How Jails Manage Ventilation and Indoor Air Quality Safely

Jail air safety depends on coordinated infection-control procedures and properly designed, monitored ventilation—not a single filter or air cleaner.

Jails manage indoor air quality through coordinated infection-control procedures and building systems—not by relying on one filter, a ventilation-rate target, or a portable air cleaner. Screening and timely isolation help limit infectious sources; ventilation, directional airflow, exhaust, filtration and, in some settings, ultraviolet germicidal irradiation (UVGI) help control airborne contaminants. Staff respiratory protection may also be needed in defined higher-risk situations. The right design depends on the room’s use, the facility’s equipment and the local codes that apply.

Why jail air quality needs a layered approach

Correctional facilities bring people into close proximity, often in shared airspaces, and may have crowding or movement between facilities. These conditions can complicate control of airborne infection. The CDC reports that in 2023, 324 people aged 15 or older who were residents of correctional facilities when diagnosed with tuberculosis (TB) accounted for 3.6% of U.S. TB cases among people in that age group. That is a correctional-facility statistic, not a jail-only count, and it does not cover TB cases among people under 15.

Air-control systems address different parts of the problem. General ventilation brings in and distributes air while removing some contaminants. Local exhaust captures contaminants near a source. Directional airflow can limit movement from a higher-risk space into an adjacent area. Filtration and UVGI can further reduce airborne particles under suitable conditions. Administrative controls—including screening, prompt clinical evaluation, treatment and isolation—reduce the chance that an infectious person remains in general housing. Respirators can be part of protection for staff in specified higher-risk situations; they do not replace functioning building controls.

These measures are complementary. Outdoor air alone does not guarantee safe air: the system must also distribute and exhaust air appropriately, maintain suitable conditions for the space, and operate within its capacity. Nor does a filter rating establish that a room is safe regardless of airflow, installation or maintenance.

Different rooms have different ventilation jobs

A jail is not one uniform ventilation zone. Housing, intake, healthcare areas, procedure rooms and airborne infection isolation (AII) rooms or cells have different uses and risk profiles. A control that is appropriate in one location may not provide the containment or exhaust needed in another.

Space or approach Main purpose What needs attention
General occupied areas Dilute and remove contaminants and support intended airflow through the space. Room use, outdoor-air and exhaust design, supply and return paths, equipment capability, and local requirements.
Local exhaust Capture contaminants near a source before they spread through a larger area. Whether the exhaust is positioned and configured for its intended source, and where the exhausted air goes.
AII room or cell Contain air from a person suspected or known to have infectious TB and limit its movement to adjacent spaces. Inward airflow, dedicated exhaust or appropriately designed filtration, alarms and controls where specified, and documented verification.
Portable air cleaner Provide supplemental particle removal in a defined location. It does not replace room ventilation, pressure control or a properly designed isolation system.

The table describes distinct functions, not interchangeable equipment options. A facilities assessment should match the control to the room and contaminant concern rather than treating a single device as a facility-wide solution.

How airborne infection isolation works

For someone suspected or known to have infectious TB, CDC correctional-facility recommendations call for airborne infection isolation. The central engineering goal is to keep air moving into the isolation room or cell from surrounding areas, rather than allowing potentially contaminated air to flow outward. The CDC’s 2006 correctional report describes inward airflow and recommends exhausting air directly outdoors where feasible.

Where direct outdoor exhaust is not feasible, that report discusses high-efficiency filtration and only limited conditions for recirculation. Those are context-specific recommendations from a 2006 document; they should not be turned into a general design recipe. A qualified engineer must evaluate the actual system, exhaust route, room layout and applicable requirements.

Verify the airflow, not just the design intent

Drawings, a pressure reading or an equipment label cannot alone prove that air is moving as intended under operating conditions. The 2006 CDC report discusses checking direction of flow—including smoke testing in its AII guidance—and measuring supply and exhaust flows. Facilities should treat verification as an operational practice, record the results and respond to changes or deficiencies rather than assuming the room remains correctly configured because it once passed a check.

When a suitable room is unavailable

The CDC report describes a temporary holding arrangement for the situation in which an appropriate AII room is not immediately available. The arrangement should prevent aerosols from escaping the area, and the report calls for engineering advice. This is a contingency, not a substitute for planned isolation capacity or a routine cell-conversion instruction. Decisions must involve infection-control and engineering personnel who can assess the particular space.

Filtration and UVGI: useful components, not stand-alone guarantees

Filters are selected for the system and the intended particle-control task. The CDC’s 2006 report discusses particle-size performance and MERV ratings. For general-population spaces where infectious aerosols are not expected but may be present, it cites MERV 8 as a minimum recirculation level in that document and encourages higher ratings for incremental improvement. This historical, context-specific passage is not evidence that MERV 8 is today’s universal code minimum.

The same report discusses HEPA filtration in certain exhaust or recirculation circumstances and UVGI as an additional air-cleaning method. Neither statement means that every jail room requires HEPA filtration or UVGI. Their suitability depends on the intended use, system design, installation and maintenance. A filter that is poorly fitted or bypassed may not perform as intended; adding a more restrictive filter can also affect system airflow.

