To avoid delays, resolve uncertainty about buried services and project interfaces before crews mobilize. Obtain utility records and locate responses early, coordinate with asset owners and authorities, identify route conflicts while the design can still change, and schedule permits, access, traffic arrangements and any required outages or diversions. On site, treat plans as a starting point: trained personnel must trace and mark services, confirm positions safely and repeat locating as work proceeds.

Why underground work gets delayed

Delays often begin before excavation: records are incomplete, an asset owner has not responded, a route conflicts with an existing service, or a required permit, access arrangement or shutdown has not been coordinated. Discovering a conflict after design or procurement is locked can force redesign, relocation or a change in construction method.

The scale of buried infrastructure makes this uncertainty consequential. A UK Government NUAR project update, updated 19 January 2024, describes around 4 million kilometres of pipes, sewers, electricity and telecommunications cables in England, Northern Ireland and Wales. It estimates that a hole is dug to access buried infrastructure every seven seconds and that accidental strikes cost an estimated £2.4 billion a year in direct and indirect costs. The same update estimates 60,000 accidental strikes per year. These are UK estimates published in that update, not global figures or necessarily current measured counts. HSE’s UK guidance, Avoiding danger from underground services (HSG47, third edition, 2014), summarizes safe excavation in three parts: “planning the work, locating and identifying buried services, and safe excavation.” One part cannot replace another: a locate response does not remove the need for safe excavation, and a careful digging method does not make unverified plans reliable. This is why schedule protection starts with information and dependencies, not simply with booking an excavation crew. The records search, owner responses, design decisions, permits, access and construction method all need to fit together. If one of those inputs is missing, mobilizing early may only move the delay onto the work site.

Before design and procurement are locked

Define the route and its interfaces

Set out the proposed route, work limits, required depth and alignment, construction access and connections. Identify interfaces with roads, property boundaries, other contractors and existing infrastructure. Early definition lets the project team ask the right owners and authorities about records, access, approvals, protection and possible conflicts before the design becomes difficult to change.

Map more than the centerline of the proposed trench or bore. Consider the actual work area, including access and any locations needed to construct connections or support the selected method. Those boundaries affect which records and locate responses are relevant. Keep the planned area clear enough that owners and authorities can understand what is being proposed, and revisit it if the design changes.

Request records from every relevant owner

Contact utility owners and public authorities that may have infrastructure in or near the work area. Do not limit the search to familiar services: HSE notes that cables may belong to bodies such as highways authorities, the Ministry of Defence or Network Rail. Check what the local system requires, who must make the request and what area the request covers.

Plans indicate service locations; they are not exact survey coordinates. HSE says competent tracing with locating devices is essential, and the ground position should be confirmed safely before excavation proceeds. HSE, HSG47 PDF

Keep a record of which owners were contacted, what information was received and what remains unresolved. A response from one owner should not be read as confirmation from every owner. Flag gaps early so the team can follow up or adjust the investigation before an unanswered question becomes a site stoppage.

Use a planning request where available

Some systems distinguish design-stage records searches from contractor locate requests. In Ontario, for example, Ontario One Call describes a Design & Planning Request for information used in planning, design, estimating and coordination before construction. A construction locate request serves a different purpose. Request types, response periods and legal requirements vary by jurisdiction, so confirm the applicable process rather than assuming that one kind of request covers both stages. Ontario One Call, Utility Locates for Contractors

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That distinction matters to the programme: a planning-stage search helps inform choices while a route can still change, whereas a construction locate request relates to the work about to take place. Do not use an early design search as a substitute for the construction-stage process required locally.

Investigate uncertainty in proportion to the risk

When records are uncertain or the consequence of a conflict is high, consider utility mapping, geophysical detection, survey or subsurface utility engineering (SUE). The Federal Highway Administration describes SUE as a risk-management process that can include mapping utilities at appropriate quality levels, coordinating with owners and using the information to inform design. Better early information can help avoid redesign, damage or undiscovered lines and contractor claims arising from unexpected utility encounters. FHWA, Subsurface Utility Engineering – Utility Program

Choose the level of investigation based on the uncertainty and what a conflict would mean for the project. A route through a crowded or poorly documented area may call for more investigation than one where records and site information are consistent. The cited guidance does not prescribe a universal SUE level or a fixed threshold: the point is to make that risk decision while the project still has options.

Resolve relocation, protection and outage needs early

Ask whether a service must be protected, relocated, diverted or made dead for the work to proceed safely. Establish the asset owner’s process and lead time, and compare those requirements with the construction programme while route alternatives remain feasible. HSE notes that cables may need to be made dead; in the UK context, electricity companies are required to give customers five days’ notice when supply is disconnected. That is a local example, not a universal outage lead time: verify the owner process and applicable law for the project. HSE, HSG47

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not treat an outage or diversion as an incidental site task. It may require owner coordination and can affect when work can take place. Set out who needs to agree it, what decision is pending and whether a route alternative could avoid the dependency. If the asset cannot be moved or shut down as planned, the team needs time to reassess the route or protection approach rather than discovering the problem after mobilization.

