To apply for an affordable apartment in San Diego, first decide whether you want to apply for a specific property or seek Housing Choice Voucher rental assistance. For a specific apartment, start with the City of San Diego’s housing page: use “Find SDHC Rental Properties” for San Diego Housing Commission (SDHC)-owned homes, or use the City’s Affordable Housing Resource Guide to find other properties and contact each one directly. A voucher application is a separate process and does not apply you to a particular apartment.

There is no single citywide form, income cutoff, vacancy list, or waitlist that covers every affordable rental. Each property or program can have its own rent, income calculation, household-size rules, preferences, application window, and document requirements. The safest approach is to identify the right route, verify the specific property’s current rules, and keep the apartment process separate from the voucher process.

Choose the application route that matches what you need

San Diego does not have one application that covers every affordable apartment. The City directs renters to SDHC-owned property listings and a separate guide to affordable housing across the city. Property managers handle applications for their own apartments; SDHC handles its Housing Choice Voucher process through a separate waitlist channel.

What you are applying for Where to start Who handles the application What the result concerns
A specific SDHC-owned apartment City housing page → “Find SDHC Rental Properties” The SDHC property application process Consideration for that property’s available or waitlisted homes
A specific apartment listed in the City’s Affordable Housing Resource Guide City housing page → Affordable Housing Resource Guide The individual property or its manager That provider’s unit, program, or property waitlist
Housing Choice Voucher rental assistance SDHC voucher waitlist portal or phone service SDHC Rental subsidy assistance, not admission to a particular building

Direct apartment application

This is the route to take when you are looking for a particular unit in an income-restricted property. Find a listing, confirm that the property is accepting applications, and follow that provider’s process. A property listing does not by itself establish that a unit is available or that applications are open.

Housing Choice Voucher assistance

A voucher is rental assistance, not an application for an apartment in a specific building. SDHC’s voucher route is where applicants can apply for assistance, check waitlist status, or update information. Whether a particular rental can be used with assistance depends on the program and unit requirements; confirm those details with SDHC and the property.

Understand what the City’s property links do—and do not do

The City’s housing-services page is a starting point that routes renters to the appropriate provider. Its “Find SDHC Rental Properties” link is for searching and applying to SDHC-owned rental properties. The Affordable Housing Resource Guide is a broader referral list for affordable properties in the city.

The guide is not a comprehensive, live inventory of vacant apartments. A property can appear in the guide even when it has no vacancy, has closed its application period, or is accepting applications only for a particular unit type or household category. Treat every listing as a lead to verify, not as an offer of a currently available apartment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The City describes the SDHC units on its referral page as housing that offers affordable rent for households with low income. For properties outside the SDHC-owned portfolio, the City’s instruction is explicit: contact the properties directly to ask about availability and eligibility criteria. The property—not a general citywide form—can tell you whether it is taking applications and which rules apply.

Find properties and confirm they are accepting applications

  1. Open the City of San Diego housing-services page. Choose “Find SDHC Rental Properties” to search SDHC-owned properties, or open the Affordable Housing Resource Guide for other affordable properties in the city.
  2. Make a shortlist. Note each property’s name and contact information from its listing. If several properties appear suitable, keep a list rather than waiting on only one lead. Record the date you checked the listing because availability and application windows can change.
  3. Contact each property directly. The City specifically instructs renters to ask properties about availability and eligibility. Ask whether applications are currently being accepted, whether a unit is available, and how to obtain or submit an application.
  4. Get the property’s current rules before applying. Ask for the rent, applicable income limits, household-size rules, any special occupancy or preference criteria, and the documents the property requires. These details can differ between providers and may change.
  5. Confirm the application window. Ask whether applications are accepted continuously, only during a stated period, or only when a particular unit is advertised. If the period is closed, ask whether the property maintains a waitlist and how it announces reopening.
  6. Follow that property’s instructions. Use the application method and deadline the property gives you. If the provider requires a particular submission channel or format, using a different method may leave you without a confirmed submission.
  7. Save the contact information. Keep the property name, phone number or other contact route, the staff member or office you reached, the date, and any confirmation or follow-up date. This makes it easier to check status without relying on memory.

A practical call or email can be brief: identify the property, state your household size, and ask whether applications are open, what the current rent and income rules are, which occupancy criteria apply, and what documents are needed. Do not send sensitive records until the provider explains its official submission process.

Ask about eligibility before you submit an application

Do not assume that “affordable housing” means one income cutoff or rent level across San Diego. The City’s Affordable Housing Resource Guide explains that eligibility depends on income, where an applicant lives, and HUD adjustments. It also says the listed complexes vary in eligible income and directs applicants to the complexes for their rent and income requirements.

That means two properties in the same city can serve different income bands or use different program rules. A household that does not fit one property’s limits may fit another’s, while a change in household size or income can affect the calculation. Ask the property to evaluate the rules for the specific unit or program rather than relying on a number copied from another listing.

