Do not move barricades or drive through an active work zone. Start by calling the project contact shown on the construction sign or closure letter. Ask for the traffic-management plan, the exact dates and hours your driveway will be inaccessible, and a safe route or scheduled access window. If the contractor cannot provide a safe, authorized arrangement, contact the city, county, or highway authority’s roadworks or permit office and quote the relevant permit, road-closure, or traffic-order number.

Get the arrangement in writing before work reaches your property. Depending on the site, the solution may be a maintained lane, a plated crossing over an excavation, an escorted vehicle window, a second entrance, or lawful temporary parking nearby. Emergency and accessibility access must be addressed separately, and a temporary driveway or layback may require a local permit.

Start with the closure notice and project contact

Construction signs, mailed notices, and the authority’s online closure notice normally identify the contractor, supervising department, permit number, and a telephone number. Use that contact first because the crew’s traffic plan determines what can safely happen at your frontage.

Questions to ask on the first call

  • What are the confirmed start and finish dates?
  • During which hours will vehicles, pedestrians, or both be unable to use my driveway?
  • Is the restriction a full closure, an intermittent closure, or a prohibition on crossing fresh work?
  • What is the signed detour or authorized route?
  • Can the crew provide an escorted access window, a plated crossing, or a maintained lane?
  • If there are two entrances, which one will remain open?
  • Where may residents park while access is restricted, and are permits, suspensions, or towing rules involved?
  • Who is the on-site contact if conditions change?

Ask the representative to email the answers, or send a written summary yourself and request confirmation. Record the call date, the person’s name, and any reference number. A verbal promise from a worker who is not responsible for traffic control may not help when the work schedule changes.

Request a written access arrangement

A usable plan specifies more than “access will be maintained.” It states the route, vehicle types allowed, hours, notice required, surface condition, and the person authorized to open or close the route.

Common arrangements

  • One-lane or staged access: The crew keeps a firm, clearly separated lane available while work proceeds on the other side. Confirm whether this is suitable for cars, vans, trailers, or delivery vehicles.
  • Plated crossing: Steel or other engineered plates span a trench or excavation. Ask who installed and inspected the crossing, its load limit, its slip resistance, and whether pedestrians have a separate protected path.
  • Escorted access windows: A trained traffic controller stops equipment and guides vehicles through at set times. Obtain the booking method and minimum notice; do not assume an escort is available whenever you arrive.
  • Second entrance: If the property has two driveways, the contractor may keep one open while closing the other. A Toronto construction notice, for example, says restrictions will be notified and that one entrance will be kept open where a property has two.
  • Temporary route around the work: The route may cross a verge, sidewalk, or other public land. That usually requires approval and may need a constructed ramp, protection for pedestrians, and restoration afterward.

Ask for a site sketch or marked photograph if the route is difficult to describe. The plan should identify where you stop, who controls traffic, and what to do if the crossing is blocked by equipment. If access depends on a particular surface being cured or a trench being covered, the schedule is conditional; have the project contact confirm each day’s status.

Escalate to the road authority when the plan is unsafe or missing

The contractor works under a permit, road closure, or traffic order issued by a public authority. If the contractor cannot provide a safe route, refuses to explain the restriction, or repeatedly breaks the agreed schedule, contact the authority’s roadworks, highways, or permit office.

Information to give the authority

  • Property address and the affected driveway.
  • Contractor and project name from the sign or notice.
  • Permit, closure, or traffic-order number.
  • Dates and times access was denied or made unsafe.
  • Photos showing barriers, excavation, missing plates, or blocked pedestrian routes, taken from a safe place.
  • Any written arrangement and the contractor’s responses.
  • Specific consequences, such as inability to receive essential care, leave for work, or reach a vehicle.

Ask the authority what enforcement or inspection process applies and whether it can direct the contractor to provide temporary access. Do not expect the authority to approve an improvised route by telephone; request written confirmation of any change.

When a separate access permit is required

Rules differ by jurisdiction. Ottawa’s access-permit system expressly includes temporary vehicular access; its published 2026 application fee is $208 for a standard access permit and $208 for temporary access. Those are local administrative fees, not a general price for every city, and they may not cover construction, inspection, or restoration.

