AI data centers bring together a large, continuous electrical load, systems that move heat away from computing equipment, and backup arrangements designed to maintain service when utility power is disrupted. The servers doing AI work are only part of the demand: networking, storage, electrical conversion and distribution, and cooling also use energy. The facility therefore has to be designed as a connected power-and-heat system, not simply as a room full of computers.

How electricity moves through an AI data center

Utility electricity enters the facility and passes through electrical distribution equipment on its way to the IT load. A typical path can include a utility service, switchboard, switchgear, alternate power sources such as a backup generator, paralleling equipment, multiple uninterruptible power supplies (UPSs) and power distribution units (PDUs), and auxiliary conditioning equipment. The U.S. Department of Energy’s Federal Energy Management Program describes this as a typical data-center distribution path in its 2024 Best Practices Guide for Energy-Efficient Data Center Design.

Each part has a different job. Switchboards and switchgear route and manage incoming electrical power. UPS equipment supports the load when utility power is interrupted or changes, while PDUs distribute power onward to IT equipment. The exact arrangement depends on a facility’s requirements; the DOE guide describes a typical path, not a universal drawing or specification for every AI site.

The IT load is more than AI accelerators

Servers performing AI calculations can be an important part of demand, but they are not the whole load. The facility also powers networking and storage equipment, along with electrical distribution and cooling systems. Conversion and distribution equipment can add overhead, and cooling must operate continuously to remove heat produced by equipment that runs around the clock.

This is why a data center’s utility demand cannot be inferred from the number of AI servers alone. The facility boundary matters: a total-power figure includes more than the IT equipment, while an IT-only figure leaves out the infrastructure that delivers power and carries away heat.

AI workload demand is not one fixed profile

AI workload power can fluctuate. The shape and scale of those changes depend on workload and hardware configuration; ongoing measurement is being used to characterize behavior across configurations. There is no single power profile that can be assumed for every AI data center, and a workload’s variation does not by itself establish what backup capacity, runtime, or redundancy a particular facility needs.

Why national electricity estimates are not facility forecasts

In a 2026 report, Lawrence Berkeley National Laboratory (LBNL) and the U.S. Department of Energy (DOE) modeled U.S. data-center electricity use at 649 terawatt-hours (TWh) in 2030 in the reference case. The report gives a compounded uncertainty range of 521–843 TWh. These are modeled future estimates, not measured consumption in 2030, and they describe U.S. data centers collectively rather than AI facilities alone or any individual site.

The report’s central estimate is that data centers could account for 11.8% of total U.S. electricity in 2030, with a scenario range of 9.5%–15.3%. These figures are also national model results, not a prediction of a particular building’s share of electricity use. The DOE’s 2025 update describes significant uncertainty in future equipment shipments, utilization, and AI-server assumptions, which helps explain why scenario ranges matter.

Facility overhead and PUE

Power usage effectiveness, or PUE, compares total facility energy with IT equipment energy. It is calculated as:

PUE = total facility annual energy use ÷ IT equipment annual energy use

A PUE of 1.0 would mean that, within the measurement boundary, facility energy equals IT energy. A higher value means more energy is used by supporting infrastructure relative to the IT load. Lower PUE indicates less facility overhead on this measure, but it does not establish that a site has low total energy use, low water use, or low environmental impact. Comparisons also require consistent boundaries and measurement contexts; for example, whether server fans are included can affect results.

LBNL and DOE report that facility infrastructure accounted for 31% of U.S. data-center electricity in 2024, down from 36% in 2018. The report associates that change with average PUE improving from 1.55 to 1.45. For facilities serving AI equipment, it gives an average PUE of 1.145 in 2024 and models 1.136 in 2030. These are national averages and modeled figures, not site benchmarks, guaranteed targets, or evidence that every AI facility has the same efficiency.

How cooling removes heat

Every watt of electrical power used by IT equipment ultimately becomes heat that must be carried away. Cooling is not an occasional comfort system: data-center equipment operates around the clock, so heat removal has to continue as well. Cooling design determines how heat moves from the equipment to a system that can reject it outside the IT space.

Air-based cooling and chilled water

In a conventional evaporative arrangement, air picks up heat from IT racks. Cooling equipment transfers that heat from room air into chilled water. The chilled-water system carries it to a heat-rejection stage; a condenser loop then moves heat to a cooling tower, where evaporation releases it. This is a chain of heat transfers, and each link must work with the others to keep equipment within its operating conditions.

Air-based designs use room air as the first medium carrying heat away from IT equipment. The rest of the cooling system must then remove heat from that air and reject it. Cooling equipment therefore contributes to facility electricity use in addition to the electricity consumed by servers, storage, and networking.

Direct liquid cooling

Direct liquid cooling moves heat from IT equipment into a recirculating liquid loop rather than relying only on room air to carry it away from the components. A system commonly includes a coolant distribution unit (CDU) and a heat-rejection system. The coolant transports heat; the heat-rejection equipment still has to transfer that heat out of the facility or into another usable system.

