How Airport Rail Links Are Designed and Upgraded

Airport rail links start with an access problem, then balance demand, mode choice, terminal transfers, construction constraints, reliability and phased delivery.

Airport rail links are designed by solving an access problem, not by choosing a train first. Planners define who needs the connection, compare rail and non-rail options against consistent criteria, design the entire trip between city and terminal, and test how construction can fit existing transport networks. Upgrades may mean new track and stations, but can also involve retiming trains, changing signaling, improving a shuttle connection, or delivering a larger project in stages.

Start with the access problem, not the technology

The first question is what travel problem the investment must solve. Planners need to understand where airport passengers come from, how long their trips take, where journeys are unreliable, and which communities have few practical alternatives. They also need to decide whether the project is intended to serve airport workers, local residents, regional travelers, or people using the rail network for trips unrelated to the airport.

Those users matter to both the design and the business case. A line that is useful to airport passengers but disrupts existing services may perform differently from one that also improves local or regional connections. Heathrow’s Southern Access to Heathrow strategic objectives, for example, call for benefits to be identified for airport and non-airport users and for existing services not to be made worse. Calgary’s study considered downtown, airport, and regional connections, along with anticipated ridership, route and station options, technical constraints, and investment priorities.

Forecast airport passenger growth is not, by itself, a rail-demand forecast. A project assessment should make clear which travelers its estimates represent, how they would reach the airport, and what assumptions drive their choice of transport. Calgary, Dorval, and San Diego’s alternatives work all consider ridership or demand, but these examples do not establish a universal mode-share threshold or a single forecasting method that applies to every airport.

Compare modes and corridors on the same terms

A new heavy-rail line is only one possible answer. Depending on the access problem and the network around the airport, the alternatives may include better bus or shuttle services, an automated people mover, light rail, a moving walkway, or changes to existing rail operations. Alternatives should be assessed using comparable criteria rather than assuming that one technology is inherently best.

What the case studies considered

Project or study Options or scope reported What the example shows
Transport Canada’s Dorval study Improved on-road bus and/or shuttle service; an automated people mover; an extension of the Réseau Express Métropolitain light-rail system; and a moving walkway. The agency identifies cost, capacity, and travel time among the advantages and disadvantages to consider for the options.
SANDAG’s San Diego airport alternatives work After assessing 21 rail concepts, SANDAG identified three automated people mover concepts and two Trolley concepts as the most feasible for further consideration. Its 2026 addendum narrowed options using potential cost, construction complexity, ridership, and other factors. Alternatives analysis can narrow a large field in stages. The shortlist is specific to San Diego, not a ranking of modes for other airports.
Calgary’s study A functional corridor and route and station options were examined in light of physical and technical constraints. The preferred concept seeks integration with existing Blue and Green Line LRT systems while preserving flexibility for regional rail. Route choice, station placement, existing networks, and future flexibility are connected decisions.

The useful comparison is not simply the cost of building each option. A fair assessment considers the service a traveler actually experiences, the demands construction places on the corridor, and how the option affects other transport users.

  • Demand and users: Which passenger markets would be served, including employees and non-airport travelers?
  • Capacity and service: What capacity and frequency are relevant to the demand being served?
  • Journey time and transfers: How long is the end-to-end trip, and how many or how difficult are its interchanges?
  • Cost and funding: What capital and operating costs, funding needs, and value-for-money considerations apply?
  • Construction and delivery: What corridor constraints, station interfaces, construction complexity, and delivery risks affect the option?
  • Passenger and network outcomes: How will reliability, accessibility, and effects on existing services compare, and what wider connections will the project provide?
  • Phasing and future links: Can the project be delivered in stages while retaining useful options for future connections?

When published evidence does not provide a comparable figure for a project, decision-makers should not fill the gap with a generic benchmark. The sources here do not establish a universal cost per kilometre, minimum ridership, or preferred technology for airport links.

Design the whole journey, including the terminal connection

A rail station can be close to an airport on a map and still leave passengers with an awkward trip. Design needs to account for the station’s location relative to terminals, the route between platform and airport facilities, and transfers to local buses, urban transit, regional rail, or intercity services. The aim is a useful end-to-end journey, not simply a rail line that reaches airport property.

Heathrow’s strategic objectives emphasize limited, easy, step-free interchanges and inclusive design consultation. They specifically call for involving people with reduced mobility or visual impairments in design. The objectives also say that service hours should accommodate early and late flights where practicable. These requirements make the transfer, the timetable, and passenger access part of the transport design rather than details to consider after the route is selected.

Make connections work for different users

People arrive with different mobility needs, amounts of luggage, levels of familiarity with the network, and final destinations. An interchange that adds a change of train or a difficult walk can undermine an otherwise fast rail journey. Planners should therefore test the complete route through the interchange, including whether it is step-free and understandable, and whether airport employees and local users can use it as well as passengers with flights to catch.

Dorval illustrates a hub-first approach. The planned hub brings VIA Rail, Montreal-area transit, and regional rail services together, with local buses, and is intended to accommodate future links without substantial renovation. Montréal-Trudeau International Airport is about one kilometre from the hub. In this setting, improving the connection from the hub to the airport is among the possible solutions; a new rail system is not the only way to address the last part of the journey.

