The right bollard is determined first by how vehicles must access the venue, then by the site’s security performance, emergency-access rules, installation conditions, and operating capacity. Use fixed bollards where the protected boundary should remain closed. Use removable bollards where authorized vehicles need occasional passage and staff can safely remove, store, and replace the units. Use retractable or actuated bollards where vehicles pass repeatedly through a controlled opening and the venue can support reliable operation, maintenance, and emergency release.
Those categories describe movement and access—not crash performance. A fixed, removable, or retractable label does not by itself prove that a product meets a particular threat or impact classification.

Start with the venue’s access pattern
Before selecting a product, map the vehicle movements the barrier must manage. Identify which vehicles need access, how often they arrive, who authorizes entry, and whether trained staff can operate the system without creating a safety risk. A delivery entrance used twice a week presents a different problem from a hotel forecourt, stadium service road, or event space with continuous controlled traffic.
- Vehicle types: List emergency apparatus, deliveries, contractors, staff vehicles, taxis, service fleets, and any unusual loads or turning requirements.
- Frequency: Separate occasional openings from repeated daily or hourly movements.
- Authorization: Decide who may open, remove, or reset a barrier and how that decision is recorded.
- Operating conditions: Consider weather, darkness, sight lines, pedestrian crossings, queues, and the competence of the people expected to operate the system.
- Emergency use: Establish how fire and other emergency vehicles reach the site if the normal barrier is closed or has failed.
These questions usually identify the appropriate operating category before a product is specified.

Fixed bollards: a boundary intended to stay closed
Fixed bollards remain in place and require no routine opening action. They suit a perimeter, pedestrian zone, loading-area edge, or other line where ordinary vehicle passage through the protected point is not part of the operating plan.
The trade-off is absolute: a fixed line does not provide ordinary passage through it. Confirm that vehicles do not need to cross the line for deliveries, maintenance, accessibility, waste collection, or emergency response. If they do, provide a separately designed access point rather than assuming a fixed unit can be moved when needed.
For a fixed installation, verify the proposed location, foundation and surrounding construction, the required security performance, drainage and services, and any alternate emergency route. The installation is part of the protective system; a product’s catalog description cannot establish how it will perform in a particular foundation or pavement.
Removable bollards: occasional authorized access
Removable bollards are taken out of a ground sleeve or other fixing when an authorized vehicle must pass. They can preserve a normally closed boundary while allowing planned deliveries, event setup, maintenance, or periodic service access.
This arrangement only works when the venue has a disciplined removal procedure. Someone must unlock or release the unit, lift and handle it safely, place it where it will not be damaged or become a trip hazard, and reinstall it correctly after the movement. The plan should identify storage, responsibility, inspection, and the method for confirming that every opening has been secured again.
Check the sleeve, foundation, drainage, clearances, lifting effort, and the number of units that must be handled at once. A standard removable bollard should not be described as crash rated unless the exact product and installed configuration have independently documented performance for the required threat.

Retractable or actuated bollards move out of the vehicle path when access is authorized and return to the protective position afterward. They are suited to entrances that open repeatedly, such as a venue forecourt, controlled service road, or managed parking approach.
The operational benefits bring additional responsibilities. The design must address the control method, power and communications where applicable, visibility to drivers and pedestrians, safe movement, fault indication, maintenance access, and what happens during a power loss, component fault, or emergency. An emergency-release method must be usable by the people who need it and coordinated with the authority responsible for the site.

