Riders should be able to identify and use an accessible route to the station services that remain open at every stage of rehabilitation. If construction, maintenance, or a closure makes a pedestrian circulation path temporarily inaccessible, the applicable federal pedestrian-right-of-way guidance calls for an alternate route. If an elevator or another accessibility feature is unavailable, transit providers must take reasonable steps to accommodate riders who would otherwise use it. A detour sign alone does not create a usable route or resolve an outage.
How do riders get through a station while it is under construction?
The project team needs to plan access for each construction phase, not just for the finished station. For every phase, map a continuous route from the street or other approach to the open entrance, fare area, platform, and relevant passenger services. The route must connect riders to what they need to reach; a path that ends at a closed entrance or depends on an unavailable elevator is not a workable plan.

Construction boundaries, stored materials, temporary barriers, and changing work zones can affect a route after a phase begins. Assign responsibility for checking that the route remains continuous and that signs match actual conditions. The federal sources do not prescribe a particular inspection schedule; checking and updating the route as work changes is an operational measure to support access.

Plan each phase as its own route
- Identify what remains open. Record which entrances, fare areas, platforms, elevators, lifts, and passenger services are available during the phase, including any planned night or weekend work windows.
- Trace the full accessible connection. Check the approach, entrance, fare area, and route to the needed platform or service. Include segments outside the station when they form part of the route, and coordinate with the agency or property owner that controls them.
- Check dependencies and alternatives. Determine whether the route relies on an elevator, lift, or entrance that may close for construction or maintenance. Decide what accommodation can be provided if that feature becomes unavailable.
- Tell riders before the change. State what is closing, when the change starts, where the alternate route begins, which elevators remain available, and what riders should do if conditions change.
- Recheck when work conditions change. Update route markers and notices when boundaries, access, or equipment status changes, and make sure staff know how to direct riders.
FTA construction-phasing guidance recognizes loss of pedestrian access as a potential stakeholder impact and describes advance outreach about stop changes. It does not prescribe one station layout: project teams must evaluate the actual site, phase, and applicable local requirements.

What federal requirements apply—and what they do not say
Permanent alterations and paths of travel
Under 49 CFR § 37.43, when a public entity alters an area containing a primary function, the alteration must make the path of travel to that area accessible and usable upon completion, to the maximum extent feasible, subject to the regulation’s framework. The rule also addresses bathrooms, telephones, and drinking fountains serving the altered area, and includes a disproportionate-cost provision for path-of-travel work and related features.
The regulation defines a path of travel as a continuous, unobstructed pedestrian way linking the altered area with the exterior approach, facility entrance, and other facility areas. Examples include sidewalks, ramps, corridors, waiting areas, elevators, lifts, bridges, tunnels, and passageways between platforms. FTA Circular 4710.1 explains that station work affecting stairs, escalators, or other entrance elements can trigger alteration requirements. Its discussion of stations with multiple entrances is fact-specific; an already accessible entrance is not a blanket exemption from considering other work.

- Wide Range of Applications: portable door threshold ramps can be used at front doors of home or garage steps and various cars to solve problems that may happen to wheelchairs, unloading trolleys, baby carriages, pet dogs, scooters and elderly people walking.
This facility-alteration rule addresses accessibility upon completion. It should not be treated as a complete rule for temporary construction routes during the work itself. Whether it applies, and how, depends on the project facts and governing requirements.
Temporary pedestrian access routes
Access Board PROWAG provision R204 says that when a pedestrian circulation path is temporarily inaccessible because of construction, maintenance operations, closure, or similar conditions, an alternate pedestrian access route must be provided and comply with referenced R303 and R402 provisions. Project teams should assess each phase for continuity and connections against the applicable provisions. The controlling adopted standard and any local requirements should be confirmed for project-specific design or compliance decisions.

Accessibility features and outages
Under 49 CFR § 37.161, public and private transportation entities must maintain accessibility features in operative condition and repair them promptly when damaged or out of order. These features include elevators, lifts, signage, and systems used to communicate with people with vision or hearing impairments. The regulation permits isolated or temporary interruptions caused by maintenance or repairs, but providers must take reasonable steps to accommodate people who would otherwise use an unavailable feature.
What should happen when an elevator is closed?
First determine what the outage means for the trip: whether another usable entrance or vertical-circulation route is available, whether the relevant platform and service can still be reached, and who controls the affected route. If the outage prevents access, the transit provider must consider reasonable accommodation; an accessible shuttle is one possible response, not a universal solution prescribed for every station.

FTA Circular 4710.1 says an agency may combine measures to meet the reasonable-steps duty. For planned or longer-term outages, its guidance identifies multiple ways to inform riders:
- Post information on the agency website and at the facility.
- Use recorded announcements and audible and visual announcements at other stations as appropriate.
- Send alerts through rider email or text lists.
- Notify disability advocacy groups.
- Arrange accessible shuttle service when needed to accommodate riders affected by the outage.
Notices should make the practical choice clear: which elevator is out, when the outage starts or is expected to end if known, what route remains available, and how riders can get help or use an accommodation. If another agency or property owner controls part of the route, coordinate both the service plan and the information riders receive.

How can a project team choose between temporary access strategies?
There is no single detour or accommodation that works for every station. Use these questions to evaluate the alternatives against the station’s layout, work phases, operating conditions, and applicable standards:
- Does the route connect riders to the specific entrance, fare area, platform, and service that remain open?
- Will it remain available through every planned phase and work window?
- Does it depend on an elevator or lift that is also at risk of being unavailable?
- Can riders learn about the change before traveling through accessible, more than one communication channel where practical?
- If the station becomes inaccessible, is an effective accommodation available, and do staff know how to direct riders to it?
- Who is responsible for each route segment, signs, maintenance, and rider updates?
Temporary accessible-route signs and elevator-outage signs can help riders find information, but signs communicate a route or outage; they do not create an accessible route or replace an accommodation plan.
What funding context matters for legacy rail access?
Federal funding announcements can support eligible legacy rail accessibility work, but they do not determine whether a particular rehabilitation project qualifies or remove the need to plan access during construction.