Before excavation starts

Secure and review the correct locate responses

Submit the required requests for the actual work area and planned activity, then review every response. A clearance or mark from one owner does not establish that all relevant owners have responded. Ontario One Call says owners may mark affected infrastructure or confirm that it is not affected. It also instructs contractors to make a new request before continuing if the work scope or location changes. Apply the equivalent local rule where the project is outside Ontario. Ontario One Call, Utility Locates for Contractors

Check that responses match the planned work limits and route, and identify any owner response that is missing or unclear. Keep the responses available to the people planning and carrying out the excavation. A response that no infrastructure is affected is useful information for the area and scope addressed; it is not a blanket clearance for a different work area or later design change.

Complete the work plan and project arrangements

Prepare a site-specific risk assessment and work plan that set out the route, locating results, excavation approach, responsibilities and response to unexpected services. Obtain the permits that apply, and agree access, traffic management, work windows and coordination with relevant owners, authorities and other contractors. These arrangements are separate dependencies: a utility locate does not itself authorize road works, provide access or arrange an outage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before mobilization, make the handoffs explicit. Survey, excavation and installation teams need to know which information is current, who is responsible for checking the marks, and whom to contact if a service is found where it was not expected. Likewise, coordinate with the parties responsible for permits and traffic arrangements rather than assuming those approvals follow automatically from an approved route or a completed locate request.

Trace and mark services competently

Have a competent person use suitable locating equipment together with available plans and other site information. The operator needs training in the device’s use and limitations; equipment should be maintained and used in accordance with the manufacturer’s instructions. HSE’s guidance on underground cables says: “Locators should be used frequently and repeatedly during the course of the work.” HSE, Underground cables

An underground cable locator can be a relevant tool for professional crews, but the device is one part of the process, not a stand-alone guarantee of safety or exact position. Select suitable equipment, use it as trained and interpret its indications alongside plans and site information. A low-cost or consumer device alone is not a replacement for competent locating, owner coordination or safe excavation.

Expose uncertain services safely

If positions remain uncertain, use suitable trial holes or other safe exposure methods before committing the installation route. HSE advises trial excavations and careful hand excavation near cables. Plan the exposure method around local rules, the asset and site conditions; do not rely on a plan or a locator reading alone as proof of exact depth or position. HSE, Underground cables

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use those checks to answer a practical question: is the planned path clear enough to proceed using the chosen safe method? If not, the team should gather more information or change its plan before the main installation operation depends on an uncertain assumption.

During installation: keep the information current

Refresh marks and checks as work advances

Marks can become obscured or the excavation can move beyond the area assessed. Recheck and refresh locating as the work proceeds, not only at the start. HSE explicitly recommends frequent, repeated use of locators during work. Keep the locating and excavation teams aligned on what has been checked and what remains uncertain. HSE, Underground cables

Repeated checks are especially important when the work progresses along the route or the visible marks no longer make the checked area clear. Establish a simple handoff between the person locating and the crew excavating or installing so that current information remains usable at the point of work.

Stop and reassess when conditions differ

Pause work if the route, site conditions, locate response or discovered services differ from the plan. Reassess the risk, confirm the service position and coordinate the next action with the responsible owner or authority. If the scope or location changes, follow the local procedure for a new locate request before continuing; Ontario One Call specifically requires a new request in that situation. Ontario One Call, Utility Locates for Contractors

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A changed alignment is not merely a drawing update if it moves the work outside the area covered by a locate request or approval. Treat the change as a coordination checkpoint: confirm the revised scope, applicable responses and permissions before proceeding.

Record discoveries and handovers

Maintain communication between survey, excavation and installation teams and utility owners. Record newly discovered assets, decisions and as-built changes so later crews are not working from superseded assumptions. Assign responsibility for updating the project record and passing changes to the people who need them.

Choose the installation method for the site

Method selection can reduce disruption, but no method removes the need to locate and plan around existing services. HSE identifies directional drilling, impact moling, microtunnelling, pipe bursting and auger boring among trenchless techniques used to lay or renovate pipes and cables, particularly where surface disruption matters. The best option depends on the route and constraints; the sources do not establish universal comparative costs or schedules. HSE, HSG47 PDF

Approach When it may suit Key planning considerations
Open-cut excavation Where direct access to the installation route is needed and surface disturbance is acceptable Service exposure, surface reinstatement, access and traffic arrangements
Route adjustment Where a conflict can be avoided and design, land access and approvals allow a different alignment Redesign implications, permissions, access and effects on connections or other project interfaces
Trenchless installation Where limiting surface disruption is important and the site supports the selected technique Existing-service clearance, geology and groundwater, depth and alignment, launch and reception access, permits and traffic constraints

Compare options using service density and record confidence, geology and groundwater, required depth and alignment, launch or reception access, surface disruption, safety and utility-clearance risk, permits and traffic constraints, owner coordination, and the cost and time implications of diversion versus redesign. A trenchless tool still follows a path through the ground: locate existing services and plan the tool route to avoid collisions. FHWA, Subsurface Utility Engineering – Utility Program

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, if an open trench would create unacceptable surface disruption, a trenchless technique may be worth assessing, provided the route and site support it. If locating shows a conflict, a route adjustment may be possible where land access, design and approvals permit. Neither option is automatically faster: weigh the relevant site constraints and coordination needs rather than assuming that trenchless means risk-free or that a diversion is simpler than redesign.

