Before staking, set the layout’s allowable horizontal and vertical error, then check the complete measurement setup against suitable known control or a test baseline. Repeat observations independently, compare the results with the project’s acceptance limits and the instrument system’s specification, and document the decision. A field check helps determine whether a setup is suitable for the immediate task; it is not a comprehensive calibration or performance evaluation.
What a pre-layout accuracy check can—and cannot—tell you
“Survey equipment accuracy” is not just a property of the instrument sitting on the tripod. A layout point depends on the instrument or receiver, its setup and accessories, the control coordinates, the reference system, the measurement method, site conditions, and the person observing. A device can produce consistent readings and still place a point incorrectly if, for example, the wrong control point, coordinate reference, backsight, localization, or antenna height is used.

A field verification tests whether the configured measurement system performs acceptably for the task at hand. The ISO 17123 series describes field procedures for evaluating precision or repeatability with specified instrument classes and ancillary equipment. ISO’s abstract for the total-station standard says these tests are intended primarily as field verifications of immediate-task suitability, not more comprehensive acceptance or performance evaluations. A passing check therefore supports a decision about this setup and task; it does not prove that every instrument function is calibrated or that future work will be error-free.
Keep three questions separate:
- Is the equipment and setup functioning consistently? Repeated or redundant observations help assess repeatability.
- Is the result tied correctly to the project? Control, datum, reference frame, units, transformations, and measured heights must be right.
- Is the observed discrepancy acceptable for this layout? Compare it with a tolerance defined for the specific work, not a universal figure.
The reviewed standards and guidance do not establish one pass/fail tolerance or one calibration interval that applies to every construction layout. Use the project specification, applicable standard procedure, and current manufacturer instructions to set the acceptance criteria.

Choose the check for the instrument and the task
Use the procedure intended for the instrument class. A level test is not a substitute for a total-station test, and a receiver-only check does not validate the complete GNSS coordinate solution. The table identifies the scope of the ISO field-verification standards; follow the actual standard and manufacturer instructions for the detailed procedure.
| Equipment class | Applicable ISO standard | Scope and status stated by ISO |
|---|---|---|
| Total stations | ISO 17123-5:2018 | Field procedures to determine and evaluate precision (repeatability) of coordinate measurement using total stations and ancillary equipment in building and surveying. Reviewed and confirmed in 2023; remains current. |
| Levels | ISO 17123-2:2001 | Field procedures for spirit, compensator, and digital levels and ancillary equipment. Confirmed in 2021. ISO describes field tests as an initial step in measurement-uncertainty evaluation, not comprehensive acceptance or performance evaluation. |
| Theodolites | ISO 17123-3:2001 | Field evaluation of repeatability with ancillary equipment. Confirmed in 2021. |
These standards provide distinct procedures, not a single construction-layout tolerance. Their accessible abstracts establish scope and status but do not provide all detailed test steps. Obtain the applicable procedure and apply it as written rather than improvising a test and presenting it as ISO-compliant.
Set the acceptance limit before taking measurements
Start with the required outcome, not the instrument’s headline precision. Identify the maximum allowable horizontal and vertical error for the particular layout activity, such as setting a point for an element whose position or elevation is tightly controlled. Confirm the limits in the project documents or with the responsible surveyor or engineer. If the required tolerance has not been established, do not invent one from a manufacturer specification or a test result.

They do not automatically equal the accuracy of a finished construction point. The point also inherits errors from control, setup, target or antenna positioning, height measurement, environment, method, and observation practice. The acceptance decision should therefore consider the configured system and the complete workflow, not just a single instrument specification.

