In the United States, a highway project usually begins with an identified transportation need, not with a construction contract. State and local agencies assess the problem, set priorities within long-range plans, study feasibility and environmental effects, develop costs and funding plans, and place selected work in programs for implementation. Federal money may help pay for an eligible project, but a federal funding distribution to a state does not by itself select or fund a particular road project.

The process varies with project size, road ownership, state law, metropolitan planning, environmental and property needs, and the funding program. Planning, preliminary engineering, environmental review, design, right-of-way work, and funding decisions can overlap; there is no single timetable or funding split that applies to every highway project.

Who decides which highway projects move forward?

There is no single national office that chooses every road to build. State departments of transportation (DOTs), local governments and, in metropolitan areas, metropolitan planning organizations (MPOs) help identify needs and set priorities. Federal agencies establish program rules and provide or administer federal funding, but project selection generally happens at the state or metropolitan level under applicable federal requirements.

Which agency leads depends on the road and the project. A state DOT may sponsor work on a state highway; a city, county, or other eligible public agency may sponsor work on a local road or bridge. An MPO has a planning and project-selection role in some programs and metropolitan areas. The sponsoring and selecting agencies must also account for ownership, state law, federal eligibility, and the project’s place in applicable plans.

Public input can inform the identification of a need and the consideration of project alternatives. Engineers, planners, environmental specialists, right-of-way staff, and financial staff contribute different assessments; a project’s priority is not determined by its construction cost alone.

How an agency develops a project

The Federal Highway Administration (FHWA) describes project development as connected work areas rather than a strict sequence of gates. Planning and preliminary engineering may overlap, right-of-way tasks may occur at different stages, and later design or funding work can inform earlier assumptions. The FHWA project-development guide is dated 2012, so its description is useful for understanding the broad process, while current requirements and listings should be checked with the responsible DOT or MPO.

1. Identify a need and define the purpose

An agency first identifies a transportation problem or need and establishes what a project is intended to accomplish. The issue may require assessment by planners, engineers, environmental and right-of-way specialists, and members of the public. The agency considers whether a proposed improvement is feasible, how it fits broader transportation priorities, and what financial support might be available.

Defining the purpose matters because it shapes what options are considered and how decision-makers assess them. A project concept is not yet a commitment to build: feasibility, impacts, costs, funding, and priority still have to be worked through.

2. Fit the project into long- and short-range plans

Statewide and metropolitan long-range transportation plans establish the broader context for transportation investments. Short-range programs identify projects expected to move toward implementation. FHWA’s 2012 guide describes the Statewide Transportation Improvement Program (STIP) and metropolitan Transportation Improvement Program (TIP) as programs covering projects expected to receive federal funding in the coming four years. It also says a project must be included in the relevant metropolitan TIP.

That four-year description belongs to the dated guide, not a guarantee that every current program has identical coverage or that a listed project will be built on a particular date. For a specific project, check the current STIP or metropolitan TIP and confirm the listing and schedule with the responsible DOT or MPO. Inclusion signals a place in a program; it is not, by itself, proof that every approval, funding authorization, or construction step is complete.

3. Assess environmental effects and develop the design

Environmental review is part of preliminary engineering for federally involved projects and considers potential impacts. Federal environmental requirements, including review under the National Environmental Policy Act (NEPA) where applicable, interact with project design and other approvals. The details depend on the project and jurisdiction.

As a design develops, agencies conduct surveys, prepare right-of-way plans or maps, and refine cost estimates. Engineering choices and review of effects help establish what work is feasible and what property or other measures may be needed. Because these activities can overlap, a project may continue design or planning work while other development tasks are under way.

4. Acquire and certify needed property

If a project needs property, the agency appraises and acquires the required right-of-way and arranges relocation when required. Right-of-way work can take place during more than one phase. FHWA’s guide says that federal funding for right-of-way requires consistency with long-range plans. State law and federal requirements both apply, and the acquisition process varies by project and jurisdiction.

Before construction can proceed, the agency must certify that the needed right-of-way is in place under applicable requirements. That is one reason a project that appears ready on a planning map may still need substantial development before construction begins.

5. Prepare for construction authorization and delivery

As project scope, design, costs, property needs, and funding become clearer, the sponsor has to establish that the work can proceed under the relevant program and approvals. Federal-aid construction funding is not available merely because a project is included in a plan or a state has received a formula distribution. The eligible recipient must seek an obligation for the eligible project costs, and project-specific requirements must be met.

These linked tasks explain why projects can take years to reach construction, but no fixed duration applies across all projects. The amount of planning, environmental review, design, property acquisition, funding coordination, and public process depends on the project. A small improvement and a complex major project do not have interchangeable schedules.

Where highway construction funding comes from

Highway construction may draw on federal-aid programs, state resources, local funding, or combinations arranged for a particular project. The federal funding lifecycle is especially important to understand because several distinct steps are often loosely described as “getting federal money.” Under FHWA’s explanation, Congress authorizes federal funding, FHWA distributes it, Congress limits obligations, FHWA obligates funds for eligible recipients and projects, and the Highway Trust Fund pays cash as eligible costs are incurred.

Term What it means What it does not mean
Authorization Congress establishes or continues programs and their funding authority through legislation. It does not mean a particular project has been selected or that a contractor has been paid.
Apportionment A distribution to states under a statutory formula. It is not a project-level award or a guarantee that a state has selected a specific project.
Allocation An administrative distribution for a program that is not distributed through a statutory formula. It is not the same thing as an obligation or a payment for work already completed.
Obligation The federal government’s legal commitment to reimburse an eligible recipient for the federal share of eligible costs. It is not the same as cash already paid out.
Outlay An actual payment, generally made as work progresses and eligible costs are incurred. It is not the initial authorization or distribution of funds.

