The Hong Kong Government’s Drainage Services Department (DSD) awarded the project to the CRBC–Bouygues TP–VSL joint venture. Construction is planned to combine tunnel boring, blasting, drill-and-break and pipe jacking; the expected flood benefit has not yet been measured.
How the tunnel is intended to reduce flooding
The tunnel is an upstream-interception project: it is intended to collect runoff before it reaches downstream areas that could otherwise face greater pressure during heavy rain. Water will be diverted through the tunnel for direct discharge into the sea at Pak Sha Wan. The DSD describes this as part of its three-pronged flood-prevention approach under the Integrated Flood Management Strategy.

At the contract-signing announcement on 18 August 2026, Director of Drainage Services Ringo Mok Wing-cheong said the project would intercept and divert upstream stormwater runoff for direct discharge into the sea, “thereby reducing the flood risks at downstream areas.” That is the project’s stated aim, not a measured result: the published sources provide no quantified flood-probability reduction or post-completion performance data.
Who is building it, and what is included?
The client is the Drainage Services Department of the Hong Kong Special Administrative Region Government. The contract was awarded to the CRBC–Bouygues TP–VSL (HKEDT) joint venture, comprising China Road and Bridge Corporation, Bouygues Travaux Publics (Hong Kong Branch) and VSL Hong Kong Limited.
#1 Best Overall
- Water Activated Flood Barriers, Rated #1 in Flood Control
- Grows to 3.5in high in minutes, just get them wet
- Long, flexible design creates all sorts of shapes
- Use to control, contain & divert flood water
- Ready to use, no sand or labor needed
The DSD describes a roughly 3.6-kilometre tunnel, approximately 5 metres in diameter, running from Shau Kei Wan and Chai Wan to Pak Sha Wan. The wider works include seven intakes, six connection adits, one outfall and ancillary drainage improvements. These components connect local drainage catchments to the main tunnel and its coastal discharge point.
How construction is planned
The works are expected to use several methods suited to different sections and supporting works. Bouygues Construction lists tunnel boring machine (TBM) excavation, blasting, drill-and-break and pipe jacking. Dragages Hong Kong gives planned quantities for parts of the scope:

- Water Activated Flood Barriers, Rated #1 in Flood Control.
- Grows to 3.5in high in minutes, just get them wet.
- Long, flexible design creates all sorts of shapes.
- Use to control, contain & divert flood water.
- Ready to use, no sand or labor needed.
- About 2.6 kilometres of tunnel excavation by TBM.
- The remaining tunnel length by drill-and-blast and drill-and-break.
- About 900 metres of pipe jacking.
- Approximately 1.4 kilometres of drainage improvements.
The project is listed as commencing on 5 August 2026 on the DSD project page; Dragages describes the start as August 2026. These are planned works and dates, rather than evidence of completed construction progress.
What the published cost figures mean
Different sources report figures with different bases. They should not be treated as interchangeable estimates of the same thing.

- 【Heavy-Duty Aluminum Construction】Our flood barriers are made of high-quality aluminum alloy, this flood barrier is built to withstand strong water pressure and provide long-lasting durability.
- 【Versatile Flood Protection】The flood protection barrier is ideal for home exterior doors, shopfront entrances, garage doors and basements, offering versatile flood protection wherever needed.
- 【Reusable and Quick to Install】Unlike traditional sandbags, this flood barrier is reusable. The four panels can be easily assembled and disassembled in just 5 minutes. During non-flood seasons, the panels are removable. For emergency installations, a person can easily assemble the barrier. Apply construction adhesive to the edges of the posts to secure the installation.
- 【Safety Reflective Warning Strip】The top of this flood barrier features yellow and yellow reflective strips. The striking yellow stripes enhance visibility at night, ensuring that vehicles and pedestrians are clearly visible, effectively preventing collisions and safeguarding the safety of people and vehicles.
- 【Massive Size Selection】Water Barriers is designed as a modular unit, Multiple heights and lengths for you to choose. Adapt to different thresholds and water depths, meet a variety of flood prevention needs.

Why completion dates differ by source
Published sources do not give one consistent completion date. Bouygues Construction’s announcement, the DSD contract-signing announcement and the Dragages project page state 2030. The DSD project page instead lists mid-2031. None of these sources explains whether the dates refer to different milestones, so the discrepancy remains unresolved.
Quick Recap
Rank #4
- Aluminum Material: The Flood Protection Baffle is composed of heavy-duty 4cm (1.5inch) thickened aluminum panels and aluminum columns. The surface is oxidized, and the panels are surrounded by IP6-rated ABS rubber strips, which can partition, block, and protect against floods or severe weather for damage caused indoors or in dry places
- Flood Resistance: If you are often worried about floods or heavy rains causing damage to your dry garage or indoors, and the flood control effect is very small after installing other flood control devices, then our heavy-duty Flood Control Barriers must be your ideal choice, not only It can be used repeatedly and has 98% waterproof strength
- ABS Rubber Strip: The middle panel of the Flooding water barriers is designed with concave and convex splicing and has a rubber strip. The bottom has a rectangular 2x4cm (0.7x1.5in) thickened rubber strip, which increases friction with the ground and blocks gaps to prevent water from passing through. It will not be damaged after 5-8 years of use, so it is an excellent waterproofing system for homes or businesses
- Scenario: Due to the special sealing characteristics, flood prevention dams can usually be used in garages, front doors, cellar windows, driveways, around houses, street entrances, and can also be used as flood protection devices in low-lying places such as commercial warehouses, water dams, and schools
- Reusable & Easy to Install: Each panel can be easily taken out and put in. When there is no flood or rain disaster, the panels can be taken out for normal access. Easy to install, takes 2 adults about 10 minutes to assemble
