Choose a Saudi construction partner by checking two things separately: whether the contractor is legally eligible for the work and whether it can deliver your specific project. The Ministry of Municipalities and Housing’s classification system is an important official screening credential, but a valid certificate is not a guarantee of performance. Verify its field, activity, grade, and validity against the project, then test the bidder’s finances, team, references, controls, and contract terms.
This checklist is for project owners, developers, and procurement teams. The Contractors Classification Law applies classification requirements to public projects governed by the system; do not assume every private construction engagement is subject to the same mandatory classification rule. The current executive regulation was published on 5 September 2025 and its page shows an update on 7 October 2026. Because regulations and portal services can change, confirm the live requirements before relying on them in a procurement decision.

What contractor classification tells you—and what it does not
Saudi Arabia’s Contractors Classification Law evaluates a contractor’s financial, technical, administrative, and execution capacity and assigns classification by field or activity and grade. For a public project governed by the classification system, the contractor must hold classification that matches the project’s field, activity, and required grade. Treat the certificate as a scoped credential, not a general approval for every kind or size of work.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsClassification can help screen for documented capacity, but it does not establish that the contractor has the right project team available, has priced your scope completely, or will meet your schedule. Nor does the law make the same classification requirement universal across all private construction engagements. Establish the rule applicable to your procurement, and assess delivery fit independently.

Keep eligibility and delivery assessment separate
- Eligibility: Is the bidding legal entity properly registered and licensed, and does its live classification cover the procured work at the required grade?
- Capability: Does it have relevant completed work, credible finances, available people and resources, and operating controls suited to your project?
- Contractual protection: Does the agreement allocate scope, schedule, payment, change, quality, safety, delay, and dispute risks clearly?
A strong answer in one category does not cancel a gap in another. For example, a matching classification does not prove that a particular named construction manager is available or that the bid includes every interface in the project.
How do I check if a contractor is classified in Saudi Arabia?
- Get the bidder’s exact legal identity. Record the full legal name, commercial registration number, registered activities, ownership, and the identity and authority of the proposed signatory. Make sure the bidder is the entity that will take contractual responsibility, not just a related company or a trading name.
- Check registration and licenses. Request a current commercial registration showing activities relevant to the scope and the commercial license required by the regulation. Ask for project- or sector-specific licenses where they apply. Match the names and registration details across the bid, certificate, financial statements, and draft contract.
- Retrieve or verify the electronic classification certificate through the Ministry of Municipalities and Housing’s official website. Do not rely only on a bidder-supplied PDF or screenshot. The 2025 executive regulation says certificates are electronic and directs owners to verify them through the ministry website.
- Compare the certificate to the actual procurement. Check the field, activity, grade, and expiry date against the work package and the grade required for the project. A certificate in a different activity or at an insufficient grade is not a match merely because the company is classified in some capacity.
- Record the verification. Save the result, date checked, legal entity details, certificate details, and any follow-up with the relevant authority in the procurement file. Repeat the check before award if the certificate may expire or the procurement is prolonged.
The 2025 executive regulation sets a certificate duration of two Gregorian years. Confirm the live certificate’s validity rather than assuming that a certificate is still current because it was valid when the bid was submitted. The regulation allows 10 working days for decisions on certificate-extension requests after the requirements are complete; this is a processing period, not an assurance that a particular extension will be granted.
Use the Authority member search only as a supplementary check
The Saudi National Platform describes the Saudi Contractors Authority’s “Find a contractor” service as “An e-service provided by the Saudi Contractors Authority that allows users to search for all contracting establishments registered in the membership of the Authority.” That description concerns establishments registered as Authority members. Membership is not the same thing as ministry classification, so use the service as a supplementary lookup, not as proof that a bidder holds the classification required for your project.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Portal descriptions and access may change. The described member search is not a substitute for checking the current ministry certificate and the bidder’s underlying documents.
Check consortium and foreign-branch arrangements explicitly
If the bidder proposes a consortium, obtain each member’s legal identity and classification evidence, then confirm that the proposed grade arrangement satisfies the law for the particular project. Do not assume one member’s certificate covers the other members or the combined scope.

