When housing costs leave little room in the monthly budget, a fixed-rate mortgage is usually the safer structure because the principal-and-interest payment does not change during the loan term. An adjustable-rate mortgage (ARM), the U.S. term for a floating-rate home loan, can begin at a lower rate, but later adjustments may raise the payment. Consider an ARM only if you understand every adjustment rule and can afford the contract’s maximum payment without depending on a future sale or refinance.
This is general U.S. consumer education, not individualized financial advice. Property taxes, homeowners insurance, mortgage insurance and other ownership costs can change even when a mortgage rate is fixed.

What you are choosing: fixed rate or ARM
Fixed-rate mortgage
A fixed-rate mortgage keeps the interest rate unchanged for the loan term. As a result, the principal-and-interest portion of the payment stays the same. Your total payment can still move if escrowed property taxes or homeowners insurance change, or if mortgage insurance is added, removed or repriced.
Adjustable-rate mortgage (ARM)
An ARM normally starts with a fixed-rate period. After that period, the rate changes at stated intervals according to a market index plus a lender-set margin, subject to the limits in the note and disclosures. The payment may rise or fall when the rate resets. The Consumer Financial Protection Bureau (CFPB) explains the basic fixed-rate and ARM structure.

Why high housing costs make payment certainty valuable
Evaluate the entire housing budget, not just the advertised interest rate. A payment that looks manageable on a lender’s worksheet can become unaffordable after taxes, insurance, mortgage insurance, utilities, maintenance and other recurring obligations are included.
- Principal and interest: the amount driven by the loan balance and rate.
- Property taxes: may change after reassessment or a change in local tax rates.
- Homeowners insurance: premiums can change at renewal and vary with coverage, location and insurer decisions.
- Mortgage insurance: may apply depending on the loan and down payment, and its cost and duration are contract-specific.
- Other recurring costs: homeowners association dues, utilities, maintenance and debt payments that compete for the same monthly cash.
When essential spending or emergency savings would be threatened by a higher mortgage payment, the value of a known principal-and-interest amount is greater than a temporary introductory discount. A fixed rate does not freeze the whole housing bill, but it removes one major source of volatility.

Initial fixed period
The ARM’s first phase is fixed for the number of months stated in the offer and note. The first adjustment date matters more than the marketing label: a borrower planning to keep the loan beyond that date must evaluate the reset terms, not just the starting rate.
Index plus margin
At an adjustment, the contract uses the specified index plus the lender’s margin to determine the new rate, subject to caps and other terms. The index can move with market conditions; the margin is set by the lender and generally does not change after closing. The CFPB describes this relationship as: “Your actual rate and the time of change will be based on the new index plus a set margin, subject to any caps.”
Adjustment frequency
Disclosures state when the first reset occurs and how often later resets may occur. A shorter interval can expose the budget to more frequent changes. Confirm whether the payment changes whenever the rate changes or whether a separate payment schedule applies.
Rate caps, floors and payment limits
ARMs may have an initial cap limiting the first adjustment, periodic (or subsequent) caps limiting later changes, and a lifetime cap limiting the highest rate above the starting rate. Some contracts also include a floor below which the rate cannot fall. A payment cap can limit the payment increase even when the interest-rate cap is different; that can create unpaid interest or negative amortization under certain contracts. These features vary by loan, so read the actual disclosures. The CFPB’s explanation of ARM rate caps recommends asking the lender for the maximum possible payment.
Do not build the plan around a future move or refinance
The CFPB’s consumer guidance says: “Don’t assume you’ll be able to sell your home or refinance your loan before the rate changes.” A sale can take longer than expected, refinancing can be unavailable or more expensive, and the home’s value or the borrower’s financial condition can change. Treat a sale or refinance as an optional outcome, not the method that makes an unaffordable reset affordable.
When a fixed-rate loan is usually the better fit
Choose predictability when the budget is tight
A fixed-rate structure is generally better suited to a household with limited monthly slack, irregular income, significant existing debt or an emergency fund that would be depleted by a payment increase. The rate certainty makes long-term cash-flow planning easier, even though escrow charges can still move.

Choose certainty when you expect to keep the loan
If your expected ownership period extends beyond the ARM’s introductory period, compare the payment you would owe after each possible reset. A fixed loan can be preferable when you do not have a well-supported reason to pay off the mortgage before adjustments begin.
Choose the structure that protects essential goals
If a higher payment could force you to delay necessary repairs, reduce emergency reserves, miss other debt payments or cut essential household spending, the introductory ARM rate is not an adequate measure of affordability. The relevant test is whether the household can continue meeting its obligations under adverse but contractually permitted payment changes.