Taoyuan Airport MRT illustrates how airport and metropolitan service can share a system. Taiwan’s Railway Bureau reports a 51.03 km system with 22 stations connecting Taipei, New Taipei, Taoyuan, the airport, and high-speed rail. It lists seven underground and 15 elevated stations. Express trains from Taipei to the airport take approximately 35 minutes, according to the bureau, while commuter trains stop at all stations. These are reported details of this particular system, not performance targets for other projects.

Plan construction around existing infrastructure

Airport links often have to fit into busy urban corridors and connect to operating transport networks. Route and station options therefore depend on physical and technical constraints as well as on the desired service. Calgary’s corridor work considered those constraints while weighing benefits, costs, opportunities, and risks. Its preferred concept is intended to integrate with existing Blue and Green Line LRT systems while leaving flexibility for regional rail.

Station interfaces can be especially consequential when a new project meets an existing railway or other transport facility. The Taoyuan extension to Zhongli is about 2.06 kilometres long and underground, with a station below the existing Taiwan Railway Zhongli Station. That scope illustrates the interface involved in connecting two rail systems at an existing station; its particular length and construction arrangement should not be treated as a standard for other projects.

Construction choices also shape how a project can be sequenced. Funding, construction interfaces, and the readiness of different parts of the network may affect when services can open. Phasing can let interventions respond to incremental demand or coordinate with other work, but each stage still has to make sense for passengers and fit the wider network plan.

Upgrading an airport link does not always mean building a new line

Where an existing connection or nearby network can be improved, the work may focus on operations as well as infrastructure. Heathrow’s objectives identify retiming services and upgrading signaling control as possible ways to improve service patterns or network capacity. These changes may be part of a phased response to demand rather than a single large construction project.

Other upgrades can involve a station, a connecting service, or a new link to a wider network. San Diego’s alternatives process shows why agencies may assess a range of concepts before advancing a smaller group for further consideration. Melbourne Airport Rail is described by Infrastructure Australia as a planned integrated heavy-rail link to the Metro Tunnel and regional network, involving two new stations and upgrades at Sunshine Station. Because project scope and investment-pipeline status can change, its current commitments should be checked against official updates before being represented as settled.

Understand what a project schedule or budget actually describes

The Taoyuan extension to Zhongli provides a clear example of project figures that are tied to a defined scope and reporting point. Taiwan’s Railway Bureau reports that the plan was revised, station A22 opened in 2023, and revenue service at A23 was scheduled for July 2028. The bureau states project completion as July 2029 and reports a revised budget of NT$17.302 billion. These are project-specific schedule and budget details; they are not general cost or delivery benchmarks, and the future dates are reported targets rather than a guarantee of completion.

Staging can also be a way to coordinate the opening of railway components with other project interfaces. When reading a schedule, distinguish an opened station from a future service date and from a stated overall completion date. A project can have more than one milestone, and those milestones describe different parts of delivery.

Use project figures only within their scope

Published numbers help explain a project, but they do not tell planners what another airport needs. The examples below are useful for understanding the scale and service patterns of the projects they describe, not for comparing proposals without accounting for their different locations and scopes.

Each figure describes the named system or project. It should not be used as a design rule or a like-for-like comparison unless the underlying service, scope, location, and reporting basis are also comparable.

A practical sequence for planning or upgrading a link

  1. Define the outcomes. Identify the access, travel-time, reliability, and connectivity problems the project is meant to address, and specify which airport, community, regional, and existing rail users should benefit.
  2. Establish the baseline. Document existing services and connections, corridor constraints, station and terminal relationships, and the effects a change could have on current users.
  3. Develop credible alternatives. Consider operational changes and connecting services as well as new infrastructure. Depending on the problem, options could include buses or shuttles, people movers, light rail, moving walkways, or a rail link.
  4. Compare alternatives consistently. Assess demand, capacity, travel time, transfers, costs and funding, construction complexity, reliability, accessibility, effects on existing services, and delivery risk.
  5. Design the interchange and passenger journey. Test access to terminals and onward transport, step-free routes, service hours, and the needs of people with reduced mobility or visual impairments.
  6. Set out phasing and interfaces. Explain how construction, funding, existing operations, and future connections will be coordinated, and distinguish stage openings from overall completion.
  7. Report assumptions with the numbers. State what a ridership estimate, travel time, cost, route length, or schedule covers. Treat project figures as scope-specific, and describe future milestones as scheduled or reported targets rather than guaranteed outcomes.

What the case studies do not establish

The examples show how agencies frame alternatives, users, connections, and delivery, but they do not supply detailed engineering specifications for track geometry, signaling design, fire and life safety, traction power, rolling stock, or airport security interfaces. Those questions require standards and project documentation relevant to the location, mode, operator, and approvals involved. The National Academies’ ACRP Report 118, published in 2015, is a further-reading reference on integrating aviation and passenger rail planning, including planning options, funding challenges, and potential actions in congested corridors.

One official statement captures an important service requirement: the UK Department for Transport’s Southern Access to Heathrow strategic objectives say, “New services should be designed to deliver high levels of reliability that reflect the needs of airport passengers.” Reliability is a design outcome to assess alongside access, capacity, construction, and network effects—not a benefit that follows automatically from building a rail link.
