There is no universal winner. Keep crews and apparatus at the existing station only when the project can provide safe, separated swing space, reliable apparatus access and a construction sequence that preserves emergency functions. Move temporarily when the building must be substantially vacated, but treat relocation as an emergency-coverage decision as well as a construction decision. The choice should be made against local service tolerances, response coverage, site circulation, staff accommodation, schedule, cost and neighboring-station support.
The decision in practical terms
A phased refurbishment divides the work so firefighters continue operating from the station while another area is renovated or added. A temporary relocation moves crews, appliances and support functions to another facility, temporary building or neighboring stations so the original site can be rebuilt with fewer physical constraints.

Phasing is feasible when the site can create a genuinely usable separation between construction and operations. That means more than putting up a dust wall: crews need safe routes to living and administrative areas, uninterrupted dispatch and communications, protected apparatus movement, dependable utilities and a clear emergency egress route. Relocation is feasible when a temporary site can house the required staff and vehicles and still provide acceptable coverage for the community.
Official project announcements show both approaches, but they do not form a controlled comparison. They do not establish that one method generally produces faster responses, lower costs or shorter construction times. Each decision depends on the station footprint, local demand, road network, available land and the authority’s approved service tolerances.

How phased construction works while the station remains occupied
Create usable swing space before taking essential rooms offline
The strongest in-place schemes provide new or temporary accommodation that crews can use while existing areas are renovated. Oshkosh’s staff-preferred concept, for example, adds space to the west and renovates the second floor. Crews would use the new administrative addition temporarily, then return to renovated areas. This is an internal decant: people move within the project rather than leaving the site.
Swing space must be operationally complete. It may need sleeping or rest areas, hygiene facilities, offices, storage, information technology, radio and alarm connections, and protected routes to the apparatus bays. A nominally available room is not swing space if it lacks ventilation, power, secure access or a safe route during an incident.

Sequence work around emergency functions
Divide the project into phases that keep the dispatch interface, turnout routes, apparatus doors, essential utilities and required staff functions available. The archived US Air Force Fire Station Facilities Design Guide states that its organization criteria apply to renovation as well as new construction and that renovation areas should be phased while functions continue in an operating fire station. The guide is archived design guidance, not current code; the authority having jurisdiction and local requirements control.
- Survey the operating station. Map every route from crew areas to each bay, the location of electrical and communications equipment, fuel and utility shutoffs, fire-protection systems, and emergency exits.
- Define the no-fail functions. Identify the spaces and systems that cannot be interrupted, the maximum acceptable outage for each utility, and the required apparatus egress route.
- Build or fit out the first swing area. Connect power, data, alarms, heating, cooling and plumbing before moving crews into it. Test those systems under operating conditions.
- Isolate the work zone. Use controlled access, physical barriers, dust and fume control, protected fire separations and a construction route that does not cross apparatus movement.
- Move functions in a planned order. Decant only after the receiving area passes an operational inspection. Then renovate the vacated area and repeat the cycle.
- Rehearse abnormal events. Test a simultaneous callout, a utility failure, a construction alarm, blocked access and an evacuation while the phase is active.
Protect apparatus movement and turnout time
Construction fencing, deliveries, cranes, skips and temporary parking can narrow turning paths or block bay doors. The construction logistics plan should show appliance swept paths, crew walkways, visitor separation, emergency access for other responders and a method for keeping doors and gates functional during outages. If contractors need to cross an apparatus route, the crossing requires a controlled procedure and a safe alternative route, not an assumption that crews will wait.
Manage the occupied-building hazards
Live-site work introduces noise, dust, vibration, temporary fire detection arrangements, hot-work risks, contaminated materials and changing escape routes. Coordinate permits, isolation of alarms and suppression systems, housekeeping, daily access checks and communication between the contractor and watch commanders. A phased plan also needs a trigger for stopping work if an operational tolerance is breached.
When temporary relocation is the better fit
Relocation removes physical conflicts
A move can be more practical when the existing station must be fully vacated, when its footprint cannot provide separated work and operational zones, or when utilities and structure require extensive interruption. With the building empty, contractors can use the whole site for demolition, structural work, service replacement and a more efficient sequence.
Select the temporary site as part of the coverage model
Oxnard identifies call volume, travel routes, staffing and vehicle accommodation as factors in assessing temporary locations. Those factors should be modelled before a site is selected, not checked after a lease is signed.

