A Swedish construction and education delegation from a rural area in northern Sweden visited Scotland to examine how construction apprenticeships can work across dispersed communities. The construction-specific topics included plumbing and roofing apprenticeships, online support for teaching, and the challenge of delivering training over a wide rural area. Scotland’s approach offers comparison points—not a proven package for Sweden to copy.
What the Swedish delegation came to examine
CITB’s account describes a visit to the National Construction College in Inchinnan by local officials, politicians, employer groups, trade unions and education providers from a rural area in northern Sweden. Skills Development Scotland supported the Scottish Government in hosting the group. CITB says the visit was arranged to share insights into how the Swedish construction industry could learn from Scotland about rural apprenticeship delivery. (CITB)

The account describes the visit’s purpose and subjects; it does not report which ideas Sweden later adopted or measure any effects.
How Scottish Modern Apprenticeships combine work and training
Scottish Modern Apprenticeships join paid employment with structured learning. In its 2018 account, the Swedish government inquiry SOU 2018:81 described apprentices as employed from their first day, with workplace learning supplemented in some sectors by publicly funded school learning in general and vocational subjects. It said training content and duration vary by sector and qualification level, with the Scottish Credit and Qualifications Framework providing a national reference. That report is a historical description, not confirmation that every detail remains unchanged. (SOU 2018:81)

Employers and learning providers share responsibilities
Current Scottish employer guidance describes an ongoing partnership. Employers pay the apprentice’s salary, agree training with a learning provider, and support the apprentice through mentoring and development. Providers can include contracted colleges, universities and other organisations. (Apprenticeships.scot employer guidance)
For a rural construction employer, that partnership matters because a firm may not be able to supply every part of an apprenticeship itself. Provider coordination can help organise structured learning alongside the work available on site, while mentoring and support remain part of the employer’s role.

What makes apprenticeship delivery difficult in rural areas
Distance and off-the-job training
When learners, employers and providers are far apart, travel to formal training can add cost and time. Scotland’s National Islands Plan annual report for 2024 describes a rural uplift: an increased payment to training providers intended to encourage Modern Apprenticeship provision in rural and island communities. The report also says travel and subsistence, including accommodation, is available when an apprentice must attend formal off-the-job training outside normal daily travel requirements under the relevant framework. These Scottish mechanisms illustrate ways policy can address distance; they do not establish that the same terms apply in Sweden. (Scottish Government, National Islands Plan annual report 2024)
Small employers and the availability of work placements
A small construction business may have limited capacity to employ, supervise and train an apprentice on its own. A Scottish Parliament committee report in November 2018 recorded concerns that rural businesses were often very small and might struggle to offer apprenticeship places, alongside concerns about a shortage of work placements. Scotland has explored responses that account for smaller employers. A Scottish Government evaluation of the rural skills action plan describes Skills Development Scotland and industry partners piloting Modern Apprenticeship delivery approaches responsive to individuals and particularly to small and micro employers in rural Scotland. In an October 2025 parliamentary answer, the Scottish Government said officials would continue exploring shared apprenticeship arrangements as a possible support for SMEs without the capacity to employ an apprentice independently. The answer also described the rural uplift and promotion of delivery in island and rural communities. It records ongoing policy exploration, not evidence that a shared model has solved the capacity problem nationwide. (Scottish Parliament, October 2025)

Where online teaching may fit—and what remains unanswered
Online teaching support was one of the topics identified for the visit, but CITB’s account does not name a particular technology or report a tested result. The practical question for construction is which learning activities can be supported remotely and which require learners to attend in person for practical training, workplace experience or assessment. The sources do not establish the relative cost or performance of online and in-person approaches.
Rural delivery therefore involves several linked choices: how far apprentices travel, how required off-the-job training is arranged, whether small firms can release and support learners, and how providers coordinate teaching and assessment across dispersed communities. A digital component may be relevant, but the visit account alone cannot show how it should be designed.
What Sweden can usefully compare with Scotland
The Scottish experience is best treated as material for local comparison rather than a model that can be transplanted unchanged. Relevant questions include:
- Geography and travel: How far must apprentices travel, and who pays when formal training requires travel or accommodation?
- Training format: Which parts of plumbing and roofing training need in-person practice, and where can online teaching support learning?
- Employer capacity: Can small firms employ and mentor apprentices alone, or would shared arrangements or stronger coordination help?
- Provider coordination: How do employers and learning providers plan structured training, support and assessment?
- Qualifications and governance: How should learning outcomes fit Sweden’s own qualification system and responsibilities?
The Swedish inquiry separately records that a YA-delegation visited Scotland from 16–19 May 2016 to learn about the education system, particularly vocational education and apprenticeships. The available accounts do not establish that this was the same visit described by CITB, so the two should not be conflated. (SOU 2018:81)
