Some waste plastics are also molded or compressed into brick-like units, and recovered plastic can be used in composite roofing. These routes produce materials with different ingredients, properties and uses. Whether a product is suitable for a particular job depends on its formulation, testing and intended application—not simply on the fact that it contains recycled plastic.
What happens between discarded plastic and a building material?
There is no single process that turns plastic waste into construction materials. The first practical distinction is what the manufacturer is making: a standalone plastic product, a composite, or a conventional construction mixture modified with plastic. The waste plastic’s role differs in each case. It may form most of a timber or post, be combined with another material, replace some sand or aggregate, act as a fiber, or be added to asphalt binder.

That distinction matters because two products containing recycled plastic are not automatically interchangeable. A landscaping post made from reprocessed plastic is not the same material as a concrete mix containing plastic fibers. Neither can be assumed to perform like conventional lumber, asphalt or concrete without evidence for the specific product and use.
At a high level, a conversion route has to match a feedstock and formulation to a manufacturing process and an intended application. The product then needs to be assessed against the requirements of that application. The available guidance does not establish one universal recipe, processing sequence or performance rating for all recycled-plastic construction materials.

Route 1: Reprocessing plastic into lumber and composites
Plastic lumber made from recovered plastic
Recovered plastics can be made into landscaping timbers and posts. The U.S. Environmental Protection Agency (EPA) identifies materials such as milk jugs and plastic bags as possible feedstocks for plastic lumber products. That describes a product category, not a promise that every product accepts every kind of plastic or uses the same manufacturing method.
In this route, plastic is the material forming the lumber-like product. Some products are made from plastic alone; others combine plastic with a different material. The end product can resemble a timber or post in shape, but shape alone does not make it equivalent to conventional wood for every use. Buyers and specifiers need to check what the product is designed for and what evidence supports that use.
Wood-plastic and other composites
Wood-plastic recycled composites (WPRC) combine plastic with wood or another wood-derived component. Plastic lumber products may also use fiberglass. These are different formulations: the materials and their proportions affect what the product is, so a general claim about “recycled plastic lumber” should not be taken to describe every composite.

What to verify before using plastic lumber
Plastic lumber is not necessarily uniform through its cross-section or along its length. The EPA cautions: “Plastic lumber, however, is not homogeneous in its construction, so tests on a cross-section of this material do not accurately predict how a length of lumber will perform in certain circumstances.” Its procurement guidance identifies tests that assess lengthwise performance, including compression, flexure, creep and fastener tests.
For a project, the useful question is not just whether a sample looks strong. Ask whether test information covers the direction and type of loading, long-term deformation, and fastening conditions relevant to the intended application. Exposure and project requirements matter too. Landscaping timbers and posts are clear product examples, but they should not be treated as structural building lumber unless the product’s documentation and applicable project requirements support that use.
Route 2: Adding plastic to asphalt and concrete
Plastic-modified asphalt
One approach adds plastic to asphalt binder through a wet process. In this method, the plastic is incorporated into the binder rather than being used as a separate timber-like product. Performance depends on the process and formulation, so the phrase “plastic asphalt” by itself does not tell a project team how the material will behave.
A Minnesota Department of Transportation final report dated August 1, 2025, found reduced cracking resistance when post-consumer recycled plastic was added to asphalt binder using the wet process, compared with the same binder without plastic. This finding applies to the mixtures tested in that study. It is a reason to scrutinize the specific formulation and performance data, not proof that every plastic-modified asphalt mixture will have the same result.

Plastic in concrete as sand replacement or fiber
Plastic can play different roles in concrete. It may replace some sand, or it may be introduced as fiber. Those are distinct mixture designs, and evidence about one should not be transferred to the other.
In the mixtures tested in the same 2025 Minnesota DOT report, plastic used as sand maintained statistically similar mechanical and durability properties, while plastic fiber enhanced them. These results describe the tested mixtures, not a universal performance guarantee for all plastics, concrete recipes or construction projects. A project decision still needs evidence for the actual material, mix and intended use.
Other forms: molded units and composite roofing
Compressed or molded plastic bricks
An APEC preliminary study describes recycled-plastic bricks as construction units made by compressing or molding waste plastics. That establishes that the product concept exists, but the cited study excerpt does not provide performance data or building-code approvals, nor does it establish that the units are suitable for structural walls. A product’s brick-like shape is not evidence of load-bearing capacity or code acceptance.

