Choose windows by matching their verified ratings to your climate, each opening’s orientation and shading, and the renovation’s installation scope—not by picking a frame material or a low U-factor in isolation. Start with your ENERGY STAR climate zone, compare the NFRC label on the specific window you plan to order, and put the ratings, product details, and installation work in writing.

Start with your climate zone, not a universal target

There is no single U-factor or solar heat gain coefficient (SHGC) that is right for every home in the United States. ENERGY STAR’s residential window criteria vary by climate zone, and the best balance for a cold, shaded opening may differ from the best balance for a sunny opening in a warmer region. Find your home’s zone with the ENERGY STAR residential windows, doors, and skylights guidance before comparing products.

The applicable ENERGY STAR residential specification is Version 7.0, effective October 23, 2023. Use the official Version 7.0 specification or current ENERGY STAR consumer guidance to check the criteria for your zone. Do not assume a product qualifies just because a sales page describes it as energy efficient: confirm certification and ratings for the exact unit being quoted, and recheck them when you are ready to order.

Climate zone is a starting point, not a complete design. Your heating and cooling priorities, the direction a window faces, exterior shade, and the condition of the existing opening can all affect what makes sense. A renovation quote should explain how the proposed glazing suits the actual openings rather than treating every window as interchangeable.

Understand the ratings that change comfort

The National Fenestration Rating Council (NFRC) label gives comparable performance ratings for windows. ENERGY STAR applies its performance thresholds to NFRC ratings; an NFRC rating and ENERGY STAR certification are related, but they are not the same thing. The U.S. Department of Energy advises buyers to look for the NFRC label when assessing overall window properties. Read the label on the specific product under consideration, not just a general claim about a manufacturer’s product line.

Rating or attribute What it tells you How to use it
U-factor How readily heat transfers through the window. A lower U-factor means less heat flows through it. Compare the value with the criteria for your climate zone and your heating or cooling priorities.
SHGC The fraction of solar heat admitted through the window. A lower SHGC limits solar heat gain. Consider the window’s orientation and exterior shading as well as the climate.
Air leakage Air leakage is a performance attribute to compare, alongside the window’s whole-unit ratings and installation. Ask for the rated value for the exact unit. ENERGY STAR Version 7.0 sets a limit of 0.3 cfm/ft² for windows, sliding doors, and skylights.
Visible light, condensation resistance, and other relevant attributes These can help distinguish options beyond heat transfer and solar gain. Compare them when they matter to the room and project; do not let one attractive rating stand in for the whole performance picture.

U-factor and SHGC describe different things. Lowering one does not automatically make a window the best choice overall: a window that limits solar heat gain may be useful in one setting, while a different balance may better suit another. Neither number alone describes the full experience of the installed window. For ENERGY STAR-certified products, the label provides ratings in five categories; consult the label and official ENERGY STAR product criteria when comparing actual candidates.

Match glazing to orientation and shade

Different sides of one home can receive different amounts of sun. The U.S. Department of Energy recommends considering orientation rather than specifying identical glazing everywhere. A sunny south-facing opening in a cold climate can present a different trade-off from an exposed west-facing opening in a hot climate. Exterior shade and the season in which solar gain is welcome also matter.

DEWALT 20V MAX Cordless Drill and Impact Driver, Power Tool Combo Kit , Includes 2 Batteries, Charger and Bag (DCK240C2)
  • Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
  • Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs
  • Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
  • Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure

Use the following as a way to frame questions with a dealer or installer, not as a substitute for climate-zone criteria or a promise of a particular energy result:

  • Cold conditions: Give careful attention to U-factor because a lower value means less heat transfer through the window. Discuss whether the opening receives useful winter sun and whether shade changes that exposure.
  • Warm conditions: Give careful attention to SHGC because a lower value limits admitted solar heat. Ask how the proposed value suits the window’s orientation and any exterior shading.
  • Mixed exposures: Do not assume that one glazing choice is optimal for every elevation. Ask the contractor to identify the orientation and shading conditions behind the recommendation for each group of windows.
  • Comfort priorities: If the goal includes more than energy use, identify the rooms and issues that matter—for example, the ratings relevant to visible light or condensation resistance—and compare the actual NFRC values where available.

DOE’s window types and technologies guidance explains how window technologies and properties fit into the comparison. Ask for the reasoning behind a recommendation in plain terms: which rating is being prioritized, what exposure it addresses, and what trade-off the choice makes.

Compare the whole window, not just its frame

Frame and sash material are only part of performance. Glazing layers, low-emissivity (low-e) coatings, gas fills, spacers, and whether the window opens all influence the result. The relevant comparison is the whole window, supported by its rated performance, rather than a material label on its own.

  • Frame material: DOE says wood, vinyl, fiberglass, and some composite materials generally provide greater thermal resistance than metal. Metal frames need effective thermal breaks. This is general guidance, not a finding that one material is best for every home.
  • Glazing and coatings: Ask which glazing configuration and low-e coating are included in the quoted unit and how its U-factor and SHGC suit the opening.
  • Gas fills and spacers: Ask whether they are part of the specified product, but compare the resulting whole-unit rating rather than treating any feature as a performance guarantee by itself.
  • Operating type: Operable windows can allow air leakage. Check the whole-unit rating and the installation plan instead of assuming that a material or style name establishes airtightness.
  • Maintenance and durability: Discuss expected maintenance and the project’s warranty in writing. The sources do not establish a universal best frame material or operator, so choose based on the actual product, ratings, opening, and work scope.