When an ARM may be worth comparing
The initial savings are material, not merely cosmetic
An ARM can be worth a detailed comparison when its initial rate creates a meaningful improvement in cash flow and the borrower has a credible plan that fits inside the fixed introductory period. “Credible” means the plan is supported by known timing, income and resources rather than an assumption that market rates, home prices or refinancing conditions will cooperate.
You can pay the maximum allowed amount
Before choosing the ARM, obtain the lender’s calculation of the highest payment permitted by the contract, including the applicable lifetime rate cap and payment rules. The household should be able to pay that amount while still covering taxes, insurance, mortgage insurance, maintenance, debt obligations and emergency savings.
You accept uncertainty after the introductory period
An ARM is not a discount with no trade-off. You are exchanging some initial-rate savings for exposure to future rate and payment changes. If that uncertainty would make the home unaffordable, compare fixed-rate offers instead.
How to test whether you can afford an ARM
- Record the initial payment. Use the principal-and-interest amount from the Loan Estimate, then add estimated taxes, insurance, mortgage insurance and other recurring housing costs.
- Identify the first adjustment date. Mark when the introductory fixed period ends and when the first new rate and payment could apply.
- Write down every cap and floor. Capture the initial, subsequent and lifetime rate caps, any payment cap, the rate floor, the index, the margin and the adjustment frequency.
- Request the maximum-payment calculation. Ask the lender to show the highest payment allowed under the contract, not just the highest interest rate.
- Stress-test the household budget. Add the maximum principal-and-interest payment to realistic taxes, insurance, mortgage insurance and other costs. Check whether essential spending and emergency contributions still fit.
- Test a longer ownership period. Run the budget beyond the introductory period. If the result works only when you sell or refinance on schedule, the ARM is not affordable on its own terms.
- Document the decision. Keep the Loan Estimate, ARM program disclosure, cap schedule and your payment worksheet so the assumptions can be checked before closing.
How to compare actual loan offers
Request Loan Estimates from several lenders using identical assumptions. The CFPB recommends shopping and comparing mortgage offers; changing the loan amount, term or down payment between quotes can make a cheaper-looking offer impossible to compare fairly.

Keep the comparison assumptions identical
Use the same purchase price, down payment, loan amount, term, points or credits and cost assumptions for every lender. A lower rate accompanied by more points may have a higher cash requirement; a lender credit may increase the rate. Compare both cash needed at closing and the payment path after closing.
Ask for missing ARM details in writing
If a quote does not show the index, margin, cap schedule, floor, adjustment dates or maximum payment, ask for the applicable disclosure and a written calculation. Do not infer terms from a program name or from another lender’s ARM.

How to use the five-year Loan Estimate comparison
The Loan Estimate includes a five-year cost comparison that can help organize interest, loan charges and principal reduction over the first five years. For an ARM, however, the CFPB notes that this calculation assumes the interest rate remains unchanged. If rates rise, the actual borrowing cost and payment path can be higher than that displayed figure. Treat the number as a standardized starting point, not a guarantee.
Use the five-year figure alongside the full ARM schedule. A borrower who expects to own the home for longer than five years must examine costs after the introductory period and after each possible adjustment. A borrower who expects to move sooner still needs a contingency plan if the sale is delayed.

Annual percentage rate (APR) incorporates the interest rate plus certain charges, so it is useful for comparing loans with similar structures and assumptions. It is not the same as the note rate and does not capture every cost or future event.
For an ARM, APR does not show the maximum possible interest rate. The CFPB’s APR guidance explains this limitation. Review the actual rate, payment, fees and ARM caps together; do not select an ARM solely because its APR appears lower.
What borrower-choice data can—and cannot—tell you
CFPB consumer material reports that 85–95% of buyers chose fixed-rate mortgages during 2008–2022, while 5–15% chose ARMs. The same material gives a separate earlier historical range of 70–75% fixed-rate and 25–30% ARM choices; the excerpt does not identify the years for that earlier range. These are historical ranges, not a measure of 2026 buyer behavior and not evidence that one structure is right for every household. See the CFPB overview of loan types for the context and definitions.

Comparing only the introductory payment
Problem: The ARM appears cheaper because the first payment is lower.
Correction: Compare the fixed payment with the ARM’s maximum contractually permitted payment and the full housing budget.
Assuming rates will fall
Problem: The borrower expects a lower future index to offset the risk.

Correction: Treat any future rate decline as upside, not as an affordability assumption. Verify that the budget works if the rate reaches the allowed maximum.
Ignoring escrow changes
Problem: The borrower treats a fixed rate as a permanently fixed total payment.
Correction: Keep a separate allowance for property-tax and insurance changes, plus mortgage insurance where applicable.
Using APR as the sole ranking
Problem: The ARM’s APR looks lower, so the borrower stops reviewing the reset terms.
Correction: Read the note and disclosures for index, margin, caps, floors, payment rules and negative-amortization provisions.
Relying on a planned sale or refinance
Problem: The loan is affordable only if a transaction occurs before the first reset.
Correction: Underwrite the loan as though you will keep it through the adjustment period. A sale or refinance can remain an option, but it should not be the safety mechanism.
A practical decision checklist
- Have you calculated the complete monthly housing cost, not only principal and interest?
- Would a payment increase reduce essential spending or emergency savings?
- Do you know the ARM’s first adjustment date and every later adjustment interval?
- Do you have the index, margin, initial cap, subsequent cap, lifetime cap, floor and payment cap in writing?
- Has the lender shown the highest payment allowed by the contract?
- Can the household afford that payment with realistic taxes, insurance, mortgage insurance and other obligations?
- Are all Loan Estimates based on the same loan amount, term, down payment, points, credits and cost assumptions?
- Have you read the five-year comparison with the ARM’s unchanged-rate assumption in mind?
- Are you using APR as one comparison measure rather than as a forecast of the ARM’s maximum cost?
- Would the plan still work if you neither sold nor refinanced before the rate changed?
Bottom line for high-cost housing markets
There is no universal winner. A fixed-rate mortgage buys payment predictability and is often the stronger fit when the household has little margin for error or expects to keep the loan beyond the ARM’s introductory period. An ARM can make sense when the initial savings are substantial, the timing plan is well supported and the household can comfortably carry the highest payment allowed by the contract. Compare written Loan Estimates, full housing costs and worst-case ARM terms before deciding.