Repeated movement also makes reliability and maintenance central selection criteria. A retractable barrier that is technically strong but routinely unavailable, slow to reset, or difficult to service can undermine the access plan.
Compare the three options on the same decision axes
| Type | Access pattern | Practical trade-off | Site checks |
|---|---|---|---|
| Fixed | Boundary remains in place | No routine opening action, but no ordinary vehicle passage through the protected line | Confirm location, foundation and site fit, required performance, and an alternate emergency route where needed |
| Removable | Staff or authorized users remove the unit for passage | Allows occasional access, but requires controlled removal, handling, storage, and reinstallation | Check release control, lifting and storage, sleeve and foundation details, and emergency-access requirements |
| Retractable or actuated | Barrier moves to permit controlled passage | Supports repeated access, with operating, maintenance, and emergency-release obligations | Confirm controls, power or failure arrangements, maintenance, local approvals, and tested performance for the installed configuration |
There is no universal ranking. Compare access frequency and method, site and installation constraints, required performance, safety, reliability, maintainability, emergency operation, and cost effectiveness. For a high-consequence site or complex installation, obtain site-specific design input rather than selecting from a category name alone.
Do not confuse movement type with security performance
A bollard can be fixed and still be unsuitable for the threat, foundation, vehicle speed, or approach geometry at a venue. The same warning applies to removable and retractable products. “Security bollard,” “fixed,” and “retractable” are not substitutes for a documented performance requirement.
The International Organization for Standardization’s ISO 22343-2:2023 page, published in September 2023, describes guidance for selecting, installing, and using vehicle security barriers (VSBs) and for producing operational requirements. It is aimed at end users such as site owners and specifiers. It does not, however, establish that an individual bollard withstands a particular attack. Its scope explicitly excludes several performance questions, including slow-speed encroachment, slow-speed nudging and ramming, blast, ballistic impact, and attacks on control systems.
Use that standard to structure the operational brief: define the threat, access rules, installation environment, and operating requirements first, then procure a product whose evidence matches the brief.

ISO 22343-2:2023: an application and operational framework
ISO’s stated purpose is guidance on selection, installation, and use, plus the process of producing operational requirements. It helps a venue team describe what the barrier must do in context. It is not a blanket certification of every bollard sold under the term vehicle security barrier, and it does not replace product-specific impact evidence or the project’s engineering requirements.

ASTM E3335-25: factors for design and selection
The ASTM E3335-25 listing excerpt classifies vehicle security barriers as active or passive and says they may be fixed or movable. It directs users to consider threat analysis, protection and operating capabilities, access controls, reliability, maintainability, safety, and cost effectiveness. Treat those as specification headings, not as proof that a particular model has passed a particular test. Confirm the applicable edition, project requirements, and jurisdiction before relying on any standard.
NYSDOT’s approved-list examples
The New York State Department of Transportation security-bollard page lists fixed shallow- and deep-foundation examples and a removable/actuated category, alongside product names and stated classifications. It instructs users to consult project contract documents to determine acceptable products. The page states that it was revised February 25, 2019, so verify its current status and applicability before procurement. A listing on that page is not a universal approval for every venue, foundation, threat, or jurisdiction.

Design the installation, not just the bollard
Installation conditions determine whether the selected arrangement can work. Before final specification, document the following:
- Alignment and clear width: Set the barrier line, opening width, turning path, vehicle overhang, and pedestrian route on the site plan.
- Foundation and pavement: Confirm the required excavation, reinforcement, depth, drainage, utilities, and compatibility with the existing or proposed structure.
- Approach geometry: Check sight lines, gradients, curves, queueing, and the possibility that a vehicle can bypass the intended line.
- Control and supervision: For removable units, define keys, authorization, storage, and reinstatement checks. For actuated units, define access credentials, controls, indicators, and fault response.
- Safety: Separate vehicles and pedestrians where possible, provide visibility, and prevent an open barrier or stored removable unit from creating a new hazard.
- Serviceability: Leave access for inspection, cleaning, repair, drainage maintenance, and replacement of wear components.
Record the exact product, spacing, foundation detail, operating method, and any tested configuration in the project documents. Changing one of those elements can change the system’s performance.
Plan emergency access before approval
Fire and building officials may impose requirements that differ by jurisdiction. As one local example, the San Bernardino County Fire Protection District’s Standard A-3 says bollards and barricades across fire apparatus access roads must be automatically retractable into an open position or manually removable. It requires the Fire Code Official to approve the location, type, and design before installation. Automatically retractable units must also have an approved emergency operating method for the fire district.
That is a jurisdiction-specific example, not a universal rule. Ask the venue’s current fire, building, and access authorities what applies locally. Put the approved method in the emergency plan, identify who carries keys or credentials, provide instructions at the point of use where required, and exercise the procedure. A barrier that is theoretically removable but cannot be opened quickly and safely in an emergency is not an adequate access plan.
Build reliability and maintenance into the choice
Maintenance is different for each arrangement. Fixed units have fewer moving parts but still require inspection of impact damage, loosened fixings, corrosion, drainage, visibility, and surrounding pavement. Removable units require inspection of sleeves, locking hardware, lifting points, storage condition, and correct reseating after every use. Actuated units add controls, sensors or detection equipment where specified, power and backup arrangements, moving mechanisms, emergency release, and a service schedule.
Define measurable operating responsibilities: who inspects, what constitutes a failure, how an opening is secured temporarily, how faults are reported, and how long a disabled barrier may remain out of service. Include spare keys or authorized credentials, replacement parts, contractor access, and a record of tests and repairs. ASTM E3335-25 specifically places reliability, maintainability, safety, access-control measures, performance, and cost effectiveness among the selection considerations; leaving those items until after installation creates avoidable risk.

