What If We’ve Been Building Buildings All Wrong?

A better building strategy looks beyond operating energy: assess existing buildings, embodied emissions, materials and construction across the project’s whole life.

What if we’ve been building buildings all wrong? Not because every building or conventional construction method is a failure, but because judging a building mainly by the energy it uses after it opens leaves out a large part of its impact. Materials, construction, renovation and eventual end of life matter too. A better question is whether a project provides the space people need with the least avoidable whole-life impact—and whether building something new is necessary at all.

What does “all wrong” get wrong?

It suggests a simple verdict where the evidence supports a more useful correction: building performance has often been framed too narrowly. A building’s impact does not begin when someone switches on the lights, and it does not end when the building is occupied.

The European Commission’s Directorate-General for Environment put the issue plainly in its 27 March 2026 guidance: “Buildings are essential for people’s daily lives, but they are also the EU’s largest consumers of materials and energy.” The Commission links about 50% of total EU greenhouse gas emissions to the building stock, including material supply, construction and use. That is an EU-wide estimate about the building stock—not a global statistic or a figure for new buildings alone.

The OECD’s 2025 report describes a related risk: if embodied emissions are left unaddressed, they could account for around half of the total carbon footprint of new buildings by 2050. This is a forward-looking estimate about new buildings, not the same measure or population as the Commission’s EU-wide figure.

What should a building’s impact include?

A whole-life view considers emissions from the building’s materials and construction as well as those from its operation and eventual end of life. The OECD distinguishes between operational emissions—such as those associated with lighting, heating and cooling—and embodied emissions from producing, constructing and ultimately demolishing buildings. Renovation and changes to a building can also affect its life-cycle impact.

That wider boundary changes the design question. A building that uses less energy in operation may still have substantial impacts from new materials or construction. Conversely, keeping an existing structure is not automatically the best answer if its condition, safety, location or achievable performance make another option more suitable. The point is to compare the full project rather than treating operational energy as the whole scorecard.

Should a project build new, or make better use of what exists?

Before assuming demolition and replacement are necessary, assess whether an existing building can be renovated, repurposed or converted to meet the need. The European Commission’s 2026 guidance highlights options such as converting vacant offices, improving the use of under-occupied space and avoiding unnecessary demolition. The Commission’s 2023 roadmap study also models measures that reduce demand for new construction.

These are opportunities to investigate, not a rule to retain every building. A sound decision depends on the building’s condition, intended function, safety, location and the performance that can realistically be achieved through renovation. The relevant comparison is between ways of providing the required space, including the impacts of retaining and adapting an existing structure as well as those of demolition and new construction.

How can teams compare construction approaches fairly?

Use the same building function and life-cycle boundary when comparing options. Otherwise, a result can look better simply because it includes fewer building elements or a shorter portion of the building’s life. The 2025 England-focused assessment by the Ministry of Housing, Communities and Local Government (MHCLG) warns that inconsistent assessment outputs hinder meaningful comparisons. It identifies building type, the elements counted and the life-cycle modules used as factors that can change results.

  • Operational and embodied emissions: Include both, and state what is counted in each category.
  • Existing structure and new materials: Show whether an option retains, alters or replaces the existing building and what new material it requires.
  • Project requirements: Compare options against the same function, climate, site and performance needs.
  • Safety and durability: Account for applicable fire, structural and other safety requirements, along with the building’s expected service needs.
  • Local delivery conditions: Check skills, supply, code requirements, insurance and warranties for the project’s jurisdiction.
  • Assessment quality: Disclose assumptions, data sources and gaps, including whether product-specific environmental product declarations (EPDs) are available.

The OECD’s 2025 report likewise identifies standard methods and data as enabling conditions for whole-life assessment, while noting challenges such as limited EPD data and local capacity. Without comparable boundaries and adequate data, a single carbon number is not a reliable basis for ranking unlike projects.

Which strategies are worth considering?

The options below are approaches to assess, not a universal ranking. Their relative performance depends on the project and on the assumptions used to measure it.

Renovate, repurpose or convert May make use of an existing building rather than defaulting to demolition and replacement. Condition, safety, suitability for the intended function and achievable performance. The European Commission’s 2026 guidance highlights renovation and conversion as opportunities, not as an answer for every building.
Use existing and under-occupied space more effectively Can reduce pressure to construct new space where current stock can serve the need. Whether the available space is in the right place and can meet the project’s requirements. This is a building-stock and planning consideration in the Commission’s 2026 guidance and 2023 roadmap.
Improve design and material efficiency Can reduce material demand or alter the impacts associated with a design. Function, performance, durability, safety and the materials actually available. The Commission’s 2023 roadmap models design, material-efficiency and alternative-material measures; it does not establish one best material for every project.
Consider modular or industrialized construction Changes how construction is organized and delivered; its carbon or cost result must be assessed for the specific project. Project design, supply and delivery conditions, plus a consistent whole-life comparison. The U.S. Department of Energy’s 26 February 2024 publication lists a guide titled Industrialized Construction: The Case for Modular; that establishes modular construction as an active research and practice topic, not as a guarantee of lower emissions or cost.
Consider timber and other emerging methods May offer a different structural or material approach, subject to project requirements and local conditions. Applicable codes, fire and structural requirements, specialist skills, supply, insurance and warranties. MHCLG’s 7 July 2025 assessment discusses these issues in its England-focused context and describes the then-current Eurocode 5 coverage of timber design as not covering mass timber such as cross-laminated timber (CLT). Check current local code status rather than relying on that dated description.

Why isn’t there one best material or construction method?

Material choices interact with building function, climate, site, structural and fire-safety requirements, durability, available skills and supply. Their apparent advantage can also depend on which life-cycle impacts and building elements an assessment includes. The OECD’s international survey and the EU’s roadmap support whole-life approaches, while MHCLG’s England-focused assessment describes practical constraints—including skills, fire guidance, insurance, supply chains, warranties and data—that can affect adoption.

That means a claim such as “timber is always better” or “modular is always cheaper” goes beyond what these sources establish. A project team needs local technical advice, current regulatory checks and a transparent comparison using the same function and assessment scope.

What do the policy figures say—and not say?

The OECD’s 2025 report says that 21% of countries that responded to its Global Survey on Buildings and Climate implement policies specifically targeting whole-life carbon. The denominator is the survey’s responding countries, not all countries worldwide. The report also draws on a survey of 18 countries and cities, so its findings describe an international policy landscape rather than a single universal building rule.

The European Commission’s 2023 roadmap models pathways for reducing operational and embodied impacts across EU building-stock activity through 2050. Its scenarios examine measures including avoiding unnecessary construction, improving design and material use, and increasing the share of alternative materials. They are scenario analyses, not predictions of what an individual project will achieve.

What is the practical takeaway for a construction project?

Start with the service or space the project needs to provide. Assess whether existing buildings or under-used space can meet that need; if new construction is required, compare design and material options across a clearly defined whole-life boundary. Make assumptions and data gaps visible, and check the local code, skills, supply and safety requirements before treating a modeled option as buildable.

The evidence does not show that buildings should stop being built. It shows why “build new, then optimize operating energy” is an incomplete default: sound decisions also account for materials, construction, existing stock and end of life.
