apply to the project.
- Define performance needs: Establish required strength, exposure conditions, durability, and any other specified properties, such as modulus or shrinkage.
- Account for the schedule: Make clear when the concrete must reach specified strength. Strength development can affect formwork removal, sequencing, and construction dates.
- Clarify the application: Cement is one ingredient in concrete. The project’s concrete mix design and performance requirements matter too, so do not treat cement selection as a substitute for reviewing the complete mix.
Ask the engineer or other responsible design professional to confirm which alternatives are acceptable before procurement. EPA procurement guidance recommends allowing cement and concrete containing coal fly ash or ground granulated-blast-furnace (GGBF) slag as optional or alternate materials where appropriate and consistent with performance and price objectives. That guidance is archived, so confirm current standards and local requirements rather than treating it as project approval. EPA procurement guidance
In its Comprehensive Procurement Guidelines: Cement and Concrete Specifications, EPA says: “EPA recommends that procuring agencies that prepare or review ‘contract’ specifications for individual construction projects revise those specifications to allow the use of cement and concrete containing coal fly ash or GGBF slag as optional or alternate materials for the project, where appropriate, consistent with the agencies’ performance and price objectives.” This is a recommendation to consider suitable options—not a blanket direction to accept a material regardless of project requirements.

That distinction matters during early design review. A specification that names a single material route may limit proposals before suppliers can show whether another approach can meet the project’s performance and price objectives. Ask the design team whether a performance-based requirement or an approved alternate path is appropriate. Do not remove a restriction that is needed for a documented project requirement, and do not assume that an alternate is acceptable until the responsible professional and owner have reviewed it.
Use standards to screen eligibility, not to rank carbon
ASTM classifications can help establish whether a cement is eligible under a project specification, but a classification is not a product-specific carbon score. ASTM C595 covers blended hydraulic cements, while ASTM C150 and C1157 are also referenced in lower-carbon concrete resources. Which route is suitable depends on the project’s applicable specification and approval process.
Type IL Portland-limestone cement is one blended cement category to investigate. ASTM C1157 performance hydraulic cement is another route referenced in draft specification language. A draft is not a universal approval: ask the engineer to confirm that the proposed product and applicable standard satisfy the project’s requirements. Building Transparency resources

EPA’s archived guidance recommends avoiding unjustified restrictions and considering substitutions in mix design. That is a reason to discuss alternatives with the design team, not a reason to assume that every alternative works for every exposure, strength requirement, or construction schedule. EPA Comprehensive Procurement Guidelines
Use the standard as an eligibility screen: first establish that a candidate follows an accepted route under the current project specification, then assess its product evidence and project fit. A standard name alone does not tell you the candidate’s GWP, local availability, delivered price, or suitability for the actual application. Conversely, an EPD that reports a favorable GWP does not establish that the product satisfies a structural specification or has been approved for the project.
Request comparable, product-specific EPDs
An EPD reports environmental impacts for a defined product and assessment scope. EPA defines embodied carbon as emissions associated with product extraction, transport, and manufacturing, and its C-MORE resource page links to EPD basics, product maps, Product Category Rule (PCR) resources, and embodied-carbon tools. Request a current, product-specific Type III EPD for each candidate. A generic industry-average declaration is not interchangeable with a declaration for the product being bid. The Low-Carbon Concrete Implementation Strategy recommends product-specific Type III EPDs and GWP-100 reporting. For concrete mixes, it uses Product Stage A1–A3 as the minimum reporting scope. Use the scope required by the project, and do not compare figures that cover different life-cycle stages as if they were equivalent. Low-Carbon Concrete Implementation Strategy