Sydney’s temporary full-road-closure conditions require approval for a temporary driveway or layback in the public road. A contractor may therefore need to design and obtain approval for the crossing rather than simply placing a ramp at the curb. Ask who applies, who pays, and who restores the verge, curb, sidewalk, or road when the project ends.

Compare proposed solutions before agreeing

Use the following questions to compare arrangements. The cheapest or shortest route is not automatically the best one if it lacks authorization or cannot support emergency access.

Arrangement Safety and authorization Emergency and accessibility coverage Timing reliability Parking or route impact Costs to clarify
Maintained lane beside the work Must be shown in the traffic plan, separated from equipment, and wide enough for intended vehicles. Check width, turning space, lighting, and whether wheelchair users can pass safely. Usually available during stated hours, but may close for deliveries or paving. Normal driveway use may continue; short holds may occur. Ask whether the contractor supplies barriers, lighting, and maintenance.
Plated crossing Require an engineered, secured plate with a stated load limit and inspection responsibility. Confirm a stable, non-slip pedestrian path and a route suitable for mobility devices. Can be dependable if inspected daily; may be removed for excavation or paving. Driveway remains usable, but vehicle size may be restricted. Clarify supply, installation, inspection, removal, and any permit fee.
Escorted access window Only enter when the authorized traffic controller stops traffic and directs you. Tell the controller about medical or mobility requirements before scheduling. Reliable only within booked windows; late arrivals may be refused. May require parking elsewhere between windows. Ask whether escorting is included or whether an appointment fee applies.
Second entrance kept open Confirm the open entrance is physically clear and included in the contractor’s plan. Check its surface, gradient, lighting, and width for all residents and carers. Often the simplest option, but it can change as work moves. May require moving vehicles or clearing private land. Establish who pays for temporary surfacing, gates, or repairs.
Authorized temporary route or parking area Requires approval for use of public land and compliant traffic control. Verify a protected pedestrian path and emergency vehicle access. Depends on permits, weather, and construction stages. May add walking distance or require a resident parking permit. Clarify permit, construction, towing, and restoration costs.

Arrange temporary parking lawfully

Ask the project team and the road authority where residents may park during the restricted period. Get the exact streets, dates, hours, permit requirements, and towing arrangements in writing. A contractor’s informal suggestion to “park nearby” does not override posted restrictions or local parking law.

Check every proposed parking location

  • Read signs for time limits, resident permits, loading rules, and temporary suspension notices.
  • Keep hydrants, fire access points, junctions, ramps, and sight lines clear.
  • Never block a sidewalk, accessible parking space, cycle facility, neighboring driveway, or the signed construction route.
  • Confirm whether overnight parking, trailers, commercial vehicles, or large vans are allowed.
  • Photograph your vehicle’s position and the surrounding signs when you park, especially if the arrangement is temporary.

There is no universal construction-related parking exemption. If a suspension or resident permit is needed, apply through the authority identified by the project. If the contractor designates a private lot, confirm opening hours, security, lighting, and who is responsible for damage or towing.

Protect emergency and accessibility access

Ordinary vehicle access can be restricted for a short period, but emergency access must remain available under the closure plan. Tell the project contact before work starts if anyone at the property uses a wheelchair, depends on oxygen or other home medical equipment, receives time-critical care visits, needs regular transport, or has another urgent access requirement.

Ask for a documented accommodation

  • Describe the practical need without sharing unnecessary medical details.
  • State the vehicles and equipment that must reach the property.
  • Agree a named contact and a response time for urgent changes.
  • Ask where a care worker, ambulance, accessible taxi, or delivery vehicle should wait.
  • Confirm how the route will remain usable in darkness, rain, or during a concrete pour.

For an actual emergency, call emergency services, give the address, and explain that roadworks obstruct the normal approach. Follow the dispatcher’s instructions. Do not attempt to create an opening by moving barriers or driving across an excavation.

Follow work-zone rules every time

Construction layouts change as crews excavate, pour, pave, and move machinery. A route that was safe yesterday may be closed today. Use only the entrance, crossing, or window that the traffic controller has authorized at that moment.

