Granite announced the award on October 1, 2026, and said construction was scheduled to begin in fall 2026, with completion expected in winter 2030.
Who won the contract and what is included?
The Granite-Super Joint Venture, comprising Granite Construction and Super Excavators, is the contractor; NEORSD is the owner. Granite announced the contract value as approximately $324.8 million and said it would include the award in its third-quarter construction segment backlog. The announcement does not provide the executed contract’s full terms, a bid comparison, the tunnel’s financing allocation, or any later change orders. Granite’s October 1, 2026 announcement.
The work centers on a 22,300-linear-foot tunnel with a 20-foot diameter, plus 3,115 linear feet of ancillary tunnels. Granite lists adits, overflow, connecting and dewatering tunnels among the ancillary works. The broader contract scope also includes multiple shafts, diversion structures, gate and screening structures, gate-control vaults, consolidation sewers, an overflow box culvert, sitework, restoration and utility work. The announcement does not specify construction methods beyond this described tunnel, shaft and structure scope.
How does Big Creek fit into Project Clean Lake?
Granite describes Project Clean Lake as NEORSD’s $3 billion, 24-year program, begun in 2011 to improve regional water quality. It says the Big Creek Tunnel is the last of seven large-diameter combined sewer overflow (CSO) storage tunnels constructed under the program. Those program-wide cost, duration and completion-status descriptions are Granite’s; they are not independently established by the cited project announcement.

How much CSO is the project expected to address?
Granite says the Big Creek Tunnel project is expected to eliminate 550 million gallons of combined sewer releases annually when complete. This is the project-specific outcome stated in its announcement, not an independently confirmed measurement of completed performance.
Construction Digital’s broader Project Clean Lake framing cites 4.5 billion gallons of annual combined sewer overflow, but does not identify that figure as the Big Creek Tunnel’s own reduction. When is construction expected to start and finish?
Granite’s October 1, 2026 schedule forecast called for construction to start in fall 2026 and finish in winter 2030. Construction Dive repeated that schedule in its October 2 report. Granite Tunnel Division Vice President Jim Nickerson said the project’s scale and complexity align with the company’s strengths in large-diameter tunneling and shaft construction. He also characterized it as a major wastewater infrastructure project intended to strengthen system performance and protect local waterways across Northeast Ohio.