For a foreign branch, ask whether its classification relies on the parent company’s capacity and, where applicable, obtain the required written parent support commitment. Confirm the source and authentication of foreign documents, and clarify which legal entity will be liable for the work. The regulation also includes conditional requirements for some foreign branches and larger workforces; ask the bidder to identify the requirements applicable to its circumstances and show evidence of compliance rather than assuming they apply identically to every firm.
What documents should I ask a Saudi construction company for?
Request documents that establish identity, statutory standing, and delivery capacity, then reconcile them to the exact legal entity bidding. The executive regulation’s classification evidence includes current registration, certified financial statements, organizational and governance details, staff numbers and experience, and project contracts or equivalent records.

| Evidence to request | What to check | Why it matters |
|---|---|---|
| Commercial registration and commercial license | Validity, exact legal name, registered activities, and consistency with the bid and certificate | Confirms the bidding entity’s registered identity and relevant activity; the regulation requires valid registration for requested classification activities and a commercial license. |
| Electronic classification certificate | Ministry verification, field, activity, grade, and expiry | Shows the scope and grade of the official classification being relied upon. |
| Certified financial statements | Reporting period, certification, legal entity, trends, and reconciliation to the bidder | Provides a basis to assess financial capacity; local statements are deposited through the Saudi Business Center’s Qawaem program, subject to stated exceptions. |
| Organization and governance information | Organization chart, governance arrangements, decision authority, and reporting lines | Shows how the company is organized to manage work and who is accountable. |
| Staff information | Staff numbers, relevant experience, credentials, and availability of proposed personnel | Connects recorded capacity to the team actually offered for your project. |
| Project contracts or equivalent records | Contract scope, value, dates, completion evidence, client, and the bidder’s actual role | Allows you to check whether experience claims meet the regulation’s evidence rules and are relevant to your work. |
| Foreign-branch support documents, where applicable | Parent support commitment, source, authentication, and relationship to the branch’s capacity claim | Tests the basis on which parent-company capacity is being relied upon. |
The Ministry’s 2025 regulation allows 60 working days for classification and related application decisions after requirements are complete. This is a stated decision period for completed applications, not a promise about how quickly a bidder can obtain classification or a reason to accept a pending application as a valid certificate.
How should I assess financial capacity and resilience?
Start with the certified statements required as classification evidence, but do not stop at the fact that statements exist. Confirm the period is recent enough for the procurement, covers the bidding legal entity, and is consistent with the ownership and group structure described in the bid. For local statements, the regulation specifies deposit through the Saudi Business Center’s Qawaem program, subject to stated exceptions.
Review the financial picture against your project’s cash flow
- Compare revenue and profitability trends across the periods provided; investigate abrupt growth, decline, or one-off movements.
- Assess liquidity and working capital against mobilization costs, procurement lead times, payment milestones, and any expected retention.
- Review leverage, contingent liabilities, related-party exposure, and dependence on a small number of clients.
- Ask how the contractor will fund the project if payment certification or collection takes longer than planned.
- Where the contract’s cash-flow profile warrants it, request bank references and project-specific funding evidence.
These are buyer-side analytical checks, not a claim that the regulation sets a single financial ratio or that passing a particular ratio guarantees solvency. If the bidder offers a guarantee or performance security, verify it directly with the issuer and confirm its wording, amount, expiry, and beneficiary match the proposed contract.

How do I test the proposed team and delivery capacity?
The classification regulation calls for organizational, governance, staff-number, and experience information. Your procurement should connect those company-level records to named people, resources, and responsibilities on this specific project.
Ask for named personnel and availability
Request the proposed project director, construction manager, discipline leads, health, safety and environment (HSE) lead, quality lead, and commercial manager. For each person, check relevant credentials and comparable experience, role authority, start date, time commitment, and whether other active projects compete for their time. Ask who can approve technical, commercial, and safety decisions on site.
Check resources, procurement, and schedule realism
- Ask which equipment is owned, leased, or dependent on a third party, and how it will be available when needed.
- Identify critical materials, suppliers, long-lead items, and any dependencies on client-provided design, access, permits, or utilities.
- Request mobilization assumptions and a resource-loaded schedule, not only a headline completion date.
- Check that the proposed staffing and procurement sequence align with the schedule, site constraints, and interfaces with other contractors.
- Ask how the bidder will replace key personnel or recover if a critical supplier or subcontractor fails.
Focus on evidence of capacity and commitments. A general company organization chart or policy manual does not establish that the people and resources named in the proposal will be assigned to your project.
How can I verify a contractor’s project experience?
Build a reference list around projects genuinely comparable to yours in scope, value, geography, delivery method, and complexity. Request contract extracts, completion or acceptance certificates, client contacts, and documents showing the bidder’s actual role. Ask whether work was performed directly, through a consortium, or as a subcontractor, and identify which legal entity delivered it.
Apply the regulation’s experience rules carefully
For project records submitted under the 2025 executive regulation, the minimum completion threshold is 50% for execution projects and 30% for maintenance, operation, and service projects. These are thresholds for project evidence in the classification process, not a guarantee that a contractor has completed the whole project or a buyer’s recommended minimum experience level.