Keep jurisdiction-specific rules separate

HSE guidance cited here applies in the UK context; Ontario One Call procedures apply in Ontario; OSHA excavation requirements and interpretations apply in the United States. Do not combine them into one legal checklist. Confirm locally the required notification method, locate validity period and response time, permits, access to utility data, outage lead times and safe-excavation rules.

In the United States, OSHA’s excavation material requires contacting utility owners before excavation. If owners cannot respond or establish exact locations, work may proceed only subject to the regulation’s caution and safe-location requirements; consult the applicable OSHA material and local requirements for the project rather than treating this summary as a substitute. OSHA, excavation interpretation on locating underground installations

There is no single response period or locate-validity rule in the cited guidance that applies everywhere. Ask the relevant authority or owner what applies to the project, and build those locally confirmed requirements into the schedule. The five-day notice example for UK electricity disconnections is not a general locate-response deadline.

A practical delay-prevention checklist

  • Define the route, work limits, access needs and interfaces before design and procurement are fixed.
  • Identify all likely asset owners, including public authorities, and request available records early.
  • Use a design or planning records request where the local system offers one, then submit the separate construction locate requests required for the work.
  • Investigate uncertain or high-consequence areas with appropriate mapping, survey, detection or SUE.
  • Resolve conflicts, protections, diversions and any shutdown dependencies while route alternatives remain open.
  • Secure required permits and agree traffic, access, work windows and responsibilities before mobilization.
  • Review all locate responses, have a competent person trace and mark services, and safely expose uncertain positions.
  • Repeat locating as work advances; pause and reassess when conditions or scope differ from the plan.
  • Record discoveries and as-built changes so subsequent crews have accurate information.

Frequently Asked Questions

What should I check before digging?

Confirm the work limits and route, identify all relevant asset owners, obtain and review the required records and locate responses, and check for outstanding permits, access, traffic arrangements, work windows, outages or diversions. Have a competent person trace and mark services, and use safe trial holes or other suitable exposure methods where positions remain uncertain. The exact notification and permit requirements depend on the jurisdiction.

How do I find existing utilities before excavation?

Start with records from all relevant utility owners and public authorities, including owners that may not be obvious. Treat plans as indicative rather than exact survey coordinates. A trained, competent person should use suitable locating equipment alongside the available information, then confirm uncertain positions safely before committing the installation path. Repeat locating as work advances.

Are utility plans exact coordinates?

No. HSE says plans indicate service location and that competent tracing with locating devices is essential. Use records as a planning input, not as proof of a service’s exact position or depth. Where uncertainty remains, confirm the position using suitable trial holes and safe excavation methods.

How far ahead should I request a utility locate or outage?

No universal lead time is stated in the cited guidance. Locate request types, response periods, validity periods and outage notice requirements vary by jurisdiction and owner, so confirm them locally and include them in the project schedule. As a UK-specific example, HSE notes that electricity companies are required to give customers five days’ notice when supply is disconnected; that is not a general locate deadline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can trenchless installation avoid disruption or delays?

Trenchless methods such as directional drilling, impact moling, microtunnelling, pipe bursting and auger boring may help where surface disruption matters, if the site supports the chosen technique. They do not remove the need to locate existing services and plan the tool route to avoid them. Compare service density and record confidence, geology and groundwater, depth and alignment, access, permits, traffic constraints, owner coordination and diversion-versus-redesign implications. The cited sources do not establish universal cost or schedule comparisons.

What should I do if the route or work area changes?

Pause and reassess rather than assuming earlier responses and approvals cover the changed scope. Confirm the revised service position and follow the local process for any new locate request before continuing. Ontario One Call specifically instructs contractors to submit a new request when the scope or location changes; other jurisdictions should follow their applicable requirements.

Does a locate response from one utility clear the whole work area?

No. A response from one owner does not establish that every relevant owner has responded. Review all responses for the actual work area and activity, and follow up on missing or unclear information before proceeding.

Can a cable locator by itself make excavation safe?

No. Locating equipment is one part of a safe system that also includes planning and safe excavation. Use a suitable device, have a trained and competent person operate it in accordance with its limitations and the manufacturer’s instructions, and verify uncertain positions safely. A consumer device alone is not a substitute for those steps.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

The most reliable way to avoid delays is to resolve buried-service uncertainty and project dependencies before mobilization. Obtain records and the right locate responses, coordinate owners and approvals, confirm services competently on site, and keep checking as work advances. Choose open-cut, route adjustment or trenchless methods for the actual constraints—and never treat a plan or installation technique as a substitute for locating existing utilities.