Asphalt-plastic composite roofing
The EPA’s recovered-material advisory notice identifies asphalt/plastic composite roofing materials as a product category that can use recovered plastic. The notice does not give an identified recycled-content percentage for those products. A recycled-content claim for a particular roofing product therefore needs product-specific documentation; the category alone does not support a percentage.

What do the EPA recycled-content figures mean?
The EPA’s landscaping-products procurement guidance gives recovered-material recommendations for specified product categories. The figures below are not market averages, measurements of all products sold, or guarantees for a particular item. The current guidance page does not state a year for these figures.
| EPA product category | Postconsumer content | Total recovered materials |
|---|---|---|
| HDPE plastic lumber landscaping timbers and posts | 25–100% | 75–100% |
| Mixed-plastics/sawdust plastic lumber | 50% | 100% |
| HDPE/fiberglass plastic lumber | 75% | 95% |
| Other mixed-resin plastic lumber | 50–100% | 95–100% |
| Asphalt/plastic composite roofing | Not identified by the EPA advisory notice | Not stated |
For procurement or specification, keep the material basis clear. “Postconsumer content” and “total recovered materials” are different measures, and a range for a product category does not tell you the content of an individual product. Request documentation for the exact product and distinguish a manufacturer’s product-specific statement from an EPA category recommendation.
The sources do not establish a market-wide figure for how much plastic waste, or what share of all plastic waste, becomes construction material. The product-category figures above cannot be used to infer such a total.

How to decide whether a recycled-plastic material fits a project
Start with the application and required performance, then work backward to the product and its evidence. The same label—recycled-plastic construction material—can describe products with different constituents, forms and functions. Use the following checks when evaluating a specification, submittal or product claim:
Best Value
- Milwaukee Ink all Fine Point Marker, Black, 4 Per Pack
- 4 per pack Features Clog Resistant Marker Tip Writes through Dusty, Wet and Oily Surfaces Durable Marker Tip for Writing on Concrete, OSB and Rough Surfaces
- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
- Hard hat clip- attaches for easy access
- Quick dry time with reduced smearing and marking
- Identify the material route. Determine whether plastic forms lumber, is combined into a composite, modifies asphalt binder, replaces sand or aggregate in concrete, acts as fiber, or forms a molded unit. Do not treat those routes as equivalent.
- Confirm the intended use. Check whether the product is designed for landscaping, roofing, a pavement mixture or another stated application. Do not infer suitability for structural or load-bearing use from appearance or recycled content.
- Ask what the feedstock and formulation are. Look for the plastic type, other constituent materials, and—where relevant—the proportions. A general category description is not a product recipe.
- Check product-specific test evidence. Match the tests to the job. For plastic lumber, relevant evidence may include compression, flexure, creep and fastener behavior over the length of the product. For asphalt and concrete, look for results tied to the actual mixture and the performance requirements of the project.
- Match durability evidence to expected exposure. A result from one formulation or test condition does not establish performance in every climate, installation or service condition. Seek evidence appropriate to the project’s exposure and specifications.
- Verify recycled-content claims independently. Ask what percentage refers to postconsumer material versus total recovered material and whether it applies to the specific product being supplied.
- Check standards and local requirements. Determine whether a relevant standard, project specification or local approval applies. A standard’s scope is not a blanket authorization for all uses.
Regulatory treatment also depends on jurisdiction. Oregon Department of Environmental Quality beneficial-use guidance illustrates a general principle for substitutions involving waste: the substitution should be productive, meet performance criteria and avoid adverse impacts. Oregon’s guidance is a jurisdiction-specific example, not a rule that applies everywhere. Project teams should verify the requirements of the location where the material will be used.
Why the material’s role matters more than the label
The practical comparison is between a material and the job it must do, not between “recycled” and “conventional” as broad categories. A plastic lumber post raises questions about lengthwise strength, creep and fastening. A plastic-modified asphalt binder raises questions about pavement performance, including cracking resistance. Concrete with plastic replacing sand and concrete with plastic fibers are separate cases, with different findings in the cited Minnesota study.
Recycled content is useful information about inputs, but it does not by itself answer whether a product meets a structural, durability or project requirement. Likewise, the existence of a standard or a promising result from one test does not establish universal approval. The defensible claim is always bounded by the product, formulation, test evidence and intended application.
