South Asia can reduce heat indoors and outdoors by combining reflective roofs and walls, external shade, natural ventilation, urban greenery and water features, and efficient fans or climate-appropriate evaporative cooling. The right mix depends on local humidity, nighttime temperatures, water availability, building design, and the severity of the heat. These measures can cut avoidable cooling demand, but they do not replace air conditioning when it is needed to protect people during dangerous heat.

Why sustainable cooling matters in South Asia

Cooling protects health, food and medicine, but conventional air conditioning can raise electricity demand and greenhouse-gas emissions. UNEP reports that cooling accounts for 7% of global greenhouse-gas emissions and could reach twice that share by 2050; it also says more than one billion people worldwide lack access to life-saving cooling. These are global figures, not South Asia-specific estimates. UNEP, 2025

The Asian Development Bank projects that cooling demand will triple by 2050 under current trends. That outlook makes it important to limit heat entering buildings and use efficient cooling where needed, while expanding safe access rather than treating all mechanical cooling as avoidable. Asian Development Bank, 2024

Five sustainable cooling solutions for South Asia

1. Reflective cool roofs and walls

Light-coloured or reflective finishes send more sunlight away from a building instead of letting its surfaces absorb the heat. In UNEP’s account, cool roofs can reduce surface temperatures by up to 20°C; this is a surface-temperature figure, not a promise of the same reduction in indoor air temperature. A reflective-paint project at a busy Delhi bus terminal reportedly cooled the building by 2–3°C. UNEP

Roof treatments work best as part of a considered building envelope. Wall construction, insulation or thermal mass, airtightness and the amount of glazing also affect how quickly heat enters and leaves. UNEP reports that reducing a commercial building’s window-to-wall ratio from 40% to 20% can cut cooling requirements by up to 12%; actual results depend on the building and its design.

2. Shade windows and façades before the sun heats them

Overhangs, shutters, awnings and façade fins block sunlight outside the glazing, where it can be stopped before heating the glass and interior. Trees near windows can provide shade and help cool the immediate surroundings. In one case study cited by UNEP, horizontal façade fins combined with overhangs reduced annual cooling demand by more than 15%. That result is specific to the case study, not a guaranteed saving for every building. UNEP

3. Use natural ventilation when outdoor conditions allow

Cross-ventilation can carry accumulated indoor heat out of a building, while ventilated roofs can help release heat trapped near the ceiling. Opening windows is most useful when outdoor air is cooler than indoor air, including after a hot day where nights cool substantially. It may be less helpful when outdoor air is hot, polluted or humid, or when security and building layout prevent safe airflow.

4. Add trees, parks and other green or blue spaces

Trees and parks provide shade and cool their surroundings through evapotranspiration. Courtyards, green roofs, green walls and ponds can contribute at building or neighbourhood scale. Their effects depend on placement, design and upkeep; water availability and equitable public access matter too.

UNEP cites Singapore gardens as saving an estimated US$36.8 million in energy costs every year. This is an example from outside South Asia, not a forecast for South Asian cities. UNEP, 2026 Rajkot, meanwhile, is described by ICLEI South Asia as the first Indian city to pilot an Urban Cooling Action Plan, with measures including reflective surfaces, green roofs, urban forestry, energy-efficient buildings and district-level cooling strategies. 5. Choose efficient fans or evaporative cooling for the climate

Fans move air across the skin, supporting the body’s evaporative cooling; they do not lower the air temperature. UNEP says fans can reduce perceived indoor temperature by as much as 4°C. They can be useful in humid conditions when moving air improves comfort, though they cannot make dangerously hot conditions safe by themselves.

Evaporative coolers use water evaporation to cool air and are better suited to hot, dry climates. Their effectiveness falls as humidity rises, and their water use should be considered. UNEP reports that evaporative coolers can use 80–90% less power than an air-conditioning unit and, in hot-dry conditions, lower temperatures by up to 15°C. These are general source-reported figures, not guarantees for a particular room or product. In Tamil Nadu, an example combining high-efficiency fans with passive measures in schools reportedly lowered indoor temperatures by around 3°C in 300 schools. UNEP

How to choose a combination that fits the site

Solution Most relevant benefit Key fit or constraint
Reflective roofs and walls Less solar heat absorbed by the building Choose finishes and envelope measures for the building; surface-temperature reductions do not equal indoor-air reductions.
External shading Less sun reaching windows and façades Design overhangs, shutters, awnings, fins or tree placement for the building’s exposure.
Natural ventilation Removes indoor heat when outdoor air can help Most useful when outside air is cooler and acceptable in quality; nighttime cooling varies by climate.
Green and blue spaces Shade and cooler neighbourhood conditions Requires suitable planning and maintenance; water and access need consideration.
Fans Improves perceived comfort by moving air Does not reduce air temperature; can help in humid settings but is not a stand-alone heat-safety measure.
Evaporative coolers Cooling with less electricity than conventional air conditioning, according to UNEP Best suited to hot-dry conditions; humidity and water supply limit suitability.

For a home, start with measures that prevent direct solar gain—especially shade and reflective surfaces—then consider ventilation based on outdoor conditions and add fans where air movement helps. For humid locations, do not assume an evaporative cooler will work well. At neighbourhood scale, trees and public green space can address outdoor heat that household equipment cannot.

Some cooling decisions require public agencies, utilities or building owners rather than individual households. UNEP notes that in some severe-heat situations, air conditioning is the best way to keep people safe; reducing routine demand should not come at the cost of life-saving cooling. UNEP

What cities and institutions can do beyond individual buildings

District cooling, efficient equipment, refrigerant management, building standards and cold chains involve planning beyond a household retrofit. A World Bank announcement in 2022 described a potential US$1.6 trillion investment opportunity by 2040 and nearly 3.7 million jobs under a greener cooling pathway for India; both are projections, not realized outcomes. It reported that India’s Cooling Action Plan aims to reduce cooling demand by up to 25% by 2037–38. The same announcement estimated district cooling could reduce energy bills by 20–30% compared with the most efficient conventional solution, and that pre-cooling and refrigerated transport could decrease food loss by about 76% and carbon emissions by 16%. These report-era estimates and recommendations are not guaranteed results. World Bank, 2022

These larger measures complement building-level shade, ventilation and reflective surfaces. The practical goal is a portfolio: reduce avoidable heat and cooling demand, use efficient systems where passive measures are insufficient, and preserve access to cooling during dangerous heat.
