How Highway Construction Affects Nearby Home Values—and What Buyers Should Check

Highway construction can improve access yet reduce desirability through noise, disruption, and changed access. Here is how buyers can investigate the specific project and property before making an offer.

Highway construction can raise, lower, or barely change a nearby home’s value. Better access and less congestion may help, while traffic noise, construction disruption, changed entrances, visual impacts, and uncertainty may hurt. There is no dependable national discount or premium: the result depends on the project, the property, the local market, and the time period.

Before buying, investigate the specific highway plan, its noise analysis, access changes, construction schedule, mitigation decisions, and comparable sales. Treat broad percentages as historical context, not as a valuation formula.

Why one highway project can help one home and hurt another

A highway is not a single type of improvement. A bypass that removes through-traffic from a neighborhood has different effects from a widened freeway beside back gardens. A new interchange may shorten a commute for some residents while sending more vehicles past others. Construction can temporarily reduce desirability even when the completed road eventually improves travel times.

The relevant question is not simply “How close is the house to the highway?” It is “What will this project change at this particular house?” Distance matters, but so do the alignment, elevation, line of sight, shielding, road surface, traffic mix, access arrangements, and how the property is used.

Potential benefits

  • Shorter or more reliable journeys to employment, schools, services, and regional destinations.
  • Reduced congestion on an existing route if traffic is diverted to a new or improved facility.
  • More convenient access to a nearby interchange, provided the home is not exposed to new traffic or difficult turning movements.
  • Improved pedestrian, cycling, drainage, or intersection infrastructure included in the project.

Potential costs

  • Higher road-traffic noise, especially in outdoor living areas and rooms facing the alignment.
  • Construction noise, dust, vibration, haul routes, night work, temporary closures, and lengthy staging.
  • Changed driveways, neighborhood entrances, turning restrictions, or emergency access.
  • Loss of trees, open space, privacy, or a previously unobstructed view.
  • Uncertainty during construction, which can reduce the pool of willing buyers even when the final road performs as planned.

These factors can offset one another. A home that gains a faster commute but loses a quiet garden may not follow the same price pattern as a home that gains access without a direct view or noise path.

What the available evidence actually shows

Published findings do not support a universal percentage adjustment. Caltrans’ 2011 technical review of transportation effects on property values found conflicting results and concluded that the studies did not provide a reliable basis for predicting the effects of future freeway construction. It identified design, location, community integration, and distance from the alignment as important patterns, with adverse effects often strongest close to the freeway.

A 2024 peer-reviewed study using more than 22.5 million Texas residential transactions from 2005 through 2020 found only small average nearby price increases associated with roadway construction and congestion-reducing improvements. The authors described the average increase for a home near a major road as less than $4,000. That is a Texas result over a defined period, not a forecast for a particular property or another country.

Caltrans also cited an older study by Palmquist (1981) reporting increases of 12% or more where highway-access improvements were substantial. The review did not endorse that figure as a current expectation; it used the conflicting historical literature to explain why a broad rule is unreliable.

Current work can change the evidence base. The Virginia Transportation Research Council project “Impact of Noise Barriers on Residential Property Values,” last updated February 9, 2026, plans to study at least eight matched neighborhood pairs using available 2012–2024 sales data. Its target completion date is September 30, 2027, so it is not yet a result on which to base a purchase decision.

Finding Geography and period How to use it
Average increase of less than $4,000 near a major road Texas transactions, 2005–2020; study published 2024 Context for one market and period, not an individual valuation
Increase of 12% or more in one historical study Palmquist (1981), summarized by Caltrans in 2011 Historical example only; Caltrans says findings conflict
At least eight matched neighborhood pairs planned Virginia study using available 2012–2024 sales; target completion September 30, 2027 Planned analysis, not an established effect

No national, universally applicable percentage has been established. A buyer who applies one number to a different road, market, or property risks mistaking an average association for a promised sale price.

Investigate the project before you make an offer

Start with the responsible transportation agency and local planning authority. Ask for the project name, limits, current design, alternatives considered, and the documents used for environmental and traffic decisions. Terminology and document availability differ by jurisdiction, but the questions are consistent.

  1. Identify the exact footprint. Obtain maps showing the centerline, ramps, interchanges, retaining walls, bridges, construction easements, temporary works, and property acquisitions. A route that looks distant on a regional map may pass close to a rear boundary or change the nearest neighborhood entrance.
  2. Confirm the schedule and staging. Ask when clearing, earthworks, bridge work, paving, and final opening are expected; whether work will occur at night; and whether the schedule is funded or still subject to approval. Find out which phases affect the property directly and whether delays are possible.
  3. Understand future traffic. Request traffic forecasts, lane counts, design speed, truck-routing information, ramp movements, and traffic-management plans. A new route may reduce traffic on one street while increasing it on another.
  4. Check access changes. Determine whether the home’s driveway, turning pattern, bus stop, pedestrian route, or emergency access will move. Verify whether a median or restricted turn adds time to ordinary trips.
  5. Read the noise documentation. Ask whether the property, its façade, bedrooms, and outdoor living areas were modeled under existing and future conditions. Obtain the assumptions for traffic volume, vehicle mix, speed, pavement, terrain, and barriers.
  6. Record mitigation decisions. Find out whether the agency evaluated barriers, alignment changes, buffers, traffic management, insulation, or other measures; which were selected; and what conditions must be met before they are built.