DOE’s overview of window types and technologies is useful for understanding how construction features relate to performance. In a quote comparison, request the complete product description and the NFRC values for each window, not just a shorthand such as “double pane,” a material name, or a broad family claim.

Decide whether to replace the window or keep the existing one

Full replacement is not the only possible energy-upgrade route. If existing windows remain and their condition and the project allow it, storm windows—including low-e storm windows—may be worth assessing. DOE provides separate guidance on purchasing energy-efficient residential storm windows, and ENERGY STAR discusses high-performing windows or storm windows.

A storm window is not a universal fix. Suitability depends on the existing frame, climate, project goals, and renovation constraints. Ask the contractor to explain whether keeping the existing window is practical and what condition or installation issues would make that approach unsuitable. If an existing unit is damaged or poorly installed, a new product placed over it may not resolve the underlying problem. Do not treat the presence of a storm-window option as proof that it fits a particular opening.

For either path, make the scope explicit. A proposal should distinguish which existing components remain, which are removed, which new products are installed, and what work is included at each opening. Those details let you compare a storm-window proposal fairly with a replacement proposal without assuming that the products or installation work are equivalent.

Compare installation proposals as carefully as products

A high-performing window cannot be evaluated separately from the work needed to install it. Before accepting a bid, ask several installers for written quotes and request labor and materials as separate costs. ENERGY STAR recommends this kind of comparison and advises homeowners to retain the ENERGY STAR and NFRC labels. The practical goal is to make the proposed product, quantities, and installation scope identifiable before work begins.

  1. List the openings. Identify which windows are included and note their locations or orientations. Separate openings with different exposure or project conditions when that helps clarify the recommendation.
  2. Request exact product details. For each window, ask for the specific product or configuration being quoted and its NFRC U-factor and SHGC. Ask for other relevant rated attributes, such as air leakage, visible light, or condensation resistance, when they matter to your decision.
  3. Confirm the certification claim. Ask whether the ordered unit is ENERGY STAR certified for your climate zone, and verify the certification and ratings against the applicable official criteria. Do not rely on a generic family description if the order specifies a different configuration.
  4. Define the installation scope. Have the quote state what is removed, what remains, and what installation work is included. Clarify whether the proposal is for full-frame replacement, an insert installation, a storm window, or another defined approach; do not infer the work method from a product name.
  5. Separate costs and terms. Compare labor and materials separately, and make sure the total describes the same openings and work across bids. Ask for applicable warranty details and any exclusions in writing.
  6. Check local requirements and incentives. Codes and incentive eligibility depend on location, project, product, and date. Confirm current requirements with the appropriate local authority and check current official incentive rules rather than relying on an old amount or a general sales claim.
  7. Verify before removal. Check the delivered products against the order and inspect their ENERGY STAR and NFRC labels before old windows are removed. Retain the labels and product documentation for your records and any incentive documentation.

These checks help prevent a mismatch between a quote’s performance language and the actual unit delivered. If the label, order, and proposal do not identify the same product and ratings, pause and have the discrepancy resolved in writing before installation proceeds.

Plan for older homes and lead-safe work

If the home was built before 1978, window removal may disturb materials containing lead. ENERGY STAR flags the need for lead-safe practices during removal of original windows. Ask the installer how the work will be handled and confirm the requirements and work plan that apply to your specific project. Do not assume that a window quote alone addresses this issue.

Build that question into the scope before work starts: identify whether original windows will be disturbed, who is responsible for the applicable precautions, and where the work plan and responsibilities are documented. Requirements depend on the project and location, so confirm them with the relevant authority rather than treating a general statement as a determination for your home.

Evaluate savings and incentives without assuming payback

ENERGY STAR says installing certified windows, doors, and skylights can shrink heating and cooling bills by an average of up to 13% nationwide compared with non-certified products. That is the program’s stated average, not a forecast or guarantee for an individual home. Actual results depend on the existing windows, home, climate, product, and installation; use it as context, not as a promise in a renovation budget.

DOE’s October 2010 guide reported annual household energy-bill savings of 7%–15%, or roughly $71–$501, depending on geography and the type of window replaced. It also reported homeowners recouping about 78% of window replacement cost at resale. Those figures are historical and should not be treated as present-day savings, current resale forecasts, or evidence that a project will pay for itself. The guide remains available at DOE’s 2010 Guide to Energy-Efficient Windows.

Some utilities offer incentives, and federal tax-credit rules may apply to qualifying projects. Eligibility and amounts depend on current rules, location, product, and project details. Check the current official ENERGY STAR consumer guidance and the relevant program rules before including an incentive in your budget. Keep the product labels and records that the program asks for; do not assume that certification alone establishes eligibility for every incentive.

A practical decision checklist

  • Find the home’s ENERGY STAR climate zone and check the applicable Version 7.0 criteria.
  • Compare NFRC U-factor and SHGC for the exact ordered unit; use lower U-factor to mean less heat transfer and lower SHGC to mean less admitted solar heat.
  • Consider orientation, exterior shade, and seasonal goals rather than specifying one glazing choice automatically for every opening.
  • Compare the whole-window ratings and relevant attributes, not only the frame material, glazing feature, or product-family claim.
  • Assess storm windows where retaining existing windows is a practical option; do not assume they fit every frame or condition.
  • Get several written quotes with labor and material costs separated and the removal and installation scope made clear.
  • Verify delivered windows against the order and check their labels before old units are removed; retain documentation.
  • Confirm local code, lead-safe work requirements for pre-1978 homes, and current incentive eligibility for the actual project.
