Construction rework has no single dependable industry-wide price tag. One 2025 study of a contractor’s projects found precompletion field rework averaged 0.38% of contract value, while an older analysis reported direct rework costs often totaling 5% of construction costs. Those figures measure different things, so neither should be applied as a universal allowance.
For a project-specific estimate, define what counts as rework, record each event, total its direct correction costs, and assess indirect effects separately. State the project-cost denominator and the limits of the records so the result can be checked and compared fairly.

What counts as construction rework?
Rework is work that must be repeated or previously installed work that must be removed and corrected. The boundary matters: one project may count only field corrections caused by errors, while another may also include some owner-directed changes or postcompletion repairs. A percentage is meaningful only when its definition is clear.
A definition reported by the American Society of Concrete Contractors, attributed to Navigant Construction Forum, covers field activities performed more than once or removal of installed work, regardless of cause, when no change order or owner-identified change of scope exists. A project team can adopt a different boundary, but should document it before calculating costs. Otherwise, changes in how events are classified can make the rate appear to rise or fall even if the underlying work has not changed.

Decide in advance how to handle disputed or borderline events. For example, distinguish a correction caused by defective or incomplete work from a formally authorized scope change. If the cause or responsibility is unclear, record that uncertainty rather than forcing the event into a category. The purpose is to apply the same rule throughout the estimate, not to assign blame prematurely.
How much does construction rework cost?
Published estimates vary with the projects studied, the definition of rework, the cost types included, and the denominator used. The following figures are useful reference points, not interchangeable rates or guaranteed outcomes.
| Study and evidence | Reported result | What the figure includes and how to read it |
|---|---|---|
| Peter E. D. Love, 2025; exploratory dataset from one contractor | Average 0.38% of contract value for precompletion field rework; range 0.01%–3.67% | Actual precompletion costs. The study reports that these costs were underreported by 300%. The dataset is not a universal industry sample. |
| Love, 2025; estimate adding postcompletion corrections | Average 0.76% of contract value; range 0.02%–7.34% | Researchers estimated postcompletion costs at roughly the same level as precompletion costs. Postcompletion costs were not directly available in the dataset, so this is an estimate, not a direct tally. |
| Hwang, Thomas, Haas, and Caldas, 2009; analysis of 359 projects in the Construction Industry Institute database | Direct rework costs alone often tally to 5% of total construction costs | An older finding with a different sample, measure, and denominator from the 2025 contractor dataset. Do not treat it as a directly comparable rate. |
| Love and colleagues, 2000; two Australian project case studies | 3.15% and 2.40% of contract value | Results from two projects, not a general market average. Client or end-user changes and contract-document errors or omissions were primary causes in those cases. |
The 2025 study is notable because it uses actual project costs and identifies substantial underreporting, but its exploratory single-contractor dataset limits how broadly its average can be generalized. Its 0.76% figure also depends on an assumption about unavailable postcompletion costs. The older 5% figure concerns direct rework costs and a different cost base. A project should not choose between these figures as if one were the “correct” universal rate.

Indirect impacts add another source of variation. The Scottish Government review describes indirect costs as less frequently quantified and highly variable. An estimate of indirect costs equal to about 80% of direct costs has been attributed to Navigant Construction Forum in an American Society of Concrete Contractors summary; it is a reported estimate, not a multiplier that can safely be applied to every project.

What belongs in a rework cost estimate?
Direct correction costs
Direct costs are the resources used to undo, remove, replace, or correct the affected work. Depending on the project’s accounting records and stated boundary, they can include correction labor, replacement materials, equipment, subcontractor charges, and removal or disposal. Include only costs attributable to the recorded event, and use a consistent accounting basis.
Be alert to costs that are easy to miss or double-count. If a subcontractor’s correction charge already includes labor and materials, do not add those components again unless the invoice separates them. If removed work is charged to one cost code and replacement work to another, both may belong in the event total. Retain the source record that supports each amount.
Indirect impacts
Indirect costs arise because rework disrupts the project beyond the correction task itself. Potential impacts include added supervision or project overhead, waiting by other crews, disrupted sequencing, reduced productivity, critical-path delay, and lost profit. These effects should be estimated separately from direct costs because they are harder to isolate, may overlap, and are less consistently quantified.
For example, a delay cost should not be added as a generic percentage if the project has no documented delay period, cost basis, or attribution method. When records support an estimate, explain the calculation and assumptions. When they do not, report the impact as unquantified rather than disguising uncertainty as a precise dollar amount.