Temporary does not mean operationally simple
A modular building, leased facility or neighboring station may need planning approval, utility connections, security, accessibility work, fire protection, communications installation and transport of equipment. Include setup, operation, removal, storage or reuse in the project plan. The temporary arrangement should have an owner, inspection schedule, maintenance budget and a documented move-back process.
Phased construction versus temporary relocation
| Decision axis | Phased construction in place | Temporary relocation |
|---|---|---|
| Service continuity | Crews and apparatus remain at the station if safe access and usable operational space are maintained. | Coverage operates from a temporary or neighboring location; location and support resources must be assessed. |
| Site requirement | Requires workable swing space, separation of work and operations, protected circulation and functioning utilities. | Requires a suitable temporary site with access, utilities, vehicle capacity and staff accommodation. |
| Construction sequence | Work is divided into phases; completed additions or temporary areas can support internal moves. | The original station can be turned over for more extensive work after crews and apparatus move. |
| Response planning | Verify that work zones and construction access do not compromise dispatch, turnout or apparatus egress. | Model travel routes, call demand, staffing, neighboring support and any change in coverage. |
| Cost and schedule | Include temporary works, repeated mobilization and sequencing constraints in a whole-project estimate. | Include setup, utilities, transport, operating arrangements and removal or reuse of the temporary facility. |
| Staff and community impact | Manage noise, dust, safety risks and reduced circulation in an occupied building. | Communicate the operating address and account for changed local access and coverage. |
These factors synthesize considerations described in official municipal, fire-service, design-guide and project-submission materials. They are not a universal standard or a promise that one option will cost less.
A step-by-step decision process
1. Set the service tolerance before designing the building work
The fire authority should define the outcomes that cannot be compromised: emergency availability, maximum acceptable travel change, minimum staffing, apparatus readiness, dispatch continuity, resilience during simultaneous incidents and any permitted reduction in nonessential accommodation. Buckinghamshire Fire & Rescue Service says service delivery during its High Wycombe project must remain within service-approved tolerances, while detailed arrangements are still being developed.

Prepare a scaled plan showing bays, turning radii, crew routes, exits, utility entries, communications rooms, hazardous-material storage, public access and contractor access. Add the proposed demolition, temporary barriers, cranes, deliveries and fire-lane requirements. If a phase cannot preserve a safe route from occupied rooms to apparatus, treat that phase as infeasible until redesigned.
3. Test coverage from every candidate location
For relocation, compare the current and temporary addresses using actual call distribution, road routes, staffing patterns, appliance types and neighboring-station availability. Oxnard says its goal is to keep response times from temporary sites as close as possible to those at the permanent station. That is a local objective, not evidence that relocation has no effect in every project.
4. Build a whole-project cost and schedule
For phasing, price swing space, temporary protection, repeated moves, out-of-hours work, restricted productivity and contingency for unknown conditions. For relocation, add site preparation, modular units or rent, utility connections, communications, security, transport, insurance, operating costs and reinstatement or reuse. Compare the same scope, escalation basis and contingency for both options.
5. Stress-test abnormal conditions
Model a major incident during a concrete pour, a blocked temporary access road, loss of power or data, a fire alarm impairment, severe weather, a contractor injury and a simultaneous call requiring neighboring support. Record who makes the decision to suspend work or move coverage and how quickly the station can return to its approved operating configuration.

6. Choose a fallback, not just a preferred option
Every project should identify the trigger for changing course. A phased project may need a short-term relocation if a hidden structural condition removes the planned swing space. A relocated project may need a second temporary site if utilities or approvals are delayed. Fund and schedule those contingencies before construction begins.

