How Smaller Contractors Can (Finally) Unlock the Benefits of Craft Training

Small contractors can explore craft training through existing apprenticeship sponsors and local workforce partners, without building an entire program alone.

Small contractors do not need to build an apprenticeship program from scratch to train craft workers. Start by asking an existing Registered Apprenticeship sponsor or an apprenticeship consultant whether a program can serve your trade and business. Registered Apprenticeship combines paid work, structured on-the-job learning, mentorship, related instruction, progressive wages and a portable credential; local workforce support may help with some costs, depending on availability and eligibility.

What craft training through Registered Apprenticeship includes

The U.S. Department of Labor describes Registered Apprenticeship as an industry-driven pathway validated by the Department or a State Apprenticeship Agency. Its elements are designed to connect learning directly to work:

As an Amazon Associate I earn from qualifying purchases.

  • Paid employment: apprentices earn wages while working.
  • Structured on-the-job learning: an experienced mentor guides training against defined skills.
  • Progressive wages: pay increases as an apprentice gains skills and productivity.
  • Related instruction: supplemental classroom or other education is tailored to employer and occupation needs.
  • Portable credential: successful completion can lead to an industry-recognized credential.

The Department says employers of all sizes can access technical assistance at no charge. That assistance can make an established program or sponsor a more practical starting point than designing every component alone. Learn about Registered Apprenticeship for employers.

Why a small contractor might invest in training

The Department of Labor lists potential employer benefits including developing a skilled workforce, flexible training, productivity and profitability, retention, and reduced liability costs through appropriate training. These are possible benefits, not guaranteed outcomes for every company. A contractor’s results depend on the occupation, program quality, project mix, supervision, scheduling and costs.

The scale of construction apprenticeship is substantial: the Department of Labor’s 2025 construction fact sheet reports that over 451,000 apprentices were served in the construction industry in 2024. Separately, the Department’s construction page reports 480,399 apprentices served in construction in 2025, a 28% increase over the past five years. Those figures refer to different years and are not directly interchangeable. Read the Department’s 2025 construction fact sheet and its construction apprenticeship page.

The construction page attributes this observation to the Texas Workforce Commission: “Registered Apprenticeships are your Human Resources Recruitment, Retention and Retooling plan. In this tight job market, Registered Apprenticeships are a great way to attract and retain talented employees through training, competitive wages and industry recognized credentials that are portable and stackable.” The statement reflects that agency’s view, not a promise of a particular hiring or retention result.

  1. Define the craft and skills. Identify the occupation you need to train for and the specific tasks, safety practices and competencies workers should learn. Keep the list tied to the work your company actually performs.
  2. Ask about an existing sponsor or program. Contact an apprenticeship consultant, the U.S. Department of Labor’s Office of Apprenticeship, or your State Apprenticeship Agency. Ask whether an existing sponsor or registered program can serve your business and occupation, and what participation would require. The Department’s employer program information explains the model and technical assistance.
  3. Contact your local workforce system. Ask your local Workforce Development Board or American Job Center whether WIOA Title I-B support is currently available for on-the-job learning, related instruction or apprentice support services. CareerOneStop’s local-help directory can help locate a board or American Job Center.
  4. Check state and local incentives before budgeting. Tax credits, tuition support and grants vary by jurisdiction and may have eligibility rules or expiration dates. Confirm current official rules for your location and business before counting on any incentive.
  5. Plan mentoring around paid project work. Decide who will mentor apprentices, how instruction fits the work schedule, and how learning will be tracked. Training must coexist with job deadlines; an available program is only useful if the company can consistently provide supervision and learning opportunities.

What may help pay for training—and what is not guaranteed

WIOA Title I-B funds are allotted to states and generally administered through local Workforce Development Boards. Depending on local availability and eligibility, they may support on-the-job learning, related training and instruction, and participant needs such as tools, books and uniforms. Ask the local board what it funds now, who qualifies, which expenses are covered, and what documentation or timing rules apply. Do not assume a particular apprentice or contractor will be approved.

In June 2026, the Department of Labor reported $85 million awarded for the fourth State Apprenticeship Expansion Formula round, with awards beginning July 1, 2026. The awards go to states and territories to expand Registered Apprenticeship, including in construction; they are not a direct grant promise to an individual contractor. The Department’s awards page provides the program details.

State credits, grants and tuition benefits are separate questions from the federal formula awards. Their availability and terms differ, and an incentive listed in a directory may have dated provisions. Check the current rules with the relevant state agency before making a hiring or training budget depend on it. The Department’s state incentives and support directory is a starting point, not an eligibility determination.

Compare training options against the work your company can support

There is no single best arrangement for every small contractor. When speaking with a sponsor or agency, compare options on the factors that affect whether training can actually run on your jobs.

Decision factor What to ask
Staff burden Who handles curriculum, records, coordination and required paperwork?
Schedule fit Can mentoring and related instruction fit around project deadlines and paid work?
Occupation and skill fit Does the program cover the trade and the competencies your company needs?
Credential and quality What credential can the apprentice earn, and how is the training structured or validated?
Cash cost and assistance What wages and instruction costs remain with the employer, and what local support is actually available?
Flexibility Would an existing sponsor, a group arrangement or a customized option better fit your scale and work?

The Department identifies flexible, customized training and technical assistance as features of the apprenticeship system, but no small-contractor-specific return-on-investment figure is established. Make the business case using your own hiring needs, supervision capacity, training expenses and likely work pipeline rather than assuming a universal payoff.

Start with a conversation, not a funding assumption

For a small construction company asking how to train workers, the most useful first move is to identify the craft skills needed and call an apprenticeship consultant, Office of Apprenticeship, State Apprenticeship Agency or existing sponsor. Then ask the local Workforce Development Board or American Job Center about current WIOA options. These contacts can clarify whether a suitable program exists, what the employer must provide and which costs—if any—could receive local support.
