It is a passenger transport system whose track or guides, supporting structure, carrier, propulsion, braking, controls, safety devices and recovery method must work together. Before considering a build, determine how your local authorities would classify the system and what approvals and inspections apply. A project called a “funicular” may instead be a single-car inclined elevator, and the distinction affects which rules and standards may be relevant.
Is a home project really a funicular?
In the classic arrangement, two cars are connected by a cable. The descending car helps pull the ascending car up the slope, providing counterbalance. ANSI’s overview describes a funicular as a cable railway and identifies ANSI B77.2-2025 as covering passenger funicular design, manufacture, construction, operation and maintenance. The overview is not a substitute for the full standard or confirmation that it applies to a particular installation.
A residential system with one car or platform running on inclined guides may be classified instead as an inclined elevator. For example, Washington defines an inclined private residence elevator as a car or platform on guides in an inclined plane, transporting people or property, at up to 70 degrees from horizontal. That is Washington’s definition, not a universal classification.
The name used in a project description or by a supplier does not settle the regulatory category. The actual arrangement, intended use and local rules matter.

Why the design must be treated as one engineered system
For a steep-slope passenger system, the site and equipment cannot safely be considered in isolation. The slope, alignment, supporting structure, guideway, carrier and operating conditions all affect how the system works. A design decision about one part can affect the others, including how the car is stopped and how it can be recovered after a fault.
A federal overview characterizes funiculars, or inclined planes, as site-specific systems using customized equipment. It does not provide calculations or certify a home-built design. That is an important limit: general descriptions of a funicular cannot establish that a particular arrangement, component or structure is suitable for carrying passengers.

Safety functions that need coordinated design
- Guideway and structure: The carrier must remain guided and the supporting works must suit the site and system. Washington’s rules, for the category they cover, require chassis guides to be retained or enclosed so the chassis cannot derail.
- Braking and stopping: The system needs a means of stopping and holding its rated load. Washington requires a safety capable of stopping and sustaining a car with rated load; its rule also describes a governor-operated safety that acts without delay if a hoist rope breaks.
- Drive and control: Propulsion and control arrangements must be considered alongside stopping and safety functions. The available sources do not establish that generic motors, cables, sheaves, rails, brakes, governors or controls sold for other purposes are suitable for passenger service.
- Recovery: A plan is needed for moving the carrier if normal power or drive is unavailable. Washington requires a manual method of moving the elevator and a machine brake with a lever for releasing the brake for manual movement.
- Environment and materials: Washington’s covered category has weather-protection requirements and prohibits cast iron in the car frame or chassis. These are examples of jurisdiction-specific rules, not universal design instructions.
Rules, permits and standards depend on location
There is no reliable project-specific permit answer without knowing where the system will be installed and how the authority having jurisdiction classifies it. Contact the local elevator or conveyance authority and building department before design or construction commitments. Ask which standards are adopted, whether the proposed system is regulated as a funicular, inclined elevator or another conveyance, and what plan review, permits, inspections and qualified professionals are required.
Washington example
Washington requires applications and plans before covered new construction and major alterations. Approved plans must comply with the latest adopted applicable standard and Washington rules. For covered inclined private residence elevators, WAC 296-96-24130 states: “All of the components associated with inclined private residence elevators shall be built to a minimum safety factor of 5, unless otherwise specified in this part.” That is a Washington rule for its defined category, not a generic engineering factor to apply to every project or component.

Standards outside Washington
ANSI’s overview identifies ANSI B77.2-2025 as the U.S. funicular safety standard. Confirm the current full text and whether the relevant authority has adopted it before relying on it for a specific installation. In Europe, DIN Media describes EN 13107:2015 as applying to civil engineering works for passenger cableway installations, while noting that national building and construction regulations remain unaffected. BSI describes EN 13796 as addressing passenger cableway carriers, including grips, carrier trucks, onboard brakes, cabins, chairs, carriages and maintenance carriers. Which provisions apply depends on system type and jurisdiction.
Home-built proposal or professionally engineered residential system?
A professionally designed residential incline-lift system is an alternative to taking responsibility for a home-built passenger installation. Hill Hiker describes systems using terms including “home funicular,” “private funicular,” “outdoor elevator” and “hillside tram,” and says it designs, builds, installs and services them. Its claims about meeting or exceeding North American standards are the manufacturer’s claims, not an independent verification.

What to establish before proceeding
- Describe the proposed system accurately. Record whether it has one car or two, how the carrier is guided, its intended passengers and use, and how it operates. Do not treat a product or project name as a code classification.
- Get a jurisdictional determination. Ask the local conveyance or elevator authority and building department which category, standards, permits, plan approvals and inspections apply at the proposed location.
- Identify design and construction responsibility. Establish who is accountable for the guideway, support structure, carrier, drive, braking, controls, safety devices and recovery provisions, and what technical documentation will be reviewed.
- Confirm the complete operating and maintenance plan. Ask how the system is stopped under fault conditions, how it is recovered if the normal drive is unavailable, and who will inspect and maintain it.
- Compare a professional system on documented scope. Request the supplier’s system classification, applicable approvals, site-work boundaries, service arrangements and supporting documentation. A supplier’s marketing language alone is not proof of regulatory acceptance.
Why generic retail components are not a responsible recommendation
No specific marketplace product or generic part is established as suitable for a home-built passenger system. A cable, motor, brake, rail, sheave, governor or control may be safety-critical, and suitability depends on the integrated design and applicable requirements. Recommending an off-the-shelf item without evidence of passenger-service suitability would imply compatibility that the available information does not establish.
