Compare ready-mix concrete suppliers against the same written project requirements—not just the price per yard. Give each producer identical mix, quantity, delivery-window, access, testing, and documentation assumptions; then compare the written exceptions, scheduling terms, and charges. The project specification and local project team determine the required mix and acceptance plan, so this guide helps you evaluate bids without substituting a generic checklist for engineering or contract decisions.

Start with one common bid package

A supplier quote is only comparable when every producer is pricing the same scope. Before requesting bids, assemble the project information that affects the concrete, delivery, and acceptance process. If a detail is not settled, state the same assumption in every request and ask suppliers to identify any exception.

As an Amazon Associate I earn from qualifying purchases.

  • Project requirements: the specified mix or performance criteria, quantity, and any required mix submittal or design information.
  • Delivery plan: requested date or window, expected pour sequence, order size, and any known advance-notice requirements.
  • Site conditions: access constraints, truck movement, placement location, and whether pumping coordination is needed.
  • Acceptance and records: project-required tests, who performs them, reporting expectations, and required delivery or batch documentation.
  • Commercial assumptions: how changes, add-on orders, cancellations, minimums, fees, and surcharges should be quoted or disclosed.

Ask each supplier to price this same information in writing and to list assumptions and exceptions separately. A lower headline amount may not represent a lower comparable cost if it excludes a required delivery condition or depends on different order assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Think of the bid package as a common question set, not a substitute specification. It should make clear what the project documents already require and where you are asking for a supplier response. If you do not know a required mix value, test, or acceptance procedure, do not fill the gap with a guessed number to simplify the request. Refer the question to the engineer or other responsible project professional, or flag it consistently to every bidder as unresolved.

When bids arrive, preserve the original responses and make a side-by-side record of the requested item, each supplier’s answer, any exception, and the person who needs to resolve it. This helps distinguish a true difference in price or service from a difference in interpretation. It also keeps the comparison from quietly treating a blank answer as agreement.

Use the project specification—not a generic mix—as the baseline

ASTM lists C94/C94M-26c as its current specification for ready-mixed concrete delivered in a freshly mixed, unhardened state. ASTM says purchaser requirements govern when they differ from the standard. That makes the project documents the controlling starting point for comparing what producers are being asked to supply.

NRMCA’s March 2026 Guide to Improving Specifications for Ready Mixed Concrete identifies details that may appear in a project specification, including slump, air content, density, admixture dosage, and 7-day and 28-day compressive strength. These are prompts for checking the actual project documents, not default values to apply to every job. Do not choose a mix or invent acceptance limits to make bids easier to compare; ask the engineer or other responsible project professional to resolve gaps.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That distinction matters because a list of common specification attributes does not tell you which attributes apply to your project, what values are required, or how compliance is determined. The guide is useful as a review prompt: compare the bid request with the actual specification and notice whether a relevant requirement is missing or ambiguous. It is not a source of universal mix settings. A supplier’s response should be judged against the project requirement, not against an example value from a general guide.

Request a clear match or a written exception

Ask each producer whether it can supply the specified requirements and request the relevant mix submittal or design information. Have the supplier identify anything it cannot meet, anything it has interpreted differently, and any requested detail that needs clarification. Compare those answers side by side rather than treating silence as confirmation.

A useful bid comparison separates the producer’s proposed mix information from the project’s acceptance criteria. A supplier’s ability to propose a mix does not itself establish that the proposal satisfies the contract documents; the designated project reviewer must determine that.

For each item, make it easy to see whether the supplier has confirmed it, qualified it, or asked a question. For example, a response may provide mix information while also noting an assumption or requesting clarification. Keep that qualification attached to the quote during review. If one producer proposes a different interpretation, do not silently use it as the new baseline for all bidders; bring the issue back to the project team and, if the requirement changes, issue the same clarification to the suppliers being compared.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also separate “can supply” from “has been accepted.” The supplier can explain its proposed mix and identify limitations, but the responsible project reviewer decides whether the proposal meets the contract documents. A written comparison should make that review status visible rather than presenting an unreviewed submittal as an approved mix.