ASHRAE’s 2023 Justice Facilities chapter identifies MERV-13 filters, UV-C lights and additional outdoor air as possible components of a pandemic response. It also says occupied existing systems should be tested for pressure drops and airflow rates to determine whether they can accommodate proposed additions. The practical implication is to assess the HVAC system before changing filters or adding equipment. A higher-rated filter is not automatically a safe upgrade if the system cannot maintain required airflow.

Check system capacity before upgrading

Before a facility changes filters or adds air-cleaning components, qualified facilities staff and HVAC professionals should assess how the proposed change interacts with the existing system. The work should consider:

Portable air cleaners may supplement a room’s controls, but they do not establish negative pressure, supply outdoor air or ensure exhaust is routed safely. Their presence should not be described as making a cell safe without an assessment of the whole space and its ventilation.

Maintenance and monitoring keep controls working

CDC recommends a written TB infection-control plan that assigns responsibilities, trains maintenance and infection-control staff, and includes routine preventive maintenance. The plan should identify how the facility checks fans, filters, ducts, supply diffusers, exhaust grilles and air-cleaning equipment, and how staff coordinate work in inmate-care spaces.

Monitoring should address both airflow direction and measured supply and exhaust rates, compared with the relevant area’s applicable recommended air-change rate. The needed rate depends on the space and governing guidance; the materials available here do not establish one national rate for every jail room. Keep maintenance, inspection, testing and repair records so staff can trace what changed and when. Clear labels on components and airflow paths can help prevent errors such as shutting down the wrong fan.

Maintenance is part of infection control, not merely an equipment task. As CDC states in its 2006 correctional recommendations: “Because environmental controls will fail if they are not properly operated and maintained, routine training and education of infection-control and maintenance staff are key components to a successful TB infection-control program.”

A NIOSH investigation of one county jail illustrates why inspection matters without establishing how common such problems are. Investigators found inoperable HVAC systems or components. In the isolation area, disconnected supply and exhaust ductwork meant occupied spaces received no outdoor air, and improvised fans could direct cell air toward a guard. NIOSH recommended correcting ventilation deficiencies and improving directional airflow, dilution and contaminant removal. This is evidence from a particular investigated facility, not a claim about all jails.

Codes, standards and guidance are not all the same

Applicable legal requirements depend on location, building type, room use, adopted code editions and project conditions. The CDC correctional report dates to 2006 and cites the 2004 edition of ASHRAE Standard 62.1. That historical reference should not be treated as the current universal requirement for a jail project.

ASHRAE’s 2023 Justice Facilities chapter says that large prison health facilities, healthcare areas in large facilities, and some isolation cells or rooms in small facilities should be designed for negative pressurization for communicable-disease isolation, with separate dedicated exhaust, alarms and controls. The chapter points to Standard 62.1 for ventilation requirements. These are design references; the adopted edition and local code obligations must be confirmed for the specific project. CDC guidance, ASHRAE design material and binding local code are not interchangeable categories.

For a renovation or new installation, the facility should involve its authority having jurisdiction and qualified HVAC professionals early. Infection-control and occupational-health staff should participate because room use, isolation practice and staff exposure affect design decisions. Do not infer compliance from a generic air-change figure, a filter label or a pressure gauge alone.

A practical way to evaluate a jail ventilation concern

  1. Define the space and concern. Identify whether the issue involves general housing, intake, a healthcare or procedure area, or AII. State the suspected contaminant or operational problem and which rooms or occupants may be affected.
  2. Review the infection-control process. Confirm how screening, clinical evaluation, isolation and staff protection are handled, and coordinate with infection-control and occupational-health leads.
  3. Document the system. Map supply, return and exhaust paths; identify fans, filters, controls and shared zones; and confirm where exhaust is discharged.
  4. Measure actual performance. Have qualified personnel check relevant supply and exhaust flows, airflow direction and pressure performance under operating conditions. Record the method, results and room or system tested.
  5. Compare with applicable requirements. Determine the local code, adopted standards and design criteria for that building and room use instead of borrowing a historical value from a different context.
  6. Correct and recheck deficiencies. Address failed or disconnected components, airflow problems, maintenance issues or unsuitable modifications. Verify the system after work and retain the service and test records.

This approach helps distinguish an equipment failure from a design mismatch, an isolation-control problem or an infection-control process gap. The corrective action should follow that diagnosis rather than defaulting to a filter purchase.

What is known—and what cannot be generalized

The available national materials support layered control principles, TB-specific correctional guidance, design considerations and maintenance practices. They do not establish a current national jail-by-jail indoor-air-quality dataset or one ventilation rate that applies to every jail space. A 2006 CDC recommendation, a 2023 design chapter and a single NIOSH facility investigation each have different scopes; none alone demonstrates the condition or compliance status of an individual jail.

These recommendations center on airborne TB and related correctional infection-control practice. They are not a complete assessment of every indoor pollutant or respiratory pathogen. A facility evaluating broader air quality must define the specific hazard and consult applicable occupational-health, public-health, engineering and code guidance.