When you contact a property, ask for the current rules for the specific unit or program. Useful questions include:

  • What is the income limit for my household size, and how does the property calculate household income?
  • Does eligibility depend on where I currently live or on another preference?
  • Are there occupancy rules or other eligibility criteria for this unit?
  • Is this apartment restricted to a particular household size or unit type?
  • What is the current rent, and are utility costs or allowances included in the quoted amount?
  • Does the stated rent represent gross rent, or is it adjusted for a project-specific utility allowance?
  • What documents should I provide, and does the property require anything beyond its application form?
  • Is the application period open now? If not, how can I find out when it opens?
  • How will the property notify applicants about missing information, next steps, or a decision?

These are questions to ask, not a universal list of application requirements. The specific property determines its process and tells applicants which documents it needs. Avoid assuming that a document list, preference, or deadline from one building applies to another.

Use income and rent figures carefully

SDHC’s published table for 2025 calculations uses a San Diego median income of $130,800, reported by the U.S. Department of Housing and Urban Development for that year. The figure is dated program context, not a universal apartment eligibility threshold or a confirmed 2026 limit. The 2025 table also explains that annual income figures are adjusted by family size and that gross rent must account for the project’s utility allowance.

In other words, $130,800 is not a simple rule that says every household below it qualifies or every household above it is rejected. It is the median-income figure used in that dated calculation framework. A property may apply a percentage of the applicable income level, use a particular program’s limits, and make household-size adjustments. The property’s current calculation is the one that matters for an application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Utility allowances can also affect the comparison between rent and income rules. A quoted rent may not tell you the entire gross-rent calculation if the project uses an allowance for tenant-paid utilities. Ask the property how it presents rent and utilities for the unit you are considering, and request the current figures in writing if possible.

Those adjustments are one reason a household should get the current limits and rent calculation from the property rather than deciding eligibility from a single headline number. A property’s rules may depend on its program, household size, location-related criteria, and applicable HUD adjustments. Confirm the numbers in effect when you apply.

The City’s older guide includes historical income figures and wait estimates. Those figures are not current application guidance. Do not use the guide’s older amounts or historical waiting periods to predict today’s eligibility or move-in date. For current openings, rents, criteria, and waitlist information, use the relevant property or program contact.

Prepare for the property’s application process

Once a property confirms that it is accepting applications and that your household may fit its criteria, ask for the application instructions in the format the provider uses. Before submitting, check that you have completed every section and included the documents the property specifically requests. Requirements are property-specific, so do not rely on a checklist from another building as if it applied everywhere.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Clarify the deadline. Write down the date and time, if one is supplied, and whether the provider accepts applications only during a defined period.
  • Confirm the submission method. Ask whether the property wants an online form, a paper form, an in-person delivery, or another method. Use only the channel the provider identifies as official.
  • Use consistent household information. Make sure names, household members, contact information, and income information are entered consistently throughout the application and supporting materials.
  • Ask about incomplete applications. Clarify whether staff will contact you about missing information, whether corrections are permitted, and how quickly you must respond.
  • Keep a complete record. Save a copy of the submitted application, attachments, confirmation number, emails, receipts, and any instructions about follow-up.
  • Track changes in contact information. If your phone number, email, or mailing address changes, ask the property how to update the application so that you do not miss a notice.

Record the property contact, the date you asked about availability, and any application deadline or follow-up instructions. If the property cannot accept an application yet, ask how it communicates future openings. A closed period is not a reason to submit documents through an unapproved channel.

The City’s referral page does not publish one citywide application form, a shared document list, or a comprehensive live inventory. The provider is the source for those property-level details. If instructions are unclear, ask the property to explain what counts as a complete submission and how you will know it was received.

What happens after you submit

Submission does not automatically mean that you have been offered a unit. The property may need to review eligibility, household information, and required materials under its program rules. The provider should explain its next step, but the City’s general referral page does not promise a response time, a unit, or an open waitlist.

Ask how the property will contact applicants and what to do if your circumstances change. Keep your confirmation and check messages using the contact method you gave the provider. If you are placed on a property waitlist, ask how the list operates and how updates are handled; do not assume that being on one property’s list places you on another property’s list or on SDHC’s voucher waitlist.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If an application period closes before you finish, ask whether a new period will be announced and where the announcement will appear. If a property has no current vacancy, you can continue checking other properties from the City guide rather than treating the unavailable listing as a citywide denial.

Apply for an SDHC Housing Choice Voucher separately

If you are seeking rental assistance rather than applying to a particular apartment, use SDHC’s Housing Choice Voucher waitlist route. SDHC says applicants can apply, check their waitlist status, or update their information at waitlist.sdhc.org, or call 619-578-7640 Monday through Friday, 8:30 a.m. to 4 p.m.

Use the voucher channel for voucher questions, including whether the waitlist is accepting applications, how to check a submitted request, or how to update your information. The portal and phone service are separate from a property manager’s application system.

Keep the two tracks distinct: a property application asks to be considered for that property’s unit, while the voucher process concerns rental assistance. Being in a voucher waitlist process is not the same as applying to a particular apartment, and the property route does not enroll you in the voucher process. If you are pursuing both options, maintain separate records and follow each provider’s instructions.