Compare quality, testing, and records as a defined responsibility

Testing requirements depend on the project specification and acceptance plan. ASTM’s C94/C94M-26c listing names compression, air-content, slump, and temperature testing, while NRMCA and the American Society of Concrete Contractors (ASCC) publish an acceptance-testing checklist. The standard’s named tests do not mean every project requires every test or that a concrete producer performs them; verify the applicable requirements and assignments in the project documents.

Ask the project team to confirm the acceptance-testing plan, including who arranges testing, where and when samples or measurements are taken, and who receives results. Then ask each supplier what mix and delivery records it can provide under the project requirements. Do not assume a particular record is included unless the contract or applicable standard requires it.

ASTM’s User’s Guide to ASTM Specification C94/C94M on Ready-Mixed Concrete: 2nd Edition, published in 2014, describes topics including ordering, production, delivery, batch tickets, plant inspection, sampling, and testing. It can orient technical readers to the subject areas, but the project documents and current applicable requirements determine what applies to a specific order.

For a fair comparison, ask the same questions about test coordination and results of each producer, while confirming responsibility with the project team. Identify whether testing is arranged by the project, a testing agency, or another assigned party, and what the supplier’s role is. The existence of a supplier’s quality or production process is not by itself the project’s acceptance plan, and a supplier quote should not be taken to mean that all required testing is included.

Similarly, ask what documentation the producer can provide for the particular order and compare the answer with the documents’ requirements. The ASTM user guide’s coverage of batch tickets and plant inspection is a useful reminder of the kinds of records and production topics technical readers may need to understand. It does not establish that a specific document or inspection is automatically included in every quote. Request written confirmation rather than inferring a commitment from a general description.

If you are considering a slump test kit or other field-testing equipment, first confirm that your role and the project acceptance plan call for you to perform that test. ASTM names slump testing among the test topics, but that does not make every purchaser responsible for it. Coordinate any test method and responsibility with the specification, engineer, and qualified testing agency. The article’s comparison process is about defining who does what, not encouraging unassigned field testing.

Evaluate scheduling and communication before the pour

Concrete supply depends on coordination as well as mix capability. NRMCA says its pre-construction checklists help project participants plan concrete construction, allocate responsibilities, and establish procedures. The listed resources cover pre-construction conferences, ordering and scheduling, pumping, and acceptance testing. NRMCA cautions that the checklists address some issues and are not all-inclusive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the coordination discussion to compare each supplier’s stated process. Ask for the required lead time, order cutoff, dispatch contact, procedure for confirming a pour, and method for communicating a delay or schedule change. The NRMCA/ASCC Checklist for Ordering and Scheduling Ready Mixed Concrete specifically calls out advance notice and add-on orders as items to define. Record the answers in the bid or pre-construction notes so every party is working from the same expectations.

The ordering and scheduling checklist was developed to simplify the order process, particularly for smaller projects. It notes that ASTM C94 ordering requirements generally govern unless overridden by the purchaser. This is another reason to read the project documents and agreed ordering instructions together: a checklist can prompt a useful discussion, but it is not a replacement for the applicable requirements or purchaser instructions.

For a practical comparison, treat dispatch and scheduling answers as commitments to clarify, not vague impressions of service. Record the supplier’s stated advance notice, how an order is confirmed, whom the contractor contacts, and how changes are communicated. These details make it easier to see whether an apparent scheduling advantage is based on a defined process or simply on an assumption that the order will work out.

Check order changes and add-ons

Find out how a revised quantity, extra load, changed delivery window, or cancellation is handled. Ask what notice is needed and whether terms or charges change. Do not assume a supplier can accommodate an add-on simply because it can fill the original order; capacity and timing are local and order-specific.