  • Never move cones, barricades, gates, plates, signs, or fencing yourself.
  • Never drive over fresh asphalt, uncured concrete, exposed utilities, trenches, or a plate that has shifted.
  • Do not follow another vehicle into a closed section; its driver may have specific permission or may be ignoring the closure.
  • Stop when directed by a worker and make eye contact before proceeding.
  • Keep children, pets, and visitors outside the work zone.
  • Use the signed pedestrian route, not the vehicle entrance, when walking.
  • Do not assume a four-wheel-drive vehicle, bicycle, or motorcycle can safely cross a surface that is closed to cars.

Traffic-control plans may require a spotter, a signed detour, or a short full closure while equipment operates. Waiting for the authorized opening is safer than creating a route that exposes you, workers, or the public to moving plant and unstable ground.

If the agreed access fails

When a planned crossing is blocked or unsafe, stop at a safe location and contact the on-site supervisor. State the agreed arrangement, the time, and the immediate problem. Ask for a new safe window rather than arguing with a worker who cannot change the traffic plan.

Escalation sequence

  1. Call the project contact or supervisor shown on the notice.
  2. Send a written message summarizing the failure and request a response by a specific time.
  3. Contact the road authority’s permit or roadworks office with the permit or closure number.
  4. If emergency or accessibility access is at risk, say so immediately and contact emergency services for an actual emergency.
  5. Keep a log of dates, photographs, names, and costs such as lawful parking or towing charges.

Do not hire a private towing service, remove barriers, or build a curb crossing without confirming authority and responsibility. Unauthorized changes can create a hazard, damage public infrastructure, and expose you to liability.

What public guidance requires or expects

Requirements vary, but several authorities express the same core principle. The City of Sydney’s 2026 temporary full-road-closure conditions state that a contractor “must not block a driveway or access to any premises unless a written approval from the owner/occupants is first obtained.” That does not mean an owner can authorize an unsafe opening; the traffic plan and public-safety rules still apply.

A City of Toronto construction notice says, “The contractor will notify you of any temporary restrictions to your driveway access.” Where a property has two entrances, the notice says one entrance will be kept open. West Sussex County Council’s roadworks guide says the contractor “is obliged to ensure that resident and pedestrian access is maintained.” Ottawa’s access-permit guidance states, “A permit is required … [for] temporary access.” These statements illustrate why both the contractor and the road authority matter: one manages the work site, while the other controls public-road permissions.

Prepare before the excavator arrives

  1. Photograph the driveway, curb, gate, vehicles, and any existing damage.
  2. Save the closure notice, permit number, contractor contact, and authority contact in your phone.
  3. Request the written access plan and mark the route on a copy of the site sketch.
  4. Tell the project team about mobility, medical, care, school, work, delivery, or business needs that affect timing.
  5. Move nonessential vehicles, trailers, bins, and stored materials before the closure begins.
  6. Arrange lawful parking and obtain any required permits or suspensions.
  7. Ask how deliveries, waste collection, fuel, and service visits will reach the property.
  8. Confirm the daily contact and the procedure for an unexpected full closure.

Use this message to request access

You can adapt the following wording for email or a letter:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“I live at [address]. Your notice indicates that driveway access may be restricted from [date] to [date]. Please confirm the exact closure hours, the authorized vehicle and pedestrian route, the traffic controller’s contact, and where residents may park. Please also confirm how emergency and accessibility access will be maintained and whether a temporary access permit or other approval is required. If the route changes, please notify me before the change takes effect.”

Keep the reply with your project records. If the answer is incomplete, ask the authority to identify the approved traffic plan and the person responsible for enforcing it.

Costs, responsibility, and records

Potential costs include local permit fees, temporary surfacing or plates, private-land access, parking permits, and restoration. Responsibility depends on the contract, permit, and local law. Ask in writing whether the contractor, authority, property owner, or another party pays each item, and whether damage to the driveway or verge will be inspected and repaired.

No broadly applicable statistic or standard national fee exists for blocked-driveway access. The Ottawa amounts above are local 2026 administrative fees only. Treat any other figure supplied informally as an estimate until the issuing authority confirms it.