The distinctions matter in practice: a federal program can have authorized funds, and a state can receive an apportionment, while a particular project still has to be selected, meet eligibility rules, and obtain an obligation before federal reimbursement can proceed. Payments then follow eligible costs as work is performed.

Formula programs and competitive grants are different routes

Most federal highway funding is distributed to states by statutory formula, but formula funding does not automatically attach to a named project. States, and in some programs MPOs, select eligible projects under federal requirements. Competitive grants work differently: eligible applicants compete under the criteria and terms in a particular program notice. Eligibility, applicant types, match requirements, and award availability must be checked in the current notice rather than assumed from the program name.

Two federal-aid program examples

Program Eligible work described by FHWA How funds are distributed Project-selection role
National Highway Performance Program (NHPP) Supports condition and performance of the National Highway System, including construction of new NHS facilities. FHWA distributes funds to states by formula. State DOTs select projects under federal requirements.
Surface Transportation Block Grant Program (STBG) Can support eligible federal-aid highways, bridges and tunnels on public roads, pedestrian and bicycle infrastructure, and transit capital projects. FHWA distributes funds by formula. States and local MPOs make project-selection decisions under federal requirements.

These examples show why a project sponsor must check eligibility and decision authority instead of treating all federal highway money as interchangeable. A project’s highway system, work type, sponsor, and place in state and metropolitan plans can all matter. A state’s formula share is funding available to the state under program rules, not a promise that a particular road project has won funding.

What the IIJA funding figure does—and does not—tell you

FHWA’s IIJA funding page describes approximately $350 billion for federal highway programs over fiscal years 2022 through 2026. It says most of that funding was apportioned to states by statutory formulas, with additional competitive grants available. The figure covers that stated fiscal-year period; it is not a general annual amount and should not be read as an authorization continuing automatically after September 30, 2026. For funding after that date, consult subsequent federal law and current-year program notices.

Even within the IIJA period, the headline total does not tell a reader how much a specific project receives, what share is federal, or whether a project has been selected. Those questions depend on the applicable program, project record, and sponsor’s funding plan.

How agencies test whether a large project can be paid for

Cost estimates and financial plans help sponsors assess whether anticipated resources are sufficient to deliver a project as planned. For FHWA major projects, the initial financial plan is prepared as early as practical, usually when early cost estimates emerge during NEPA. The sponsor submits it before construction. FHWA acceptance of the initial plan is tied to the first authorization of federal-aid construction funds for a major project, and annual updates continue through construction.

Projects costing from $100 million up to $500 million also require a sponsor-prepared financial plan and annual updates. FHWA says those plans do not require FHWA approval, though they may be reviewed upon request. These requirements describe the specified FHWA project categories, not every highway job.

A financial plan provides reasonable assurance that resources will be available. If financing is used, the plan identifies up-front capital and expected revenues for repayment. During construction, updates compare actual costs, expenditures, and revenue with estimates and track shortfalls. That gives sponsors a way to respond if costs or expected resources change rather than relying on an early estimate as if it were a final bill.

Why the federal, state, and local shares vary

There is no universal federal/state/local percentage that can be applied to every highway project. The applicable program and project requirements determine what funding is eligible and what financial arrangements are needed. A state or local sponsor may combine funding sources, but the specific shares must be established from the program rules and the project’s records—not inferred from a national average.

For an individual project, the most useful documents are the current funding program or grant notice, the relevant STIP or metropolitan TIP listing, and the project’s financial plan or award record where available. The responsible state DOT or MPO can clarify which agency selected the project and what funding commitments are current.

Why a planned highway project can take years to reach construction

A project advances only as connected planning, technical, legal, and financial work becomes sufficiently resolved. A need may be recognized long before a design is complete; environmental review and preliminary engineering can affect design; property acquisition may require appraisal and relocation; and federal reimbursement depends on eligibility and obligation. Funding availability at the state level is not the same as project-level authorization.

Common reasons for a long preconstruction period include:

  • Scope and feasibility work are still determining what improvement can address the need.
  • Environmental review or design is still evaluating project effects and options.
  • Surveys, cost estimates, or right-of-way plans need refinement.
  • Property acquisition, relocation, or right-of-way certification remains to be completed.
  • The project must fit the appropriate plans and funding program, and the sponsor must secure project-level funding action.
  • Financial forecasts need updates if expected costs, expenditures, or revenues change.

Because some work overlaps, a delay in one area does not necessarily mean every other activity has stopped. Conversely, a project appearing in a plan or program should not be treated as a construction start date. The schedule has to be confirmed in current project records with the sponsoring agency.

How to check the status and funding of a specific project

  1. Identify the sponsor and road owner. Start with the state DOT, city, county, or other public agency responsible for the facility. That helps identify who maintains the project record.
  2. Check the current plan and program listing. Look for the project in the applicable statewide STIP and, where relevant, metropolitan TIP. Confirm that the listing is current and ask the DOT or MPO about its schedule and status.
  3. Find the funding route. Determine whether the project uses a formula program, a competitive grant, state or local resources, or a combination. For a grant, use the current notice to verify eligible applicants, work, and any project-level requirements.
  4. Separate distribution from project commitment. Ask whether the amount cited is an authorization, state apportionment or program allocation, project obligation, grant award, or actual outlay. These terms refer to different points in the funding lifecycle.
  5. Review the project’s financial information. For a major project, seek its financial plan or current update if available. For other projects, request the current funding or award record from the sponsor.