Write down the acceptance criteria before checking. Specify the horizontal and vertical limits that apply, what measurement or residual will be compared with them, and what action follows a failure. This prevents a convenient result from being treated as acceptable after the fact.
Use this pre-layout field-check sequence
- Define the layout task and limits. Record the task’s allowable horizontal and vertical error and identify the project requirement that sets each value. Decide which residuals or repeatability measures will demonstrate compliance.
- Inspect the whole measurement chain. Check the instrument’s physical condition and status; tripod stability; tribrach and centring; prism, target, or GNSS antenna; pole or rod condition; and height measurement. Check batteries, firmware and configuration status, and relevant environmental inputs. Include ancillary centring equipment in routine checks, as RICS guidance recommends.
- Confirm the project reference and setup. Verify control-point identity and coordinate source, project datum or reference frame, units, and any localization or transformation. Check backsight or GNSS base/rover settings as applicable. Confirm that instrument, target, and antenna heights were measured and entered correctly.
- Use an appropriate known reference. For a total station, use the applicable ISO field procedure or a documented check against suitable known control or a baseline. For a level, use the applicable level test. For GNSS, use established control or a suitable test baseline, with consistent reference frames and manufacturer-recommended procedures.
- Repeat or add independent observations. Follow the applicable instrument-specific procedure, including face or reversal methods where required. Use redundant observations where appropriate, and compare the resulting discrepancies or repeatability with the acceptance criteria and the manufacturer’s system specification. USGS recommends redundant and independent observations in trigonometric leveling.
- Record the evidence and decide. Preserve the observations, residuals, configuration, setup, conditions, and pass/fail reasoning. If results exceed the limit, do not use that setup for the critical layout task until the cause is investigated and the check passes or the equipment is assessed by qualified service personnel.
A check is only useful if the reference itself is trustworthy and the test resembles the task closely enough to expose relevant problems. Use known points or baselines suitable to the project, not a convenient point with unverified coordinates. Maintain the same reference-frame assumptions when comparing observed and published coordinates.
Check the total-station setup
For a total station, verify the instrument together with the equipment that transfers its measurement to the target: tripod and tribrach, centring accessories, prism or target, and the measured heights. A stable-looking instrument is not enough if it is poorly centred, the target setup is unsuitable, or an accessory has been damaged or is loose.

Confirm that the station is set over the intended control point and that the backsight is the intended point with the correct coordinates and target setup. Check units, instrument and target heights, and any relevant configuration before observing. Then perform the applicable ISO 17123-5 procedure or a documented known-control/baseline check. Take repeats or redundant observations as required by that procedure, and compare the resulting coordinate precision or discrepancies with the pre-set project limits and the system specification.

If the check fails, first verify the control identity and coordinates, centring, tribrach, target and prism arrangement, heights, and entered settings. Repeat the field check after correcting any identified setup issue. If the discrepancy persists, or the instrument has been damaged or repaired, suspend its use for tolerance-critical layout and follow the manufacturer’s service advice or project quality requirements.
Check a level and the leveling method
Use the level procedure appropriate to the instrument: ISO 17123-2 covers spirit, compensator, and digital levels with ancillary equipment. The standard frames field tests as an initial step in evaluating measurement uncertainty, rather than a comprehensive performance or acceptance evaluation. Apply the actual procedure and the manufacturer’s instructions; the standard abstract alone is not a detailed test recipe.
Inspect the tripod, instrument, rod or staff, and relevant accessories. Confirm that the rod or staff is suitable and that readings and setup follow the chosen method. Test against a suitable reference using the level procedure, then compare the observations with the tolerance required for the elevation layout. Keep the reference and method consistent across repeats so that a change in setup or procedure does not masquerade as an equipment discrepancy.
For trigonometric leveling, equipment performance is only one contributor. The U.S. Geological Survey identifies surveyor skill and experience, environmental or site conditions, surveying method, and instrumentation quality as four factors affecting accuracy. Its 2020 procedure recommends equipment specifications of total-station angular uncertainty no greater than ±5 arc-seconds and EDM uncertainty no greater than ±3 mm + 3 ppm in that trigonometric-leveling context. Those are method-specific USGS recommendations, not universal minimum specifications or acceptance tolerances for all construction layout.