Ask every bidder to explain the same change scenarios in writing. A useful response distinguishes what notice is needed from whether the supplier can accept a change, and identifies any price or other term that may change. No universal cutoff, notice period, or cancellation charge is specified; those answers must come directly from the local supplier and be reconciled with the project’s schedule.

Include the procedure for add-on orders in the pre-construction discussion. The NRMCA/ASCC checklist explicitly treats add-ons as an item to define, rather than something to leave implicit. If the project may need a revised quantity or additional order, make that possibility part of the shared planning conversation, then record the agreed contact and process. Do not treat an unanswered add-on question as a promise that the supplier can deliver extra concrete on demand.

Coordinate access, placement, and pumping

Review truck access, movement on site, placement sequence, and pumping needs with the contractor and supplier. Clarify which party is arranging pumping and what assumptions the supplier has made about reaching the discharge point. The relevant NRMCA coordination checklists can help surface these questions, but they do not replace the project’s plans, specifications, or contract assignments.

Site and delivery fit should be compared using the same description of the site and pour plan. If one quote assumes a different access arrangement or pumping coordination than another, its total may not represent the same service. Ask the contractor and supplier to identify relevant constraints and assumptions, then keep the written answers with the quote. No universal site-clearance dimensions or single pumping arrangement is specified; those details belong to the local project team.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep delivery scope separate from placement and protection

Ready-mix delivery is not the same as completing the concrete work. ASTM’s C94/C94M-26c listing states: “This specification does not cover the placement, consolidation, curing, or protection of the concrete after delivery to the purchaser.” The project documents and pre-construction coordination should assign those tasks and related responsibilities explicitly. When comparing suppliers, do not infer that placement, consolidation, curing, or protection is included in a concrete delivery quote.

This scope boundary is important in both technical and commercial review. A quote for concrete delivery should not be read as an offer to place or finish the material, consolidate it, cure it, or protect it after delivery unless those services are expressly stated and assigned in the project documents. Conversely, do not assume a supplier has accepted responsibility for post-delivery work merely because its quote describes the delivery. Ask the project team to make the division of responsibilities clear before the order is placed.

Use the pre-construction coordination process to connect the supplier’s delivery plan to the contractor’s placement plan without confusing the two. The supplier can respond to delivery and order questions; the project team must identify the party responsible for work after delivery. Written scope clarity helps prevent a bid comparison from appearing complete while leaving a separate task unassigned.

Compare complete written quotes, not an unsourced market average

The official sources cited here do not establish a current nationwide price benchmark or a comparative ranking of producers. Concrete pricing and availability depend on local conditions and the project’s mix, quantity, timing, delivery, and order assumptions. Request current local quotes rather than relying on a general per-yard figure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For each quote, verify that the producer used the same inputs and ask it to identify what is included, excluded, or subject to change. Request applicable fees, minimums, surcharges, and cancellation or order-change terms directly. If totals differ, first reconcile scope and assumptions; only then compare the amounts.

There is no useful national number to insert in place of local bids in this comparison. Even a price figure from another project may reflect a different mix, quantity, delivery window, access arrangement, or order terms. Use the same written request for all local producers and make sure the responses refer to the same order assumptions. If a supplier offers a price subject to conditions, capture those conditions alongside the amount rather than comparing it as if it were unconditional.

Likewise, do not rank suppliers by a general claim of being cheapest or best without comparable project responses. The official ASTM and NRMCA sources cited here provide a practical framework and specification prompts, not a nationwide performance table or supplier ranking. Your decision should be based on the particular bid set, location, written requirements, and supplier answers.

Comparison area Ask each supplier Evidence to review
Specification match Can you supply the specified mix and requirements? What needs clarification? Mix submittal or design information, stated assumptions, and written exceptions.
Testing and acceptance What testing and reporting does the project require, and who is responsible? The project acceptance plan and the supplier’s stated role and records.
Production and documentation What batch, mix, and delivery information can you provide for this order? Written confirmation of available records against the project requirements.
Scheduling and service What notice is required, and how are schedule changes and add-ons handled? Lead-time and order-cutoff assumptions, dispatch contact, and change procedures.
Site and delivery fit What access, truck movement, placement, or pumping assumptions affect delivery? Agreed site and coordination assumptions reviewed with the contractor.
Commercial terms What is included, and what could change the quoted total? A written quote with comparable inputs and disclosed fees, minimums, surcharges, and change or cancellation terms.

