How Fire-Stopping Works Around Pipes, Cables and Service Openings

Fire-stopping helps preserve fire compartmentation where services pass through rated walls and floors. The correct system depends on the barrier, service, opening and local requirements.

Fire-stopping seals gaps where pipes, cables and other services pass through a fire-resisting wall or floor. Its purpose is to help the barrier keep doing its job: limiting the spread of fire between compartments for the period and under the conditions required by the applicable rules. The right detail is not simply a sealant that fits the hole. It is a tested system matched to the barrier, service, opening and installation conditions.

For a real building, first identify the rated wall or floor and the services passing through it. Then select and install a system whose tested scope covers that exact arrangement and whose performance meets the local requirement. Rules and test methods differ by jurisdiction, so examples from England, Singapore, Australia and US-oriented inspection guidance are not interchangeable.

What fire-stopping does

A service penetration is a hole or opening through a wall, floor or cavity barrier that is intended to resist fire. Pipes, cables, ducts and other building services interrupt that barrier. Fire-stopping fills the gap around a service to help restore the separating function of the construction.

The relevant performance belongs to the complete installed system, not to a material in isolation. A system may depend on the type and rating of the wall or floor, the service material and dimensions, the size and shape of the opening, the space around the service, the orientation, backing or packing, fill depth, restraint and any required collar, wrap or device. A product label alone does not establish that a particular installation will achieve a required fire resistance.

That is why a penetration should be treated as a specific building detail. The same pipe or cable may pass through different substrates, openings or orientations, and those differences can affect whether a tested system applies.

Why the pipe, cable or other service matters

Services behave differently when exposed to fire. A combustible plastic pipe can soften or disappear, potentially leaving an opening; metal pipe, cable bundles, conduit and insulated services present different configurations. This is a reason to match the tested detail to the actual service rather than assume that a general-purpose filler works for every penetration.

The practical question is not just “Which firestop material should go around this pipe?” It is “Which tested system covers this service, this supporting construction and this opening, and how must that system be installed?” A detail that is suitable for one pipe material or size is not automatically suitable for another, nor can a cable-bundle detail be assumed to cover an insulated service.

Movement also matters. England’s Approved Document B says fire-stopping around a pipe or duct should allow for thermal movement. Depending on the system and construction, non-rigid materials or unsupported spans may also need reinforcement or support. The required arrangement should come from the applicable tested detail, not an improvised substitution.

How to select a suitable system

Use this sequence to define the penetration before choosing a system. It is a decision framework, not a substitute for local code requirements or project-specific fire design.

  1. Identify the barrier. Establish whether the wall, floor or cavity barrier is fire-resistance-rated, what rating applies and what construction forms it. Record relevant information such as substrate and orientation.
  2. Describe every service. Note the type of service, its material, size, insulation and arrangement. For grouped services, record how many there are and how they are positioned.
  3. Measure the opening. Record the opening dimensions and geometry, the annular space around each service, and any sleeve. Include the substrate and orientation, and consider relevant movement.
  4. Find a tested system that covers the conditions. Check that its scope includes the actual host construction, service configuration and opening. Confirm that its stated performance meets the project requirement under the applicable jurisdiction’s rules.
  5. Follow the complete installation detail. Use the specified backing or packing, fill depth, restraint, collars, wrap strips, devices and fasteners where required. A component omitted or replaced without support from the system evidence can change the installation from the tested configuration.
  6. Inspect and document the finished work. Record what was installed and check it against the selected system. Documentation helps identify the detail if services are altered later.

Selection should not begin and end with a search for “firestop sealant.” Sealant may be one component of a system, but other components and installation conditions can be essential. The International Firestop Council inspection guidance, for example, identifies checks beyond material choice, including the rated assembly, penetrant, opening, backing, sealant depth, orientation and any required devices or fasteners.

What installation and inspection should check

A useful inspection compares the work on site with the applicable system detail and its stated limits. The International Firestop Council’s guidance identifies checks such as:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the rated wall or floor assembly and its orientation;
  • the type and size of each penetrating service;
  • the opening dimensions and annular space;
  • whether a sleeve is required and, if so, whether one is present;
  • the specified backing or packing and sealant depth;
  • product identification and whether the installed components match the system;
  • required collars, wrap strips, devices, fasteners or other installation features.

Inspection is not just a visual check that the hole appears filled. Singapore’s Fire Code 2023 calls for methods and materials appropriate to the application and cautions against merely superficial filling in cases involving certain materials. The visible surface may not show whether required backing, depth or concealed components are present. Inspection therefore needs to consider the full detail and the evidence for the installed system.

