Fuel disruption can raise construction costs through site equipment, freight and fuel- or energy-intensive materials. A physical shortage or blocked route can also interrupt work and deliveries, but a fuel price increase by itself does not mean a project will run out of fuel or materials. The scale and timing of the effect depend on location, procurement, contract terms and whether workable alternatives are available.
How fuel disruption reaches a construction project
There are three main routes from a fuel shock to a construction budget or schedule: operating equipment, moving goods, and producing materials. These routes can reinforce one another, but their effects are not automatic or uniform.

- Site operations: Diesel and other fuels power heavy plant, generators and some delivery or support equipment. Higher prices can increase operating costs; an actual supply interruption may constrain equipment use.
- Freight and deliveries: Fuel costs can feed into haulage rates and supplier surcharges. If fuel is unavailable or a port or transport route is blocked, a delivery may be delayed even when the material itself exists.
- Materials: Manufacturing can require substantial energy, while some construction inputs are derived from oil. Suppliers may pass higher input or transport costs along to contractors and clients.
The UK government’s March 2026 written answer, summarizing a Construction Leadership Council supply-chain assessment, identified rapid energy-price increases and their immediate effect on material costs, particularly for energy-intensive products and oil-derived raw materials: UK Parliament written answer.
Which construction costs and materials are exposed?
Equipment, freight and fuel surcharges
Fuel used directly on site is the most visible exposure, but the full impact can include transport to site and supplier pricing. The Reserve Bank of Australia (RBA), summarizing business liaison discussions from early February to late April 2026, reported that fuel and transport prices passed rapidly through supply chains and that suppliers and contractors used fuel-surcharge arrangements. This is a summary of business contacts, not a census of all Australian builders: RBA, Statement on Monetary Policy, May 2026.

Energy-intensive and petroleum-derived inputs
The RBA reported cost increases for inputs including bitumen, resins, PVC and other plastics among manufacturing, construction and primary-production contacts. The UK parliamentary answer also points to energy-intensive manufacturing and oil-derived raw materials. These are useful categories to watch when reviewing a project’s bill of materials; they do not mean every product in a category will rise by the same amount.
What recent price figures do—and do not—show
In a US snapshot, the Associated General Contractors of America (AGC), analyzing government producer-price data, reported that diesel prices rose 20.3% from January to February 2026. In the same February 2026 report, US truck freight transportation costs were 3.1% higher than a year earlier. The periods differ: one figure is month over month and the other year over year. They are price-index observations, not a forecast or a measure of the increase in any particular project’s total cost: AGC Construction Inflation Alert.

In Ireland, the Construction Industry Federation (CIF) reported on 10 April 2026 that two cement price increases amounted to more than 15%, and that MGO (“green diesel”) used by heavy plant had risen more than 50% since the start of the Iranian conflict. These are figures reported by an industry federation in its Irish context, not independently verified national averages or a guide to other markets: CIF, 10 April 2026.

When can fuel disruption delay work or limit material availability?
A schedule problem occurs when a project cannot operate plant, receive a necessary delivery, or confidently commit to procurement in time. A price spike can make work more expensive without causing any physical shortage; conversely, an available product can still arrive late if its route is obstructed.
Recent reports illustrate why local context matters. The RBA said some regional Australian fuel shortages in the early weeks of the conflict were largely associated with a sharp, mostly temporary demand increase; availability concerns eased as demand stabilized. It also reported that builders generally were not experiencing material-availability problems during the period covered, though some worried about possible future disruption. In Ireland, by contrast, CIF said protests and blockades of ports and transport routes in April 2026 were beginning to affect construction-material supply, including concrete deliveries. These are distinct observations from different places and periods, not a single global shortage picture.

Project owners may also respond to uncertainty by changing when work proceeds. A Scottish Government infrastructure progress report describes clients reviewing budgets and weighing whether to proceed at higher prices or wait for supply chains to cope better. The report discusses pandemic, Brexit, import and logistics conditions alongside energy and commodity pressures; it illustrates a decision mechanism, not evidence that fuel alone caused a delay or a current price benchmark: Scottish Government, Infrastructure Investment Plan progress report 2023.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe available evidence does not establish a comparable average construction delay caused exclusively by fuel shortages. A project’s exposure depends on its location and timing, equipment and material needs, supplier and route options, procurement arrangements, and who bears price changes under the contract.

How contractors can prepare for fuel and supply uncertainty
- Forecast demand against the programme. Estimate fuel volume using planned work and equipment use, then identify periods when a delayed delivery would stop critical operations.
- Confirm supply and site logistics. Check supplier arrangements, delivery routes, site storage capacity, lead times and who is responsible for reordering. The UK ELEMENT1 report describes estimating fuel needs against the programme and using a site tank with telematics and auto-reordering; it documents a process, not a guarantee that fuel will be available: UK ELEMENT1 report.
- Track exposed inputs, not just diesel. Identify energy-intensive and oil-derived materials in the procurement schedule, including relevant bitumen, resins, PVC and plastics, and monitor supplier price notices or surcharges.
- Review alternatives and sequencing. Where practical, consider alternative suppliers or routes, earlier procurement, or resequencing work so a delayed input does not idle other operations. Check feasibility, specification and cost before relying on a substitute.
- Read the contract before allocating the risk. Confirm how fuel surcharges, escalation clauses and material-price changes are handled. Do not assume that the contractor or owner automatically absorbs every increase.
- Communicate changes early. If a supplier flags a price, route or lead-time change, assess its effect on the programme and budget promptly so the project team can make an informed decision.
Fuel alternatives may form part of longer-term resilience and emissions planning, but they are not an immediate, universal answer to a supply disruption. ELEMENT1 reports that an end-to-end hydrogen solution was technically demonstrated on three UK construction sites, while noting that further government investment is needed before hydrogen fuel for construction plant is mainstream.