Check the GNSS system, not just the receiver
GNSS verification has to cover the entire coordinate solution. Check the antenna and pole, antenna-height transfer and entry, reference-point coordinates, coordinate system and geodetic reference frame, correction source and status, transformation parameters, and manufacturer operating settings. Confirm that the reference frame used by the control and the GNSS solution is consistent.
Observe an established test baseline or well-controlled point using procedures and measurement durations recommended by the manufacturer and suitable for the job. Make repeat observations and compare the results with the task’s limits. A solution that repeats well can still be wrong if control, reference frame, localization, antenna height, or setup is wrong; repeatability alone is not proof of correct project coordinates.
RICS GNSS guidance emphasizes control, coordinate reference systems, errors, and quality-control procedures. Its second-edition guidance recommends regular checks of receivers and ancillary equipment, maintaining quality-assurance documentation, and checks after firmware upgrades, manufacturer upgrades, or repair. It also discusses reviewing archived processing data after software changes and regularly checking tribrachs, adaptors, centring equipment, tapes, and height rods. Schedules and firmware advice can change, so use current manufacturer instructions and current RICS material when setting a maintenance routine.

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
- Hard hat clip- attaches for easy access

- Operator skill and experience: centring, target placement, height transfer, observation technique, and correct entry of settings can affect the result.
- Environment and site conditions: conditions at the site can influence measurements; record relevant conditions and use the method appropriate to them.
- Surveying method: a suitable procedure, geometry, and independent or redundant observations matter as much as the device used.
- Instrumentation quality: instrument condition and specification matter, but must be considered alongside accessories and setup.
Also verify the control and coordinate setup. A wrong point identity or coordinate source, mismatched datum or frame, incorrect transformation or localization, or an instrument/target/antenna height error can produce an incorrect layout even when the equipment readings are repeatable. If a failure appears after a firmware, software, or configuration change, check the new settings and the relevant processing or quality-control records before returning to work.
What to record for a defensible pass/fail decision
A brief record makes the check repeatable and allows another surveyor to understand why the setup was accepted. Keep the information needed to recreate the configuration and compare it with the task’s limits:
- Layout task, date, operator, and the horizontal and vertical acceptance criteria.
- Instrument type and identity, relevant firmware or status information, and accessories used.
- Setup details, including station or antenna location, control identifiers, backsight or base/rover configuration, and measured instrument, target, or antenna heights.
- Project coordinate reference, datum or frame, units, and any localization or transformation applied.
- Test point or baseline, method used, environmental or site conditions that matter, and each repeat or independent observation.
- Calculated discrepancies or residuals, comparison with the acceptance limits, pass/fail decision, and any corrective action or service referral.
Keep the evidence in the project’s quality-assurance records. Where a difference exceeds the stated instrument or system precision, RICS guidance advises reporting it and following manufacturer service advice as appropriate.

When a field check is not enough
Use formal service or calibration rather than relying on repeated field checks when the instrument has failed a suitable verification, has been damaged or repaired, or when project quality rules require a more comprehensive evaluation. A field check may identify that the system is unsuitable, but it does not diagnose every internal fault or replace a manufacturer’s service process.
Follow the manufacturer’s maintenance and service advice for the specific equipment. For GNSS equipment, RICS guidance particularly notes checks after firmware or manufacturer upgrades and after repair, and recommends returning receivers or antennas for repair where needed. The reviewed sources do not establish a universal calendar interval for calibration; do not apply one schedule to every instrument or project without support from the manufacturer or quality requirements.
If the field check fails, stop using the checked configuration for the critical layout task. Recheck point identities and coordinates, reference frames, setup, heights, ancillary equipment, and procedure; correct the cause if established and repeat the verification. If the failure remains unexplained, persists after correction, or follows damage or repair, escalate to qualified service and document the disposition before the equipment is put back into tolerance-critical use.