Set the cost base before calculating a rate
Choose the denominator that matches the numerator. Commonly stated bases include contract value and total construction cost, but they are not identical. A direct-cost total covering only field corrections should not be divided by an unrelated project budget figure without explaining the difference. Label the base in every percentage, and use the same boundary when comparing projects or periods.
How to estimate rework on your project
- Set the definition and period. Agree whether the estimate covers field work only, whether it includes postcompletion corrections, and how owner changes or other scope changes are treated. State the start and end dates or project phase covered.
- Create an event register. For each potential rework event, record the date, location or work package, description, cause, responsible party if known, precompletion or postcompletion status, and source record. Suitable source records may include field reports, inspection records, change documentation, invoices, or cost codes. This register is a practical way to implement consistent tracking; it is not a prescribed template from the cited studies.
- Classify each event consistently. Apply the agreed boundary and note uncertain cases. Preserve the event description and evidence even if the cause or responsibility remains unresolved; later review may clarify the classification.
- Collect the direct costs. Attribute correction labor, materials, equipment, subcontractor charges, and removal or disposal costs where applicable. Use project records and avoid counting an amount twice across invoices, cost codes, or internal summaries.
- Assess indirect effects in a separate calculation. Include only impacts that can be supported by project records or a stated estimation method. Potential categories include added supervision or overhead, waiting, sequencing disruption, productivity loss, critical-path delay, and lost profit. Mark unsupported or overlapping impacts as unquantified rather than adding an automatic multiplier.
- Choose and label the denominator. Select a cost base—such as contract value or construction-phase cost—that is appropriate to the events and costs counted. Record the value and its scope alongside the estimate.
- Calculate and report the result. Sum the event costs, show the currency amount, and calculate a percentage only after identifying the denominator. Disclose inclusions, exclusions, dates, data completeness, and any sensitivity range.
The operational calculation is:
Estimated rework cost = recorded direct correction costs + separately estimated indirect impacts
Rework rate = estimated rework cost ÷ stated project-cost base × 100%

This approach makes the arithmetic transparent; it does not make uncertain inputs more precise than the records allow. Keep the direct-cost total visible even when indirect impacts are estimated, so another reader can distinguish observed charges from modeled effects.

Worked example: turning event records into a rate
Suppose a hypothetical project has a stated contract value of $10 million. Its event register shows $24,000 in direct correction costs. The team also estimates $6,000 of indirect impact from documented added supervision and waiting, with the assumptions recorded separately. The estimated total is $30,000, or 0.30% of the $10 million contract value.
This example illustrates the calculation only; its amounts are not an industry benchmark. If the indirect estimate is not sufficiently supported, report the $24,000 direct total as 0.24% of contract value and identify the indirect impact as unquantified. If the project later finds additional postcompletion costs, update the covered period and report the revised scope rather than silently changing the earlier figure.
Why actual rework costs are often difficult to pin down
Rework is not always coded or reported as rework. Costs may be distributed across normal labor, material, subcontractor, or project overhead accounts, while the original cause is recorded in a field note rather than the accounting system. The 2025 study’s finding of 300% underreporting underscores how an apparently tidy total can miss activity that occurred in the field.
There are also attribution problems. A correction may involve several trades, or a delay may have multiple causes. An owner-directed change can coincide with defective work, making it unclear which costs belong in which category. Record the event and the basis for attribution; do not claim greater certainty than the documentation supports.

Good tracking is therefore not just a bookkeeping exercise. A consistent event record lets the team identify missing costs, distinguish direct charges from indirect effects, and compare like with like over time. The Scottish Government review cautions that indirect costs are less frequently measured and vary considerably, so the quality of any indirect estimate depends on the evidence and assumptions disclosed.
How to use benchmarks without misusing them
- Use them as context, not as a contingency rate. Published percentages describe specific datasets and measurement choices, not the expected result for your project.
- Match cost boundaries. Compare direct costs with direct costs, or direct-plus-indirect totals with estimates that include both.
- Match timing. A precompletion rate is not equivalent to a figure that includes postcompletion corrections.
- Match denominators. Contract value, total construction cost, and other cost bases can produce different percentages even for the same numerator.
- Consider the evidence method and sample. Actual cost records, database analyses, survey estimates, and a two-project case study have different strengths and limits.
Causes also depend on project context. The 2000 two-project study identified client or end-user changes and contract-document errors or omissions as primary causes in those cases. That finding can help prompt questions during a project review, but it does not establish a universal ranking of causes for other projects.
What to include in a credible report
A useful rework estimate lets a project manager, owner, or estimator understand not only the final percentage but how it was produced. Include these items with the number:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- The rework definition and whether owner-directed changes are excluded.
- The covered dates and whether the estimate includes only precompletion events or also postcompletion corrections.
- The currency amount for direct costs and any separately estimated indirect impacts.
- The denominator, its value, and the scope it represents.
- The source records used, known gaps, and any event classification or attribution uncertainties.
- Assumptions behind indirect costs and a sensitivity range when reasonable alternative assumptions materially change the result.
With those details, the estimate can support project decisions and future comparisons. Without them, a percentage may look precise while concealing differences in scope, timing, and accounting.
