Pacific Business News describes its November 21, 2025, “Construction Projects, Residential” list as ranked by project value. Its accessible page does not disclose the 21 entries or their individual values, so the $11.9 billion total and project-by-project ranking cannot be independently verified here. Public housing and development sources offer useful context, but they are not a substitute for that list.
What the $11.9 billion ranking does—and does not—tell readers
The title refers to residential construction projects ranked by project value, not by the number of homes, land area, or construction progress. Pacific Business News credits the list’s local research to Lucy Tuitupou and dates it November 21, 2025. The full list is subscriber-gated, and the accessible page does not provide the entries, their values, or enough methodology to reproduce the ranking. That limitation matters: the public sources below describe housing pipelines, individual development plans, permit trends, and selected project disclosures. They do not establish which projects appear in the PBN ranking or validate its stated $11.9 billion aggregate.
Hawaii’s public housing pipeline by county
The Hawaiʻi Housing Finance & Development Corporation’s 2025 pipeline lists 10,175 planned units statewide. HHFDC characterizes these as forthcoming pipeline units, not homes currently in service. The county distribution shows that most of the listed pipeline is in Honolulu County.

These figures describe units in a pipeline, not a dollar-value ranking. HHFDC’s Honolulu examples include Pohukaina Phase 1 (431 rental units), Gateway Rentals at Hoopili (348 rental units), Halawa View Apartments II (302 rental units), and Hale Moiliili (278 rental units). Large plans and projects disclosed separately from the ranking
Ka Lei Momi and Kapalama Kai
The University of Hawaiʻi Economic Research Organization’s 2025 factbook reports that preliminary plans for Ka Lei Momi total 10,844 new units across nine sites. UHERO cautions that the new-unit counts are preliminary and subject to change; implementation is expected site by site over at least ten years. The factbook also describes Kapalama Kai as a master-planned development envisioning 5,000 new units. Neither figure is a project-value estimate or confirmation of inclusion in PBN’s list. Ward Village projects
The Howard Hughes Corporation’s 2025 Form 10-K reports that, as of December 31, 2025, The Park Ward Village was under construction with 545 residences and expected completion in Q2 2026. Kalae was also under construction, with 329 residences and expected completion in 2028. In predevelopment, the filing lists The Launiu (485 units), Melia (220), and ʻIlima (148); those forecasts may change. Koa Ridge and Hoʻo pili
Honolulu’s 2025 update to its official statement describes Koa Ridge as a $2.2 billion housing and commercial development planned for 3,500 single- and multifamily homes plus other uses. The same document describes Hoʻo pili as planned for 11,750 homes alongside commercial, educational, community, and open-space uses. These are project descriptions in the city’s update; they do not establish that either development appears in PBN’s residential ranking. Hokuao on Lānaʻi
The General Contractors Association of Hawaiʻi’s 2025 Build Hawaii Awards material describes Hokuao as 150 rental homes: 76 affordable units and 74 market-rate units. Why construction schedules can be hard to compare
UHERO reports that median county permit processing times in 2024 ranged from 172 to 393 days for single-family permits and from 300 to 554 days for multifamily permits. Those ranges cover counties, not a single statewide processing time or a guarantee for any project. UHERO notes that county records differ, applicant response delays may contribute, and multifamily construction can begin before all permits are formally approved. Its factbook cautions: “These figures may obscure the true complexity of the permitting process.” The data is retrospective, so permit-processing figures should not be treated as a direct measure of a project’s current construction stage.

Permit value is not the same as residential project value
Honolulu’s 2025 official-statement update reproduces statewide private building permit values from the State of Hawaiʻi Department of Business, Economic Development and Tourism: $3,127,828,000 in 2017, $3,747,106,000 in 2021, and $3,667,169,000 in 2023. These totals cover all private building permits, not residential construction alone, and they are annual statewide permit values—not estimates for the projects in PBN’s ranking.
