Seattle-based BuildingWork developed the library with the Swinomish Indian Tribal Community, fitting a compact, daylight-oriented building onto a 10,500-square-foot lot in La Conner’s historic district. Exposed CLT walls, rooftop solar, an efficient envelope and HVAC system, non-toxic finishes, and LEED Silver certification combine with Coast Salish carving and furnishings made from the carving’s cedar log.
The result is a community-driven project in both its delivery and its architecture. La Conner Regional Library owns the project, the Swinomish Indian Tribal Community is a client partner, and tribal artists shaped a prominent story pole and interior elements. Historic-district requirements and the constrained site determined the building’s compact form, while the cultural collaboration gave the library a visible civic identity.

Rather than limiting mass timber to a roof, a few floors, or a hybrid frame, the design makes CLT the principal structural system and leaves the timber visible on interior walls. BuildingWork principal architect and founder Matt Aalfs called it “a rare example of a publicly funded building that utilizes CLT for the entire building structure.”

How the historic district and small lot shaped the design
The library sits among compact buildings whose visual language comes from La Conner’s mid-to-late-19th-century architecture. Historic-district rules limited how a new public building could address the street, and the 10,500-square-foot lot left little room for a sprawling plan. BuildingWork therefore had to reconcile a contemporary library program with established proportions, setbacks, materials, and facade character.
The architects translated nearby patterns rather than reproducing a historical building. The result is a compact form that fits the district while allowing the interior to function as a modern library. This distinction matters: the project’s historic response is an exercise in contextual design, not a claim that the building is an original 19th-century structure.
Site pressure also made every interior and exterior decision consequential. A tight urban parcel increases the importance of clear circulation, useful daylight, and coordinated structure. In this project, the exposed CLT surfaces, window placement, and compact massing work together instead of treating structure, light, and historic compatibility as separate exercises.
What CLT does in this building
Cross-laminated timber is manufactured from layers of lumber set at alternating directions and bonded into large structural panels. Those panels can serve as walls, floors, and roofs. In La Conner, the system is used throughout the building’s structure, so the architectural finish and the load-bearing material overlap in many interior areas.

Whole-building structural approach
Using CLT for the complete structural system distinguishes the library from projects that use a conventional frame with a limited mass-timber feature. The approach requires early coordination among the architect, structural engineer, manufacturer, contractor, and building-envelope specialists because openings, connections, services, and finishes must be resolved around large prefabricated panels.
Building Design + Construction’s 2023 account does not provide panel dimensions, species, connection details, erection dates, or a construction schedule, so those technical specifications should not be inferred. What is documented is the system-level decision: CLT carries the building structure and remains visible inside.

Exposed interiors and daylight
Leaving CLT walls exposed gives the library a warm, tactile interior and makes the structural strategy readable to the public. Daylighting techniques help bring attention to the grain and panel geometry while reducing reliance on electric lighting during suitable conditions. Building Design + Construction’s 2023 account does not report measured daylight autonomy, lighting-energy savings, or post-occupancy results.
Which sustainable features are documented
The sustainability package combines energy, material, and certification strategies rather than relying on a single technology.
- Rooftop solar: photovoltaic panels are included as part of the building’s energy strategy.
- Efficient envelope: the enclosure was designed for high efficiency, limiting unwanted heat transfer and supporting interior comfort.
- High-efficiency HVAC: mechanical systems were selected as part of the energy-performance approach.
- Non-toxic materials and finishes: the interior specification addresses material health as well as appearance and durability.
- LEED Silver certification: the completed project achieved the Silver level of the LEED rating system.
- Biogenic carbon potential: CLT stores carbon in the wood used for the panels, which is why the material is associated with carbon-sequestering construction strategies.
LEED Silver confirms that the project met the applicable requirements for that certification level; it is not a published measurement of total carbon stored, annual energy use, or operating emissions. Building Design + Construction did not publish a quantified carbon total or measured energy results for the library. Those figures should not be substituted with generic mass-timber benchmarks.