Oshkosh, Wisconsin: on-site swing space
The city’s staff-preferred concept renovates the second floor and adds space to the west. Crews would use the new administrative addition temporarily before returning to renovated areas. The city says apparatus would remain in the bays and anticipates no appreciable response-time increase. Its preliminary estimate is $6 million in 2027 dollars, including design, contingency and construction-related costs. That figure is specific to Oshkosh’s concept and is not a benchmark for other stations.
High Wycombe, England: approach still under development
Buckinghamshire Fire & Rescue Service says phased construction and partial occupation are among the options under consideration. It has stated that community safety remains the overriding priority and that service delivery must stay within approved tolerances. Detailed construction arrangements and occupancy timing remain subject to project progress, so the announcement does not establish a final method or schedule.
Liberton, Scotland: nearby temporary facility
Scottish Fire and Rescue Service reported that the existing station site closed for rebuilding and that the crew and appliance moved to a nearby temporary facility. Neighboring stations supported emergency cover. The July 14, 2026 announcement estimated a 15-to-18-month rebuild. The duration and support arrangement are specific to that project.

The city described constructing a temporary apparatus bay before station construction. Its July 2026 update said crews had moved into the new station; modular temporary housing was to be moved to a training site, and the temporary apparatus bay was to be converted into a logistics facility. Reuse can reduce disposal and preserve public value, but it requires a defined receiving site and a design that permits safe dismantling or conversion.
London: decant to other stations
London Fire Brigade says Lambeth station is planned to close during construction in winter 2026/27, marked as subject to confirmation, with crews moving to Clapham and Chelsea stations. The Brigade states that response times and resilience will not be affected. That is the Brigade’s project assessment, not independent measured evidence, and the timing may change.
Oxnard, California: temporary sites assessed by operations
The city says resources normally housed in stations will move to temporary locations during remodeling. It lists call volume, travel routes, staffing and vehicle needs as assessment criteria and says Station 4 would continue operating at its current site. The example shows why a department may use different strategies at different stations in the same program.

Federal crash-rescue station submission: detailed live-site sequencing
One federal project submission describes temporary trailers and multiple construction phases intended to maintain 24/7 functions and required response times, including access between occupied functions and apparatus. It demonstrates the level of logistics detail a live-site project may require; it is not a general requirement for every refurbishment.
Cost, schedule and procurement questions
Do not transfer a price or duration from one jurisdiction to another. Oshkosh’s $6 million preliminary estimate is expressed in 2027 dollars and includes design, contingency and construction-related costs. It does not quantify what a relocation would cost, and it cannot predict a different station’s structural, utility or site conditions.
A relocation plan should show the date of site possession, temporary-facility readiness, equipment move, commissioning, construction start, completion, inspections, move-back and removal or reuse. A phased plan should show each decant, the duration of every occupied phase, restricted-access periods and the point at which the station returns to its final configuration.
Procurement documents should assign responsibility for temporary utilities, security, cleaning, communications, fire-protection impairments, traffic control, weather protection and restoration. Ambiguity in those items often appears as change orders or operational disruption rather than as a visible construction defect.
Common failure modes and controls
- “The bay still fits on paper.” Verify appliance swept paths, door clearances, turning movements and simultaneous departures with a physical or digital logistics test.
- “A spare room is swing space.” Commission power, data, alarms, ventilation, plumbing, security and furniture before moving crews.
- “The temporary site is close enough.” Test routes against call demand, staffing, traffic restrictions and neighboring-station availability.
- “The contractor can work around operations.” Write barriers, delivery windows, access rules, alarm procedures and stop-work triggers into the construction plan.
- “The schedule is fixed.” Mark the London winter 2026/27 example as a planned, changeable date and apply the same discipline to every project milestone.
- “Temporary means disposable.” Decide early whether modular accommodation or an apparatus bay will be removed, stored, transferred or converted, as Medford planned for its temporary facilities.
- “A response-time claim proves performance.” Treat statements from project owners as planned outcomes or assessments unless a common, independent dataset measures actual performance.
How to communicate the choice
Publish the operating address, move dates, access arrangements and emergency-contact information before a relocation. For an occupied refurbishment, explain which entrances, parking areas, public counters and routes will change, how noise and dust will be controlled, and what residents should expect during each phase.

The final decision should be recorded as an operational case: the service tolerances, site constraints, coverage analysis, whole-project cost, schedule, risks, mitigations, fallback arrangements and approval by the responsible authority. That record is more defensible than choosing phasing or relocation because it appears cheaper or more familiar.
