EU Construction Confidence Remained Broadly Stable in August 2026

The European Commission described EU construction managers’ confidence as broadly stable in August 2026, while the wider EU sentiment indicator increased.

No: the European Commission described confidence among EU construction managers as broadly stable in August 2026, not as having deepened negatively. The broader EU Economic Sentiment Indicator rose, but that increase was attributed to industry, services and retail trade—not construction.

Did EU construction confidence worsen in August 2026?

The Commission’s August survey summary says confidence among construction managers remained “broadly stable.” It does not report a numerical construction-confidence balance in the summary, so the size or direction of any smaller movement cannot be stated from that source.

The result is a survey measure of business opinion, not a direct count of construction output, orders or employment. Eurostat explains that the harmonised business and consumer surveys generally present results as balances between positive and negative answers. Those balances help monitor economic conditions and support short-term forecasting; they do not establish that activity itself rose or fell.

What happened to the wider EU sentiment indicator?

The EU Economic Sentiment Indicator (ESI) increased by 1.0 point to 98.2 in August. The euro-area ESI rose by 1.3 points to 98.4. The Commission attributed the EU-wide increase to stronger confidence in industry, services and retail trade, while construction and consumer confidence remained broadly stable.

The ESI’s long-term average is 100. Both aggregate readings were below that benchmark, but being below 100 describes their level relative to the long-term average; it does not mean construction confidence declined during August. The aggregate ESI and the construction-sector survey result are distinct measures and should not be treated as interchangeable.

When was the August result released, and what does it cover?

The European Commission’s business and consumer survey release was listed for 28 August 2026. It is an August snapshot, not evidence about conditions after that month. Eurostat’s harmonised programme covers representatives of construction and other sectors; this summary does not provide a construction figure by EU country or a numerical construction balance.