How Swinomish collaboration appears in the architecture
The Swinomish Indian Tribal Community’s involvement is expressed through authorship, fabrication, and the way visitors encounter the building. Kevin Paul, a Swinomish elder and master carver, and Camas Logue carved an 18-foot cedar story pole for the library. BuildingWork adjusted and reshaped portions of the building around the pole and matched facade colors to it, making the artwork part of the architectural composition rather than a detachable object.
The story pole’s three figures
Paul described the carving as a sequence of traditional figures with a specific meaning:
- At the base: a Salish person wearing a cedar-bark hat, with hands outstretched in welcome.
- In the middle: two circling salmon representing the sharing of resources.
- At the top: an eagle representing guidance and wisdom.
Paul explained that the story pole presents the library as a place where people come together to find guidance and knowledge, with everyone welcome. The interpretation connects the library’s public purpose to Coast Salish imagery without reducing the carving to decoration.
Using the entire cedar log
The collaboration continued after the pole was carved. Remaining cedar from the story-pole log became the circulation desk, display shelves, and a custom bench. Reusing the same material across the entry, service, and seating elements gives the interior a physical relationship to the exterior artwork and avoids treating the carving as an isolated feature.
This is a different model from symbolic consultation alone. The tribal partner and artists contributed cultural knowledge and fabricated elements that changed the building’s form, color, furniture, and visitor experience.

Why the project is described as community-driven
“Community-driven” refers to both governance and design. La Conner Regional Library is the public owner, while the Swinomish Indian Tribal Community participated as a client partner. Their shared involvement provided a framework for decisions about identity, representation, public welcome, and the relationship between the library and the surrounding community.
Swinomish Tribe Senator Brian Wilbur summarized the partnership this way: “When there are common interests and goals, native and non-native communities can find ways to work together and build relationships that help each other grow.” In practical terms, that means the project team had to align a public library mission, historic-district obligations, contemporary building performance, and Swinomish cultural authorship.
The story pole makes that alignment visible, but the collaboration also affected less obvious decisions: the building was reshaped to accommodate the carving, colors were coordinated with it, and leftover cedar was assigned to everyday library functions. The community relationship is therefore embedded in circulation and use, not confined to an inauguration feature.

Structural engineering must coordinate with openings and connections; envelope specialists must protect exposed timber and manage moisture; mechanical and electrical engineers must route services through a highly visible interior; and cost estimators and the general contractor must translate the design into a buildable public project.

What other public-building teams can learn
The La Conner example offers a useful framework for evaluating similar mass-timber projects, while its documented facts should not be mistaken for universal performance claims.
| Decision axis | La Conner approach | Question for a future project |
|---|---|---|
| Structural approach | CLT used for the entire building structure | Can the project commit early enough to coordinate a whole-building timber system? |
| Cultural authorship | Tribal partner and carvers shaped and fabricated visible elements | Who has decision-making authority over cultural content, and how will artists be contracted? |
| Site response | Compact building designed for a 10,500-square-foot historic-district lot | Which historic rules, neighboring forms, and site dimensions constrain massing? |
| Sustainability package | Solar, efficient envelope and HVAC, healthier materials, and LEED Silver | Which measures will be modeled, verified, and maintained after occupancy? |
| Community delivery | Public library owner, tribal client partner, and specialist consultants | How will public, cultural, technical, and budget priorities be governed together? |
Plan cultural work as part of the building
If artwork influences geometry, colors, furniture, and circulation, it must enter the design schedule early. The La Conner story pole required the building to be modified around it, demonstrating that cultural elements can be architectural drivers rather than late-stage procurement.
Set measurable sustainability targets
Solar arrays, efficient systems, healthier finishes, and certification establish a credible package, but owners seeking proof of performance should also define targets for energy use, indoor-air quality, water, and carbon accounting. La Conner’s published coverage does not provide those measurements, so future projects should specify how results will be reported.
Coordinate exposed structure before construction
Exposed CLT leaves little room to conceal errors or improvised services. A team considering the approach should resolve penetrations, fasteners, moisture protection, fire and acoustic assemblies, and finish expectations before panels arrive on site. The La Conner project confirms the value of integrated structural, envelope, mechanical, electrical, lighting, and construction expertise, although its published account does not list every technical detail.
What is and is not established about performance
The documented facts support a clear description of the library’s design intent and delivered features: whole-building CLT, exposed timber interiors, daylighting, rooftop solar, efficient envelope and HVAC systems, non-toxic materials and finishes, LEED Silver, and direct Swinomish cultural collaboration.
They do not establish a numerical carbon total, annual energy consumption, utility savings, indoor-air-quality test, lifecycle assessment, construction-cost premium, or post-occupancy evaluation. Those omissions matter when comparing the library with other mass-timber buildings. The strongest defensible conclusion is that La Conner demonstrates how a public project can combine a comprehensive CLT structure with contextual design, cultural authorship, and a documented sustainability strategy.
