Fort Bragg’s proposed noise ordinance would set decibel limits by zoning district and add specific rules for food-truck generators, construction and animal noise. The Public Safety Committee was scheduled to review the draft on October 8, 2026, and recommend action to the City Council; the available report does not say the ordinance was adopted. Residents and contractors should treat the figures below as proposed, not current legal limits.

The Public Safety Committee was scheduled to meet at 3 p.m. on October 8, 2026, at Town Hall, 363 N. Main St., and online by Zoom. The agenda was to include review of the draft and a request for a recommendation to the City Council. The report was prepared by Marie Jones Consulting for the Community Development Department. The city’s existing noise chapter largely dates to a 1972 ordinance. As described in the news report, it relies on broad terms such as “any loud, unnecessary, unusual penetrating, or boisterous noise” that disturbs a neighborhood or annoys “any reasonable person of normal sensitiveness,” rather than specifying decibel ceilings. The city attorney’s stated reason for proposing objective thresholds was “to aid in enforcement of standards and make the ordinance more defendable in court.”

The draft would measure sound with a sound level meter at the property line. These are proposed limits as reported in 2026; they should not be treated as the city’s current enforceable decibel standards.

For a steady whine, hum or throb, the proposed ceiling would be 5 dB below the applicable zone limit. That adjustment is relevant to persistent tonal or low-frequency sounds, not just their loudness as a brief peak.
The draft has a time-boundary conflict
The report quotes the draft’s daytime period as “seven (7) a.m. to ten (6) p.m.” and nighttime as “ten (6) p.m. to seven (7) a.m.” The written words and numerals disagree about the evening boundary. The report says staff asked the committee whether it agreed with the hours, so the available account does not establish whether daytime ends at 6 p.m. or 10 p.m. The draft or meeting record would need to clarify that before the hours can be stated definitively.

Food-truck generator noise limit
The proposed 65 dB generator cap would be a source-specific rule. The staff report reportedly estimated qualifying generators at $800–$1,000 and silent battery systems at $10,000–$20,000, describing the latter cost as potentially challenging for local vendors. Those are staff-report estimates relayed by The Mendocino Voice, not independently checked market prices. The article does not establish whether existing permits would be treated differently from new permits or renewals.
Construction noise hours and exemptions
Under the reported draft, construction work between 7 a.m. and 6 p.m. Monday through Friday would not be subject to the proposed decibel limits unless a permit specified other hours. Emergency repairs would also be exempt. On weekends, an owner or resident could do work on their own property provided it stayed within the applicable sound limits. The weekday exemption’s stated hours are distinct from the unresolved general day/night boundary in the draft.

The article describes current construction-noise controls as limited to conditions attached to planning permits. That leaves some repairs and single-family construction outside that mechanism, which is part of the context for a broader ordinance. It does not mean all construction is currently unrestricted; other applicable requirements may still matter.
Barking dog noise ordinance threshold
The draft would define animal noise as a violation after five minutes of continuous noise or intermittent noise over a half-hour period. This is a duration-based trigger in the reported proposal, not a universal decibel value supplied for barking.

Other activities covered by the reported draft
- Social gatherings: Occasional gatherings from 11 a.m. to 11:30 p.m. would be exempt if sound measured no louder than 65 dB from an adjacent residential property.
- Public assembly buildings: Sound at churches, halls, City Hall, the Veterans Building and schools would have to meet the zone limits at the property line.
- Parks, playgrounds and school fields: Organized games and activities would be exempt from 7 a.m. to 10 p.m. The report says pickup basketball would not qualify for that exemption and notes that the city was asked whether it wanted to regulate it.
Important questions the draft text does not settle
Besides the conflicting 6 p.m./10 p.m. wording, the reported penalties language appears internally inconsistent: one section reportedly allows a warning for a first violation and infractions for later violations, while another is titled “Noise Disturbance Deemed a Misdemeanor.” The available news account does not resolve how those provisions fit together. The city’s police chief would administer the ordinance, according to the report. Residents, vendors and contractors should consult the final ordinance and city guidance rather than assume either the hours or penalty structure was adopted as reported.
Train horns are outside the proposed rewrite
The report says the draft would not change train-horn rules. Its account of the staff report says federal rules require a horn to begin 15–20 seconds before a public-road crossing, and that a quiet zone would require crossings to meet federal safety requirements. Fort Bragg’s existing gates reportedly block only the approaching lane. Staff estimates cited in the report put full-road gates at about $350,000 with maintenance up to $10,000 per year; these figures have not been independently verified here. Work on Highway 1 would require a Caltrans permit, and staff would pursue a quiet zone only if the Council directed it.

The survey was intended to inform committee discussion and recommendations to the Council.