The regulation excludes certain projects from experience credit, including cases where the contractor had no execution role, where a contract predates the contractor’s commercial registration, or where other specified conditions apply. Ask for the documents needed to establish dates, role, scope, and completion rather than accepting a project title in a brochure as proof.
Understand the value thresholds and lookback periods
The regulation uses project-value thresholds in classification evaluation, subject to its documentation and lookback rules. These are regulatory evaluation inputs—not minimum tender values, market averages, or proof that a contractor can deliver a project of that size.
| Project evidence category | Value threshold used in classification evaluation | Lookback period |
|---|---|---|
| Domestic government project | 500,000 SAR government contract threshold | 10 years for domestic projects |
| Domestic private-sector project | 5 million SAR private-sector project threshold | 10 years for domestic projects |
| Overseas project | 10 million SAR overseas project threshold | 7 years for overseas projects |
These figures are from the Ministry of Municipalities and Housing’s 2025 executive regulation and operate within its documentation and eligibility rules. Do not infer that a project below a stated threshold is irrelevant to your own commercial evaluation, or that a bidder’s qualifying record proves present-day capacity.
Confirm performance with the client, not just the bidder
Contact references independently using a verified client contact. Ask about the bidder’s actual scope and role, cost and schedule performance, defects, claims, safety, change management, closeout, and whether the proposed project team delivered the cited work. Distinguish the company’s past record from the experience of an individual employee who may not be assigned to your project.
Recommended Free Tools
For public projects, request disclosure of subcontract contracts and values where applicable. The regulation requires owner approval for assignment or subcontracting in the stated cases, as well as disclosure in the circumstances it describes. Clarify who will perform each critical scope and who remains accountable for subcontractor performance under your proposed contract.

What integrity and operating risks should I check?
Ask for a schedule of material disputes, terminations, project withdrawals, regulatory findings, and unresolved claims. Request dates, the parties involved, current status, and supporting documents. A bidder’s explanation should be considered alongside the record; a general assurance that there have been no problems is not a substitute for a complete response.
The classification evaluation criteria in the 2025 regulation include the absence of government projects withdrawn for contractor-attributable reasons in the latest three Gregorian years after a final decision, and the absence of municipal violations recorded in the latest three Gregorian years in the requested field. These are defined inputs to classification evaluation. They do not establish that the contractor has no other legal, commercial, safety, or delivery risks.
Request project-level operating evidence
- Review HSE plans, incident reporting, corrective actions, and records relevant to comparable work.
- Check quality assurance procedures, inspection and test plans, non-conformance management, and closeout records.
- Review environmental controls and labor-accommodation compliance where applicable to the project and workforce.
- Examine subcontractor screening, supervision, and escalation arrangements.
- Ask for evidence from actual projects, not only corporate policy statements.
Where a disclosure raises a concern, assess its relevance, severity, resolution, and recurrence. A past issue may require explanation or safeguards rather than automatic rejection, while the absence of a recorded classification signal is not a substitute for project-specific diligence.

Review contract terms independently of classification
Classification rules do not replace a negotiated project contract. As buyer-side practice, review whether the agreement defines scope and deliverables, milestones and acceptance, payment and supporting documentation, change approval, bonds or guarantees where applicable, insurance, safety responsibilities, delay remedies, defect correction, subcontracting controls, and dispute provisions. Align each requirement with the project’s risk and governing law; do not assume a standard clause is suitable without review.
Have Saudi-qualified counsel review the proposed agreement and any questions involving foreign law, ownership, licensing, subcontracting, or dispute resolution. This is especially important where the contractor’s legal entity, parent support, consortium structure, or proposed contract terms cross jurisdictions.
Common due-diligence mistakes to avoid
- Accepting a certificate PDF without live verification: verify the electronic record with the ministry and save the check date.
- Treating classification as all-purpose: compare the exact field, activity, grade, and validity to the package.
- Confusing membership with classification: an Authority member listing is a supplementary lookup, not the ministry’s classification record.
- Counting every listed project as relevant experience: confirm the bidder’s execution role, legal entity, completion, dates, and client reference.
- Assuming a historical team is the proposed team: verify availability and contractual commitment for named personnel.
- Reading regulatory thresholds as performance statistics: legal thresholds describe classification evidence rules; they do not show market failure rates or predict project outcomes.
- Scoring price before scope normalization: reconcile exclusions, allowances, procurement lead times, and interfaces first.
- Relying on policies instead of operating proof: ask for project records that demonstrate implementation.
A practical award decision
Before recommending award, document a pass-or-explain decision for each core area: legal identity and authority, applicable classification, financial resilience, team availability, comparable delivery evidence, integrity and operating controls, and contract risk allocation. Identify unresolved gaps, the evidence needed to close them, who owns the follow-up, and whether the gap is a condition of award or a reason to reject the bid.
Use the Ministry of Municipalities and Housing’s current Contractors Classification Law and executive regulation as the official basis for classification questions. The law was published in Umm Al-Qura on 3 September 2021; the executive regulation was published on 5 September 2025, and its page indicates an update on 7 October 2026. Check the live official text and ministry verification service at the time of procurement, particularly if you are relying on a threshold, application timeline, or documentary rule.