Do not confuse renter steps with developer requirements

City housing materials can include information about inclusionary housing requirements for residential development. Those rules concern developers and project compliance, not the steps an individual renter takes to apply for an apartment.

For example, the City’s August 2026 inclusionary housing bulletin states that the fiscal-year 2026–2027 inclusionary in-lieu fee remains $25.92 per square foot. That is a developer compliance fee, not an applicant’s rent, deposit, or application fee. It does not tell you whether a property is available or whether your household qualifies. Use renter-facing property instructions and SDHC’s voucher channel for your application decisions.

Common mistakes to avoid

  • Looking for one universal form. San Diego routes renters to SDHC-owned listings and to individual properties in the City guide; there is no single application for every building.
  • Assuming a listing means a vacancy. Confirm that the property is accepting applications and ask whether a specific unit is available.
  • Using one income limit everywhere. Income eligibility can vary by household size, program, geography-related criteria, HUD adjustments, and property.
  • Treating the 2025 figure as a 2026 cutoff. The $130,800 median-income figure belongs to SDHC’s 2025 calculation context. It is not a universal current threshold.
  • Relying on historical wait estimates. Older figures in the City guide should not be used to predict a current wait.
  • Ignoring utility allowances. Ask how the project calculates gross rent when tenants pay utilities.
  • Sending documents without verified instructions. Ask the property which documents it needs and how it accepts them.
  • Confusing a voucher waitlist with an apartment application. Apply to the property for a unit and use SDHC’s separate route for rental assistance.
  • Expecting a developer fee to affect your application. Inclusionary in-lieu fees are development obligations, not renter charges or eligibility rules.
  • Assuming an application guarantees housing. A submission is a request for consideration; availability, eligibility review, and provider decisions still apply.

Where to get help

For SDHC-owned apartments, use the City’s “Find SDHC Rental Properties” link and follow the property-specific instructions. For other affordable properties in the City, use the Affordable Housing Resource Guide and contact each property directly. Ask every provider about current availability, application status, rent, income limits, household-size rules, preferences, utility allowances, and required documents.

For Housing Choice Voucher applications, status checks, or updates, use waitlist.sdhc.org or call 619-578-7640 Monday through Friday, 8:30 a.m. to 4 p.m. Confirm changing details—especially vacancies, open application periods, current rents, and eligibility limits—with the provider before acting. The City’s links are the routing point; the individual property or SDHC voucher service is the source for the decision-specific information.

Frequently Asked Questions

Is there one application for all affordable apartments in San Diego?

No. The City routes renters to SDHC-owned property listings and to an Affordable Housing Resource Guide for other properties. Each property or manager handles its own application, eligibility rules, and availability.

How do I apply for an SDHC-owned apartment?

Start on the City of San Diego housing-services page and select “Find SDHC Rental Properties.” Search the listings, then follow the individual SDHC property’s instructions and confirm that applications are open.

How do I apply to an affordable property that is not SDHC-owned?

Find the property in the City’s Affordable Housing Resource Guide and contact it directly. The City specifically tells renters to ask properties about availability and eligibility criteria.

What income qualifies for affordable housing in San Diego?

There is no single cutoff for every property. Eligibility can depend on household income, household size, location-related criteria, HUD adjustments, the program, and the property. Ask the specific provider for its current limits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is the $130,800 San Diego median income the apartment income limit?

No. SDHC’s published $130,800 figure is the U.S. Department of Housing and Urban Development median income used in its 2025 calculations. It is dated program context, not a universal 2026 eligibility threshold.

Does applying for a Housing Choice Voucher apply me to an apartment?

No. A voucher application seeks rental assistance through SDHC. An apartment application asks a particular property to consider your household for its unit or waitlist. They are separate processes.

Where can I check or update an SDHC voucher application?

Use waitlist.sdhc.org or call 619-578-7640 Monday through Friday, 8:30 a.m. to 4 p.m. for voucher applications, waitlist status, or updates.

What documents do I need for an affordable apartment application?

There is no single citywide document list. Ask the property what it requires and how documents must be submitted. Follow that provider’s instructions rather than assuming another property’s checklist applies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are the City’s affordable-housing listings a live vacancy list?

No. The City guide is a referral resource. A listed property may have no vacancy or a closed application period, so contact the property directly before preparing a submission.

Does the City’s inclusionary housing fee affect my rent application?

No. The $25.92-per-square-foot fiscal-year 2026–2027 in-lieu fee described by the City is a developer compliance obligation, not an applicant rent, application fee, or eligibility rule.

The Bottom Line

Start with the City of San Diego’s housing-services page, choose between a direct property application and the separate SDHC Housing Choice Voucher route, and verify every current detail with the responsible provider. SDHC-owned listings lead to SDHC property applications; other guide listings require direct contact with the property. Income limits, rents, utility calculations, vacancies, application windows, and documents are property- and program-specific, so confirm them before you submit.