Keep a record that connects each penetration to its location, the barrier and services involved, the system used, and the inspection result. The cited IFC guidance names ASTM E 2174 for on-site inspection in its US-oriented standards list. That standard reference should not be treated as a global substitute for local requirements.

What fire-resistance ratings mean—and do not mean

Ratings are classifications associated with systems tested under particular methods; they are not freestanding promises attached to a generic material. The International Firestop Council glossary defines an F rating as the time a through-penetration firestop system limits fire spread in testing under ASTM E 814 or UL 1479. It describes a T rating in terms of temperature rise on the non-fire side, and an L rating in terms of air leakage.

These terms need to be read with the relevant test method and jurisdiction. The IFC’s cited references are US-oriented. Australia’s NCC uses its own referenced compliance framework, and other jurisdictions may apply different standards or classifications. Do not assume that a number under one test method is automatically equivalent to the same number under another.

When comparing systems, check the host assembly and required rating, service type and dimensions, opening and annular-space limits, movement conditions, system components, installation details, test method or classification, and whether the evidence covers the proposed installation. A rating for a different service or wall configuration does not establish performance for the detail in front of you.

How requirements vary by jurisdiction

The examples below show why local requirements matter. They describe specific documents and editions, not a universal code rule for every building.

England: Approved Document B, Volume 2

Paragraph 10.17 of the cited Approved Document B says joints between fire-separating elements should be fire-stopped. It says service openings should be as few and small as practicable, and that fire-stopping around pipes or ducts should allow for thermal movement. Paragraphs 10.18–10.19 discuss support or reinforcement and proprietary systems shown by test to maintain the fire resistance of the element.

The cited document is the 2019 edition incorporating amendments up to April 2019. It is an older edition; anyone relying on it for a project should verify the current applicable English guidance and requirements.

Singapore: Fire Code 2023

Clause 3.12 of Singapore’s Fire Code 2023 says openings should be as few and small as practicable and all gaps filled. It refers to necessary fire resistance under BS 476 Part 20 or other acceptable standards, lists material types, and requires the method and material to suit the application. The cited page records an update on 3 September 2026.

Australia: NCC 2022 Specification 13

Specification 13 in Australia’s NCC 2022 illustrates how detailed and service-specific provisions can be. Its cited provisions distinguish cases involving metal pipes and cable openings, set dimensional and spacing limits for the cases stated, and connect fire-stopping materials and installation conditions to tested performance. Those provisions apply within the Australian framework; they are not generic dimensions or rules to apply in other countries.

United States-oriented test and inspection references

The IFC inspection guidance identifies ASTM E 814 and UL 1479 for through-penetration systems, and ASTM E 2174 for on-site inspection. These references explain the testing and inspection terminology in that guidance. They should be applied only as appropriate to the project and local requirements, not assumed to govern elsewhere.

Common mistakes and what to do instead

  • Choosing by product name alone: A firestop material is not proof that the complete installation is suitable. Find system evidence covering the specific barrier, service and opening.
  • Filling only the visible face: The required depth, backing or concealed components may matter. Check the installation detail and inspect the whole assembly as far as practicable.
  • Using a detail for a different service: Pipe material, cable arrangement, insulation and dimensions can change the configuration. Confirm the system covers what is actually installed.
  • Ignoring movement or support: Pipes or ducts may need to move thermally, and non-rigid materials or unsupported spans may need reinforcement or support. Follow the tested detail.
  • Assuming requirements travel across borders: Codes, accepted test methods and classifications vary. Establish the project’s jurisdiction and applicable edition before treating a rating or detail as compliant.
  • Leaving no record: Without a record, future work may obscure what system was installed or whether it was altered. Document the completed penetration and inspection so later changes can be identified and checked.

What to do when a service penetration is altered

Adding, removing or rearranging a pipe or cable changes the configuration that the installed firestop was intended to cover. Do not assume that patching around the new arrangement preserves the original performance. Reassess the rated barrier, the services, opening geometry and applicable system evidence, then install and document a detail that covers the changed configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the existing system or barrier cannot be identified, the visible finish alone may not establish what is behind it. Resolve that uncertainty before relying on the penetration’s fire-resisting performance. The appropriate next step depends on the building, jurisdiction and project requirements; the general sources cited here do not specify a universal repair detail.

Key takeaway

Fire-stopping around pipes, cables and other services works by sealing a penetration with a complete system designed and tested for the relevant barrier and service configuration. Reliable performance depends on matching that system’s scope and installation details to the actual opening, then inspecting and documenting the result. Local code and test requirements determine what is acceptable for a particular project.