A practical selection procedure
- Write the operational requirement. Describe the protected asset, threat assumptions, vehicles, opening frequency, authorized users, and emergency needs.
- Map the site. Show the barrier line, foundations, utilities, pedestrian routes, approach geometry, turning areas, drainage, and alternate emergency routes.
- Choose the movement category. Select fixed for a boundary that should remain closed, removable for occasional authorized passage, or retractable/actuated for repeated controlled passage.
- Set performance requirements. Specify the required threat and impact evidence for the exact product and installed configuration. Do not infer a rating from the movement category.
- Check authority requirements. Submit the design to the relevant fire, building, highway, accessibility, and security authorities where required.
- Specify operation and failure response. Document controls, keys or credentials, power and release arrangements, manual procedures, temporary protection, and emergency responsibilities.
- Verify installation details. Require drawings and construction details for foundations, sleeves, reinforcement, drainage, wiring, controls, spacing, and testing.
- Commission and train. Test normal opening, closing or removal, emergency operation, fault handling, pedestrian safety, and restoration of the protected line. Train every role that may operate the barrier.
- Maintain and review. Schedule inspections and exercises, record defects, and revisit the operational requirement when traffic, events, threats, or site layout change.
Common selection mistakes and corrections
“Fixed is automatically the most secure.”
Fixed describes availability, not resistance to impact. Correct the mistake by specifying the threat and verifying evidence for the complete installed system.
“Removable means anyone can take it out when needed.”
Uncontrolled removal defeats the access boundary and can injure staff. Correct it with authorization, safe handling, secure storage, reinstatement checks, and an emergency procedure.

“Retractable solves access without a backup plan.”
Actuation introduces failure and maintenance modes. Correct it by documenting power loss, control failure, manual or emergency release, temporary protection, and service response.
“A product list replaces project documents.”
Lists and classifications do not settle site fit, current approval, foundation design, or local code compliance. Correct it by checking the current contract documents and authority requirements for the venue.

How the choice plays out in typical venues
Pedestrian plaza with no routine vehicle entry
Fixed bollards may be appropriate when deliveries and emergency access are provided elsewhere and the protected line should remain closed. Confirm that the alternate route is practical and approved.
Arts venue with weekly deliveries
Removable bollards can fit an occasional-access pattern if staff can safely handle the units, store them securely, and restore the line after each delivery. If the handling process is frequent or labor-intensive, evaluate whether a controlled actuated opening is more reliable.
Stadium or event venue with repeated service movements
Retractable or actuated bollards can support repeated controlled access, but only with defined credentials, supervision, maintenance, emergency release, and a tested response to faults or power loss.
In each case, the final selection still depends on the site’s required performance, installation design, approvals, and operating resources.
Bottom line
Choose fixed bollards for a boundary that should stay closed, removable bollards for occasional authorized passage that staff can manage safely, and retractable or actuated bollards for repeated controlled vehicle access. Then verify the exact product, foundation, controls, emergency method, local approvals, and maintenance plan. The category starts the decision; the venue’s operational requirement and installed configuration finish it.