Before comparing GWP values, check that the EPDs align on the items below. If a key item differs, request clarification or a comparable declaration instead of assuming the lower displayed number represents the lower-impact option for the same function.
- Product and specificity: Confirm that the EPD names the cement product under consideration and is not an industry-average or otherwise broader declaration.
- Declared unit: Compare GWP using the same declared unit. A value expressed per one unit of material cannot be directly ranked against a value using a different unit without a valid conversion and matching product basis.
- Life-cycle scope: Check the included modules. A1–A3 covers the product stage; do not compare that result directly with a value that includes additional stages.
- PCR: Check the Product Category Rule used to prepare the EPD. Different rules can affect the basis and boundaries of reporting.
- Geography: Confirm that the declared product and data geography are relevant to the products being considered.
- Date and verification: Check publication and validity dates, and whether the EPD has the required independent verification. Request an updated declaration if the submitted one is no longer current for the procurement.
Keep the comparison focused on the material function being procured. Do not take a GWP figure for one product or declared unit and present it as the GWP of a different cement or a complete concrete mix. If the procurement is for concrete, request the EPD and mix information that apply to the concrete being proposed, and follow the project’s required reporting basis. The implementation strategy’s A1–A3 minimum is for concrete mixes; the project should establish the appropriate evidence and boundary for the material it is actually evaluating.
GWP-100 is the reporting measure recommended in the implementation strategy. It helps standardize the climate-impact metric used in the comparison, but it does not remove the need to check the unit, product, PCR, geography, date, and life-cycle modules. A consistent metric is only useful when the declarations also describe comparable products and boundaries.
EPA reported on December 19, 2024, that work was ongoing to improve EPD data quality and standardize product-level GWP reporting. That program update is context about reporting, not evidence that a particular product meets a project’s carbon threshold. EPA program update
Compare only candidates that can do the same job
Once the design team has identified technically acceptable candidates, compare them on a consistent basis. The lowest EPD GWP is not automatically the best choice if the product cannot meet the required performance, schedule, specification, or supply conditions.

| Comparison factor | What to establish | Why it matters |
|---|---|---|
| EPD GWP | Product-specific GWP, with the same declared unit and life-cycle scope across candidates | Only like-for-like values support a meaningful carbon comparison. |
| EPD basis | Product specificity, PCR, geography, publication and validity dates, and verification | These details show what the declaration covers and whether it is suitable evidence for the bid. |
| Performance | Strength, durability, exposure suitability, and modulus or shrinkage where specified | A candidate must fulfill the same project function to qualify for comparison. |
| Strength development | Required strength achievement dates and implications for construction sequencing | A mix that develops strength on a different timeline may affect work planning and cost. |
| Cost and supply | Delivered price, availability, and reliability of local supply | A technically compliant option is not practical if it cannot be delivered when and where needed on acceptable terms. |
| Acceptance | Specification, owner, and engineer approval | A product’s standard designation or EPD does not replace project approval. |
There is no established universal GWP cutoff, product ranking, or price premium in the project-specific evidence presented here. Set any carbon threshold through the owner’s procurement criteria and design process, and obtain current product declarations and delivered bids for the project location.
Make the trade-offs visible rather than reducing the decision to one number. For each compliant proposal, record the GWP basis and value, the delivered price, the strength achievement dates, and the supplier’s confirmation of availability. If an alternative has a different schedule implication or supply condition, ask the supplier to identify it instead of treating it as equivalent to the base bid. The owner and design professional can then compare options against the project’s priorities with the relevant constraints in view.
Cost concerns are reasonable, but no universal finding establishes that lower-carbon cement always costs more, costs less, or carries a particular “green premium.” Prices depend on the actual project bids and delivered conditions, which are not specified here. Request a compliant base bid and separately priced alternatives so the project can evaluate the carbon, cost, schedule, and supply trade-offs without assuming an added premium—or assuming there will be none.

Performance-based requirements preserve room for suppliers to propose suitable cementitious materials or concrete mixes without relaxing what the structure must do. The implementation strategy recommends performance-oriented requirements and engineer-approved trial batches where alternatives need validation. Low-Carbon Concrete Implementation Strategy
- Ask the design professional to define acceptance criteria. Specify required strength, durability, exposure conditions, relevant modulus or shrinkage properties, and the dates by which strength must be achieved.
- Invite a compliant base bid and clearly identified alternatives. Ask suppliers to state the proposed cement or mix, price, schedule, and product-specific EPD for each option. The base bid should meet the current specification; alternatives should be identified separately rather than silently substituted.
- Require trial batches when needed. If the project calls for a different cementitious system or mix, have the engineer review trial-batch results and approve the alternative before it is adopted.
- Compare carbon, cost, schedule, and supply together. Evaluate eligible bids using comparable EPD data, delivered cost, expected strength development, and confirmed local availability.
- Record the approved submittal. Keep the accepted product and mix information, associated EPD, and approved quantities in the project record so procurement and site teams can check deliveries against them.
To make bids comparable, give all suppliers the same project information and request the same evidence. That includes the performance criteria and schedule milestones the design team has set, the EPD scope and reporting basis required by the owner, and a clear distinction between the compliant base bid and each proposed alternative. Ask for delivered—not merely uncontextualized—pricing and confirmation of supply for the project’s location and timing. The project documents do not establish a universal template or threshold, so the project team should define these requirements in its own procurement documents.
Where an alternative needs validation, trial batches provide a project-specific step between a supplier proposal and acceptance. The engineer should review the results against the project’s criteria and approve the alternative before it is adopted. Do not treat a supplier’s general product information or a standard designation as a substitute for that review. If the project changes the proposed product or mix after approval, route the change through the same review and approval process.

