The $16 million project at Jupiter Inlet Lighthouse Outstanding Natural Area is primarily a shoreline-stabilization and habitat-restoration effort, with new public amenities built into the work. It is intended to address erosion, unsafe shoreline conditions and sediment entering the Intracoastal Waterway while adding accessible walking routes, kayaking access, a pavilion and a planned snorkeling area. The trade-off for boaters: the site manager says peak holiday anchorage of 40 to 60 boats will no longer be permitted.
Why the shoreline needed work
The Bureau of Land Management (BLM) manages the 120-acre Jupiter Inlet Lighthouse Outstanding Natural Area in northern Palm Beach County. Its project page estimates shoreline loss at about seven feet per year. Separately, a 2026 Palm Beach Post report says the site lost more than five acres over five decades; those figures describe different measures and should not be treated as interchangeable.

Erosion threatens the historic lighthouse, nearby habitats and coastal infrastructure. BLM also identifies falling vegetation, collapsing sand, debris entering the waterway and navigation risks among the problems the project is intended to address. The project covers about five acres and combines engineered shoreline protection with living-shoreline planting and recreation improvements. BLM describes the work as a way to protect public lands and the lighthouse, reduce erosion and sediment, improve safety, and preserve ecological and recreational values.

As of the October 9, 2026 local report, more than 7,000 mangroves had been planted, according to Peter DeWitt, BLM site manager. That is reported progress toward the agency’s 10,000-mangrove target, not confirmation that the target is complete. BLM says the project aims to protect terrestrial and marine habitats and improve water quality; published sources do not yet establish measured post-project ecological results.
The agency lists $8.3 million from the Great American Outdoors Act, $7 million from the Florida Inland Navigation District and $0.7 million from additional sources as funding for the $16 million effort. BLM’s March 24, 2025 groundbreaking announcement

How the park experience is changing
More connected, accessible walking routes
The October 2026 local report describes an 835-foot boardwalk along the Loxahatchee River side of the property and an ADA-accessible path that loops around the lighthouse and connects to the pier and boardwalk. BLM project materials have described a different approximate boardwalk length at other project stages, so the 835-foot measurement is specific to the October report.

More room for education and events
A new pavilion is intended for education programs and private events. Heller said: “We’re super excited for this as a structure mostly for our educational projects,” She cited a monthly homeschool morning as one use. A formerly restricted section has also been converted to lawn space for events. Organizers of the River Cherish Art Festival hoped to host 100 artists, up from 70 the prior year, according to the October report; that was an aspiration, not a confirmed attendance figure.
Kayaking and planned snorkeling
The local report says two recreational vendors operate from different sides of the park, one along the Loxahatchee River and one along the Indian River Lagoon, expanding kayaking access. BLM project materials also list a snorkeling area and marine-education features. The local report expected the snorkeling area to open December 20, 2026. Published sources do not establish finalized operating rules, whether visitors must bring equipment or whether rentals will be available.

Dock plans and a separate police-boat arrangement
BLM project materials describe a dock intended for ferry and water-taxi use. The October report separately said a Tequesta police boat would be stationed at a dock then expected to be completed within two weeks. These are distinct uses: the public-transport purpose is an agency project feature, while the police-boat placement was a reported local arrangement.

The shoreline is still expected to accommodate about 17 boats at a time on a first-come basis, according to DeWitt in the October report; he said that matched average daily use before the project. Holiday weekends had sometimes brought 40 to 60 boats at once, and DeWitt said: “That use is no longer permitted,”

The limit reflects a compromise in how the shoreline and water access are managed. An earlier design would have extended the breakwater and removed boating access altogether. DeWitt said: “It took me four years to get my management to be willing to look at a new design, and so the new design was a compromise.” He also recalled his reaction to the initial design: “When I looked at it, I said, ‘No one’s going to fund this,’ ”
Construction status and opening dates
BLM lists January 6, 2025, as the project start date, with notice to proceed issued in January. The agency announced groundbreaking on March 24, 2025. On March 11, 2026, BLM said construction was about halfway through, with breakwaters, dock, boardwalk, reefs and an expanded beach among work underway or planned. Its project page later records installation of the first experimental Reef Arches artificial-reef structure on September 9, 2026.
In an October 9, 2026 report, DeWitt said infrastructure was 95% complete while restoration continued. The report attributed delays to a government shutdown and material deliveries. It gave December 3, 2026, as the planned public grand opening and December 20, 2026, as the expected snorkeling-area opening. Those were future dates as of the report, not confirmation that either opening occurred. BLM’s project page has also included an August 2026 completion statement; that should not be read as meaning every element had opened then.
DeWitt said: “The school will keep monitoring whether the beaches are stable, growing or shrinking,” The statement describes future monitoring, rather than results already demonstrated.
