Housing Crisis: Can Modern Methods of Construction Deliver Affordable Homes?

Modern methods of construction may help deliver affordable homes, but their success depends on project economics, a reliable pipeline, land, planning and trusted assurance.

Modern methods of construction (MMC) could help deliver affordable homes more quickly and predictably, but they are not a proven shortcut to cheaper housing or a solution to the housing shortage on their own. Results depend on the construction system and the whole project: land, planning, funding, factory capacity, procurement, and whether regulators, lenders, insurers and warranty providers accept the homes. MMC is best understood as a potential delivery tool, not a guarantee of affordability.

What counts as modern methods of construction?

MMC is an umbrella term for a range of non-traditional construction systems, not a single building method. The UK Government’s research on volumetric modular construction covers one particular approach: homes or sections of homes made as three-dimensional modules. Findings about volumetric modular construction should not automatically be applied to every MMC system. The government’s volumetric modular research and the Competition and Markets Authority’s housebuilding market study examine different scopes of MMC.

Some approaches move more work into a factory; others use different components or processes while retaining substantial work on site. The relevant comparison is therefore not simply “factory-built versus traditionally built”. It is how a particular system performs across the complete project, from design and approvals through manufacture, transport, assembly and handover.

What could MMC contribute to affordable housing?

The CMA reports potential benefits identified in research on some category 1 and 2 systems, including speed and predictability, lower labour requirements, cost and environmental impact. Factory production may, in suitable circumstances, make some work less exposed to site conditions and help coordinate tasks. But potential benefits are not guaranteed project outcomes: they depend on the system, design, scale, supply chain and delivery plan.

Cost needs particular care. A lower on-site labour requirement or a shorter assembly period does not by itself prove a lower total project cost. Factory capacity and systems can require substantial upfront investment, and that investment only makes commercial sense if it is used reliably. Nor does a lower construction cost automatically translate into lower rents or sale prices; the evidence reviewed does not establish that MMC alone reduces what residents pay.

What does the evidence establish—and what does it not?

Homes England commissioned a monitoring and measurement study covering eight pilot sites and approximately 1,800 homes. Its stated aim was to build a consistent, verified evidence base. The published overview says evidence supporting MMC benefits was limited, and the study did not include a traditional-construction control site. It therefore does not provide a matched comparison proving that MMC homes are universally faster or cheaper than conventional homes. Homes England’s study overview describes the limits of what its design could establish.

The government’s 2024 volumetric modular review identifies risks across the modular lifecycle, including cross-cutting risks, but says the available evidence is insufficient to estimate how often those risks occur. It does not say every risk happens on every project. The report also records higher capital costs for volumetric products and systems relative to loose materials delivered to site as a challenge reported by clients; it does not establish a universal cost premium for all MMC. The review sets out those qualifications.

Recent English housing totals provide context, not a measure of MMC’s impact. The Ministry of Housing, Communities and Local Government recorded 64,762 affordable-home completions in England in 2024–25, the highest number since 2014–15 and 1% more than the previous year. It also recorded 12,198 new social-rent homes, the highest figure since 2012–13. The statistics do not identify what share, if any, was delivered using MMC. They are estimates that may be revised; Homes England is responsible for England outside London, where the Greater London Authority has responsibility. Affordable housing and social housing are not interchangeable categories: for example, First Homes count as affordable housing but not social housing. What must be in place for MMC to work at scale?

A dependable pipeline and viable project economics

Factory-based systems need enough consistent demand to support manufacturing capacity and recover upfront investment. Uncertain orders or a thin pipeline can undermine that business case. The House of Lords Built Environment Committee reported that some Category 1 modular firms failed financially during 2022–23; that is evidence of sector risk at that time, not a finding that every current supplier is failing. The committee’s statement also discusses the broader challenge of building confidence in the sector.

Clear standards and trusted assurance

Government research says regulatory frameworks developed around traditional construction may not be tailored to MMC or may have gaps affecting quality, performance and safety. It also identifies a lack of standardisation. Difficulty obtaining product warranties can affect insurance and mortgage access, while the Lords committee has described risk aversion among warranty providers and insurers. A home that cannot readily satisfy building-control requirements or secure the assurance needed by buyers and lenders will face a barrier even if its components were made efficiently.

PAS 8700 is a residential MMC specification cited in the government’s later policy statement. Its publication is relevant to standardisation, but it does not by itself resolve implementation, compliance or assurance concerns. Those depend on how requirements are applied and accepted across projects and the institutions involved.

Land, planning and grant funding

Construction method cannot supply a site, planning consent or subsidy. The CMA identifies grant availability, planning permission and delays or uncertainty, and affordable providers’ difficulty competing for suitable land when private developers can bid more as constraints on affordable housing. A more efficient build process cannot make an unsuitable site viable or replace the funding and permissions a scheme needs.

Skills, capacity and delivery coordination

The government has presented MMC as a way to improve productivity and create off-site jobs, and the CMA identifies reduced labour requirements as a possible benefit of some systems. Those are aims and potential advantages, not independently demonstrated outcomes for every project. In practice, the plan must coordinate design, approvals, manufacturing slots, transport and site assembly; a delay at one stage can undermine the schedule gains expected elsewhere.

How should a housing provider compare MMC with conventional construction?

Compare like with like at the project level. A claim about factory production time is not a complete programme comparison, and a claim about component prices is not a whole-project cost comparison. The CMA, Homes England and the government’s modular review point to a set of issues that should be assessed together:

  1. Total cost and upfront capital: Include design, approvals, factory utilisation, manufacturing, transport, on-site work and the cost of financing the project. Test whether the expected volume is enough to use the capacity being paid for.
  2. Time and predictability: Compare the full schedule from design and permissions through manufacture, delivery, assembly and handover. Identify dependencies and what happens if approvals, components or site readiness slip.
  3. Workforce and safety: Establish which skills and workers are required in the factory and on site, and use project evidence for any claims about labour savings or safety performance.
  4. Quality, durability, energy and environmental performance: Use measured, comparable outcomes for the systems and homes being considered rather than assuming factory manufacture guarantees better results.
  5. Compliance and market acceptance: Confirm the route to building-regulation compliance and the availability of warranties, insurance and mortgages for the proposed system and completed homes.
  6. Delivery conditions: Check the reliability of the order pipeline, procurement scale, site suitability, planning position and grant funding independently of the construction method.

The sources reviewed do not establish one construction method as universally superior. A robust decision should set project-specific evidence and acceptance criteria before treating forecast savings or speed as established benefits.

What is the current UK policy direction?

In a written parliamentary answer on 22 September 2025, Housing Minister Matthew Pennycook said the government wanted wider MMC adoption as part of its stated commitment to deliver 1.5 million safe and decent homes during the Parliament. The answer cited an additional £700 million through the Home Building Fund for manufacturers seeking to grow and expand, planning reforms, and publication of PAS 8700. These are statements of policy and support; they do not demonstrate how many additional affordable homes the measures will deliver or what effect they will have on completed homes. The question itself asked about the potential role of “(a) German-style Fertighäuser and (b) other prefabricated or modular housing” in tackling the housing shortage. That phrasing captures the central issue: MMC may form part of the response, but the method must work within the wider housing-delivery system.