Use the table as a comparison record, not a scoring formula. A row with an unanswered question is a follow-up item. A row with a technical exception may require project review before the price can be treated as responsive. The table is intentionally tied to the bid package: it does not supply mix values, prescribe acceptance limits, or replace the contract language.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the selection with a documented comparison

Once the bids are aligned, compare them against the project’s priorities rather than collapsing every consideration into the lowest initial quote. A supplier that has clearly stated its specification match, delivery assumptions, coordination process, documentation, and commercial terms is easier to evaluate than one whose offer leaves material questions open.

  1. Screen for specification fit. Flag any exception or unresolved mix question for review by the project’s responsible professional.
  2. Confirm the acceptance plan. Make sure testing roles and reporting expectations are consistent with project documents.
  3. Verify operational fit. Confirm lead time, delivery window, access assumptions, dispatch contact, and procedures for changes or add-ons.
  4. Reconcile quote scope. Compare totals only after matching quantity, delivery assumptions, and disclosed charges and terms.
  5. Record the decision and coordination points. Preserve the accepted quote, exceptions, order instructions, and assigned responsibilities for the pre-construction discussion.

In practice, work through those steps in that order. First resolve whether each offer responds to the same technical request. Then make sure the acceptance process and responsibilities are understood. Next, check whether the supplier’s timing and site assumptions fit the project’s delivery plan. Finally, compare commercial totals after the earlier differences have been reconciled. This avoids allowing a low quoted amount to conceal an unresolved specification exception or an unpriced assumption.

Keep the final comparison with the bid and order records. It should show the common inputs sent to suppliers, their written answers and exceptions, unresolved issues and their disposition, and the delivery and change procedures carried forward to pre-construction coordination. This record also makes it easier to brief the people who will place orders or coordinate acceptance testing, rather than relying on informal recollections of a bid conversation.

This process supports a defensible local supplier choice; it cannot identify a universally best producer without a project location, specification, bid set, and supplier responses.

Frequently Asked Questions

Should I compare ready-mix suppliers by price per yard?

Not by itself. Ask local producers to quote the same mix, quantity, delivery window, access assumptions, and order-change terms. Reconcile what is included, excluded, or subject to fees before comparing totals. The official sources do not provide a universal current price benchmark.

Which concrete tests should I require?

Use the project specification and acceptance plan to determine required tests and responsibilities. ASTM’s C94/C94M-26c listing names compression, air-content, slump, and temperature testing, but that does not mean every project requires each test. Confirm the plan with the project team.

Does a ready-mix delivery quote include placement, curing, or protection?

Do not assume it does. ASTM’s C94/C94M listing expressly excludes placement, consolidation, curing, and protection after delivery. Assign those tasks and related responsibilities in the project documents and pre-construction coordination.

What should I ask about scheduling and extra orders?

Ask each supplier for required advance notice, order cutoffs, dispatch contact, how schedule changes are confirmed, and how add-on orders or cancellations are handled. NRMCA/ASCC’s ordering checklist specifically calls out advance notice and add-on orders for clarification; local terms must come from the supplier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I use NRMCA’s specification guide to choose a mix?

Use it as a prompt to review the project specification, not as a default mix recipe. Its examples include slump, air content, density, admixture dosage, and 7-day and 28-day strength, but the project documents and responsible project professionals determine applicable requirements.

The Bottom Line

Compare suppliers on the same written project requirements, then verify specification fit, testing roles, delivery coordination, site assumptions, documentation, and complete commercial terms. Use local written quotes—not a generic price average—and leave mix choices and acceptance requirements to the project documents and responsible professionals.