LBNL says direct-to-chip liquid cooling generally reduces cooling-related energy use in heat-dense systems and can improve throughput by keeping chips below thermal-throttling thresholds. However, the size of the performance gap is still being quantified on contemporary configurations. It is a promising approach, not a blanket guarantee that every liquid-cooled installation will use less total energy or deliver the same result.

What changes when a facility uses liquid cooling?

Liquid cooling changes the route that heat takes and the equipment needed to manage it. It does not make heat disappear: the heat still has to be rejected, and the system may still use cooling towers. Comparing an air-based design with a liquid-based one should account for more than the cooling equipment’s electricity consumption.

  • Cooling-related energy: assess the energy used to move and reject heat, not only the IT load.
  • Water use: identify whether the heat-rejection arrangement consumes water and how much, rather than assuming that a liquid loop is water-free.
  • Thermal performance and throughput: consider how the equipment’s temperatures relate to thermal throttling and useful computing output.
  • Climate and site fit: outdoor conditions and local water constraints affect which cooling options are suitable.
  • Operations: controls, maintenance, and the interaction of cooling equipment with IT systems are part of the design choice.

Cooling uses water as well as electricity

Evaporative cooling rejects heat partly by evaporating water. Cooling towers also discharge water through blowdown, which manages the concentration of dissolved material in the system. As a result, a design that uses evaporative heat rejection has a water demand as well as an electrical one.

The DOE Federal Energy Management Program describes several options that can change the energy-and-water balance: air-side economizing, water-side economizing, thermal storage, cooling-tower water management, and liquid cooling. Their suitability depends on outdoor conditions, water constraints, system controls, and operating practices. An option that works well at one site may not be appropriate at another.

Water usage effectiveness (WUE) is one way to express water intensity:

WUE = annual site water use in liters ÷ IT equipment annual energy use in kWh

WUE helps relate a site’s water use to its IT energy, but it does not by itself capture regional water scarcity. A water-use figure needs context about the location and the facility’s cooling and heat-rejection design; a single metric cannot substitute for those details.

What happens when utility power is interrupted

Backup power is a layered system rather than a single device. A UPS provides backup power and helps bridge a utility interruption or transition. The DOE guide says UPS systems may use battery banks, rotary machines, fuel cells, or other technologies. Alternate sources, including backup generators, can form another part of the facility’s power path.

The specific technologies and sequence of operation are design choices. The cited DOE guide does not prescribe a universal AI data-center backup specification, and it does not establish one runtime, fuel, or redundancy level for all facilities. A facility’s continuity objective and electrical design determine what combination is appropriate.

Questions that shape a backup design

Backup arrangements must be considered against the site’s required service continuity and the load that needs to remain supported. Redundancy, transition behavior, runtime, and site constraints are also relevant. A facility that requires one continuity outcome may need a different engineered arrangement from a facility with a different objective; the presence of AI workloads alone does not dictate one architecture.

  • Continuity objective: define what the system must keep operating during an interruption.
  • Supported load: identify which IT and facility systems need backup support.
  • Redundancy: determine how the design addresses equipment or path failures.
  • Transition behavior and runtime: establish how power is maintained and for how long under the design conditions.
  • Site constraints: account for the facility’s physical and operational limits when selecting alternate sources and distribution equipment.

These questions are engineering inputs, not values that can be answered with one industry-wide AI data-center specification. Backup equipment should be understood as part of the complete electrical path, coordinated with the IT load and the facility’s required continuity.

How to read efficiency claims and design comparisons

PUE is useful when the question is how much facility energy supports each unit of IT energy. It is not a complete score for a data center. A facility may have a favorable PUE while still using substantial electricity because its IT load is large, or may have a water-intensive heat-rejection approach. WUE adds a water-intensity measure but does not account for regional water scarcity. Neither metric alone describes all environmental effects or proves a design is best for a particular site.

For cooling comparisons, use a consistent facility boundary and look at cooling-related energy, water consumption, thermal performance, throughput, climate fit, and operating complexity together. For backup comparisons, focus on continuity objectives, supported load, redundancy, transition behavior, runtime, and constraints. A claim about one metric should not be stretched into a conclusion about the entire facility.

What this means for data-center construction

Because electrical distribution, IT equipment, and cooling form a continuous chain, construction planning has to accommodate all three. Electrical service and distribution equipment must be considered alongside the loads they support. Cooling equipment must be integrated with the path that carries heat away from racks and rejects it. If water is used in heat rejection, that choice belongs in the site’s water planning as well as its mechanical design.

The same coordination applies to resilience. UPS equipment, alternate power, and distribution paths need to align with the facility’s continuity objective and supported load. The national estimates and average PUE figures can explain why data-center infrastructure matters at a system level, but they cannot size equipment or establish performance for an individual project. Those decisions depend on the site, the selected IT configuration, the cooling approach, and the engineered operating requirements.