Verify the material actually delivered
An approved EPD only supports the selection if the supplied material corresponds to the approved product and mix. At procurement and delivery, maintain a clear link between the bid, submittal, purchase documentation, and as-built record.
- Confirm the supplier, product designation, and mix information against the approved submittal before ordering.
- Track quantities and retain delivery records so the as-built material can be reconciled with the products and quantities reported for the project.
- Route any proposed substitution through the design professional and owner approval process before use; do not assume that a similar cement label or a different supplier’s EPD covers the substituted product.
- Keep the EPD version and the product information used in the decision with the project documentation.
The implementation strategy’s example procurement approach compares base bids and alternatives on carbon, cost, and schedule, then tracks as-built quantities and products. Low-Carbon Concrete Implementation Strategy
This check closes the gap between a bid-stage comparison and the material installed. Reconcile the approved product and mix with purchase records and delivery documentation, and retain the relevant EPD and quantities. If records show a different product, mix, or supplier than the approved submittal, ask the responsible project professionals to resolve the discrepancy and document any approved change. Without that traceability, the project cannot reliably show that the selected product evidence corresponds to what was actually used.
Where to find EPDs and supporting guidance
Start with suppliers serving the project’s region and ask them for current, product-specific EPDs alongside technical submittals and delivered bids. EPA’s C-MORE page links to EPD basics, an EPD manufacturer map, PCR resources, and embodied-carbon tools; the Lower-Carbon Concrete Task Force resource page points to cement classifications and additional lower-carbon concrete guidance. EPA C-MORE resources · Lower-Carbon Concrete Task Force resources
Building Transparency/EC3 is another potential resource for finding and comparing EPDs. Treat a database or map as a way to identify declarations, not as a replacement for checking the current product-specific EPD, confirming local supply, and securing project approval. The supplier serving the project should be able to connect the proposed product, its technical submittal, its EPD, and its delivered bid.
For a public project, check the owner’s current procurement criteria and the governing contract specification. EPA’s archived procurement guidance and its December 19, 2024 program update can help explain the policy context, but neither establishes that a specific product is approved or below a project threshold today. EPA reported in that December 2024 update that GSA had procured low-embodied-carbon concrete for Inflation Reduction Act-funded projects; that program-status information is not a product approval or a selection statistic. Be cautious about treating a retail listing as procurement evidence. Bulk construction suitability is not established by an online listing: it does not prove local availability, compliance with the project specification, current product-specific emissions data, or acceptance by the design professional. For this selection, the useful evidence comes from the supplier serving the project and the current technical and environmental documentation for the proposed material.
The right product cannot be named without the project location, application, governing standard, performance criteria, and current supplier bids. Confirm local specifications and current standards, request current EPDs and delivered pricing, and secure engineering approval before procurement. Availability, EPD validity, and procurement criteria can change.
Frequently Asked Questions
Will lower-carbon cement add a hefty premium to my project cost?
The available evidence does not establish a universal price premium—or show that lower-carbon options always cost more or less. Ask suppliers for a compliant base bid and separately identified alternatives with delivered prices, schedule, and supply information. Compare those bids alongside comparable EPD GWP and performance for your project.

No. Type IL Portland-limestone cement is a category to investigate, not a universal recommendation. Request the proposed product’s current, product-specific EPD and have the design professional confirm that it meets the project specification, performance needs, and approval requirements.
Can I compare two EPD GWP numbers directly?
Only when the declarations are comparable. Check that they cover the product and function under consideration, use the same declared unit and life-cycle scope, and align on PCR and relevant geography. Also review publication and validity dates and required verification. A1–A3 is the implementation strategy’s minimum reporting scope for concrete mixes; do not compare unlike scopes as if they were equivalent.
Should I consider cement or concrete containing fly ash or GGBF slag?
They may be appropriate options where they meet the project’s performance and price objectives. EPA procurement guidance recommends allowing them as optional or alternate materials where appropriate, but that guidance is archived. Confirm current standards and local requirements, and obtain engineer review and trial-batch approval when needed.
Can I order a lower-carbon cement product from an online marketplace?
An online listing does not establish suitability for bulk construction procurement, local availability, specification compliance, or product-specific emissions. Work with regional suppliers and request current EPDs, technical submittals, delivered bids, and project approval.