For applicable U.S. federal-aid projects, Federal Highway Administration guidance describes measuring existing noise, predicting future noise, determining impacts, and evaluating mitigation. It also says noise abatement is considered when an impact is identified and a measure is reasonable and feasible. A barrier is therefore a possible project decision, not an automatic entitlement or a guarantee that value will be protected.

How to evaluate noise at the actual house

Use agency analysis as the baseline

Agency models use defined procedures to measure and predict highway noise. Ask the agency to explain the modeled receptor location, forecast year, and whether the analysis includes the house’s yard or other outdoor areas. A document that covers a general corridor may not answer what happens at a specific bedroom window.

Inspect the property’s physical exposure

  • Measure or map the distance to each relevant road segment, ramp, bridge, and construction access.
  • Note whether the house, garden, and bedrooms face the alignment.
  • Look for intervening buildings, mature vegetation, berms, walls, and terrain. Vegetation can provide visual screening but may offer limited acoustic reduction by itself.
  • Check elevation differences. A house above an elevated roadway may have a clearer line of sight and a different sound path than one behind a cut.
  • Identify outdoor spaces that matter to the household: patio, balcony, play area, home office, or bedroom windows.

Visit more than once

Listen in the morning peak, evening peak, a quieter period, and—if feasible—during scheduled construction activity. Keep a dated log of traffic, idling trucks, braking, horns, dust, vibration, and blocked routes. One visit cannot represent future traffic after opening, and unusually quiet or busy days can mislead.

A consumer sound-level meter can document current conditions at particular times, but it cannot establish regulatory impact, model future exposure, or determine market value. Use it only as a record to discuss with professionals, not as a substitute for the agency’s analysis.

Comparison axis Questions to answer
Route and orientation How far is each building and outdoor area from the alignment, ramps, and construction limits? Which rooms face them?
Noise What are existing and predicted conditions? Are barriers or other measures committed, merely studied, or rejected?
Access Will driveways, turns, transit, walking routes, or emergency access change?
Construction How long will work last at this location, what are the stages, and is night work planned?
Shielding and use Do terrain or structures screen the home? How important are quiet gardens, balconies, or open windows?
Market evidence What do recent, genuinely comparable local sales show after adjusting for size, condition, timing, schools, and other differences?

This framework organizes investigation; it does not generate a guaranteed price adjustment. A home farther away can still have worse access, while a closer home may be shielded and benefit from a new interchange.

Use comparable sales without fooling yourself

Ask an independent appraiser or another qualified local professional to analyze recent sales in the same market. Comparables should be similar in size, condition, neighborhood, school boundaries, lot characteristics, and sale date. Separate homes exposed to the same project from homes unaffected by it when possible, and note whether each sale occurred before construction, during disruption, or after completion.

Do not attribute every price difference to the highway. The Virginia study identifies potential confounders such as home size, neighborhood type, sale timing, school redistricting, crime, interest rates, and homeowners’ association amenities. Local employment changes, insurance costs, development elsewhere, and general market cycles can also move prices. A professional should explain which adjustments are observed in the local data rather than importing a percentage from another state.

Construction-period risks buyers often overlook

  • Temporary access: A driveway may remain open but become difficult to use because of queues, flaggers, detours, or restricted turning.
  • Staging and haul routes: Material storage, cranes, truck traffic, and worker parking can affect a property even when the completed alignment is screened.
  • Night and weekend work: Bridge pours, utility relocations, and traffic switches may occur outside ordinary hours.
  • Drainage and dust: Earthworks can change runoff paths or create dust that is not apparent from a finished design drawing.
  • Uncertain timing: Funding, permits, utilities, weather, and litigation can move opening dates. Obtain the latest schedule and identify what is firm.

Put project representations in writing where possible. Save maps, notices, agency answers, and the version date of each document so you can identify later design changes.

Compensation and legal claims depend on location

Do not assume a value loss automatically creates a payment claim. Rules differ by country, state, and project authority. In England, GOV.UK guidance distinguishes limited compensation for qualifying loss caused by executing public works from a Part 1 claim for depreciation caused by listed physical factors from use of certain public works. The guide lists noise, vibration, smell, fumes, smoke, artificial light, and discharge of solid or liquid substances; it also sets qualifying-interest, causation, and timing requirements. It says loss of a view is not compensable under the described Part 1 basis.

Those England rules do not apply automatically in the United States or elsewhere. Before relying on a claim, obtain advice from a qualified local property or compulsory-purchase lawyer and check deadlines, eligible interests, proof of causation, and whether the project is covered.

Questions to ask before signing a contract

  • What is the project’s current approved design, and is the home inside any acquisition or construction easement?
  • Which access, lane, ramp, pedestrian, and truck-routing changes affect the property?
  • What existing and future noise results are reported at the house and its outdoor areas?
  • What mitigation is committed, what is conditional, and who pays for maintenance?
  • When will disruptive stages occur, and what work may happen at night?
  • Which nearby sales are truly comparable before, during, and after construction?
  • Has an independent inspector identified drainage, vibration, cracking, dust, or other present conditions?
  • What local legal deadlines or compensation procedures could apply?

An independent inspector can assess current building and site conditions; an appraiser can analyze local sales; and a qualified noise professional can help interpret technical documents. Confirm each person’s qualifications and scope. None can guarantee a future sale price or a government mitigation decision.

Bottom line for buyers

Highway construction is a property-specific risk and opportunity, not a standard percentage discount. Base your decision on the actual alignment, forecast noise, access, construction program, mitigation record, physical shielding, and local comparable sales. If the agency has not completed key analyses or the design is still changing, price that uncertainty into your decision and avoid treating an advertised barrier or projected commute saving as certain.
