Whether home construction needs municipal approval depends on the property’s location and the exact work. Before starting, contact the building or permitting office responsible for the property’s address. Ask about building permits and any separate zoning, trade, historic-area, environmental, or other approvals.
Which office decides whether your project needs approval?
Start with the authority that serves the property—not a general rule found for another city. Depending on where the property is, permits may be issued by a city, county, or another local authority. Miami-Dade County, for example, says each municipality within the county has its own building official for work inside city limits; British Columbia likewise notes that permit requirements can vary with local jurisdiction and geographic location. See Miami-Dade County’s permitting guidance and British Columbia’s building-permit guidance.

Search the official city or county website for building permits, planning, or inspections using the property’s municipality or address. If it is in an incorporated area, confirm whether the city or county handles the permit. The examples below show the kinds of questions local rules raise; they do not determine what is allowed at your address.

Local permit guides commonly flag new homes or structures, additions, decks and other accessory structures, structural alterations, demolition, and converting an attic, garage, or basement into living space. Work that changes load-bearing elements or a room’s use may also prompt review. These are indicators to check, not a universal legal checklist.

Electrical, plumbing, gas, or mechanical work may require separate trade permits, even when it is part of a larger project. Depending on the site and scope, zoning or land-use approval, site-development review, or environmental review may also apply. Philadelphia, for example, describes a sequence in which a zoning permit is needed before a building permit in most cases; that sequence is specific to Philadelphia, not a general rule.
Can repairs or maintenance be exempt?
Some jurisdictions exempt routine maintenance or limited repairs, such as painting, certain surface work, or some roof and siding work when structural changes are not involved. The precise boundaries differ. Nashville uses its own examples and a roof-area limitation; Seattle includes roof and siding replacement among examples when there are no structural changes; Portland publishes separate home-repair exemptions. Check the local authority’s current guidance or ask before relying on an exemption.

No building permit does not necessarily mean no rules. Portland Permitting & Development says work that does not need a building permit must still meet building and zoning code requirements. Other approvals, including trade permits, may be separate from a building permit.
How to get a reliable answer for your address
- Find the responsible office. Use the official city or county website and verify which authority covers the property.
- Describe the scope specifically. Explain whether the work adds floor area, changes walls or structure, adds or relocates wiring or plumbing, changes a room’s use, alters the exterior, or demolishes any part. Include the property address and any relevant site conditions.
- Ask about each approval category. Confirm whether you need a building permit, zoning or land-use approval, electrical, plumbing, gas, or mechanical permits, or historic, flood, environmental, shoreline, easement, or setback review.
- Confirm documents, sequence, and inspections. Ask what plans are required, which approvals must come first, and what inspections apply during or after construction.
- Keep the response with your project records. Get guidance for the actual address and described work, preferably in writing. Do not treat an exemption from one permit as confirmation that all other requirements are satisfied.
- Wait for required permits before work begins. Follow the responsible authority’s direction on when construction may start. Philadelphia, for example, requires a building permit before specified projects begin; the applicable process and sequencing vary elsewhere.
What plans and documents might the office request?
Requirements depend on the project and jurisdiction. Local applications may call for forms, a site plan, floor or architectural plans, elevations, structural plans or calculations, or owner-builder paperwork. For certain work, Nashville’s site-plan instructions call for distances to property lines, existing structures, and easements. Portland lists architectural and site plans for residential additions, while Orlando describes plans and other documents as part of its residential permitting process.
Ask the office for the checklist that matches your project before preparing a package. If a site plan is required, a laser distance measurer can help record dimensions, but it does not establish a legal property boundary or replace a survey when one is required.

Approval provides a formal review and authorization process. The City of Hamilton’s Building Division describes a building permit as legal authorization to begin construction in accordance with approved drawings and specifications, under Hamilton’s permit framework. Miami-Dade County says permitting and inspections are intended to help ensure work meets minimum safety and quality standards. Requirements and procedures differ by jurisdiction, so use the office responsible for your property as the final authority.
